1 EXECUTIVE SUMMARY During this quarter, the Tunisia Accountability, Decentralization and Effective Municipalities (TADAEEM) project engaged the newly elected councils and mayors on processes for prioritizing services, their diagnostic and action planning. The PALME approach, put into practice, began to materialize and Service Delivery Improvement Programs (SDIPs) were developed in ten municipalities. This holistic and integrated approach towards service delivery provided partner municipalities with the technical tool that they could employ independently to assess each service or area of work and approach its improvement in a systematic and integrated manner. This was illustrated through TADAEEM’s support to mobilize engagement between municipal councils, executive sections and civil society on the articulation of Annual Investment Plans. TADAEEM also provided training to council members on municipal structures and inter- relationships, and developed demand-driven special projects and interventions in areas such as the construction permit process and Private-Public Partnership (PPP). As well, TADAEEM established close working relationships with the Ministry of Local Affairs and Environment’s (MALE) key departments relevant to waste management, municipal parks and markets, information technology and information system development. MALE started facilitating the project’s engagement with other central ministries, departments and agencies that play a key role in the delivery of services such roads, public lighting, as well as education, health and transportation. During the quarter, TADAEEM received instructions from the United States Agency for International Development (USAID) to include the municipalities of Tadhamun and Mnehla in the list of TADAEEM’s partner municipalities, and to engage with the Municipality of on a project to preserve the cultural heritage of the old medina. TADAEEM already started engaging with Mayor Souad Abderrahim and Tunis Municipality council members, who have agreed with TADAEEM’s proposed technical activities and draft work plan. TADAEEM issued an Annual Program Statement (APS) for grants during the second year of the project. The project is still processing several concept notes and grant applications resulting from the first year’s APS and specific Requests For Applications (RFAs). One grant was awarded during the quarter to a civil society organization in the Municipality of . The grant intends to help make information on the medina of Sfax up-to-date and available to the municipality and citizens, improve municipal services in the medina and increase citizens’ participation in local affairs. In terms of staffing, the number of Tunisian staff on TADAEEM increased from 95 to 115, in Tunis and regional offices, including DCOP direct hires, subcontractors and independent consultants. The project staff has increased to an acceptable level, although TADAEEM still needs to fill some important technical positions. On the political level, during the first quarter of Year 2, Prime Minister Youssef Chahed announced a government reshuffle. The new cabinet substituted 13 ministers and five secretaries of state. The most important ministries affected by the reshuffle were ministries of justice, health, tourism, transport, and local affairs. By the end of this quarter, TADAEEM had set all its programs in motion, including SDIPs, special projects (PPP, construction permits and data management) and grants. The collaboration with the MALE improved significantly through close coordination with various MALE departments, as well as the coordination committee, headed by Minister Mokhtar Hammami. As well, relationships with all 31 municipalities gained more strength. There remain key challenges, however, for TADAEEM to tackle in the next quarter. Political stability and the issuance of important secondary laws remain questionable. The identification of Tunisian technical staff continues to remain a priority for project management, and no effort is spared to fill those positions. Relocating to a new office space to accommodate the growing

number of staff will also be challenging. Finally, with the anticipated awarding of numerous in- kind grants to partner municipalities, grants and procurement processes are expected to be burdensome and require extensive labor as well as attention from project management to ensure compliance.

2 MANAGEMENT During the first quarter of the second year of TADAEEM, the number of Tunisian staff increased from 95 to 115, in Tunis and regional offices, including DCOP direct hires, subcontractors and independent consultants. The increase in the project team, which is expected to continue in the second quarter, compelled the project management to look for a bigger space in Tunis to accommodate the larger number, including the possibility of creating an additional hub office to be co-located in the Tunis Office. The additional hub will be mandated to manage two additional municipalities; namely Cites Tadhamun and Mnehla, as well as the planned activities with the Municipality of Tunis. These last additional activities were approved by USAID in late December 2018. In October, TADAEEM was invited to a meeting with a congressional delegation. During the meeting, TADAEEM briefed the delegation on issues such as the role of the media in improving municipal services, municipal councils and their challenges, municipal elections, the perception of citizens, youth and their role in political, social and economic dynamics. During the same month, TADAEEM signed a Memorandum of Intent (MOI) with the National Authority in the Fight Against Corruption (INLUCC). The project team, afterwards, worked with INLUCC and MALE on the construction permits project, which seeks to foster transparency and decrease corruption in the construction permit process, as a municipal service. During the quarter, TADAEEM staff and partners attended a number of international conferences and exhibitions that broadened their knowledge and exposed them to state-of-the- art techniques and equipment that improve service delivery: Megara: An international municipal forum that supports the promotion of exchange of experiences between municipalities related to their urban challenges. This two-day event is organized by the Tunisian Digital Guidance Association (ATCOGEN) in cooperation with Municipality, the National Federation of Tunisian Cities (FNVT), and the partnership of the MALE. Thirty-one representatives from TADAEEM municipalities attended the event.

