Foreword

This is the first annual report on the work and achievements of the Local Authority Waters Programme (LAWPRO). It follows the report on the Local Authority Waters & Communities Office for the period February 2016-December 2017. The creation of the Local Authority Waters Programme in 2018 with the addition of the Catchment Assessment Team was sanctioned by the Department of Housing, Planning and Local Government and coincided with the publication of the second cycle River Basin Management Plan (RBMP) for . This expansion was necessary to drive implementation of the measures set out in the RBMP, and to underpin continued community and stakeholder engagement. As a shared service, LAWPRO provides valuable support to all 31 Local Authorities in the delivery of statutory obligations to implement the European Union Water Framework Directive. Key to the successful delivery of those obligations is coordination and networking between Local Authorities and WFD-implementing public bodies, nationally and across a five-region structure. I am confident that this report will provide valuable insights into the operations of LAWPRO over the period from January to December 2018.

1.1 Introduction and Background Water is a vital natural resource for which there is no known substitute. We must therefore respect it and together learn to manage our actions and activities so as to reduce and prevent adverse impact on water quality in lakes, rivers and estuaries, and along our shores. A healthy water environment is essential for our health, for wildlife and for the success of numerous sectors of the economy. It is widely acknowledged that the EU Water Framework Directive (WFD) is the most ambitious and complex piece of environmental legislation ever enacted in the European Union. Its implementation to date has required significant effort across EU Member States in accordance with strict timelines for the development and implementation of River Basin Management Plans. The implementation process has been very challenging, and progress towards achieving the WFD environmental objectives of “good ecological status” in the waters of Europe has been slow across all Member States. The current River Basin Management Plan for Ireland, which covers the period 2018-2021, is the second in a series of three plans. The development and implementation of the second cycle plan has been delivered via “a new approach”, one that is underpinned by a pioneering governance model. The success of this approach to date is built on three key elements:

The Local Authority Waters Programme (LAWPRO) is key to the success of this new approach to the implementation of the WFD in Ireland. This report presents the role, structure and functions of LAWPRO, and sets out the strategic approach taken to achieve its objectives. The appendices provide further details of actions, activities and achievements over the course of 2018.

2 Introduction

1.2 About the Local Authority Waters Programme The Local Authority Waters Programme (LAWPRO) is a national shared service managed jointly by Tipperary and Kilkenny County Councils (TKCC). Its head office is in Ballingarrane in Clonmel, , and there are also staff based at 13 Local Authority centres across the country. LAWPRO works with public bodies, stakeholders and communities to protect, enhance and maintain healthy waters and catchments. The programme is an amalgamation of two shared services launched in 2016 and 2018, respectively. The first is the Local Authority Waters & Communities Office (LAWCO), whose main objective was to engage communities and coordinate the WFD-implementing bodies. LAWCO played a significant role in the development of the second cycle River Basin Management Plan (RBMP). The second shared service is the Catchment Assessment Team, which was set up to support implementation supported implementation of the RBMP through catchment assessment and referrals to the implementing agencies. The two shared services were brought together as the Local Authority Waters Programme in 2018. The Programme is funded by the Department of Housing, Planning and Local Government (DHPLG) as part of a national response designed to meet obligations under the EU Water Framework Directive (WFD). LAWPRO is aligned with the 31 Local Authorities and supports ongoing work and service delivery in environmental protection, water quality management, land-use planning, and community and enterprise development. The programme operates in collaboration with WFD-implementing bodies and stakeholders to deliver the objectives of the River Basin Management Plan (RBMP) for Ireland, 2018-2021. It also supports the key objective of helping communities to become actively involved at a local level in restoring and protecting good water quality. The programme is delivered by two teams: the Communities Team and the Catchment Assessment Team. The respective remits of these teams are as follows: Communities Team: This team consists of three Coordinators and 12 Community Water Officers. It provides essential support that enables communities and stakeholders to develop local water-quality-related projects and initiatives. The team also works closely with the rivers trusts and catchment partnerships that are now emerging throughout the country. The Community Water Development Fund, which is managed by LAWPRO, supports community- led projects and builds linkages with funding streams, such as LEADER and Local Agenda 21. Catchment Assessment Team: This team consists of 30 Catchment Scientists and five Catchments Managers with a wide range of technical expertise. The work of this team focuses on water quality objectives in 190 prioritised Areas for Action, as set out in the RBMP. By promoting community engagement, carrying out detailed assessments and conducting stream walk investigations, the team seeks to enhance our understanding of the issues affecting water quality in individual waterbodies. Working with relevant public bodies and with local stakeholders — landowners, farmers and business interests — this team works to develop practical solutions that deliver “the right measure in the right place”. The Catchment Assessment Team also supports the Agricultural Sustainability, Support and Advisory Programme (ASSAP) in its work with farmers in the prioritised Areas for Action.

