Affairs (1998), 97, 551-565 BRIEFING: THE ERITREAN-ETHIOPIAN BORDER DISPUTE J ABBINK ? * $• • THE VIOLENT Eritrean-Ethiopian border dispute which erupted on 6 May 'this year has taken everybody by surprise, includmg Ethiopian prime minister Mêles Zenawi.1 But on a closer look, this dispute is not so . surprising except for its timing, nor is it only about a border. The 'Wstorical and political context of this widely deplored family quarrel between closely related regimes in Eritrea and Ethiopia makes this clear. , -True, both regimes emerged from armed insurgent movements (EPLF and TPLF)2 which were for many years comrades in arms against the r former Ethiopian government of Lt.-Col. Mengistu Haile Mariam. •; They both shared the same mix of ethno-regionalist/nationalist and l^.'Marxist-Leninist ideology and both their political elites hail from the same .;'•' etfano-linguistic group, the Tigrinya-speakers of northern Ethiopia and , *N '^outhern Eritrea. After they took power m 1991, their leaders were also ?3f,, generously supported by the Western donor-community led by the USA as s 'new-style' African leaders: relatively young, seemingly committed to - > 4emocratization and a new approach to national development, aiming S' at liberal market-economy reforms and at closer intégration with the 3 ,x world community, especially the West. But différences of opinion and 4\ divergent approaches to crucial policy matters existed between the two « iriovements since the late 1970s and have not been resolved since.4 It is more than ironie in this conflict that the policies of these new leaders *< seem to carry the same potential for violence and destabilization m the région as that of old leaders.5 In this respect, the surprise about the fr ' carrent border crisis reveals something of the incomplete historical under- standing and the opportunism of certain donor countries. -

AJALA (Ph.D.) * Kerebih Asres** ABSTRACT Accessibility to basic educational attainment has been identified as collateral for economic development in the 21st century. It has a fundamental role in moving Africa countries out of its present tragic state of underdevelopment. This article examines the situation of basic educational services in Amhara region of Ethiopia in terms of availability and accessibility at both primary and secondary levels. It revealed that there is a gross inadequacy in the provision of facilities and personnel to adequately prepare the youth for their future, in Amhara region. It also revealed the inequality of accessibility to basic education services among the eleven administrative zones in the region with antecedent impact on the development levels among the zones and the region at large. It thus called for serious intervention in the education sector of the region, if the goal of education for development is to be realized, not only in the region but in the country at large.. Ethiopia and Eritrea: Border War History Behind the Headlines, 2001 The Conflict The war between Ethiopia and Eritrea—two of the poorest countries in the world— began in 1998. Eritrea was once part of the Ethiopian empire, but it was colonized by Italy from 1869 to 1941. Following Italy's defeat in World War II, the United Nations determined that Eritrea would become part of Ethiopia, though Eritrea would maintain a great deal of autonomy. In 1961 Ethiopia removed Eritrea's independence, and Eritrea became just another Ethiopian province. In 1991 following a revolution in Ethiopia, Eritrea gained its independence. However, the borders between Ethiopia and Eritrea had never been clearly marked. -

Ethiopian Constitution, the Flag, Map, and Federalism by Mastewal There have been contentions to the Ethiopian present constitution and even the flag and its administrative arrangement in the way it is governed federally. In the forefront of these oppositions have been the political parties and the Ethiopian diaspora, who have been airing their concerns. Some, who oppose the present flag, are seen with the flag used during the Emperor Haile Selassie’s rule with the lion carrying the cross. Some use the civil flag of Ethiopia. Why changes have been made in the Ethiopian flag and its administrative regions have their historical backgrounds. But, the argument goes on and on as pros and cons in fear of disintegration of the country. The contentions can be damaging if the struggle for changing the above if not made in a civilized way and go out of hand as evidenced in some instances. Innocents can be incited to adopt radical changes. If you remember Aesop, the Greek fabulist and storyteller in your school time, then you come across in what he is presumed to have said, “the injuries we do and those we suffer are seldom weighted in the same scales.” I just want to quote George M. Church in respect to changes. He is taking the comparison between a dinosaur and ostrich. As you all know dinosaur is an extinct creature, which lived in our world over hundred millions years ago. May be the dinosaur evolved to an ostrich. “What dinosaur traits are missing from an ostrich? The ostrich has a toothless beak, but there are mutations that cause teeth and claws to come back to their mouth and limbs.