Eco Mondo: An Euro-Mediterranean exhibition on the green and circular economy, and the first of its kind in the region. The exhibition and conferences display innovative approaches, practices and practitioners and brings together all sectors of the circular economy. TADAEEM supported 20 participants to attend this event. Smart City Expo: Created to empower cities and share information on urban solutions and innovations across the globe. The event is dedicated to creating a better future for cities and their citizens. Two TADAEEM staff attended the event. In late November, USAID approved TADAEEM’s request to extend the waiver to lease additional vehicles for the Tunis office and four hubs, to accommodate the additional workload. In December, USAID also approved Mr. Daniel Lee as a long-term expatriate staff on TADAEEM, to manage finance, accounting and compliance, in recognition of the growing needs of the project. In December, project leadership attended a partners meeting, organized by USAID, which provided an overview of USAID's implementing partners’ activities. Taking advantage of the presence of the Contracting Officer, project leadership met with the Contracting Officer and Contract Specialist, Linda Maher, to discuss various TADAEEM contractual issues, including the addition of two more municipalities and the proposed work with the Municipality of Tunis. SECURITY During this quarter, a security assessment was conducted on the two additional municipalities, Tadhamun and Mnehla, and both were cleared for TADAEEM to operate. In general, no major security incidents were experienced during the quarter, apart from some disturbances that took place in areas where TADAEEM does not operate. GRANTS During the quarter, TADAEEM issued the Annual Program Statement (APS) for the second year of the project. TADAEEM received three concept notes in response to the first round of the APS, two of which are being evaluated by the Technical Evaluation Committee (TEC), whereas one concept was rejected. During the quarter, nine organizations were requested to submit their grant applications, following the selection of their concepts by TECs during the previous quarters. Seven grant applications were received, three of which were not selected for funding by TECs, three are under different stages of review and one is under review by USAID for grant award decision. In addition, TADAEEM issued three RFAs in the following areas: civic engagement, municipal park rehabilitation, and waste management. In total, four grant applications were received and accepted in response to those RFAs. Those grant applications are under different stages of review. One grant was awarded during the quarter to a civil society organization (CSO) in the Municipality of Sfax. The CSO intends to help make information on the medina of Sfax up-to- date and available to the municipality and citizens. The grant also seeks to improve municipal services in the medina by using innovative information, communication and technology tools and social media platforms that will contribute to improve municipal services in the Sfax medina and increase citizens’ participation in local affairs. CHALLENGES • During this quarter, no major challenge posed itself other than the difficulty, still, to identify qualified candidates in the regions, especially those with USAID experience, as well as finding a new office space to accommodate the increasing number of staff.

NEXT STEPS • Continue recruitment efforts to respond to growing technical needs of the project • Continue to award more grants during the next quarter, with a focus on in-kind grants to municipalities to complement the needs identified in the SDIPs • Furnish, prepare and move to the new space identified to accommodate the growing number of project staff

3 GOVERNANCE TADAEEM’s framework for intervention at the municipal level is resonating with most of the municipalities where TADAEEM has delved deeper and engaged a cross-section of municipal staff on the diagnostic of priority services and the articulation of SDIP action plans. In particular, approaching service delivery in a holistic and integrated manner provided partner municipalities with the approach that they could employ independently to assess each service or area of work and approach its improvement in a systematic and integrated manner. Accompanying core municipal teams on the in-depth diagnostic of the nature of their communication with and engagement of citizens had been perceived as critical for laying the ground for a more effective and deliberate effort to ensure increased effectiveness. Similarly, the in-depth documentation of the service delivery value chain, including its inputs and outputs, mapping and assessment of procedures and capacities that currently exist to identify administrative support to the overall process of service delivery, had been extremely valuable for both technical and administrative staff as well as for relevant council committee members. Drawing the attention of municipalities to the importance of identifying bottlenecks that they encounter and that impact service quality and stem from deficiencies in inter-governmental coordination had also been of significant value and has resonated with partner municipalities. Importantly, it has enabled them to gain a systematic understanding of such issues and to engage in thinking regarding effective approaches for addressing such bottlenecks and engaging relevant regional and central authorities to tackle them. Municipalities started to perceive this integrated and holistic approach as being relevant and applicable to most, if not all, the services they are responsible for delivering as well as other core functions they are expected to perform. Therefore, TADAEEM began to lay the ground for taking project interventions to scale, not only targeting prioritized services, but also other services that ranked lower on the municipal priority scale. On another but related front, municpialities expressed a significant and positive level of engagement and appreciation as the project rolled out practical interventions. This was illustrated through TADAEEM’s support to mobilize engagement between municipal councils, executive sections and civil society on the articulation of Annual Investment Plans. Other practical interventions by TADAEEM included the training of council members on municipal structures and inter-relationships, which resonated well and demand for rolling out this program is growing. At the regional level, TADAEEM examined de-concentrated services including health, education and transportation, to identify practical interventions to address shortcomings in the interface between such services and complementary municipal services, which are critical to the effective functioning of their service delivery facilities (schools, clinics or transport stations). Initial indications through a limited pilot in Kef indicated a significant appetite for interventions in this arena by both the municipality and the de-concentrated departments. At the central level, and particularly in relation to the MALE, TADAEEM wasincreasingly effective at institutionalizing project engagement with all relevant departments that hold a mandate for the services or area of intervention the project is engaging on at the local level. TADAEEM established close working relationship with departments relevant to waste

PAGE | 4 management, municipal parks and markets, and information system development, as well as others. The MALE also intended to facilitate the project’s engagement with other central ministries and departments or agencies that play an impactful role in other services including roads, public lighting, construction permits and others, including education, health and transportation. SERVICE PRIORITIZATION WITH NEWLY ELECTED OFFICIALS During this quarter, TADAEEM more intensively engaged the newly elected councils and mayors on processes for prioritizing services, their diagnostic and action planning. Our work on the 10 SDIPs and engagement of the PAI has enabled us to gain a nuanced view and understanding of the dynamics that exist among council members and between them and mayors, as well as with their executive departments. CHALLENGES • The nature of a transitional reform phase with gaps in clarity regarding new/future functional and resource assignment, and regarding inter-governmental relations between the municipal, de-concentrated and centralized entities; • Limitations in financial and human resources and the expected mismatch between the assignment of new functions to municipalities and the possible delay in assignment of corresponding resources to enable the performance of such functions; • The steep learning curve that new councils will experience and its impact on the efficiency with which municipalities are able to pick-up the pace in fulfilling their roles and undertaking their new and existing functions; • The project’s ability to keep up with pace of demand for support as TADAEEM begins to more fully engage the full portfolio of project municipalities through SDIPs, special projects and thematic interventions; NEXT STEPS • Continue to strengthen the project’s engagement with MALE and its relevant departments and through its support and facilitation, begin to build working relations with other relevant central ministries, departments and agencies; • Expand TADAEEM’s scope of engagement with other development partners to improve coordination and consolidation of efforts and improve leverage of their actions that can be complementary to the project’s actions. Apply specific focus to USAID funded projects to capitalize on partnership potentials; • Speed up implementation and focus on tangible and measurable actions while maintaining a view of TADAEEM’s strategic objectives and the long-term sustainability and replicability of project interventions; • Continue to work on enhancing the cohesion of the TADAEEM team (central and regional) and institutionalize working relationships with the municipalities and gradually, the regions/governorates • Gradually expand the project’s engagement to begin to undertake service delivery improvement of de-concentrated services

TADAEEM APEA QUARTERLY UPDATE After the municipal elections, the country has seen political alliances forming in anticipation of the upcoming presidential and parliamentary elections. Recent key political events are outlined in the following timeline, which provides an overview of the increased partisanship.