These two teams are supported by back-office staff, based in Ballingarrane, who manage the funding, communications, IT and administrative aspects of the overall programme.

1.3 Strategic Plan The LAWPRO work plan is based on the Logical Framework Approach (LFA), a strategic project-planning and project-management methodology. This methodology was designed to address some basic concerns around the management of large-scale projects. It seeks in particular to address problems that arise when planning is not clearly defined, when management responsibilities are unclear, and when evaluation therefore risks becoming an adversarial process in the absence of common agreement on what is to be achieved. In ideal circumstances, the LFA is used when a project is being designed, but it can also be applied retrospectively, which is the case for the Local Authority Waters Programme. In the case of LAWPRO, the effective application of the LFA has resulted in the implementation of a team-based approach to the vital task of carrying out a rigorous analysis of the project. This analysis must consider:

The result is a detailed matrix of general and specific objectives, primary results, and ongoing activities and specific actions to achieve the results. Key performance indicators and criteria that will allow output to be measured within defined timelines are also provided. The outputs of the programme for 2018 are summarised in the strategic plan format, the main activities and achievements being retrofitted to that format for ease of reference. This data is shown in Appendix II.

1.4 Core Functions 1.4.1 COORDINATION The improvement of water quality is the responsibility not only of Local Authorities, but also management of a wide range of implementing bodies, whose work can impact on water quality in various ways. An important part of the overall aim is to ensure that relevant public agencies are cooperating effectively in order to produce positive water quality outcomes, both locally and nationally. For the purposes of this programme, Ireland has been divided into five regions. In each region, there is a Local Authority Water and Environment Management Committee and a Regional Operational Committee. The Management Committees discuss and make decisions in relation to Local Authority water policy. The Operational Committee, which is a multi-agency forum, ensures that issues are correctly identified and understood, and that effective solutions to those issues are implemented.

As part of a national governance structure, LAWPRO has cross-border collaboration networks and working groups to provide feedback on catchment-assessment progress and to bring significant issues raised by communities and stakeholders to national level.

1.4.2 COMMUNITY ENGAGEMENT LAWPRO’s Communities Team works closely with local communities, public bodies, sectoral interests, Public Participation Networks (PPNs), Local Development Companies and other stakeholders to promote increased involvement and stewardship in the management of our natural water environment, and to discuss water quality issues. A key objective of the programme is to to support communities to engage with their local waterbodies.

1.4.3 CATCHMENT ASSESSMENT In the current cycle of the RBMP, there are 190 Prioritised Areas for Action (PAAs), these areas are targeted for improvements in water quality. Using both desk-based and field- based analysis techniques, the Catchment Science Team identifies causes of deterioration and agrees solutions with implementing bodies. When public consultation and collaboration with community groups is needed, the community team feeds into this process.

1.7 Alignment with Local Authorities LAWPRO is a shared service across all 31 Local Authorities and supports the existing role of the LAs in relation to water-quality management. The service is coordinated across five regions: Border, West, East and Midlands, South East, and South West. LA coordination is delivered through the five existing Regional Water and Environment Management Committees, supported by five interagency Regional Operational Committees. Senior management (normally Directors of Service) from the respective LAs meet at the Regional Management Committees, and operational staff from the respective LAs and the WFD- implementing bodies meet at the Regional Operational Committees.

1.8 Coordination within RBMP Governance Structure LAWPRO coordinates with LAs and WFD-implementing bodies and communicates outcomes through the WFD governance structure, as set out in the RBMP (See Figure 3 below). In addition, LAWPRO engages with communities and stakeholders at a local level and can communicate local issues up through the structure.

