KEY EXPERIENCE

Mr. Durack is a Director of TOWNLAND and an Urban and Regional Planner with extensive experience in both strategic and site specific land use and development planning projects. He has provided inputs to a wide variety of major projects for the Private Sector and Governments in Hong Kong, P.R. China, India, Indonesia and in a host of other countries across the Region.

His work has encompassed a wide variety of land use circumstances, including residential, industrial, commercial and mixed use area planning, tourism and leisure destination planning, major infrastructure development, urban renewal/restructuring, strategic master planning and transport/pedestrian planning. He has established skills in the research and analysis of planning issues, land use strategy formulation, option evaluation, institutional development, interpretation and application of statutory and non-statutory policies and procedures, preparation of plans and programmes for development and demographic analysis and forecasting for major urban development projects.

As Director / Regional, Mr. Durack focuses on the very important interface between our Regional Offices and the TOWNLAND Group Head Quarters in Hong Kong and supplies land use and master planning inputs to a wide range of multi - disciplinary projects in the Region. He is currently leading teams of Planners and Designers on various strategic and site specific planning studies across the region.

In addition to his professional skills, Mr. Durack is actively involved in various Company management/strategy teams, is a trained internal quality auditor under ISO 9001 and is a Director of Townland Consultants Private Limited responsible for the management and direction of the India Office of the TOWNLAND Group.

Project Director on a Project preparing a Conceptual Master Plan for an Integrated Resort Complex Development on a 300 hectare Site in Savannahket, Laos. Project Director on a Project preparing a Master Plan for an Integrated Leisure, Tourism and Entertainment Destination on 8.7 Hectares of waterfront land in the Setúbal Municipality in Lisbon, Portugal. Proposed uses within the Project include a Retail Village with Collaborative Offices above at the Gateway of the Project, which ties in with the adjacent and well known Fish Market (Mercado do Livramento ), a 5 Star Casino Hotel, a 4 Star Hotel and Apartments, a Marina with active Retail, Food and Beverage Facilities incorporated in the podium along the Waterfront Promenade, a Cultural Complex, a Hot Market & Grocery Store and a Water Taxi / Ferry Terminal which links to the Troia Hotel and Casino across the water. Upon development, the Project will promote tourism and investment in Setúbal and will be the centrepiece of a substantial transformation of the waterfront in the Municipality. The layout adopted for the Project is a hybrid orthagonal and fluid design which draws from the surrounding urban fabric and represents a modern development influenced by the water.

Project Director on a Project preparing a Conceptual Master Plan for a ± 160 ha Integrated Casino Resort Destination on Saipan Island, Northern Mariana. Project Director for a Project which prepared a Master Plan and Concept Architectural Design as part of a bid by Client to secure a Casino License in South Korea. Integrated Resort and Casino Development in Praia, Republic of Cape Verde, Macau Legend Development Limited

Project Director on a Project preparing a Conceptual Master Plan and Full Service Landscape Design from Conceptual through to Tender Documentation and Construction for an Integrated Resort and Casino Development on the Islet of Santa Maria and on a section of the Gamboa Beachfront (approx. 16 hectares in extent) in Praia, Cape Verde. The Development comprises of Office Use, a Casino Hotel (150 Rooms), a Walled City (Fort) on the Islet of Santa Maria comprising of a Boutique Hotel (50 rooms), a Retail Spine centred around a pedestrian environment, a Cultural Centre, Convention & Exhibition Facilities, a Catholic Church and a Marina. Adding to the attractiveness of Cape Verde as an international tourism destination, the objectives of the Project were to: create a Key Tourism Node in Praia: through the introduction of activities which will appeal to local, regional and international tourists and in particular higher spending and longer staying tourists; capitalize on the Unique Natural Attributes of the Site Location: including the Sites‟ extensive sea frontages and island environment; and incorporate a Diverse Programme of Activities: including quality oriented tourism related uses which will deepen the attraction of Praia as a competitive destination and which will create a vibrant, year round destination.

Preliminary Site Investigations for Integrated Casino Resort Development, Crimea, Ukraine, Legend Development Company Limited

The Ukrainian Government approached Legend Development Company Limited to invest in the establishment of the first Integrated Gambling Zone within Eastern Europe. Invited by our Client to be part of their delegation on a fact finding visit to the Ukraine, the role was to investigate and evaluate the suitability of five possible Sites on the southern coast of the Crimea situated on the Black Sea with the vision of developing one of the Sites into a World-Class Integrated Tourism Resort destination within Europe.