TUNISIAN MINISTERIAL RESHUFFLE On November 5, Prime Minister Youssef Chahed announced the following changes, “This reshuffle is to make the work of the government more effective and to put an end to the political and economic crisis,” Chahed said in a statement.2 Key portfolios such as defense, finance, foreign and interior ministries remained unchanged. The new cabinet substituted 13 ministers and five secretaries of state, with various adjustments throughout the government. The most important ministries affected by the reshuffle were the ministries of justice, health, tourism, transport, and public sector.

Key Ministry Changes: • Minister of Tourism, Rene Trabelsi, is a -based businessman and the third Jewish person that has held a cabinet position since Tunisia’s independence in 1956. He replaces Selma Elloumi, who moved to the president’s cabinet as chief of staff. • Minister in Charge of Public Service and Administrative Modernization, Kamel Morjan, was formerly the foreign minister and is now in charge of the country’s main employer. • Minister of Local Affairs and Environment, Mokhtar Hammami, was formerly the president of the Instance of Foresight and Support of the Decentralization Process at the Ministry of Local Affairs and Environment (MALE). He replaces Riadh Mouakhar, who was appointed the secretary general of the government. • Minister in Charge of Human Rights, Mohamed Fadhel Mahfoudh, was formerly head of Tunisia’s bar association. Mr. Mahfoudh was among four Tunisians whose civil society groups were awarded the Nobel Peace Prize in 2015. • Health Minister, Abderraouf Cherif, is from the Machrou Tounes party. POLITICAL FRAGMENTATION The political situation continued to deteriorate with the breaking up and creation of new alliances. What made this political fragmentation more problematic is the seemingly complete breakdown of the Accord, and the rupture between President Beji Caid Essebsi and Ennahdha leader Rachid Ghannouchi, who were the masterminds of this consensus. 3 Although it stalled many efforts to undertake courageous reforms on the economic front, the accord had helped to ensure an acceptable level of security and stability for the country. This fragile equilibrium is no longer in place, which opens the door again for aggressive political confrontation (and possibly violence), especially with the pending legislative and presidential elections. This comes at a time when Ennahdha is being accused of having a secret organization that collects intelligence, infiltrates state institutions and even assassinates political leaders. 4 With the breakdown of the Carthage Accord and the official probe into Ennahdha’s secret apparatus ordered by the president, Ennahdha party finds itself in need of strong allies ahead of the elections. SOCIAL UNREST The Tunisian General Union of Labor (UGTT) called for a general strike on Jan 17, 2019 to protest the stalled negotiations with the government concerning civil service salary increases. In addition, the union threatened to stop classes and prevent students from taking their exams as it has done in the past. 5 In order to establish mitigation strategies for potential protests and violent uprising during the month of January, the President of the republic convened a meeting of key political actors on Dec 28, 2018. The meeting gathered the head of government, head of the general assembly, key political party leaders as well as UTICA and UGTT. 6

Clashes between citizens and the police had already been recorded in following the self-immolation of a journalist on video. These protests spread throughout the south of the country. 7 The absence of political unity, consensus, and a clear strategy for improving the economic situation in the country is problematic and may reignite the same feeling of despair that started the 2011 revolution. RECOMMENDATIONS In light of the current situation, which may intensify leading up to the elections, the recommendation is for TADAEEM to monitor the security situation in the project’s municipalities closely. Our regional hubs should maintain close communication and coordination with municipalities and continue to focus on impactful and visible improvements for citizens. If partner municipalities need to focus on addressing social unrest, the project should work in conjunction with the municipality to identify activities that could result in tangible improvements quickly and modify Service Delivery Improvement Programs to accommodate any disruptions, as needed.

4 OBJECTIVE 1: IMPROVE CITIZENS’ PARTICIPATION IN AND OVERSIGHT OF KEY GOVERNMENTAL FUNCTIONS SUMMARY During this quarter, the Objective 1 team focused on the following activities: Objective 1’s efforts shifted gradually to focus on the municipality as the primary target of the project’s effort by looking closely at the ability of the municipality to communicate effectively with citizens in general as well as about a specific service. The team began to define the areas that a municipality should be communicating about, the nature of the information that can be communicated under each area and in collaboration with Objective 2, the institutional arrangements, systems, procedures and capacities that should be put in place to enable the municipality to do so in a sustainable and effective manner. Objective 2 also began to look at participatory approaches that can increase the effectiveness of citizens’ engagement with their municipalities to ensure the channeling of feedback to inform municipal decision making. This was illustrated very effectively through the support provided through Objective 1 on the PAI where efforts focused on testing a range of approaches to facilitate the participation of citizens and their representative organizations (CSOs, NGOs and others) in the processes of formulating PAIs. This work will lay the ground for the roll out of participatory procedures for the formulation of the five-year local development plans of municipalities beginning in 2020 where TADAEEM will support the efforts of MALE and its specialized entities to introduce related methodologies and ensure their adoption. In this regard, TADAEEM is gearing up to support this effort in the project’s 31 existing and two newly added municipalities. Objective 1 also supported the diagnostic of level and modalities used for citizen engagement regarding priority services and supported the articulation of the sector of the SDIP action plans that will support the development of these competencies in the first ten municipalities. During this quarter, Objective 1 continued to provide support to CSOs and other citizen representation entities to enable them to engage effectively with their local government. However, this effort became focused on CSOs and other entities that are better positioned to play such a role. The project also initiated engagement with universities, unions and similar entities to facilitate broader engagement between municipalities and citizens and to identify specific areas of collaboration between such institutions and their municipalities that can bring