2.1 Regional Coordinators The three Regional Coordinators are at Senior Engineer cognate grade. They coordinate and facilitate multi-agency collaboration at regional and national level and act as a secretariat for the five regional management structures. In this way, the Regional Coordinators promote networking and collaboration between LAs and WFD-implementing bodies. The coordinators drive continuous increases in awareness of WFD objectives and of river basin management planning among LA management, staff and elected members. In doing so, they highlight the multiple social and economic benefits to be gained from healthy waters and catchments. The Regional Coordinators provide direction for the Community Water Officers and coordinate the work of these officers across the five regions. Successful implementation of the WFD will be dependent on effective networking and collaboration between LAs, public bodies and stakeholders at national, regional and local levels. The Operations Manager oversees and directs the work of the LAWPRO head-office team, which provides financial operations support, communications and marketing services, community funding services, HR and information-technology support.

2.2 Community Water Officers There are 12 Community Water Officers (CWO) at Staff Officer Grade, each covering several LA areas. By actively engaging with the public in relation to matters concerning water quality, the CWOs promote participation, education, local inclusion, two-way communications, understanding and trust. The CWOs also help communities and groups to develop plans to address local water-related issues in partnership with stakeholders and in a way that is designed to meet RBMP objectives.

2.3 Community Engagement and Support Community engagement is a crucial part of LAWPRO’s mission. Communities need the support and advice that will enable them to become actively involved in protecting and enhancing their local waterbodies. A table illustrating the Community Water Officers’ community-engagement activities is provided in Appendix II.

2.4 Water Heritage Day 2018 Water Heritage Day occurs each year on the last day of National Heritage Week. Hosted jointly by the Heritage Council and the Local Authority Waters Programme, it provides opportunities for local communities to organise events that celebrate the value and importance of water. The theme for 2018 was “Share a story, make a connection”. The event focused on connections with local waterbodies, and on longstanding traditions relating to them. A table of events from 2018 is included in Appendix III.

2.5 Events LAWPRO identifies national, regional and local events to attend, often as speakers and exhibitors. These events provide opportunities to disseminate information about LAWPRO’s work, to raise awareness, to network and to keep up to date with developments across a broad range of sectors and related interests.

3.1 Catchments Team Manager The Catchment Team Manager is at Senior Engineer grade and oversees the work of the Catchment Assessment Team to ensure that work programmes in the Prioritised Areas for Action (PAA) are progressing across the Country.

3.2 Catchments Managers The five Catchment Managers are at Senior Executive Scientist grade. These managers are responsible for the delivery and monitoring of the programme in the Prioritised Areas for Action, and they oversee the work of 30 catchment scientists. They provide support to the regional management and operational committees, and to the National Technical Implementation Group. The managers also work closely with and support Local Authorities in the implementation of the WFD and RBMP. Other key partners include the EPA, the WFD-implementing public bodies and the 30 advisors in the Agricultural Sustainability Support and Advice Programme (ASSAP).

3.3 Catchment Scientists The 30 Catchment Scientists are at Assistant Scientist grade. Their work includes desk- based and field-based systematic assessment of the 190 Areas for Action (containing 726 waterbodies) over the period of the current RBMP, which runs up to 2021. This assessment process identifies the significant pressures on water quality in the PAAs. Appropriate measures to bring water quality into compliance with WFD objectives can then be recommended. The Catchment Scientists work with the relevant public bodies and stakeholders to deliver effective implementation of local measures. The additional post of Blue Dot Scientist was agreed in late 2018 and will focus on the high-status-objective waters.

3.4 Community Information Meetings in Priority Areas for Action The River Basin Management Plan (RBMP) lists 190 Priority Areas for Action (PAA), focusing on 726 specific waterbodies. A waterbody can be a section of a river or tributary, a lake, a body of groundwater, an estuary or a stretch of coastal water. The Catchment Assessment Team carries out desk studies on the PAAs prior to conducting local characterisation activities. These activities include river assessments and stream walks that are carried out in order to understand the issues affecting water quality. In advance of essential field work, a community information meeting is held in each PAA in which relevant pressures have been identified. At these meetings, information on the PAA and details of LAWPRO work plans are presented to the local community. The meetings also provide opportunities for questions to be asked and for the sharing of local information that can help to create a broader understanding of both the waterbody and the wider catchment. A total of 26 meetings were held as part of the first phase, which ran from October to December, 2018. These meetings also provide an opportunity for LAWPRO staff to brief local communities on progress in implementing the RBMP, and other relevant issues. For more details, see Appendix I.

