Reference to the International Day of Democracy The Chairman made a reference to the International Day of Democracy celebrated all over the world on the 15th of September, 2020. 9-01 a.m. 2. Announcement by Chair The Chairman announced that in view of the limited functional time available and the special seating arrangements made for the current Session, he has acceded to the request made by the Minister of Parliamentary Affairs for laying by him all the papers listed under the heading 'Papers to be Laid on the Table' and Statements by Ministers related to DRPSCs in the List of Business for the day in the name of other Ministers, on their behalf. .9-04 a.m. 3. Papers Laid on the Table The following papers were laid on the Table:— 1. A copy (in English and Hindi) of the Ministry of Finance (Department of Economic Affairs) Notification No. G.S.R. 506 (E), dated the 17th August, 2020, publishing the Coinage (Issue of One Hundred Twenty Five Rupees commemorative coin to commemorate the occasion of 125th . From 9-02 a.m. to 9-04 a.m., some points were raised. 40626 40627 Departure Anniversary of Sri Shyamcharan Lahiree Mahasaya) Rules, 2020, under Section 25 of the Coinage Act, 2011. 2. A copy (in English and Hindi) of the Ministry of Finance (Department of Financial Services), Notification No. S.O. 663 (E), dated the 12th February, 2020, publishing the Banning of Unregulated Deposit Schemes Rules, 2020, under sub-section (1) of Section 39 of the Banning of Unregulated Deposit Schemes Act, 2019. 3. A copy (in English and Hindi) of the Statement on Half Yearly Review of the trends in receipts and expenditure in relation to the Budget, at the end of the Financial year 2019-20 and Statement explaining deviations in meeting the obligations of the Government, under sub-section (1) of Section 7 and sub-section (3) (b) of Section 7 of the Fiscal Responsibility and Budget Management Act, 2003. 4.(1) A copy each (in English and Hindi) of the following papers, under sub-section (1) and (2) of Section 229 of the Insolvency and Bankruptcy Code, 2016:— (a) Annual Report and Accounts of the Insolvency and Bankruptcy Board of India, New Delhi, for the year 2018-19, together with the Auditor's Report on the Accounts. (b) Statement by Government accepting the above Report. (2) Statement (in English and Hindi) giving reasons for the delay in laying the papers mentioned at (1) above. 5. A copy (in English and Hindi) of the Report on Trend and Progress of Housing in India, 2019 by the National Housing Bank (NHB), New Delhi, under Section 42 of the National Housing Bank Act, 1987. 6. A copy (in English and Hindi) of the Thirty-fourth Progress Report on the Action Taken pursuant to the recommendations of the Joint Parliamentary Committee (JPC) on Stock Market Scam and matters relating thereto (June, 2020). 40628 9-05 a.m. 4. Statement regarding Ordinance Shrimati Nirmala Sitharaman, Minister of Finance and Minister of Corporate Affairs, laid on the Table, a statement (in English and Hindi) explaining the circumstances which had necessitated immediate legislation by the Insolvency and Bankruptcy Code (Amendment) Ordinance, 2020. 5. Report of the Committee on Petitions Shri Prasanna Acharya presented the Hundred and Fifty Seventh Report (in English and Hindi) of the Committee on Petitions on the petition praying for development of capacity to make real time forecasting of floods so as to issue timely warning to the affected people. 