PAGE | 8 tangible value to service delivery improvement efforts. This effort will also begin to include the activation of engagement between municipalities and the private sector as potential partner as well as a supplier of goods and services. ANNUAL INVESTMENT PLAN (PAI) During this quarter, TADAEEM’s Objective 1 focused on implementing joint actions between Civil Society Organizations (CSOs) and municipalities. After building capacities, created Annual Investment Plan (PAI) committees and developed relationships between municipalities and CSOs. After working across all municipalities, TADAEEM focused PAI activities in 11 municipalities, where partner CSOs were ready to engage with their municipalities. TADAEEM continued to train CSOs during this quarter and included municipalities as well, since they showed interest in receiving PAI training. This was the case for the Gabes and Municipal Councils, for instance. Apart from the PAI training, TADAEEM trained CSOs on the Local Authorities Code and on citizen mobilization as part of the preparation process for the PAI awareness and communication campaign. The main objective was to prepare the CSOs to effectively engage with their municipal counterparts and participate actively in engaging citizens in the PAI process. In the 11 TADAEEM supported municipalities, CSOs and municipal councils formed PAI committees that developed communication and mobilization action plans to engage citizens. These committees coordinated their efforts to set the dates of the plenary sessions, identify activities and actions suited to engage citizens, developed a calendar of activities and their implementation plan. During the whole process, TADAEEM teams offered their technical assistance to develop the action plans and to implement them. TADAEEM also offered support to implement selected actions in the field to engage citizens in , , , Gabes, , , , , , , and . In preparation for the implementation of the PAI action plans, TADAEEM supported the CSOs to collect cost estimates of the tools selected such as flyers, logos, leaflets, banners, and t- shirts. TADAEEM also assisted CSOs to draft participatory questionnaires that were administered during the mobilization campaigns. These questionnaires collected information from citizens about their needs, concerns, recommendations, and opinions about their municipal services. The CSO PAI committees used innovative actions during the implementation of their mobilization campaigns and sought to target more women, youth, and marginalized groups. Actions included developing PAI flyers and documentation in braille (tactile writing system) for the visually impaired in Gabes municipality and organizing a football game with members of local CSOs and Kebili Municipality to bring attention to the PAI session. Outreach activities were conducted as part of a bike tour in Gafsa as well. Coffee talks and discussion groups were held in many municipalities, targeting youth or women. In all, TADAEEM supported the implementation of more than 50 awareness campaigns jointly conducted by CSOs and municipalities.

December 12, 2018 – Municipal council members and CSOs held coffee talks with youth in Tozeur to stress the importance of voicing their concerns during PAI plenary sessions. Following these activities, TADAEEM staff supported some municipalities in the preparation of their PAI plenary sessions. For instance, project staff supported municipalities by preparing PAI PowerPoint presentations and logistical planning support for their first participatory plenary sessions. TADAEEM support for action plans implemented by partner CSOs helped increase the number of citizens participating in public sector planning and decision-making processes. In municipalities where the PAI action plans were implemented, the number of participants increased from 565 participants in 2017 to 1,885 in the 2018 PAI sessions, with major increases noticed in El Kef, Agareb, Gabes, Kairouan, Kebili and Tataouine.

December 7, 2018 – Ghannouche Municipality’s first PAI Plenary Session These actions were done not only to increase citizen participation in PAI sessions, but also to collect information, needs and recommendations from citizens. During awareness activities and as mentioned above, CSOs collected recommendations directly from citizens to present them to municipalities. TADAEEM supported CSOs in 11 municipalities to produce recommendation reports summarizing the information collected from citizens, and sessions were held between CSOs and municipalities to discuss the recommendations and identify those to be included in the PAI.

TADAEEM met with CSOs and municipal members to evaluate the PAI process to identify best practices and weaknesses. This exercise will help TADAEEM, CSOs and municipal counterparts improve future activities to increase citizen participation, for more participatory budgeting and citizen involvement in municipal decision-making. Weaknesses identified included the need for more training on citizen mobilization techniques and more public communication on the PAI process. As part of the recommendation reports, TADAEEM supported CSOs prepared PAI process evaluations with recommendations to improve the efficacy of mobilization campaigns for future PAI sessions. TADAEEM is also assisting some municipalities prepare video reports summarizing the entire PAI process with all activities done and results achieved. These videos will serve as a tool to improve CSO performance in future participatory budgeting work.

