Abstract I examine the various ways in which the rice, wild yams, and vanilla that grow in northern Madagascar feature in the lives of numerous people including rural community members, representatives of the Malagasy government, and foreigners, focusing especially on the distinctive networks of relationships entailed by each of these plants. Each case presents interesting dilemmas from which we can gain insight into the everyday lives and hardships faced by rural Malagasy. Rice is a staple crop which both feeds and employs many Malagasy. More importantly it is at the base of everyday life, sustaining and creating important social ties. Wild yams are a famine food which are largely foraged by food- insecure communities. Foreign investment in protecting this plant, along with other species and landscapes, has alienated those who rely most on it. Vanilla is an economically valuable cash crop, similar in some ways to gemstones or precious minerals, requiring producers to invest substantial time and effort in a commodity prone to significant swings market value. Producing vanilla connects rural communities to global markets, allowing for a greater flow of cash to vanilla producers, but also requiring farmers to navigate many risks. Looking at the similarities and differences among vanilla, rice, and yams, I detail the insights that can come from considering these cases alongside one another. In considering multiple perspectives and drawing from various bodies of knowledge, I explore the dynamics of these plants and the people who value them. I argue that as people invest in relations with these plants, they also enter into a network of relations with others. Keywords Africa/Madagascar, agriculture, anthropology, commodities, conservation, ethnography. ii Summary for Lay Audience This thesis is an analysis of plant cultivation in northern Madagascar, focusing on the ways in which relationships form between people through their various engagements with plants. By specifically focusing on rice, yams, and vanilla, I explore the different ways people become connected through plants. Rice is the most important staple crop in Madagascar, while yams are a famine food, and vanilla is a cash crop. In the accounts of each of these plants, I explore a variety of social dilemmas which illustrate some important aspects of everyday life in northern Madagascar. My research draws from interviews, surveys, and observations conducted during my fieldwork. Additionally, my research draws on the works of others who have explored similar themes and issues, especially within Madagascar. My findings suggest that people who have vested interests in these plants are connected to others in ways that enable the production of food, the development (and resistance) of conservation efforts, and the trading of export goods. I argue that due to the various demands required by different sorts of work required by these plants, people build or are forced into distinctive sets of sustaining social relationships. iii Acknowledgments I owe a great deal of thanks to a large number of people for whom the completion of this project would be impossible without.     UNICEF SITUATION REPORT MADAGASCAR - EXTERNAL 28 JUNE 2007 MAJOR DEVELOPMENTS • Reconstruction activities conducted in Ambanja will be monitored from the Antsohihy base from this point onwards. • The Elaborated Lessons Learned (ELLE) workshop was held internally to monitor and document lessons learned and good practices from the phase I response to the humanitarian crisis. The outcome will be applied to the recovery phase and to improve the Emergency Preparedness Response Plan 2007- 2008. • A United Nations Country Team (UNCT) emergency thematic group was held on 12 June. This represents the kick off of the UN lessons learned exercise: share experiences and improve/reinforce interagency coordination capacity with the National Office for Management of Risks and Disasters (BNGRC) and partners on national and regional level. Each agency is responsible for taking part in an internal evaluation exercise before interagency compilation and sharing. • A Rapid Assessment training with the Think-Tank Stakeholders on Disasters (CRIC) and government members was held from 6 to 8 June. Further to recommendations during this workshop, three decentralized workshops could be held in and for some regional committees in August. UNICEF will propose a plan for agreement to BNGRC/Primature early July. UNICEF RESPONSE WATER, SANITATION AND HYGIENE (WASH) Water quality tests (Antsohihy) Well cleaning in Djangoa (Ambanja) In Sofia, the cleaning and disinfection of 107 community wells is finished. Thirteen wells in three districts of Sofia region have been identified for rehabilitation by the Ministry of Energy (Direction de l’Eau). To date, four wells were rehabilitated and equipped in PMH (Manual Hydraulic Pump) and two are being rehabilitated.

Morphological character data are used to show that a distinct morphotype of Dioscorea L. from the Irodo valley (East of Sadjoavato) in Antsiranana Province of Madagascar is an undescribed species, differing in its leaf arrangement, pubescence form and male inflorescence structure from all other taxa. It is described as Dioscorea irodensis Wilkin, Rajaonah & Randriamb., illustrated and a distribution map and ecological information provided. It is known from three sites, but is likely to have been eradicated from one of them. The population that has been studied in the field contains a very low number of adult plants. Tubers have been extracted for use as food at a level that appears to be unsustainable. Thus its provisional IUCN conservation status assessment is that it is critically endangered (CR). Its vernacular name in Irodo is Bemandry. Famintinana. IDENTIFICATION Budget line 21.060300 Total cost €4 685 000 financed completely from the EU’s general budget Legal basis Regulation (EC) No 1905/2006 of the European Parliament and of the Council of 18 December 2006 establishing a financing instrument for development cooperation, and in particular Article 17 thereof 2. COUNTRY BACKGROUND The Council Decision of 5 December 2011 clearly provides for the European Commission to implement certain programmes that will directly benefit the people of Madagascar. In this context, the present Annual Action Programme (AAP) focuses on the implementation of activities designed to support the population living in sugar producing areas in the framework of the programme of accompanying measures for former Sugar Protocol countries. The trend in gross domestic product (GDP) at constant prices was -3.7% in 2009, 0.6% in 2010 and 0.7% in 20111, while the population growth rate was estimated at 2.8% per year over the period in question2. There was a corresponding automatic increase in the poverty rate, which rose from 65% in 2008 to 76.5% in 20103. The poverty rate is higher in rural than in urban areas, yet Madagascar is a rural and agricultural country. The rate of urbanisation has not increased much over 20 years (from 16 to 20%). The employment structure has changed little over the past 40 years. In 2010, 80% of the population still lived in rural areas where 89% of households work in agriculture.

