The Provider-Based Evaluation (ProBE) 2014 Preliminary Report I. Background of ProBE 2014 The Provider-Based Evaluation (ProBE), continuation of the formerly known Malaysia Government Portals and Websites Assessment (MGPWA), has been concluded for the assessment year of 2014. As mandated by the Government of Malaysia via the Flagship Coordination Committee (FCC) Meeting chaired by the Secretary General of Malaysia, MDeC hereby announces the result of ProBE 2014. Effective Date and Implementation The assessment year for ProBE 2014 has commenced on the 1 st of July 2014 following the announcement of the criteria and its methodology to all agencies. A total of 1086 Government websites from twenty four Ministries and thirteen states were identified for assessment. Methodology In line with the continuous and heightened effort from the Government to enhance delivery of services to the citizens, significant advancements were introduced to the criteria and methodology of assessment for ProBE 2014 exercise. The year 2014 spearheaded the introduction and implementation of self-assessment methodology where all agencies were required to assess their own websites based on the prescribed ProBE criteria. This study is qualitative in nature: a total of three focus group discussions were conducted among selected villagers from Kuala Tembeling, Kuala Tahan and Kundang Hulu villages. Four themes emerged from the analysis, namely sources of income, mode of transportation, less appreciation among the younger generation for the river, and the need for river development. Through the identification of this data, it is a hope that a broader understanding of the relationship between the local community and the river could facilitate river development programmes and strategies. Sains Malaysiana 45(10)(2016): 1487–1495 Environmental Influences on Fish Assemblages of the Upper Sungai Pelus, Kuala Kangsar, Perak, Malaysia (Pengaruh Alam Sekitar ke atas Kumpulan Ikan dari Hulu Sungai Pelus, Kuala Kangsar, Perak, Malaysia) MAT ESA MOHD IKHWANUDDIN, MOHAMMAD NOOR AZMAI AMAL*, SHAMARINA SHOHAIMI HASRUL HAZMAN HASAN & NOR ROHAIZAH JAMIL ABSTRACT This study evaluates the current environmental influences on fish assemblages of the upper Sungai Pelus, Kuala Kangsar, Perak. Fish samplings and habitat characterizations were conducted at three significant different months, which were on dry (June 2014), wet (August 2014) and moderately wet seasons (April 2015). A total of 510 individual fish were collected from the study, which consist of four orders, nine families, 20 genus and 21 species of fishes. Cyprinidae was the biggest family, followed by Bagridae, Balitoridae and Sisoridae. Neolissochilus hexagonolepis was the only species documented under the nearly threatened list, even their individual number and occurrences were the highest recorded. The readings of environmental variables, such as water temperature, pH, conductivity, dissolved oxygen, total dissolved solids, biological oxygen demand and total suspended solids were regarded as normal for upper river area. However, the water turbidity and chemical oxygen demand (COD) were quite high, which we believed was due to seasonal variation and current anthropogenic activities of the nearby river area. Canonical correspondence analysis showed that the water conductivity, river width, COD and water velocity were the main factors in influencing the fish assemblages of this upper Sungai Pelus. The findings can be utilized as a guideline to manage, protect and conserve this upper river area in the near future. -

The deep, royal blue of the ocean running behind ferries to tropical paradise. The turtle-dotted teal of shallow lagoons and horseshoe bays lapping the sugar sands in Pulau Perhentian (the Perhentian Islands). And the organic, vegetative green-blue of Lake Kenyir, vine-shrouded in its jungle womb. Blue is a cooling colour, and the general laid-back vibe of Terengganu makes for a cool- ing escape – something about the slow pace of life makes relaxed sighs some of the most common means of communication here. Most travellers come to the state for an island experience, and they’re in the right spot: some of the best beaches in the country can be found on Pulau Perhentian, Pulau Redang and Pulau Kapas. Divers in particular are well cared for here, but if you’re up for doing nothing at all, Terengganu will indulge your indolence. But don’t completely dismiss mainland Terengganu from your exploration. This is one of the most ethnically Malay states in the country, and you have the opportunity here to engage the Malay people at, simultaneously, their most traditional, their most evolving – note the waves of modernity replacing the traditional stilt houses of Kuala Terengganu, the capital, with air-con condos – and their most Islamic. They’re also, we’d note, at their most friendly when dealing with travellers who’ve wandered off the beach. -

Surface water samplings were taken from five different locations along Pahang River including three of its river creeks namely Jelai River, Tembeling River and Semantan River. The dissolved oxygen (DO), total dissolved solids (TDS), salinity, conductivity and alkalinity or acidity index (pH) were measured in-situ by means of Hydrolab YSI ProPlus. The concentrations of copper, aluminium, iron, manganese, nickel and lead were determined and analyzed using the Inductively Coupled Plasma Optical Emission Spectroscopy (ICP- OES). The mean values for aluminium are found the highest ranging from 1.03 to 5.88 mgL-1 followed by iron which ranges between 0.76 to 2.46 mgL-1. Copper, manganese, nickel and lead showed low readings of not more than 0.04 mgL-1. The water constituents of Pahang River from the sampling stations namely Jelai River, Semantan River and Tembeling River were suggested to fall under Class IIA according to the INQWS, which means that conventional treatment must be done prior to consumption.