9-06 a.m. 6. Reports of the Department-related Parliamentary Standing Committee on Labour Secretary General laid on the Table, a copy each (in English and Hindi) of the following Reports of Department-related Parliamentary Standing Committee on Labour:— (i) Eighth Report* on 'The Industrial Relations Code, 2019' relating to the Ministry of Labour and Employment; and (ii) Ninth Report$ on ‘The Code on Social Security, 2019’ relating to the Ministry of Labour and Employment. * The Report was presented to Hon'ble Speaker (Seventeenth Lok Sabha) on 23rd April, 2020 under Direction 71 A of the Directions by the Speaker, Lok Sabha when the House was not in Session and the Speaker was pleased to order the printing, publication and circulation of the Report under Rule 280 of the Rules of Procedure and Conduct of Business in Lok Sabha. $ The Report was presented to Hon'ble Speaker (Seventeenth Lok Sabha) on 31st July, 2020 under Direction 71 A of the Directions by the Speaker, Lok Sabha when the House was not in Session and the Speaker was pleased to order the printing, publication and circulation of the Report under Rule 280 of the Rules of Procedure and Conduct of Business in Lok Sabha. Information was accordingly sent to Rajya Sabha Secretariat on the same day. Hon'ble Chairman, Rajya Sabha had seen the 9th Report on 05.08.2020. 40629 9-07 a.m. 7. Statement by Minister Shri V. Muraleedharan, Minister of State in the Ministry of External Affairs and Ministry of Parliamentary Affairs, on behalf of Shri Anurag Singh Thakur, Minister of State in the Ministry of Finance and Ministry of Corporate Affairs, laid on the Table, a statement (in English and Hindi) regarding Status of implementation of recommendations contained in the First Report of the Department-related Parliamentary Standing Committee on Finance on Demands for Grants (2019-20) pertaining to the Departments of Economic Affairs, Expenditure, Financial Services and Investment & Public Asset Management, Ministry of Finance. 8. Motion for election to the National Jute Board A motion for election of one Member to the National Jute Board was moved and adopted. 9-08 a.m. 9. Motion for election to the All India Institute of Medical Sciences (AIIMS), New Delhi A motion for election of one Member to the All India Institute of Medical Sciences (AIIMS), New Delhi was moved and adopted. 9-09 a.m. 10. Motion for election to the Committee on Official Language A motion for election of one Member to the Committee on Official Language was moved and adopted. 11. Unstarred Questions Answers to Unstarred Question Nos. 161 to 320 were deemed, as laid on the Table. 40630 9-11 a.m. 12. Matters raised with Permission 1. Shri V. Vijayasai Reddy raised a matter regarding reimbursement of Polavaram dues to Andhra Pradesh. Shrimati Nirmala Sitharaman, Minister of Finance and Minister of Corporate Affairs, responded. 9-14 a.m. 2. Dr. Vikas Mahatme raised a matter regarding restriction on the content of web series/ TV serials. 9-16 a.m. 3. Shrimati Chhaya Verma raised a matter regarding need to enhance 100 days limit for work under MNREGA to tackle unemployment in migrant labour. 9-17 a.m. 4. Shri K. R. Suresh Reddy raised a matter regarding constitution of Krishna Water Disputes Tribunal. 9-19 a.m. 5. Shri M. Shanmugam raised a matter regarding need for inclusion of tenancy and leaseholder farmers within the ambit of PM Kisan Yojana. 9-21 a.m. 6. Shrimati Jaya Bachchan raised a matter regarding alleged conspiracy to defame the film industry. 9-25 a.m. 7. Shri Sambhaji Chhatrapati raised a matter regarding provision for reservation to Marathas in jobs and admission in educational institutions. Shri Rajeev Satav also spoke. From 9-10 a.m. to 9-11 a.m., some points were raised. 40631 9-28 a.m. 8. Shri Ripun Bora raised a matter regarding revival of National paper industries in Assam and release of pending salaries/ statutory dues to workers/ employees. 9-30 a.m. 9. Prof. Ram Gopal Yadav raised a matter regarding concern over suicides by labourers who lost their jobs during the lockdown. 9-33 a.m. 10. Shri Anand Sharma raised a matter regarding concern over increase in number of suicides and mental health cases in the country. 9-35 a.m. 13. Government Bill — Withdrawn The Allied and Healthcare Professions Bill, 2018, was withdrawn by Dr. Harsh Vardhan, Minister of Health and Family Welfare, Minister of Science and Technology and Minister of Earth Sciences. 9-46 a.m. 15.
