SHRI D.V. SADANANDA GOWDA: Madam Speaker, this is one area in the Railways where we are getting complaints every day. Day by day the complaints are increasing. The complaints are about catering facilities not being good and up to the mark. There are complaints of overcharging, complaints with regard to quality, quantity, hygiene and behaviour of the catering staff. These complaints are coming to us daily. A new catering policy was introduced with effect from 21-7-2010. In that policy certain criteria were given for implementation. I do not say that the policy is fully implemented; there are certain factors which need to be taken care of by the Railways. One of them is shifting of catering management from IRCTC to Zonal Railways. IRCTC is restricted to managing catering in food stalls and plazas. Affordable food with regional varieties is to be served. Supervision and quality assurance by Zonal Railways has to be taken care of. This is part of the policy made. Now we are ensuring with a third-party audit mechanism the quality also. In that policy, base kitchens with modern facilities to ensure quality and hygiene also have to be set up. For allotment of stalls stations are categorized into two groups: (1) A, B, C stations and (2) D, E, F stations. Allotment of stalls in respect of A, B, C stations is done through tenders. In respect of D, E and F stations allotment is done by selection through application. Reservations are provided for 24.07.2014 : :Hng-Ks Uncorrected / Not for Publication 9 in this as per the norms of the Government. Even tenure of allotment is specified in that policy. We are strictly following that policy. In spite of that there are several complaints coming to us every year. I can give you a small gist as to how many complaints we have received in these years. But these are the methodologies that we are going to take as far as the catering Comment: Cd by b1 policy is concerned. A complaint redressal mechanism with toll-free number and website to register complaints is also there. We are acknowledging complaints within 24 hours. We will take care of these things and we will solve the problems. Even third party audit mechanism is also there. When it comes to imposition of fines, from 1 st June to 23 rd July, we have penalised 11 persons, with a maximum of Rs. 1 lakh each for 9 persons and Rs. 50,000 each for the caterers. SHRI D.V. SADANANDA GOWDA: As far as potable drinking water is concerned, till 2002-03, we used to purchase from outside. In the year 2003, we started some plants to produce mineral water. In fact, it is quite insufficient to supply to the commuters and passengers. At present, we are producing only about 3.8 lakh rail neer bottles from these plants. The Indian Railways requires nearly 25 lakh litre per day. We are getting the remaining from the open market. Two more of our bottling factories will be commissioned by the end of next year. So, we will reach about 5.8 lakh bottles. Still, we are far behind in production of rail neer and 24.07.2014 : :Hng-Ks Uncorrected / Not for Publication 10 are going for the open market. This time, we have thought of introducing RO drinking water supply in the stations as well as trains.