Since 2016, Monitoring has been expanded in other villages where network of investigators have been established in the various potential fishing areas. At each catch landings, an investigator collects tuna catch data and other catches, and also performs sampling. The date of landing, the time at sea, fishing zone, the weight and total number of individuals landed are recorded; and measurements of tuna and tuna like species are conducted. According to the catch monitoring since the pilot phase in 2015, it can be seen that the tuna season in the northern waters of Madagascar is from June to October. In 2016, catches from small-scale fisheries in these two pilot villages reached 102 tons, including 59 tons of tuna and 43 tons of other catches. The tuna average catch is estimated at 5.3 tons per month. In 2017, total catches in the North of Madagascar reached 3 704 tons including 80 tons of tuna and 4 tons of swordfish from 192 692 landings. Indeed, tuna represents only 2% of total catch for these villages because small-scale and artisanal fishermen still face a challenge, which is the lack of appropriate equipment for catching tuna and tuna like species.

Paris, 2-4 octobre 1995 Les savoirs du territoire en Imerina (Hautes terres centrales de Madagascar) Chantal BLANC-PAMARD CEA/CNRS Sur les Hautes Terres centrales de Madagascar, les Merina sont des gens de territoire. Imerina est un toponyme, Merina un parler et un ethnonyme. Selon les traditions historiques merina les plus répandues, le nom de Merina1 ne serait en usage que depuis le règne de Ralambo, à la fin du XVIème siècle. C'est à ce dernier que l'on attribue la définition de l'Imerina : "J'appelle ceci l'Imerina sous le jour (I Merina ambaniandro). Et je l'appelle l'Imerina parce que j'occupe tous les sommets; il n'y a rien qui ne soit à moi dans tout ce qui est sous la lumière du jour"2. Le toponyme ambaniandro caractérise la conception par rapport à l'axe vertical. Ce pays "sous la lumière que seul le soleil domine" est également caractérisé par le regard qu'on lui porte, à la fois ceux qui sont vus sur les hauteurs mais aussi ceux qui dominent les régions plus basses environnantes. Le rôle joué par le regard est très important pour le contrôle du territoire comme en témoignent les nombreux sites fortifiés qui coiffent les sommets des collines (Mille, 1970). Un roi merina disait lors de sa conquête : "A moi toutes ces hauteurs (manerinerina)"3. On notera également l'importance du terme maso qui signifie œil. Le soleil est masoandro l'œil du jour; la source est masondrano œil de l'eau4.

Se separó del resto de continentes hace unos 80 millones de años, y durante mucho tiempo sus animales y plantas evolucionaron al margen del resto del mundo, hasta el punto que todavía en la actualidad más del 90 % de su flora y fauna son endémicas de Madagascar, no existiendo en ningún otro lugar del planeta. De la misma forma, la isla de Madagascar fue uno de los últimos lugares del mundo alcanzados por la expansión de la humanidad. Quizás fue ocasionalmente visitada hace miles de años, pero los primeros restos de comunidades humanas no aparecen hasta el siglo IV a.C. y sus primeros habitantes se confunden con el mito y la leyenda. No llegaron de la cercana costa de África, sino que afrontaron una larga travesía a través del océano, procedentes de la lejana Indonesia. La llegada posterior de emigrantes africanos también dio lugar a una mezcla heterogénea que constituye los cimientos de la civilización malgache. On the summits, woodland was kept for practical and spiritual reasons but the forest on No 950 lower ground was cleared to provide the economic base for such places to exist. Agricultural terraces were also constructed on the lower hill-slopes. In effect, the cultural landscape was in place by the 16th century. The only major change since then has been the removal of upland forest on the neighbouring heights to Ambohimanga during the French colonial period. Ambohimanga itself originated in at least the 15th Identification century and by the 18th century, particularly under Nomination The Royal Hill of Ambohimanga Andriantsimitoviaminandriana (1740–45), had developed into a capital with defences and seven gates. In March 1897 the mortal remains of royalty were transferred to Antananarivo by the French colonial authorities in a failed attempt to erase the holiness of the site and the nationalistic legitimacy attached to it. The royal tombs were demolished and military buildings Justification by State Party erected in their stead for the garrison on the site.