From those activities and nascent relationships, requests for TADAEEM’s assistance to improve municipal communication have increased, with clear understanding of the challenges and positive impacts that effective communication can have on citizens’ participation and their perception of the municipality. Building on this momentum, TADAEEM initiated a pilot project during this quarter in El Kef Municipality. A methodology had been developed and presented to the El Kef Municipal Council and administration, with a participatory approach to develop the municipal communication strategy. In parallel, a Request for Application (RFA) had been issued to support CSOs to work with El Kef Municipality to include citizens in the development of the communication strategy. TADAEEM held workshops and coaching sessions for the El Kef Communication Committee to undertake an internal communication audit. PARTNER WITH HIGHER INSTITUTIONS TADAEEM engaged with universities and higher institutions on ways to involve students in service delivery improvement as the project seeks to form partnerships with municipalities to provide Geographic Information Systems (GIS) for municipal planning and monitoring. As part of this partnership, internships will be developed with municipalities to provide needed technical expertise, allow students to gain work experience in the government sector and develop strategies and solutions to address municipal service delivery needs. Within this framework, TADAEEM met with the Higher Institute of Technical Studies (ISETs) in all TADAEEM’s hubs, to present the project and discuss potential collaboration with municipalities to provide GIS, innovation, and research and development support. Possible partners include ISET clubs and exchange programs with municipalities. TADAEEM staff also met with the private sector and higher education institutions to consider institutional commitment to participate in the SDIPs with the TADAEEM project. SERVICE DELIVERY IMPROVEMENT PROGRAM (SDIP) This quarter, the project continued involving CSOs in the SDIP process. TADAEEM staff held workshops with active CSOs in municipalities on the prioritized services and organized SDIP presentation workshops for the collection of CSO recommendations to improve the plans. As was done for the PAI, TADAEEM facilitated the creation of SDIP committees comprised of CSOs that will collaborate with the municipalities during the SDIP process. As part of the SDIP, action fiches (profiles) had been developed to define how CSO and citizen engagement fit within the process and actions identified with the municipality to improve citizens’ perception of services. 5 OBJECTIVE 2: MUNICIPAL INSTITUTIONAL AND SERVICE DELIVERY PERFORMANCE IMPROVED SUMMARY Objective 2 scope of focus was fine-tuned further during the first quarter of this project year and was applied through the implementation of the stages of the SDIP. This entailed the elaboration of its two primary areas of focus namely, the institutional and capacity development of the municipality and the enhancement of its technical capabilities to deliver its mandated services. The scope covered under Objective 2 is being seamlessly coordinated and integrated with the scopes being covered under TADAEEM’s Objectives 1 and 3 as they combine inputs towards SDIP development and implementation as well as other initiatives undertaken by TADAEEM including municipal markets, parks, PPP, e-construction and others. Under each area of focus, the TADAEEM team, supported by specialized experts in both fields, have been able to generate the following core outputs: 1. The methodologies required to assist the municipality to prioritize the service to receive TADAEEM support as well as other strategic interventions to be undertaken 2. The methodologies required to diagnose the state of development of the institutional (back-office) and technical capacities of the municipality and to apply and test these methodologies in ten municipalities, generating in-depth diagnostics of both areas of focus 3. The methodologies required to generate an integrated action plan to address administrative and back-office capacity gaps All the above methodologies have been added to the overall PALME prioritization, diagnostic and action-planning framework in preparation for their replication in the remaining 21 municipalities over the next two quarters. These outputs have been recognized by the ten municipalities as critical frameworks that will enable municipalities to improve service delivery in an integrated and holistic manner even beyond the prioritized service and to utilize such frameworks to organize and prioritize their interventions and those by other partners over the medium to long-timeframe. Municipalities see these frameworks (diagnostic and action planning) as templates that can be applied to the range of service sectors that fall within the mandate of the municipality as well as other sectors where mandates are shared with de-concentrated or central agencies. During this quarter, the TADAEEM team was able to finalize ten Service Delivery Improvement Programs (SDIPs) and to secure their endorsement and adoption by nine municipal councils with one pending final fine-tuning. This SDIP municipal validation step was followed by the elaboration of project profiles (fiche) for each proposed SDIP intervention in preparation for implementation, including the identification of required resources to achieve defined objectives. This first set of SDIPs included seven that focus on the improvement of waste management, two on road construction and maintenance and one on public lighting. In addition to the development and application of the SDIP diagnostic and action planning process, TADAEEM initiated the development of the diagnostic methodology and its initial application focusing on municipal markets (daily and weekly). This methodology is currently being further elaborated and fine-tuned with the goal of replicating its application in all requesting municipalities in TADAEEM’s four regions. This will be followed by action planning which will set the scope of proposed interventions to improve municipal markets and the

PAGE | 13 services they offer to citizens. A similar process is being launched for municipal parks (urban and green spaces), which will be scaked up starting March 2019. Furthermore, methodologies and procedures are also being developed for rainwater drainage planning, traffic planning, urban design for urban parks and mobility as well as master plan upgrading. Methodology development for all the above were launched by the end of this quarter in preparation for application during the next quarter. PALME FRAMEWORK As explained above, methodologies utilized in the various stages of the SDIP development process which included service prioritization, diagnostic and implementation have been further developed, tested and fine-tuned during the rollout of this process and included in the overall PALME framework. The same has been done when applying a diagnostic methodology, action planning and implementation methodologies for municipal markets, parks or other areas of intervention including traffic planning, rainwater drainage planning, or a broader process for the development or updating of master plans for selected municipalities (an activity to be initiated in the third quarter of this projet year). Under Objective 2, the focus has been on the development of methodologies related mainly to the diagnostic and enhancement of back-office administrative support functions and the improvement of the service delivery value chain. This was done in close coordination and integration with Objective 1, which focused on strengthening citizen engagement, and Objective 3, which focused on clarifying and streamlining inter-governmental relations and coordination related to targeted services. At this stage, TADAEEM has been able to develop the required methodologies described above while developing the first ten SDIPs. These methodologies will be used during the development of SDIPs in the remaining 21 municipalities as well as special projects and interventions that TADAEEM will undertake for improving services. By March 2019, The full set of methodologies will be developed covering diagnostics, action planning and implementation that will facilitate efficient rollout of program activities throughout the project’s geographic and thematic coverage. SDIP PROCESS - ADMINISTRATIVE BACK-OFFICE AND SERVICE DELIVERY VALUE CHAIN During this quarter and through Objective 2, the diagnostic and action-planning phases of ten SDIPs have been finalized for the municipalities of El Kef, Dahmani, Makthar, Chebika, El Fahs, Ksour Essef, , Metouia, Tozeur and Kebili. These municipalities have adopted these SDIPs, conveying their commitment to implement the identified service improvement initiatives with TADAEEM. Each municipality has designated a focal point to function as the counterpart to oversee SDIP implementation and designate municipal staff and council committees to engage directly in interventions that correspond to their areas of focus – citizen engagement, service delivery value chain, administrative back-office support and inter-governmental relations and coordination. The project is designating TADAEEM regional team members to support and coordinate the implementation of such interventions under each of these four areas of focus and are assigning high level technical experts to engage in implementation or provide back- stopping as needed. The implementation of fast-track interventions under each SDIP will begin with data collection and the development of foundational information management systems to ground decision making for the medium-term development of prioritized services as well as for the articulation of operational plans for the delivery of these services. TADAEEM will also be moving forward with procurement of supplies for each of the ten municipalities that have been identified as critical for improving waste management, public lighting, roads and energy efficiency services.

