1 His Excellency Ayatollah Ali Hosseini Khamenei Supreme Leader of the Islamic Republic of Iran The Office of the Supreme Leader Tehran Province, Tehran, District 11, Islamic Republic of Iran 17 February 2021 Joint open letter to His Excellency, Ayatollah Ali Hosseini Khamenei, Supreme Leader of the Islamic Republic of Iran Your Excellency, We, the undersigned, write to you to express our grave concern over the arbitrary imprisonment of Dr Reza Eslami in Tehran’s Evin Prison. Dr Eslami’s case is illustrative of the ongoing clampdown against the legal and academic professions in Iran. On Monday 15 February 2021, 58 countries launched the International Declaration Against Arbitrary Detention in State-to-State Relations1, characterizing such arbitrary detention as a standing violation of international law. The case against Dr Eslami is an emblematic assault on this rules-based international order. On 7 February 2021,2 Dr Reza Eslami, an Iranian-Canadian human rights and environmental law professor at Beheshti University,3 was sentenced to seven years imprisonment by Branch 15 of the Revolutionary Court after being charged with ‘cooperating with a hostile state.’4 The case against Dr Eslami is devoid of any credible evidence and derives from spurious charges to begin with. We believe that this case is based on his participation in a training course on the rule of law in the Czech Republic in 2020, funded by a United States-based non-government organisation (NGO). Dr Eslami has refuted the charges as baseless, stating that his academic work was free of ‘political, security and foreign- relations issues’5 . -

Iran, Gulf Security, and U.S. Policy Kenneth Katzman Specialist in Middle Eastern Affairs August 14, 2015 Congressional Research Service 7-5700 www.crs.gov RL32048 Iran, Gulf Security, and U.S. Policy Summary Since the Islamic Revolution in Iran in 1979, a priority of U.S. policy has been to reduce the perceived threat posed by Iran to a broad range of U.S. interests, including the security of the Persian Gulf region. In 2014, a common adversary emerged in the form of the Islamic State organization, reducing gaps in U.S. and Iranian regional interests, although the two countries have often differing approaches over how to try to defeat the group. The finalization on July 14, 2015, of a “Joint Comprehensive Plan of Action” (JCPOA) between Iran and six negotiating powers could enhance Iran’s ability to counter the United States and its allies in the region, but could also pave the way for cooperation to resolve some of the region’s several conflicts. During the 1980s and 1990s, U.S. officials identified Iran’s support for militant Middle East groups as a significant threat to U.S. interests and allies. A perceived potential threat from Iran’s nuclear program emerged in 2002, and the United States orchestrated broad international economic pressure on Iran to try to ensure that the program is verifiably confined to purely peaceful purposes. The international pressure contributed to the June 2013 election as president of Iran of the relatively moderate Hassan Rouhani, who campaigned as an advocate of ending Iran’s international isolation. -

IRAN 2012 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY The Islamic Republic of Iran is a theocratic republic established after the 1979 adoption of a constitution by popular referendum. The constitution, amended in 1989, created a political system based on the concept in Shia Islam of velayat-e faqih, the “guardianship of the jurist” or “rule by the jurisprudent.” Shia clergy and political leaders vetted by the clergy, many of which are increasingly associated with the country’s security forces, dominate key power structures. The “leader of the revolution” (or supreme leader) is chosen by a popularly elected body of 86 clerics, the Assembly of Experts, and directly controls the legislative, executive, and judicial branches of government, as well as the armed forces. The supreme leader also indirectly controls internal security forces and other key institutions. Since 1989 the supreme leader has been Ayatollah Ali Khamenei. The March 2 legislative elections for the 290-seat Islamic Consultative Assembly were generally considered neither free nor fair. Civilian authorities failed at times to maintain effective control over the security forces. The government continued its crackdown on civil society, which intensified after the disputed 2009 presidential elections. The government and its security forces pressured, intimidated, and arrested journalists, students, lawyers, artists, women, ethnic and religious activists, and members of their families. The judiciary continued to harshly punish, imprison, or detain without charges human rights activists, members of the political opposition, and persons linked to reform movements. The government significantly increased its surveillance and monitoring of citizens’ online activities by blocking or filtering content and detaining numerous Internet users for content posted online. -

For the first time since the Islamic revolution, the president is planning to allow women become ministers in his government. The president has nominated Fatemeh Ajorloo for welfare and social affairs minister, Dr. Marzieh Vahid Dastjerdi for health minister, and Dr. Sousan Keshavarz for education minister. Ajorloo, 43, a psychologist by trade, is currently a member of the Majles. She formerly served in various positions in the Revolutionary Guards, the students’ Basij, and various Majles committees. Dastjerdi, 50, a physician by trade and former Majles member, formerly served in senior positions in the Health Ministry and was the director of several hospitals. Keshavarz, who holds a doctorate in the philosophy of education, was formerly the deputy minister of education.