3.5 Agricultural Sustainability Support and Advisory Programme (ASSAP) The Agricultural Sustainability and Advisory Programme (ASSAP) was launched in 2018. It is an initiative involving Teagasc and the Dairy Industry and is supported by the Department of Housing, Planning and Local Government; the Department of Agriculture, Food and the Marine; and Dairy Sustainability Ireland. Through its 30 advisors, ASSAP will work with farmers to enhance environmental sustainability and to implement measures that will play a part in protecting water quality locally. The advisors work collaboratively with LAWPRO in any waterbody where agricultural activities may be a pressure on water quality. Their service is free and confidential. When a Community Information Meeting has been held, the local ASSAP advisor, assisted by LAWPRO staff, organises an engagement meeting specifically for local farmers. A total of four farmer-engagement meetings were held in 2018. The LAWPRO/ASSAP co-ordination group meets quarterly with representatives of six farming organisations to keep them advised of the findings of the programme.

Support staff based in Clonmel deal with the following administrative and back-office functions:

4.1 Budget 2018 LAWPRO is fully funded by the DHPLG. A Memorandum of Funding Agreement is submitted by Kilkenny and Tipperary County Councils (KTCC) on an annual basis. This document outlines the purpose of the funding, details the activities and outputs of the programme, provides three-year financial tables and gives details of financial management procedures. KTCC and the DHPLG had four meetings throughout 2018 to review LAWPRO’s budgets, financial recoupments and ongoing activities. Specific details on the LAWPRO budget and Memorandum of Funding Agreement are included in Appendix IV.

4.2 Administration With the expansion of the programme in 2018, the need arose for a greater level of administrative support. Three staff members were recruited for this purpose, comprising an Administration Manager at Senior Staff Officer Grade and two Clerical Officers. This team provides all the necessary administrative support for the management of daily finances and recoupment claims, the organisation of conferences and events, the provision of training and HR services and the administration of the Community Water Development Fund. The team also acts as an information resource for staff and is often the first point of contact for the public.

4.3 Information Systems The Information Systems (I.S.) function is administered and supported by an Administrative Officer who provides support and advice in relation to all technology used by LAWPRO. The expansion of the programme in 2018 required an augmentation of I.S. capabilities and responsibilities. Several large-scale I.S. projects were launched in 2018, including:

The I.S. function of LAWPRO also provides web-development support to An Fóram Uisce (AFU). This includes the development and maintenance of a website and a new online portal for AFU members.

4.4 Funding A Funding Lead, at Administrative Officer grade, has overall responsibility for ensuring that community groups and local and public authorities who wish to fund community water initiatives have access to the necessary resources. The Funding Lead administers a dedicated Community Water Development Fund to support active community involvement in delivering WFD objectives.

4.4.1 COMMUNITY WATER DEVELOPMENT FUND 2018 The Community Water Development Fund (CWDF) was rolled out for the first time in 2018. It was a timely initiative, and its success is evident from the volume of applications received under the open- call element of the Fund. The CWDF has enabled relationship and capacity-building with communities by the Community Water Officers. For example, eleven grants were awarded in 2018 to fledgling Rivers or Lakes Trusts/Catchment Associations to help them in the start-up phase. Four innovative capital projects were also offered grant aid. Details of the CWDF for 2018 are provided 2019 in Appendix V.

4.4.2 WATERS & COMMUNITIES SPECIAL AWARD 2018 In conjunction with the Tidy Towns Awards, the Waters & Communities Special Award ran for its second year in 2018 and is a fine example of inter-agency collaboration with co- sponsors, the Inland Fisheries Ireland and . This award acknowledges and rewards community groups for their water-related projects and initiatives. LAWPRO was represented at the awards ceremony both at national and regional level. Details of the award for 2018 are listed in Appendix VI.

4.5 Communication and Marketing Communication is central to every aspect of LAWPRO. Delivering messaging and communications that are effective, meaningful and relevant to target audiences is a key objective. Through its communications, LAWPRO continually raises awareness of its purpose and goals. To help raise awareness, new marketing tools and assets are necessary to promote water quality activities, engagements and achievements. An internal Communications Working Group provides an effective forum for the discussion, planning and evaluation of engagement and awareness raising activities and campaigns. This function is managed and delivered by an Administrative Officer.