SPECIAL PROJECTS AND INTERVENTIONS In addition to the priority services identified by the first ten municipalities, each has also requested support in addressing other challenges that undermine the delivery of services or that negatively impact local development in general. Municipal Markets Municipal markets have been identified by municipalities as critical for the service they provide to citizens and, as sources of revenue for supplementing municipal operational and investment budgets. The TADAEEM team has initiated the process of development and application of the diagnostic framework for assessing the development needs of such facilities whether they are daily, weekly or specialized markets. By the end of the quarter, the diagnostic was piloted in each hub and the foundation has been established for rolling out the action plan development process to improve these facilities during the next quarter, to be followed by implementation of actions in four to eight pilot markets over the following two quarters. Municipal Urban and Green Parks TADAEEM has identified all relevant national policies and strategies for improving municipal parks and established a working relationship with the relevant department overseeing this effort at the national level and within MALE. The project also done the required preparation for fielding a mission to support the development of design guides for the two types of municipal parks by February, which will provide the parameters for moving forward with developing intervention plans for four pilot parks during the next quarter. Rain Water Drainage and Flood Control Planning The SDIPs that have been developed for the roads service sector in the municipalities of Mareth and Metouia also generated the specifications for interventions to generate rainwater drainage plans for both municipalities. The Mareth SDIP also included an action plan for flood control, which will be elaborated with the relevant national/regional departments to facilitate its implementation. Additional municipalities have also requested support on the development of rainwater drainage and flood control plans. TADAEEM will be fielding the required experts to support their development during the next quarter and will support their implementation (pending central level funding) during the second half of project year two. Traffic Planning Requests by municipalities for assistance on the development of traffic plans has been increasing and pilot assessments have been initiated to guide the development of such plans in a pilot municipality (Siliana), which will be replicated in other municipalities during the next quarter. Such requests are being made for addressing citywide traffic problems as well as for addressing specific traffic bottlenecks caused by events (weekly markets or festivals) that are held within the city’s central urban centers. TADAEEM will therefore be tailoring its response to address such variations. Master Planning Most municipalities supported by TADAEEM are lacking up-to-date master plans that ensure effective management of city growth and future development. The lack of updated master plans is having a negative impact on the ability of cities to effectively plan the delivery of services, ensure coherence of their efforts to develop their networks or parks, markets and mobility plans for vehicular as well as pedestrian movement around and through these cities. Given their critical importance, TADAEEM is considering piloting interventions to update the master plan of the primary city in each of its four regions. A strategy for rolling out master plan updates will be finalized and launched during the next quarter.

Asset Survey TADAEEM has launched an asset survey and assessment in the municipality of Ksour Essef. This asset assessment was requested by the municipality as an additional area of support alongside the SDIP for waste management. The objectives of the survey are to take stock of the range of municipal assets, their condition, legal or occupancy status, revenue potential to inform the development of a revenue mobilization strategy through the leveraging of such assets. The Ksour Essef effort and resulting methodology will be replicated in other municipalities to respond to a growing number of requests for such assistance throughout TADAEEM’s municipal portfolio.

Gabes municipal park CHALLENGES As TADAEEM moves into implementation phase of SDIPs as well as other special projects and interventions, the following are the primary challenges anticipated, particularly within the scope of interventions of Objective 2: • Limited availability and qualifications of administrative support functions at most municipalities and particularly in the fields of information management, planning, program- based budgeting, procurement, financial management and operations management • Limited availability of assigned (qualified) staff for the technical functions of service delivery processes in most services with some variations in the severity among our municipalities • Unstable dynamics and relationships between municipal councils and their executive units in many municipalities that can have a negative impact on these municipalities to absorb TADAEEM’s technical administrative support interventions and to internalize them • Limited understanding among newly elected councils (in some municipalities) of their overall role, their relationships to the different sections of their municipality, their role towards the engagement of citizens and other core functions • Limitations in allocated funds available for municipalities through their own-source revenues and central subsidies that creates a risk of limited up-take after TADAEEM interventions • Limited clarity during this transitional stage regarding the application of reforms stipulated by the Local Authorities Code and operationalization and application to municipal mandates, functions and expected outputs

NEXT STEPS The next steps are clear, and the following is a summary of the most important: • Proceed with implementation of the first ten SDIPs focusing on fast-track interventions in all project areas of focus – citizen engagement, service delivery value chain, administrative back-office support and inter-governmental - as well as prioritizing high visibility/high impact interventions • Rollout SDIP development in the remaining 21 municipalities and finalize the prioritization and special project identification in municipalities that have not undergone this stage yet • Consolidate the technical and administrative support team of experts to backstop implementation of the SDIPs and the development of new SDIPs and special projects • Continue to strengthen the service delivery and institutional and capacity development teams at the regional hubs to be able to carry increased load for supporting SDIP implementation and SDIP development as well as the implementation and development of special projects or interventions • Continue to fine-tune the working relationship and division of labor among TADAEEM’s Tunis and Regional Hub teams that operate under all three project Objectives • Assess the impact of TADAEEM’s early interventions on the technical and administrative aspects of priority services and determine municipal absorptive capacity and ability to sustain value and build upon TADAEEM’s interventions

6 OBJECTIVE 3: REGIONAL AND NATIONAL COORDINATION AND SERVICE DELIVERY MECHANISMS IMPROVED TO RESPOND TO NEEDS OF CITIZENS VIA LOCAL GOVERNMENT STRUCTURES SUMMARY During the quarter, the Objective 3 team focused on the following activities: Objective 3 fine-tuned its focus by applying its efforts towards developing a deeper and actionable understanding of the interface between municipalities’ regional and national actors in relation to certain services such as solid waste management, public lighting and roads. This focus has enabled the project to accurately identify limitations or gaps in coordination and collaboration as well as ineffective interface between these entities which has had a negative impact on the quality of these services and the efficiency with they are delivered. TADAEEM also began to focus on identifying inefficiencies in coordination between municipal efforts in the roads construction and maintenance sector and its interaction with the actions of utility companies (gas, electricity, water, sanitation and telecommunication) which has been flagged as a contributor to serious problems in the roads sector. This was well captured in the SDIPs for Mareth and Metouia in both the diagnostic and action planning sections and will backstop implementation of proposed interventions to enhance this interface. Objective 3 also supported the identification of interacting entities in relationship to flood control interventions and the diagnostic of the nature of their interface and the articulation of proposed actions which were captured in the SDIPs where flood control presented a challenge. The same was also done in relationship to public lighting and waste management. Objective 3 also supported the diagnostic of the policy and intergovernmental aspects of the e-construction simplification and digitization initiative undertaken by TADAEEM as well as within the initiative to support government’s efforts to pilot the PPP framework between municipalities and the private sector in potential service delivery sectors.

