Policy Statement/Strategy Document. Councillor David Ogden highlighted the issue of conditions imposed upon planning permission and whether compliance was followed up by the authorities. Whether it was the Parish Council’s role to pursue issues further was questioned. Giving the necessary commitment can be difficult and it was reiterated the status of a Parish Councillors is as a volunteer. Councillors admitted to feeling disappointed when points are raised only to be ignored, however comments are acknowledged and reflected in the officer’s reports. It was agreed that whilst Parish Councillors could possibly do more, it may not achieve anything. Councillors have been advised that sight of the Officer’s Report could be requested prior to the decision being reached, however timings did not appear to enable this. City Council appear to rely on locals to report issues and might have difficulty keeping track of the conditions on all applications

Councillor David Ogden wondered whether a co-ordinated system would highlight issues – for example approval for a stable which is being used as a home, or a building that is larger than approved and felt that by looking at more important breaches we could expose the gaps in the WCC planning function He proposed a future agenda item to show a pro-active co- ordinated approach for following up applications, with a spreadsheet showing key features It was agreed that if applications with issues similar to 20/02103/LDC were received they should be considered by the planning committee in a similar manner

Case No: 20/02103/LDC Comments by: 30 October 2020 Applicant: Mr and Mrs C Hughes Proposal: Mobile home used as residential dwelling Location: Shirrell Farm Pricketts Hill Shedfield Southampton Hampshire SO32 2JW Shedfield Parish Council wish to comment regarding this application as follows:- Shedfield Parish Council requests that Winchester City Council needs to resolve the following discrepancies in application 20/02103/LDC, by referring to other documents, including 10/00211/FUL and W/07828/08. The applicants and the various declarations assert that the applicants have been living in a mobile home independent of their parents’ home since January 2010. If the mobile home was on the site by 21 January 2010, as is claimed, it should have featured in plans submitted with application 10/00211/FUL which is dated 29 January 2010. There is no mention of it. The site was visited by N. Mackintosh from WCC Planning Department on 25 March 2010 and no mention was made by him of an independent mobile home. On 26 March 2010 the applicants’ then agent Giles Wheeler Bennett replied to N Mackintosh enclosing two additional plans - a site plan, and a location plan of the entire site and not just the curtilage of the bungalow - neither of which includes a mobile home. On 13 May 2010, a decision notice on the bungalow was served, stating among other conditions that The mobile home the subject of planning permission W07828/06 shall be removed from the site within one month of the occupation of the dwelling hereby permitted or by 27 February 2011, whichever is the earlier, unless otherwise agreed in writing with the Local Planning Authority. (Paragraph 6) On 1 November 2010, a further decision notice was issued. The declaration from Gavin Wells (GW Electrical Services) refers to an electrical supply to the mobile home, but the supply is from the bungalow and not an independent supply. Denise Hughes confirms this, stating that the electricity is sub-metered: however, the meter start date is 1 March 2015, five years after the claimed ‘independent’ start date. The water charges suggest that the water supply has also been dependent on the bungalow. Had this been an independent dwelling, it would be expected that the applicants might produce concrete evidence such as, for example, a separate postal address and post box, a television licence, a DVLA application, proof of land registration or Council Tax payment – or a BT invoice dated earlier than 2019. Instead, they have submitted only statements, photographs which fail to show the relationship between bungalow and caravan, and plans which do not correspond to original planning documents. We look forward to reading the Planning Officer’s view on these points.

185/20 Five Oaks Farm Update– It has been indicated that this application will not now be considered until March. The scoping document is considered inadequate, further information will be circulated on receipt.

186/20 White Paper regarding changes to the planning system – Response to Consultation to be submitted by 29 October 2020. Three individual responses have already been submitted, however there are areas where responses do not agree. The issues are complex and the proposals have very little parliamentary support. Councillors agreed to provide a combined response for submission on behalf of the Parish Council

187/20 Highways –

i) High Street Shirrell Heath – Operation Resilience - Footway Improvement Works – Temporary suspension - works re-commenced 12 October 2020 ii) Canford Close – Carriageway repairs commenced 12 October 2020 – Injury to resident who tripped and fell whilst negotiating the safety barrier due to no suitable pedestrian access being provided. The surface recently completed has failed and required renewal – It has been patched up and now looks awful. Work appears sub-standard.and has wasted valuable funds. Complaint to be raised to Winchester regarding the outcome, parking in the bus stop and in Church Road, despite assurances to the contrary. iii) Beaucroft Road/Hornbeam Close – dropped kerb and improved surface request – dropped kerb denied due to a cluster of water valve covers – developer has been asked to resurface with suitable material if possible. Plans to be checked and response to earlier e-mail requested.

188/20 Speedwatch – Purchase of suitable Hi Vis Jackets – to comply with BS EN471 A sample vest purchased on E-bay was believed to be the most suitable and better quality than some of the alternatives. It was agreed to ask Full Council to approve the purchase of 28 vests at a maximum of £5.50 per item. Proposed Jim Coleman Seconded David Ogden

From a location close to the Equestrian Centre, the speed watch team had witnessed a number of near misses as a result of HGV’s entering and exiting the site and it was felt they presented a serious risk to other road users. Many vehicles were speeding and numerous lorries used Church Road despite the weight restrictions It was agreed to send correspondence highlighting the issue to Highways, Police Traffic Enforcement and VOSA, although it would be preferable to provide supporting evidence if possible.