Route des Peches - Integrated Coastal Development Project (3,589 ha), Benin, West Africa, Legend Development Company Limited (In Progress)

Project Director on a Study developing a Conceptual Master Layout Plan for a comprehensive and World class mixed-use / tourism resort destination along a Site of 3,589 hectares referred to as the „Route de Peches‟ in the Coastal Region of Benin. This Project is the result of the Government of Benin‟s desire to develop and invest in the tourism sector in Benin as a key pillar of its economic development strategy. Based on the concept of leisure, culture and nature, the Project will create a new standard of Tourism for Benin through the introduction of a diverse range of land uses including 4 and 5 Star Beach and Lagoon Front Resort Hotels, a Marine Village, Cultural Villages, Golf Courses, a Wildlife Park and Plotted Villa Development. These uses will appeal to local, regional and international tourists as well as catering to the day to day needs of the local population in Benin.

Macau Fisherman’s Wharf (12ha) – Conceptualisation of Future Development, Macau, Macau Fisherman’s Wharf International Investment Limited

Project Director on a Project commissioned to prepare a 3 Dimensional Animation (Flythrough), Bird‟s Eye Views and Perspectives for the Macau Fisherman‟s Wharf Project. The Macau Fisherman's Wharf is a major new development in a City that has grown through its unique mix of tourism and trade. The Project is to become a new focus for hotel, casino, retail, restaurants and entertainment uses adjacent to the existing Macau Ferry Terminal, the point where the majority of visitors from Hong Kong arrive. The buildings within the Macau Fisherman‟s Wharf were modelled based on a collection of information/materials provided by the Client and their Architects including master plans, elevations, sections, floor plans, CAD files and sketches, with improvisation where necessary. In addition to the modelling of existing and planned buildings within the Project, TOWNLAND‟s role was also to assist with broad Concept Architectural Design and Interior Design of selected buildings within the Project which included two new themed hotels.

Integrated Development Project, N.E. Tunisia, Legend Development Company Limited

Project Manager and Land Use Planner on a Project preparing a Conceptual Master Plan for a mixed use development on a Site comprising a portion of Zembra Island (110ha.) to the east of Tunis and an area of around 1,000 hectares of coastline on the mainland to the west of Sidi Daoud. The Project is proposed to comprise a comprehensive tourism development to include hotels/resorts, spa/health/medical tourism facilities, golf courses, conference facilities, marinas, casinos and other recreation and entertainment facilities, residential (holiday/second homes) and supporting retail development and is intended to assist in the positioning of Tunisia as a high end tourism and leisure destination.

Project Director and Land Use Planner for a Project which prepared a Conceptual Master Layout Plan for a high quality recreational, tourism and resort destination with supporting real estate development along an area of beachfront comprising some 300 ha. of land at Lang Van, Danang City, Vietnam. The Development will comprise a series of destination themes including, inter alia, casino development, beachfront resort hotels, commercial / retail development, mountain-view and waterfront villas and condominiums, a marina, an international cruise terminal and a World Class 18 hole Golf Course.

Tourism Resort Development in 3 Bays at Ponta Fatossidi for Tourism Destinations & Supporting Uses (500 ha.), East Timor, Legend Development Co. Limited

Project Manager and Urban Planner for a series of tourist destinations including resorts and associated facilities which are proposed to be developed on 500ha. (approx) of land in 3 Bays to the north-east of Dili, East Timor. Upon development, a vibrant tourism activity centre will be created providing for uses such as cafes, restaurants, bars, nightclubs and retail shops for tourists and visitors to the area, fringed by exclusive resorts, an entertainment complex and casino, lower intensity resort developments, an international standard golf course, a marina and private oceanfront golf course residences.

Tourism Resort Development in Praia, San Tiago Island (40ha.), Republic of Cape Verde, Private Sector

Project Manager and Tourism Planner on a Project to develop a high quality resort destination along an area of beachfront and an Island along the southern coastline of Praia, Republic of Cape Verde comprising a total of 40ha. (approx) of development. The Resort was proposed to comprise a series of resort complexes based on the themes, influences and signature architecture of a variety of popular Asian resort destinations (i.e. Thailand, Indonesia (Bali) and Malaysia) in addition to recreation and entertainment complexes, a marina and yacht club comprising a 5 Star Resort Hotel, Low Density Condominium Development, landscaped parks, and Restaurants, Cafes & Bars along the waterfront and other tourism related facilities. A Conceptual Master Layout Plan was prepared for the development to realize the Client‟s vision having regard to future marketability and viability, integration with the future development context (in Cape Verde and Praia City) and overall sustainability.