Objective 3 also facilitated engagement with MALE and its relevant departments and agencies to support the effort to undertake strategic initiatives, including the development of the national strategy for household waste, construction waste and more recently, municipal urban and green spaces and municipal markets. The project has recently launched an effort to support the development of the national policy and strategy to develop municipal urban parks and green spaces and municipal markets. Objective 3 has also initiated an intervention to improve de-concentrated (non-municipal) services. This effort is still in its early stages, but efficient movement on this front is anticipated during the second year of implementation, which should yield pilot SDIPs to tackle these types of services. Below is a list of the specific areas of focus covered under this Objective: • Drafted the intergovernmental coordination section of SDIPs • Coordinated with MALE, ANME, FNVT, and CFAD national entities • Worked on non -municipal service improvement with a focus on health and education • Worked with the PPP authority in Tunisia for the implementation of PPP mechanisms in partner municipalities • Started working on the e-construction transparency and accountability initiative after signing the MOI with INLUCC SERVICE DELIVERY IMPROVEMENT PROGRAM (SDIP) Objective 3 worked in collaboration with Objective 2 on the SDIPs. The TADAEEM team drafted the intergovernmental coordination section of SDIPs prepared so far (see Objective 2 for a list of SDIPs drafted). Throughout the process, the team compiled financial indicators and ratio calculations and performed an analysis of the prioritized service’s operating budget. The SDIP intergovernmental sections also identified non-municipal regional and national stakeholders involved and to be included in the service delivery improvement process of three services: solid waste management, public lighting and roads. The sections also identified the specific training needs of municipalities. TADAEEM subsequently shared the municipal solid waste management plans with the MALE director general of environment for their approval before presenting them to municipalities, with the purpose of improving value chain coordination among all stakeholders. This is expected to have a direct impact on the quality of municipal services and engage the relevant national and regional entities in charge. TADAEEM did a summary of municipal training needs (technical and others) identified through the SDIPs, and coordinated with the Center for Training Support and Decentralization (CFAD) in order to identify the most relevant modules to address the identified gaps. Four modules concerning elected councils were selected. • Module 1: Municipal Structures • Module 2: Municipal Budget • Module 3: Local Finance • Module 4: Local Project Finance and Management The first module on municipal structures was developed by TADAEEM experts and was implemented in three municipalities: El Kef, and Dahmani. Participant feedback was excellent and the majority of the project’s municipalities are asking for the same training. Through the SDIP development process, projects were identified which require a high level of coordination between many regional stakeholders. TADAEEM started selecting actions to be

PAGE | 18 undertaken with regional stakeholders. For instance, a workshop was organized with El Kef Municipality to present a composting project and on ways to valorize organic waste as part of the SDIP, taking in consideration the specificities of El Kef Municipality. This project was approved by the municipality and shall be implemented in collaboration with TADAEEM. COORDINATION WITH NATIONAL ENTITIES Data Management Systems TADAEEM is also collaborating with the MALE information technology directorate on ways it could assist the municipality develop information management systems. This will start with the development of a roadmap of data projects for two or three pilot municipalities through a collaborative workshop between MALE and the pilot municipalities. Solid Waste Management Strategy TADAEEM continued its work on the strategy for restructuring waste management at the national level. As part of the technical assistance for the development of the national solid waste management strategy, TADAEEM supported MALE to launch the national debate on the strategy in collaboration with GIZ and Heinrich Boll Stiftung during the Megara international municipality forum, which took place in Tunis on October 25-26, 2018. TADAEEM played a lead role in the design and execution of the technical workshops, which focused on the main pillars of the national waste management strategy. At the end of this quarter, TADAEEM prepared a work plan for the preparation of the national strategy in collaboration with MALE, drafted the governance of the project and drafted a consultation survey, which has been submitted to the MALE for approval. Construction Waste Management Strategy During this quarter, two major actions were made in the framework of the national construction waste management strategy. The first activity is the conference held during the Megara event, which introduced the Ministry of Equipment, MALE, municipalities and other counterparts, TADAEEM’s approach to construction waste management. The second activity is the definition of the construction waste management action plan and the team profile, which were approved by MALE. Different committees were officially designated; among them, a steering committee led by the MALE minister in which TADAEEM is a member. A final meeting with the new minister is planned for January to discuss the action plan. Within this process, two documents have been drafted: Definition and Implementation of an Integrated Management System for Building and Demolition Waste in Tunisia and a Methodology Note.

Coordination with ANME to Implement the National Strategy for Energy Efficiency Several meetings were held that led to the definition of 12 activities proposed for cooperation between TADAEEM and the National Agency for Energy Management (ANME). These activities are mainly to support ANME in public lighting, support for the elaboration of the agency’s communication strategy, ways to increase the engagement of CSOs and the private sector, capacity building, and signing a memorandum of understanding with the agency. The list of activities proposed was sent to the ANME for final approval. The selection of activities will be based on discussions with TADAEEM. Additionally, the activity related to the definition of the terms of reference to conduct a street lighting diagnostic that was approved is almost achieved. The first version of the document drafted by TADAEEM is under review by ANME.

