June 23, 2016 Offensive against the Syrian City of Manbij May Be the Beginning of a Campaign to Liberate the Area near the Syrian-Turkish Border from ISIS Syrian Democratic Forces (SDF) fighters at the western entrance to the city of Manbij (Fars, June 18, 2016). Overview 1. On May 31, 2016, the Syrian Democratic Forces (SDF), a Kurdish-dominated military alliance supported by the United States, initiated a campaign to liberate the northern Syrian city of Manbij from ISIS. Manbij lies west of the Euphrates, about 35 kilometers (about 22 miles) south of the Syrian-Turkish border. In the three weeks since the offensive began, the SDF forces, which number several thousand, captured the rural regions around Manbij, encircled the city and invaded it. According to reports, on June 19, 2016, an SDF force entered Manbij and occupied one of the key squares at the western entrance to the city. 2. The declared objective of the ground offensive is to occupy Manbij. However, the objective of the entire campaign may be to liberate the cities of Manbij, Jarabulus, Al-Bab and Al-Rai, which lie to the west of the Euphrates and are ISIS strongholds near the Turkish border. For ISIS, the loss of the area is liable to be a severe blow to its logistic links between the outside world and the centers of its control in eastern Syria (Al-Raqqah), Iraq (Mosul). Moreover, the loss of the region will further 112-16 112-16 2 2 weaken ISIS's standing in northern Syria and strengthen the military-political position and image of the Kurdish forces leading the anti-ISIS ground offensive. -

Legal analysis a) International Humanitarian Law Water is indispensable to civilian populations. It is not only essential to drink, but also for agricultural purposes and sanitation, all the more important in the wake of the COVID-19 sanitary crisis. Although at first neglecting the significance of water and food for civilian populations caught in armed conflicts, drafters of the Geneva Conventions’ Protocol remedied the gap by including, in Article 54 Additional Protocol I and in Article 14 Additional Protocol II for International and Non-International Armed Conflicts (IACs and NIACs) respectively, the protection of objects indispensable to the survival of the civilian population. Involving two states, that of Syria and that of Turkey, the ongoing conflict currently taking place in northeast Syria is of international character. As a result, and in application of these provisions, in IACs: It is prohibited to attack, destroy, remove or render useless objects indispensable to the survival of the civilian population, such as foodstuffs, agricultural areas for the production of foodstuffs, crops, livestock, drinking water installations and supplies and irrigation works, for the specific purpose of denying them for their sustenance value to the civilian population or to the adverse Party, whatever the motive, whether in order to starve out civilians, to cause them to move away, or for any other motive. -

HUNTER-GATHERER CONTINUITY: THE TRANSITION FROM THE EPIPALAEOLITHIC TO THE NEOLITHIC IN SYRIA Peter M.M.G. AKKERMANS ABSTRACT Small, short-term hunter-gatherer occupations, rather than large, permanently occupied farming villages, were the rule in Syria in the early Neolithic, ca. 10,000-7500 BC. The sedentary lifestyle seems to have appealed only to a small number of people for a very long time. The handful of larger hunter-gatherer settlements of this period, characterized by sometimes long sequences and complex architecture, served ritual purposes, in addition to their role in domestic contexts. The communities, large and small, had much in common with their Epipalaeolithic forebears; profound changes in the forager lifestyle took place late in the Neolithic sequence. EFFECTS OF WARS AND THE USE OF DEPLETED URANIUM ON IRAQ By Dr. Jawad Al-Ali Director of the Oncology Center Basrah, Iraq During the last 50 years, Iraq passed through many wars. The more destructive one is the 1991 war (gulf war 2). In this war the infrastructure of Iraq has been destroyed completely. The war targeted the military as well as the civilian targets. The factories, government buildings, bridges, and hospitals were destroyed. During this war and for the first time in the history the allied forces used Depleted uranium containing weapons extensively at the west parts of Basrah City (more than 300 tons were delivered at that area). The estimated delivery of depleted uranium all over Iraq was 800 tons. This Depleted uranium led to the increased levels of radiation in the battlefield and the nearby cities and countries. The levels of radiation in the area, measured by the department of environmental engineering (college of engineering, university of Baghdad ) reached hundreds to thousands times the normal background levels in the Iraqi soil which is 70 Bq/kg of soil. This radiation and other factors like chemicals and poor nutrition caused many diseases (cancers, congenital malformation in children, kidney diseases and infections…etc.), then the economic sanction is added to increase the suffering of the Iraqis. We were lacking food and medicines. The death rate among children is increased because of poor nutrition and infections (more than 5 millions of children died within the last 12 years). Although the Iraqi government accepted the memorandum of understanding (oil for food and medicines), the committee 661 of the Security Council has crippled this memorandum in many ways. -

Introduction The Southeastern Anatolia Project (Güneydoğu Anadolu Projesi (GAP)) is one of the largest and most controversial dam projects existing worldwide.2 The project, which started in the 1960s and is ongoing since, has led to the construction of 15 dams, and the area covered by the GAP constitutes more than 10% of the Turkish territory.3 While the Turkish Ministry of Development claims that the GAP is a regional development project, improving the region’s socio-economic status through the provision of hydro-electric energy and irrgation4, the GAP has been criticized for its negative effects on the natural environment, cultural heritage and population in the GAP region.5 Since the GAP region is largely inhabited by Kurds, the GAP has furthermore been linked to the ‘Kurdish Question’6, most notably through the ongoing violent conflict between the Kurdish Workers’ Party (PKK) and the Turkish state.7 Indeed, as the above statement by Turkey’s Minister of Forestry and Water affairs, Mr. -