Jeju International Cultural Park, Jeju Island (80ha.), South Korea, Private Sector

Project Manager and Tourism Planner for a Stage 1 Preliminary Feasibility Study and Preliminary Conceptual Master Layout Plan Project for the Jeju International Cultural Park (JICP), a 80ha. Theme Park on Jeju Island, South Korea. The JICP Site is located within a 400ha. Comprehensive Theme Park zone on Jeju Island and is located adjacent to various attractions planned by other investors. Upon development, the JICP will become an integral attraction within the Theme Park Zone, showcasing a variety of cuisine, beverages, culture and entertainment focused around international cultural pavilions/enclaves themed on a variety of countries including Mainland China, Korea, the Asia Pacific, the Americas, Europe, the Middle East and Africa. The Preliminary Feasibility Study assessed the viability for the establishment of the JICP as a first step towards preparing a full Feasibility Study for the JICP in Stage 2. The Preliminary Conceptual Master Plan was prepared in parallel and will set out the physical layout of the major pavilions and China Town including the proposed sequence of pavilions and other facilities, their size, shape and capacity.

Conceptual Master Layout Planning and Regulatory Detail Planning for Chaiyi and Tainan Stations, Taiwan, Taiwan High Speed Rail Corporation

Project Manager and Land Use Planner on a Project preparing Conceptual Master Layout Plans and Regulatory Detail Planning for two key stations (Chaiyi and Tainan Stations) on the Taiwan High Speed Rail Line. This Station Area Project developed the theme of “Sustainable Eco-City Community Development”.

Royal Bali Casino and Resort, Bali, Indonesia, Private Sector

Project Manager on a Preliminary Concept Study, which prepared a Master Layout Plan for a proposed casino, theme park, hotel and marina development on Nusa Penida Island in Bali. The development is proposed to incorporate a world class Casino, supported by three 18 hole golf courses, a convention / exhibition centre, a series of themed hotels, an outdoor theme park and elephant sanctum, a marina, floating restaurants and high end retirement houses.

Lamp Thong City Casino and Theme Park/ Convention Centre, Southern Thailand, Private Sector

Project Manager on a Master Development Plan for a 1,000ha. site at the Thai border with Malaysia. The Master Development Plan encompassed a comprehensive tourism and leisure destination including Casinos, 5-star Hotels, an Exhibition and Convention Centre, Land and Water Feature Theme Parks, a Golf Club/ Course, a Health Care Resort and Retirement Village.

ADB TA No. 3781: Preparing a Comprehensive Medium Term Strategy for Improving the Living Standards of the People of Uzbekistan, Asian Development Bank

TOWNLAND was commissioned by the Asian Development Bank (ADB) to lead a key Poverty Reduction Study in Uzbekistan, which is provide a platform for the ADB's lending strategy to the Country. The goal of the Study was to assist the Government to prepare a medium-term strategy to reduce poverty and improve the living standards of the Uzbek people, with a particular emphasis on low-income, vulnerable and socially excluded groups of society. The Study produced a range of outputs including: (i) a medium-term living standards strategy (ii) monitoring/evaluation mechanisms to track the Government's progress in relation to the effectiveness of poverty reduction policies; and (iii) an enhanced capability of key policy makers on pro-poor growth strategies and social policy. As Project Manager for TOWNLAND, Mr. Durack was responsible for all components of the tender process including undertaking a fact finding mission in Uzbekistan, formulation of the team, writing of the technical proposal and preparation and negotiation of all contractual matters with the ADB and Sub-consultants. He also assisted the Team Leader in the day-to-day management of the Contract.

Conceptual Master Planning for Mixed Use Township Development at Bayer (40 ha) and Clariant (20 ha), Thane, India, Kalpataru Properties Pvt. Limited

Project Director and Land Use Planner on a Project preparing a Master Plan and Urban Design for the redevelopment of two former industrial sites (1.3 million sq.m. built up area) in Thane, India. The mixture of land uses planned for the Site, which include residential apartments, retail and hospitality uses, offices and civic facilities, combined with a high Floor Space Index (Plot Ratio), forms the inspiration to plan the Sites according to the New Urbanism principles of the „Urban Village‟. The careful integration of the extensive existing tree cover into the new urban fabric will give the Developments another unique spatial quality.