4.5.1 COMMUNICATION Communication from LAWPRO is guided by the objectives of the WFD and the RBMP, and influenced by the target audience at any given time. Firmly grounded in evidence and experience, information and messages are targeted at specific audiences, including LAs, WFD-implementing bodies, sectoral groups, and communities and the wider public. Driven by a local and regional focus, LAWPRO’s communication strategy is delivered through local press, radio and social media. Press releases, magazine articles, leaflets, social media and the website lawaters.ie are the main communications channels. Presentations at events and conferences by the full range of staff raise awareness of LAWPRO and RBMP implementation. LAWPRO also collaborates with the EPA Catchments Unit on its Catchments Newsletter and website, both of which are effective means of reaching wide and varied audiences.

4.5.2 MARKETING The expansion of the programme in 2018 required a rebranding from the previous “Waters & Communities Office”. This rebranding was necessary to represent the separate, yet closely related, remits of the Communities Team and the Catchment Assessment Team. A new logo and a suite of branded elements were designed and delivered to raise awareness of the new brand and to support communication and engagement with both new and existing target audiences.

4.6 Health, Safety and Welfare at Work LAWPRO strives for best practice in providing a safe working environment and systems of work for its staff. The programme also demonstrates leadership and best practice in terms of its environmental performance and management of any impacts. As a result, in the second half of 2018, the programme started the process of developing an Environmental Health and Safety management system that will be certified to ISO 14001:2015 and ISO 45001:2018.

The activities, actions and achievements of LAWPRO in 2018 are summarised in the work-plan table in Appendix I. The community engagement activities of the Communities Team are listed by county in table format in Appendix II. The main activities for 2018 Work Plan were as follows: 5.1 Reporting on the Local Consultations for the Second RBMP The Local Consultation on the Draft River Basin Management Plan in 2017 was delivered by LAWCO through 124 public meetings held at LA municipal district level. That process generated 956 submissions, along with written notes of comments made at meetings. These data were collated, analysed and compiled into a final report on the process. That report was circulated to all interested parties and participants in the process in the latter part of 2018 and also made publicly available on-line. 5.2 Recruitment and Training for the Catchment Assessment Team The Catchment Assessment Team was established during 2018. This necessitated a national recruitment campaign for five Catchment Managers at Senior Executive Scientist grade and 30 Catchment Scientists at Assistant Scientist grade. Once recruited, the new multidisciplinary team undertook an intensive training programme that was delivered in collaboration with the EPA Catchments Unit. That training focused on current best practice as regards catchment management and water-quality assessment in advance of desk- and field-based studies for the 190 Prioritised Areas for Action. 5.3 Merging the Two Shared Services into the Local Authority & Waters Programme The expansion of the programme in 2018 required the existing Local Authority Waters & Communities Office (LAWCO) and the Catchment Assessment team to come together as one team, with a full complement of 58 staff. This expanded organisation is the Local Authority Waters Programme (LAWPRO). 5.4 Preparation of the Strategic Work Plan for LAWPRO The Strategic Work Plan for LAWPRO was developed by the management team over several months through workshops, planning meetings and feedback from staff. Once finalised and agreed, the strategic work plan was presented at an all-staff meeting to ensure understanding of the approach and for the subsequent development of team work plans. 5.5 Coordination with the 31 Local Authorities and WFD-Implementing Agencies LAWPRO engages with all 31 Local Authorities and WFD-implementing bodies, both nationally and across the five WFD regions: Border, Midlands and East, West, Southeast and Southwest. This process of collaboration and networking engenders cooperation and knowledge exchange. Such cooperation and knowledge exchange is the cornerstone of integrated catchment management, which in turn is vital for successful development and implementation of River Basin Management Plans and Programmes of Measures.

5.6 Coordination and Collaboration with Public Bodies LAWPRO management and staff place great importance on good working relationships with colleagues in WFD implementing public bodies. Coordination and collaboration between public bodies is critical to successful implementation of the River Basin Management Plan (RBMP) and for delivering water quality improvements. LAWPRO established Regional Operational Committees (ROCs) in the five regions to provide forums for collaboration, knowledge sharing and developing implementation partnerships. Meetings are typically held at quarterly intervals while hosting of meetings and venues are alternated between agencies. The meetings are often followed by a field trip or site visit as practical learning and demonstration element.

