Matters Arising -.Application 19/01832/FUL Shedfield Equestrian Centre. Strategic Planning Team have reported that the work is partially complete and out of proportion, offering no natural light. Riding for the Disabled has their local base at the centre and there is therefore no local independent body to monitor the facilities. Application 19/01852/HOU - Unfortunately WCC have not supported the Parish Council regarding the metal gates. 174/19 Public Participation – A resident stressed that the importance of reports made to Winchester City Council by both the Parish Council and residents should not be underestimated. District Councillor Linda Gemmell reported that application 19/01688/FUL was likely to be refused, however this would probably be challenged as the rear garden is not enclosed. 175/19 Response to Public Participation – District Councillor Roger Bentote acknowledged there has been a problem, in particular with enforcements, due to slow pick up and no automatic follow up as a result of frequent staff changes.

Saxons in the Meon Valley: A Place-Name Survey Dr Kelly A. Kilpatrick Institute for Name-Studies, University of Nottingham Introduction The Meon Valley in southern Hampshire is defined by the River Meon, a chalk river, which rises at the village of East Meon and flows to the Solent at Titchfield Haven. The Meon Valley area contains the parishes of East and West Meon, Warnford, Exton, Corhampton, Meonstoke, Droxford, Soberton, Wickham and Fareham (for Titchfield); also associated with this region are the parishes of Shedfield, Swanmore, Privett, Froxfield, Steep, Langrish and East and West Tisted. Place-names preserve information about topographic, linguistic and cultural conditions at the time of their formation, and therefore are a useful resource for investigating the past. The toponymic survey presented below is intended to compliment the ‘Story of the Saxons in the Meon Valley’ project, and to provide a general synopsis of the region’s Anglo-Saxon history through place- name evidence. This survey covers the geographical scope of the field-work carried out in the project. Firstly, an introduction to the Jutes of southern Hampshire is presented, followed by a discussion of the Meon River and the Meonware. The following toponymic survey adheres to the structure of the English Place-Name Society county survey volumes. The place-names are organised hierarchically by hundreds, then parishes. Major settlements are discussed first in each parish, followed by minor names of etymological interest arranged alphabetically.

Policies Map 2 of the Submission shows land to the north, south and east of the ‘DM1’ notation for Waltham Chase in a light-green wash to denote that it comprises land within the Bishops Waltham-Swanmore-Waltham Chase-Shedfield-Shirrell Heath Local Gap. On the subject of ‘Settlement Gaps’, paragraph 10.41 of the Core Strategy explains that they ‘…help to define and retain the separate identity of settlements, an aspect highly valued by many communities and the concept of gaps is an established spatial planning tool locally’ . Adopted Core Strategy Policy CP18 consequently states that ‘ The Local Planning Authority will retain the generally open and undeveloped nature of the following defined settlement gaps…Bishops Waltham-Swanmore- Waltham Chase-Shedfield-Shirrell Heath Local…Within these gaps, only development that does not physically or visually diminish the gap will be allowed’. Winchester City Council’s commitment to the protection of the Local Gap is evident. 2. Policy MTRA2 of the Joint Core Strategy proposes ‘about 250 new homes’ in Waltham Chase but requires that ‘ All new development should be appropriate in scale and design and conserve each settlement’s identity, countryside setting…Development should protect areas designated for their local, national or international importance, such as Gaps and the South Downs National Park’. It is evident that the delivery of ‘about 250 homes’ in and about Waltham Chase should not be achieved at the expense of its identity, a significant part of which turns on respect for the ‘Bishops Waltham-Swanmore-Waltham Chase-Shedfield-Shirrell Heath’ Local Gap.

There is also an issue with drainage to the neighbour’s cesspit.
