Fiscal deficits, elevated debt-to-GDP ratios, and high inflation rates suggest hyperinflation could have potentially emerged in many European countries after World War I. We demonstrate that economic policy uncertainty was instrumental in pushing a subset of European countries into hyperinflation shortly after the end of the war. Germany, Austria, Poland, and Hungary (GAPH) suffered from frequent uncertainty shocks – and correspondingly high levels of uncertainty – caused by protracted political negotiations over reparations payments, the apportionment of the Austro-Hungarian debt, and border disputes. In contrast, other European countries exhibited lower levels of measured uncertainty between 1919 and 1925, allowing them more capacity with which to implement credible commitments to their fiscal and monetary policies. -

Estimating the e®ects of ¯scal policy in OECD countries Roberto Perotti¤ This version: November 2004 Abstract This paper studies the e®ects of ¯scal policy on GDP, in°ation and interest rates in 5 OECD countries, using a structural Vector Autoregression approach. Its main results can be summarized as follows: 1) The e®ects of ¯scal policy on GDP tend to be small: government spending multipliers larger than 1 can be estimated only in the US in the pre-1980 period. 2) There is no evidence that tax cuts work faster or more e®ectively than spending increases. 3) The e®ects of government spending shocks and tax cuts on GDP and its components have become substantially weaker over time; in the post-1980 period these e®ects are mostly negative, particularly on private investment. 4) Only in the post-1980 period is there evidence of positive e®ects of government spending on long interest rates. In fact, when the real interest rate is held constant in the impulse responses, much of the decline in the response of GDP in the post-1980 period in the US and UK disappears. 5) Under plausible values of its price elasticity, government spending typically has small e®ects on in°ation. 6) Both the decline in the variance of the ¯scal shocks and the change in their transmission mechanism contribute to the decline in the variance of GDP after 1980. ¤IGIER - Universitµa Bocconi and Centre for Economic Policy Research. The economic policy response to the Covid-19 crisis Note for discussion April 9, 2020 * The dramatic social distancing measures that were needed to contain the Covid-19 outbreak and save lives have resulted in a major economic crisis. The magnitude and spread of the global decline in output exceeds that triggered by the Global Financial Crisis, if not the Great Depression. But the very nature of the crisis is unprecedented. As in previous major downturns, developing countries are facing a decline in foreign demand and a drop of commodity prices. They are also being locked out from global financial markets, suffer capital outflows and experience a fall of remittances. But in addition to the demand shortfall and the financial stress, this new crisis involves a major supply shock. Domestically, social distancing measures drastically reduce labor supply and increase transaction costs. Internationally, supply chains break down, which may result in shortages of key inputs and potentially in higher food prices. Another important difference with previous crises is the potential, recurrent return of the supply shock until a vaccine is developed, weighing on the prospects for recovery. A crisis of this magnitude and nature is not going to be reverted quickly. Even once the crisis bottoms out, widespread bankruptcies, increased unemployment and under-employment, and a depressed investment climate will make its effects persist. Moreover, developing countries are confronting this crisis from a weaker position compared to the Global Financial Crisis. Some financial sectors are vulnerable, corporate debt is generally high, and sovereign debt levels often constrain the fiscal space available to governments. -

GREGORY MANKIW ONE of the cool things about hanging around a place like Harvard, where I have been a professor for almost 30 years, is that you get to meet some supertalented people long before the world recognizes their talents. I had a vivid reminder of this just a few days ago, when President Obama appointed Jason Furman as chairman of the Council of Economic Advisers, a position that I held under George W. Bush. Jason was once a student of mine at Harvard. As the president noted in announcing the appointment, I was chairman of Jason’s Ph.D. dissertation committee. He and I have remained friends ever since. In Washington these days, comity between Republicans and Democrats is rare. Yet my relationship with Jason has never been hampered by our differing political affiliations. During the campaign of 2004, I was part of the Bush administration and he was working for two Democratic candidates, first for Wesley K. Clark in the primary season and then for John Kerry during the general election. Yet the fact that our bosses were steeped in a political battle at the highest level did not stop us from enjoying regular dinners together. For me, and I suspect for Jason as well, friendship trumps politics. Our friendship is based in part on the common bond of all economists. The field of economics offers a lens through which to view the world. For those who buy into it and pursue it as a career, it provides a foundation of a personal and political philosophy. -

Lessons from the History of UK Science Policy August 2019 2 Science Policy History Foreword The British Academy is the UK’s national body for the humanities and social sciences. Our purpose is to deepen understanding of people, societies and cultures, enabling everyone to learn, progress and prosper. The Academy inspires, supports and promotes outstanding achievement and global advances in the humanities and social sciences. We are a fellowship of over 1000 of the most outstanding academics, an international community of leading experts focused on people, culture and societies, and are the voice for the humanities and social sciences.1 The British Academy aims to use insights from the past and the present to help shape the future, by influencing policy and affecting change in the UK and overseas. Given this, the Academy is well-placed to bring humanities and social science insight from the past into policymaking for the present and the future. One way to do this is in using historical insights to inform policymaking – ‘looking back to look forward’. To support these efforts, the Academy’s public policy team in collaboration with the Department for Business, Energy and Industrial Strategy, has undertaken a new programme of work on policy histories. The policy histories series develop historical analyses for individual policy areas. These analyses are used to provide: • a structured, rigorous and objective account of the history of a given policy area and the significance of key milestones in context, • an informed basis for analysis and insights from the timelines as well as dialogue and discussion about what history can tell us about the future. -

Naomi Oreskes Department of History and Science Studies Program, University of California, San Diego, 9500 Gilman Drive, La Jolla, CA 92093-0104, USA Abstract In recent years, it has become common for opponents of environmental action to argue that the scientific basis for purported harms is uncertain, unreliable, and fundamentally unproven. In response, many scientists believe that their job is to provide the “proof” that society needs. Both the complaint and the response are misguided. In all but the most trivial cases, science does not produce logically indisputable proofs about the natural world. At best it produces a robust consensus based on a process of inquiry that allows for continued scrutiny, re-examination, and revision. Within a scientific community, different individuals may weigh evidence differently and adhere to different standards of demonstration, and these differences are likely to be amplified when the results of inquiry have political, religious, or economic ramifications. In such cases, science can play a role by providing informed opinions about the possible consequences of our actions (or inactions), and by monitoring the effects of our choices. © 2004 Elsevier Ltd. Summers, and Jason Bordoff The Brookings Institution The Hamilton Project seeks to advance America’s promise of opportunity, prosperity, and growth. The Project’s economic strategy reflects a judgment that long-term prosperity is best achieved by making economic growth broad-based, by enhancing individual economic security, and by embracing a role for effective government in making needed public investments. Our strategy—strikingly different from the theories driving economic policy in recent years—calls for fiscal discipline and for increased public investment in key growth- enhancing areas. The Project will put forward innovative policy ideas from leading economic thinkers throughout the United States—ideas based on experience and evidence, not ideology and doctrine—to introduce new, sometimes controversial, policy options into the national debate with the goal of improving our country’s economic policy. The Project is named after Alexander Hamilton, the nation’s first treasury secretary, who laid the foundation for the modern American economy.