5.7 Relationship Building with Sectoral Interests LAWPRO seeks to build and maintain positive working relationships with all actors in the WFD field. It does this by developing an understanding of the different perspectives and actors involved, while retaining an open and flexible approach. During 2018 LAWPRO engaged with the Dairy Sustainability Initiative (DSI) developed by the Dairy Sector. This led to the development of the Agriculture Sustainability Support and Advisory Programme (ASSAP) funded by the Dairy Co-ops, DAFM and DHPLG and which LAWPRO now partners with in developing and implementation water quality measures in the agricultural sector. LAWPRO attended and presented to meetings of environmental NGO’s such as the Sustainable Water Network (SWaN), Rivers Trust, Angling Clubs, Tidy Towns Groups, etc, providing information, technical knowledge and facilitating their engagement in the WFD process.

5.8 Cross-border Collaboration During 2018 LAWPRO collaborated on cross-border projects and initiatives with agencies and groups from . These provided opportunities for networking, knowledge sharing and learning. Examples include:

5.9 Supporting Community Involvement LAWPRO supports the development of catchment partnerships, Rivers Trust groups and other groups in the environmental arena. In collaboration with the UK Rivers Trust umbrella group the UK Rivers Trust Spring Conference was held in Iveagh House Dublin on 21st March 2018. Over 20 Irish environmental groups attended and heard talks by both UK and Irish rivers groups.

At a local level, 2018 saw continued community engagement and support for local initiatives through the Community Water Development Fund (see section 4.4.1) and the work of the Community Water officers.

5.10 Increased Awareness Raising LAWPRO’s role and functionality were expanded in 2018, under the River Basin Management Plan, with the addition of the Catchment Assessment Team. This was necessary to focus efforts on government commitments to improve water quality in 190 Priority Areas for Action. This approach required targeted communications and awareness raising with the communities living and working in the PAAs. A major part of the approach was to hold a Community Information Meeting in advance of any field work or water quality assessments. APPENDICES

Monitoring The Programme agrees the annual budget and workplan with the DHPLG each year in the form of a Memorandum of Financing Agreement (FMA). Monitoring takes the form of quarterly meetings, each with its specific purpose, as follows:

The former involves all implementing agencies, while the latter is confined to the LG sector and the EPA. Progress is reviewed at each meeting. Progress reports are also presented to the National Coordination and Management Committee and the Water Policy Advisory Committee at their respective meetings. Programme updates are submitted to the Environment, Climate Change and Emergency Planning (ECCEP) Committee of the CCMA and occasionally to plenary CCMA meetings.

Financial Management The concept of Value for Money in relation to Local Authorities means delivering Local Authority services in a more economical, efficient and effective manner. Local Authorities operate in an environment where accountability and responsibility for decisions made must be clear to customers, elected members and staff. Increased emphasis on Value for Money determines the need for a structure which links authority with accountability. DHPLG and KTCC recognise a collective responsibility for ensuring that an effective system of internal financial controls is maintained and operated, to comply with statutory obligations applicable to the provision of WFD funding. This section outlines the requirements in relation to financial management, monitoring, control and audit of funds.

It may be appropriate to seek more than the minimum of three/ five quotations required to facilitate and encourage SME involvement in the procurement process. 6.3.2 Maintain The Finance Management Function incorporates the appropriate control of LAWPRO’s finances. The work of the Finance internal systems function includes payments processing to suppliers, of financial preparation of the Annual Budget, keeping all financial management and records and compiling various reports and returns. The control, including Financial Management Function of KTCC is conducted safeguards in line with the policies and procedures of Tipperary against fraud County Council’s Finance Section and the principles set and theft out in the Public Spending Code. KTCC has an effective risk management system in place, including regular updating of corporate and office-level risk registers.

Appendix VI: Waters & Communities Special Award 2018 Judging the Award All entries were assessed by a panel of judges appointed by Inland Fisheries Ireland, Waterways Ireland and the Local Authority Waters and Communities Office. The judges assessed each application for initiatives undertaken during the 12 months preceding the closing date (May 2017-May 2018) and based on the following criteria:

1. Awareness Raising by the community group of their local water body (15 Marks) 2. Community Involvement (eg. schools, landowners or other groups). (20 Marks) 3. Stakeholder Engagement with the Local Authority, Local Development Company or any public agencies in developing the project. (15 Marks) 4. Project Benefits.