Conceptual Master Layout Planning for Township (1,649 ha) in Surat, India, Kalpataru Properties Pvt. Limited

Project Director on a Project commissioned to give shape to Client's Vision for the development of the largest Township in Gujarat, being a 1,649 ha. development on the outskirts of the City, near the City Airport and the scenic Mindhola River. The Township provides for a wide variety of residential neighbourhoods for all income groups, mixed use shopping areas, a commercial district, and plenty of space for a network of green parks and waterways. The network of corridor parks and waterways, the large Central Park and an Eco-Park are a part of the unique riverside development and are some of the elements that will help to give the Township the image of „Gujarat‟s Eco-City of the 21st Century‟. The well balanced mixture of lifestyle, business, entertainment and green recreation will provide a leisure destination for people from all over southern Gujarat.

Master Planning for the Kharghar Hill Plateau “Centre of Innovation and Excellence”, Navi , India, Indiabulls Real Estate Limited

Project Director on a Study commissioned by Indiabulls Real Estate Limited to prepare a Master Plan for the development of the Kharghar Hill Plateau. The Project was in response to a Tender set out by CIDCO for a theme-based, eco-friendly development of the Kharghar Hill Plateau. Keeping in mind CIDCO‟s objective and India‟s dominance as a knowledge based economy, the development of a World-class Campus on the Site was proposed as a “Centre of Innovation and Excellence”. Four main elements for the Centre were proposed: a Centre for Advanced Medical and Biotechnology Research; a Centre for Education and Continuous Learning; a Centre for Applied Research and Technology; and a community of high end villas and apartments to be set in the undulating hills. The Campus will provide World class facilities for advanced research, education and healthcare that will catalyze the transformation of Navi Mumbai into „The Knowledge City‟. The design of the Master Plan mimics the natural landscape in which it is set, incorporating the highest standards in eco-friendly design.

Conceptual Architectural Design for the Proposed Commercial Complex for The Delhi Dwarka Depot Building, Delhi, India, Delhi Airport Metro Express Pvt Ltd (a subsidiary of Reliance ADA)

Project Director on a Project which prepared Conceptual Architectural Design for a proposed high end shopping mall complex, to comprise a host of retail shops, restaurants, a multiplex and offices.

Review and Reworking of Retail Areas in New Delhi Station & Shivaji Stadium Station, Delhi, India, Delhi Airport Metro Express Pvt Ltd (a subsidiary of Reliance ADA)

Project Director on a Project which undertook a review of the proposed retail areas within New Delhi Station and Shivaji Stadium Station on the Airport Express Rail Link and the preparation of Concept Architectural Design for these areas. The Stations are both underground, and will contain food, retail and beverage related outlets.

Concept Architecture for Various Mass System Stations Along the Versova--Ghatkopar Corridor, India, One Pvt Limited (A Subsidiary of Reliance ADA Limited)

Project Director on a Project commissioned by a Consortium formed by Reliance ADA Limited along with Veolia Transport, France and the Mumbai Metropolitan Region Development Authority (MMRDA) to develop two standard designs for the development of various Stations along the Versova-Andheri-Ghatkopar Metro in Mumbai. Master Layout Planning, Conceptual Landscape Design and Concept Architectural Design for the “Cyber Enclave - Elena Park” Mixed Use Project, Cyberabad, Hyderabad, India, IVR Prime Urban Developers Ltd

Project Director on a Project commissioned by IVR Prime Urban Developers Ltd to give shape to its Vision for the 4.7 ha. approx Cyber Enclave Project in Hyderabad, India to be known as "Elena Park", to comprise Residential (Luxury Condominiums, Penthouses and a supporting Club House) and Commercial (IT Park and All Suites Hotel) uses to comprise a Total Built Up Area of 168,149 sq.m. of Gross Floor Area. This high end development was designed such that it is self-contained and gated and features extensive green spaces and a range of facilities to include a world class clubhouse, gymnasium, a swimming pool, open pavilions, seating and water features, childrens' play areas and car parking to cater to the needs of residents and visitors.

Master Planning for International Lifestyle City, Navi Mumbai, India, Krosslink Infrastructure Limited

Project Director and Land Use Planner on a Project to create a mixed use development in the vicinity of Navi Mumbai, on a site comprising 506 ha. of land for Structure Planning purposes and 304 ha. of land for Master Planning purposes. The aim of the Project is to create a modern Township comprising residential development, higher education facilities and supporting health, recreation and commercial facilities, catering to an elite target market.