Collaboration with Tunis Municipality on the Drafting of the Medina Heritage Management Plan Recently, the Mayor of Tunis requested TADAEEM to provide assistance in the management and revitalization of the Medina of Tunis. Within this framework, TADAEEM drafted a document that highlights the scope of the activities to be undertaken to accomplish this task. During the quarter, the support approach was designed, discussed and approved by the municipality and the Association for the Safeguarding of the Medina of Tunis (ASM). A steering committee will be established in the Municipality of Tunis in January for final approval of the identified project to be implemented in Tunis as part of the medina heritage management initiative. NON MUNICIPAL SERVICE IMPROVEMENT TADAEEM, within Objective 3, worked on developing three pilot project service delivery plans covering health, transportation, and education to improve the national and regional level services interface with municipality provided services. The project also worked on gaining stakeholder acceptance and adoption of the developed plans for implementation in the systems. During this quarter, TADAEEM held several meetings with the regional directorates of education and health in El Kef. This helped TADAEEM perform a diagnosis of the two sectors. TADAEEM also identified weaknesses and areas of potential collaboration between the deconcentrated Department of Education and El Kef Municipality. For this purpose, two detailed surveys were developed (one for each sector) along with data collection, mainly for the education sector. By the end of this quarter, TADAEEM identified a set of activities that can be performed in collaboration between the municipally and the regional Directorate of Education and set up a regular coordinating committee between the regional directorates and the municipality for more in-depth analysis. PALME FOR NON-MUNICIPAL SERVICES Non-municipal services such as education, transportation and health have special characteristics and cannot follow the same PALME methodology established for municipal services. In this case, the prioritization of a service cannot result in the prioritization of a school by municipality when it comes to non-municipal services. A thorough adaptation of the PALME methodology was therefore required to maintain the coherence, consistency and homogeneity of TADAEEM's intervention on municipalities’ non-municipal services. At the end of this quarter, a first draft version was prepared for the activities to be performed by applying PALME, this method is being adapted following the first exercise done with El Kef Municipality on education services. PUBLIC PRIVATE PARTNERSHIPS (PPP) TADAEEM started working on activities for the implementation of a national Public-Private Partnership (PPP) strategy at the national level. The project worked with the PPP authority in Tunisia to implement PPP mechanisms for TADAEEM target municipalities and services. During this quarter, TADAEEM staff carried out an in-depth analysis of the current situation in Tunisia relating to PPPs. A summary of PPP national projects designed by the presidency for future implementation by the government was drafted. The project also met with the MALE officials in charge of private projects and financial affairs, national counterparts, and the private sector to discuss the TADAEEM PPP work plan and best practices. TADAEEM identified key stakeholders involved in PPPs, which are the Loan and Support Fund for Local Authorities (CPSCL), The General Authority for Public Private Partnership (IGPPP), and PPP units at the Ministry of Finance and the MALE. The project staff drafted the PPP work plan that aims to train local authorities on PPP mechanisms and to identify a set of local PPP projects.

TRANSPARENCY AND ACCOUNTABILITY INITIATIVES During this quarter, TADAEEM started working more effectively on transparency and accountability initiatives after it signed the memorandum of intent with the National Authority in the Fight Against Corruption (INLUCC) in October 2018. The project team is working with INLUCC and MALE on the e-construction project, which seeks to foster transparency and decrease corruption in the construction permit process, a municipal service. The objective is to design an e-construction permit system software to reduce the opportunity for corruption and increase transparency. Within its work on e-construction, TADAEEM held several meetings with stakeholders involved in the process. Mr. Chawki Tabib, President of INLUCC The purpose of these meetings was to collect detailed information about the construction permit process and the Urban Planning Code. During its initial work on the e-construction process, TADAEEM worked in close collaboration with GIZ in preparation of the process kickoff. By the end of this quarter, TADAEEM organized the kickoff meeting of the joint working group on the construction process with MALE. The Joint working group is composed the Ministry of Equipment, FNVT, INLUCC, OAT, GIZ, the Ministry of Public Sector Development and the Directorate of Administrative Reforms at the presidency. TADAEEM is now considering digitization plans and information systems in public institutions such as the National Computer Center (NCI) and ways to collaborate with these institutions for the digitization process. The TADAEEM team did a legal review, drafted the actual process for construction permits, proposals to streamline the process, and benchmarked Tunisia with four countries: Rwanda, Cameroun, Serbia and . These four countries achieved important improvements in their construction permit processes. Some of the recommendations were shared with the main stakeholders. 7 CROSS CUTTING COMMUNICATION TADAEEM Facebook Page The TADAEEM project Facebook8 page was published on January 19, 2018, with the objective of extending the project’s outreach via social media to partners, stakeholders and target audience. The project’s Facebook page was used to: • Advertise events, such as grants information sessions and job vacancies • Provide consistent information about the project’s objectives and activities • Post job openings and opportunities On January 16, 2019, the TADAEEM Facebook page reached 179K organic impressions, which are the number of times the content was displayed in a user’s news feed, ticker, or on TADAEEM’s Facebook page.

The TADAEEM Facebook page has 7655 likes and 7708 followers as of January 16, 53% of which were females. The followers were predominately youth with 38% aged between 25 and 34, and 33% between 18 and 24.

TADAEEM Instagram TADAEEM launched an Instagram account9 on October 10, 2018. As per January 16, 2019, there were 145 posts and 520 followers. An overview of Instagram account insights:

User engagement over time: TADAEEM has noticed that engagement increases when posting live stories from field activities. This led the TADAEEM team to plan for more stories and live videos during activities and field visits.

TADAEEM Animated Videos To help target audiences better understand project activities and enhance outreach, TADAEEM contracted with TREND Company to develop an animated video that presents the project objectives and activities. The videos will be disseminated on the TADAEEM Facebook page and Instagram account and will possibly be used in other events and outreach activities. The first meeting was held on November 2, 2018 and a timeline with specific deliverables and deadlines were set. This quarter, the initial concept, the script and avatars have been approved. Next quarter, the preliminary storyboard and the first version of the video will be completed.

Success Stories As part of enhancing its outreach and highlight TADAEEM’s female staff’s important contribution to achieving project objectives, TADAEEM contracted with AfkArt Company to produce two success story videos of Malek Hajji, Gabes Regional Hub Manager and Asma Lemhamdi, Gabes CSO Specialist. The filming is scheduled for the third week of January 2019. CITIZEN PERCEPTION SURVEY (CPS) TADAEEM developed the draft 2019 Citizen Perception Survey (CPS) questionnaire based on lessons learned from the 2018 CPS with more focused questions on services addressed by TADAEEM. In the next quarter, TADAEEM will conduct a pretest of the questionnaire to verify the interview length, ease of administration, quality of data collected and suitability to gauge change in perception over time. GENDER During this quarter, the TADAEEM gender specialist performed several activities for the inclusion of gender in the various aspects of the project activities. The main activities accomplished are: • Integrated inputs in SDIPs related to public lighting in El Fahs with a gender focus group • Worked with Asswat Nissa CSO on the definition of a 6 month-plan of action in the TADAEEM project • Attended a coordination workshop with the Gabes hub team and discussed how gender and marginalized groups could be integrated in the project • Attended a workshop to discuss the Y2 work plan with teams in Tozeur Kebili and Gafsa • Integrated gender inputs in the 2019 CPS • Reviewed the integration of gender in El Kef SDIP about waste management • Reviewed a grant application received following the issue of an RFA for open public competition about “Strengthening women’s civic engagement at the local level”
