I am sure you will help the Chair in maintaining the high traditions of this House and thereby strengthening the roots of parliamentary democracy in our country. SPEAKER: Hon. Members, I have to inform the House that the Hon. Speaker had received two letters dated 26th May, 2014 from Shri Mulayam Singh Yadav, Shri K. Chandrasekhara Rao, and one letter dated 29th May from Shri Narendra Modi, elected as Members from Mainpuri, Medak and Vadodara parliamentary constituencies of Uttar Pradesh, Telangana and Gujarat. The Members vide these letters tendered their resignations from the aforementioned parliamentary constituencies. (ii) Making and subscribing an Oath or Affirmation HON. SPEAKER: Hon. Members, the names of Members will now be called for the purpose of making and subscribing an oath or affirmation, and I hope Members will remember their oath and affirmation in the next five years for the smooth running of the House. The Prime Minister will be called first. Thereafter Shri L.K. Advani, and thereafter Shrimati Sonia Gandhi will be called followed by the Members of the Panel of Chairpersons, Ministers of Cabinet rank, and Ministers of State. Thereafter the names of other Members will be called, State/Union Territory-wise beginning with Andaman and Nicobar Islands, Andhra Pradesh and so on. Insofar as Andhra Pradesh is concerned, you are well aware that the State of Telangana has now come into existence with effect from 2nd June, 2014. Consequently, out of 42 parliamentary constituencies in the State of Andhra Pradesh 17 constituencies now come under the State of Telangana. As I am calling names of Members for taking oath or making affirmation State-wise, the names of the Members from the State of Telangana will be called at the appropriate stage when the turn of the State of Telangana will come. The names of Members who are not able to take the oath or make the affirmation at the first call will be called again at the end. KARUNAKARAN called the attention of the Minister of Agriculture to the situation arising due to use of harmful pesticides, especially endosulfan in the country and their adverse impact on human life. THE MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE (DR. SANJEEV BALYAN): Pesticides play an important role in sustaining agricultural production in the country by protecting crops from pests and diseases. Availability of safe and efficacious pesticides and their judicious use by the farming community is critical to a sustained increase in agricultural production and productivity. Pesticides are also useful in health programmes for controlling vectors responsible for diseases like malaria. However, pesticides have toxic properties and need a well ordered system of management and regulation which encompasses all important stages in the life-cycle of pesticides, i.e., from import or production to sale and disposal. The existing legislation for regulation of pesticides is the Insecticides Act, 1968. This Act regulates the import, manufacture, sale, transport, distribution and use of insecticides with a view to prevent risks to human beings or animals, and for matters connected therewith. Pesticides are registered under the provisions of the Insecticides Act, 1968 after a thorough technical evaluation of safety to human animal and environmental health. Pesticides are not likely to cause adverse effect on human health, flora and fauna, provided the usage is in accordance with the manner prescribed in the labels and leaflets approved by the Registration Committee.