Project Director and Land Use Planner on a Project transforming a 1,416 ha. Master Layout Planning & Development Planning for Dharavi Redevelopment Project, Mumbai, India, Kalpataru Properties Pvt. Limited

Project Director and Land Use Planner for a Study commissioned by Kalpataru Properties Pvt. Ltd to give shape to its vision for the redevelopment of the 236 ha. Dharavi Slum Area (the Site) in Mumbai, accommodating some 57,000 families. The Project is a response to the Government of Maharasthra‟s comprehensive slum rehabilitation scheme for the Site which envisages the emergence of a modern residential and commercial community comprising resettlement housing, new employment opportunities and supporting amenities for slum dwellers, together with market focused commercial and residential uses. Land Use Planner on an International Competition for city design and land-use planning along the main traffic route area (19,600 ha.) of Foshan City It is the Foshan Planning Bureau‟s intention to control urban sprawl after the completion of the First Ring Route construction which aims to alleviate traffic congestion within the City‟s core centre. The First Ring Route covers a total length of 99.2km, passing through 4 districts and 15 towns within Foshan City. Three clusters were chosen within the Study Area for detailed design. These areas include a Town Centre, an Ecological Park and a High-Tech Park. The design concepts adopted for this Project include the Compact City Concept as well as the Transit Oriented Development Concept.

Sijiao Island Strategic Master Plan, Zhejiang Province, Mainland China, Government of China

Project Manager and Principal Strategic Planner on a Study for the Conceptual Planning of Sijiao Island, Shengsi County, Zhejiang Province, PRC (2,700ha.). The intention of the Project was to prepare (i) a Comprehensive Conceptual Plan for Sijiao Island and (ii) to elaborate conceptual urban design of four key sites (key intervention areas) located around the Island. The Comprehensive Conceptual Plan is intended to provide a vision and clear guidance for the growth and development of Sijiao Island up to 2020 and was formulated through an examination of the status of Sijiao Island‟s economy, society and environment and its development advantages and constraints up to 2020. The overall development concept focused on the diversification of the economic base of the Island, with particular regard to enhancing the Island‟s tourism, recreation and industry potentials.

Project Manager and Principal Planner on a project which set out planning and design concepts and a master plan for tourism and real estate development on a 120.6ha. Site in the south of Xian. Upon development, the site will be transformed into a lively and dynamic tourism destination supported by high quality single detached villa residential development, parklands and other facilities including clubhouses, a health spa complex, a festival markets complex, resort hotels and villas, a conference and exhibition centre, a sports complex and a commercial complex servicing local needs. The layout for development on the site was focused on a system of lakes, waterways and open spaces. Residential neighbourhoods are interconnected by green corridors and are designed around the new urbanist concept of walkability. From the outset, detailed market research was undertaken in order to set out viable and cost effective development proposals, which were in line with market demand.

A key focus of the Project was on the establishment of an interlinked system of leisure and tourism spaces along the canalfront based on a modern theme but reflecting the history and culture of the canal.

Regional Planning for the Pearl River Delta Region, Mainland China, Government of China

Strategic Planner on a Study establishing a long term (20 year) development strategy for the Pearl River Delta region in China. The Study placed a strong emphasis on the analysis of the development of urban conglomerates overseas in order to draw out and apply key lessons to the formulation of a workable strategic plan for the Pearl River Delta region.

Feasibility Study for Wuzhizhou Island, Sanya District, Hainan Island, Mainland China, Private Sector

Project Manager and Principal Planner on a Study which established the feasibility for the development of a 5 star resort island at Hainan Island, Mainland China. A series of international case studies were analysed to draw out key lessons which were applied to the development of Wuzhizhou Island. The Project sought to capitalize on Rempang Island‟s strategic proximity to Batam Island, Bintan Island and Singapore by transforming approximately 7,042 hectares of under- utilized land on southeastern Rempang Island into a new Centre of Employment, Tourism, Entertainment and Living in South-East Asia. An Integrated and Comprehensive New Town was proposed as the heart of the development serving a population of some 400,000 people, surrounded by rolling hills, Championship Golf Courses and Plotted Villas, a variety of High-rise, Mid-rise and Mixed-use Dwellings, Retail and Shopping opportunities, Schools, Medical Facilities, other Institutional Uses, and a large Central Park. A host of Tourism related uses were also proposed including a series of luxury and middle-market Themed Resort Hotels, a Commercial/Entertainment Village, Retail Centres, Marinas, Theme Parks, Eco Resort Hotels and an Equestrian Centre. Technology and Industrial Related Uses were also integrated into the development to cater to pent up industrial demand from key industrial sectors in Batam. Conceptual Master Planning for ± 900 Ha of Land At Pantai Indah Kapuk, North Jakarta

Land Use Planner on a Project formulating a Conceptual Master Layout Plan for a New Town development on ± 900 Ha of Land At Pantai Indah Kapuk, North Jakarta. Designed around the principles of Transit Oriented Development and New Urbanism, the backbone of the Project was a Light Rail Transit (LRT) system to improve local/regional connections. An identifiable mixed-use centre formed the heart of the Site. A diversity of housing choices were accommodated into the Project including plotted villa development and medium and high rise apartments catering to a range of people of different ages, incomes and cultures. A University Campus and International Schools were also integrated into the development In line with the principles of New Urbanism, Neighbourhoods were designed to be no larger than 128 ha each, providing a 400 metre walkable radius to daily living needs and an 800 metre radius to transit systems.

Conceptual Master Planning for ±700 Ha of Land and Site Planning for ±100 ha of Land in Padang, West Sumatra, Indonesia, PT. Padang Indah City, PT. Lippo Karawaci, Tbk (In Progress)

Land Use Planner on a Project preparing a Conceptual Master Plan and Site Plan for a new ±700 ha reclamation area in Padang, to the west of Padang‟s main City Centre, to incorporate low and medium density residential development, two tourism waterfront anchors, a CBD extension area, commercial development and extensive areas for open space and recreation. The City underwent a severe earthquake in 2009 and suffered from a corresponding tsunami. It was therefore a major challenge to plan for a waterfront development which would gain back the public‟s confidence in the City‟s future growth on the waterfront. In this regard, much attention was given to adopting best practice earthquake and tsunami mitigation strategies from around the World in the design of the Project. In addition, emphasis was given to establishing an innovative development structure that capitalised on the waterfront in order to uplift property value and to integrate the development with the existing City, including the old Dutch quarter,

Project Manager and Land Use Planner on a Project which prepared a Master Layout Plan, Site Plan, Flood Handling Measures and Concept Architecture for the SIEMENS Indonesia Headquarters property owned by PT Siemens Indonesia in Pulo Mas, Jakarta. The Site comprised approximately 24,000 square metres of land accommodating office/administration, manufacturing and warehouse uses. The Master Layout Plan prepared by TOWNLAND set out phased options for the further extension of office space on the Site to accommodate staff being relocated elsewhere in Jakarta and for business growth and was supported by Detailed Site Plans and a Concept Architectural Design for a new office building of 12,800 sqm GFA. Flooding was a key consideration on the Site and flood handling measures were formulated to mitigate the risk of flooding to the Site.

Consultancy Study on Landside Commercial Development at the Hong Kong International Airport, Airport Authority Hong Kong

Project Manager leading the land use and master planning inputs on a Study examining the future development of the North Commercial District (NCD) at the Hong Kong International Airport (HKIA). Broad Alternative Development Concept Plans are being prepared, which will be translated into a Recommended Outline Development Plan, Outline Development Programme, Layout Plans and Urban Design Strategies for the development of specific land uses within the NCD. A key focus is being placed on providing a high level of flexibility for the long term implementation of development proposals within the NCD across a host of different phases and taking into account changing market conditions. A Strategic Planning Framework is also being prepared in respect of the Greater Study Area including Tung Chung, North Lantau and Tuen Mun in order to establish a wider Airport City and to capitalise on the bridgehead economy which will be established upon construction of the Tuen Mun Chek Lap Kok Link and the Hong Kong Zhuhai Macau Bridge Link. The Strategic Planning Framework is based on an analysis of the regional planning context of the HKIA and will provide impetus for the Hong Kong SAR Government to consider airport related uses in their future planning in the Airport Neighbourhood.

Planning Team Member on a Study which provided a broad planning and development framework for more effective pedestrian planning within the metropolitan areas of Hong Kong. Drawing upon the experience of 3 international cities, Action Area Concept Plans were prepared for 5 sites within the Territory. Recommendations were made for the identification of major nodes, activity areas and corridors of pedestrian activity, the role of traffic and transport in these areas, land use planning controls and guidelines for pedestrian provision, urban design, landscape, aesthetic and environmental considerations and the institutional framework required to implement new initiatives.