Viewpoints No. 98 The Mosul Dam: Turning a Potential Disaster into a Win-Win Solution Azzam Alwash Founder and CEO, Nature Iraq April 2016 Water management issues in the Middle East will continue to be a source of tension in a region that suffers no lack of causes for conflicts. The current problems posed by the Mosul Dam may be an opportunity to show how a collaborative region-wide solution can become a first step on the road to new ways of imaginative thinking in the region. Middle East Program ~ ~ ~ ~ ~ ~ ~ ~ ~ Iraq has seen its share of calamities in recent years, but none is as dangerous as the impending failure of the Mosul Dam. The dam, if it were to be breached, will result in a tsunami-like wave that would sweep through cities and hamlets along the Tigris River from Mosul to as far south as Amarah and even Basra. Baghdad would be submerged under five meters of water within four days of the breach of the dam. Not only do experts estimate the possible fatalities to range from 500,000 to over one million, but consider the logistics of trying to provide electricity, drinking water, food, hospitals, transportation, and diesel for millions of people. The reaction to this potential calamity ranges from the U.S. government’s caution, which has issued warnings to its expats to stay at least six kilometers away from the Tigris (noting that the U.S. Embassy in Baghdad is situated on the shores of the Tigris in the Green Zone), to the Iraqi government’s nonchalance, which has only calm pronouncements to offer that there is nothing wrong with the dam and that grouting operations designed to strengthen it are proceeding on schedule. -

Thesis Advisor: Joseph Sassoon, Ph.D. ABSTRACT Ethno-sectarian diversity is often cited as a strong indicator, if not a cause, for higher likelihood of civil war. Ethno-sectarian dominance is even more so. Iraq is a case not only of ethno- sectarian diversity. It is a case of ethno-sectarian dominance, par excellence. This begs the question: to what extent was communal diversity to blame for Iraq’s descent into civil war after 2003? To what extent were other structural drivers equally or more explanatory? This thesis argues that Iraq’s decent into civil war was primarily caused by a highly-flawed process of structural transition. Some structural flaws that led to a poor transition pre-date 2003. Others were imported after 2003. All of the key drivers toward civil war were distinctly modern. This study examines four elements of transition: socio-cultural factors (communal identity) and changes to security, economic, and political structures. Chapter 3 provides background information about expressions of communal identity in Iraq during the 20th century and after 2003. This background included aggressive, even militant expressions of communal identity. -

Le Journal des Médecines Cunéiformes n° 18, 2011 Quelques plantes présentes en Mésopotamie1 Anne-Isabelle Langlois2 Je remercie Gilles Buisson et Annie Attia d'avoir attiré mon attention sur l'utilité pour la communauté scientifique de pouvoir accéder à une liste des plantes retrouvées par les fouilles archéologiques effectuées en Iraq et en Syrie. En me basant sur la précieuse bibliographie archéobotanique des sites du Proche-Orient élaborée par Naomi F. Miller et mise en ligne sur le site http://www.sas.upenn.edu/~nmiller0/biblio.html, j'ai examiné les rapports des différentes fouilles afin d'établir la liste suivante. Cette liste, qui ne se veut pas exhaustive, présente les plantes, selon leur nom latin et par ordre alphabétique, retrouvées lors de fouilles au Proche-Orient. Leur nom anglais, parfois, et la famille à laquelle elles appartiennent selon la classification classique des plantes sont précisés entre parenthèses. Chaque nom de plante est alors suivi par l'inventaire des sites archéologiques, eux- mêmes classés par ordre alphabétique, attestant sa présence. Triangulating U.S.- Turkish Relations with Syria’s Kurds Amberin Zaman Public Policy Fellow, Woodrow Wilson Center; Columnist, Diken.com.tr and Al-Monitor Pulse of the Middle East April 2016 The United States is trying to address Turkish concerns over its alliance with a Syrian Kurdish militia against the Islamic State. Striking a balance between a key NATO ally and a non-state actor is growing more and more difficult. Middle East Program ~ ~ ~ ~ ~ ~ ~ ~ ~ On April 7 Syrian opposition rebels backed by airpower from the U.S.-led Coalition against the Islamic State (ISIS) declared that they had wrested Al Rai, a strategic hub on the Turkish border from the jihadists. They hailed their victory as the harbinger of a new era of rebel cooperation with the United States against ISIS in the 98-kilometer strip of territory bordering Turkey that remains under the jihadists’ control. Their euphoria proved short-lived: On April 11 it emerged that ISIS had regained control of Al Rai and the rest of the areas the rebels had conquered in the past week. Details of what happened remain sketchy because poor weather conditions marred visibility. But it was still enough for Coalition officials to describe the reversal as a “total collapse.” The Al Rai fiasco is more than just a battleground defeat against the jihadists. It’s a further example of how Turkey’s conflicting goals with Washington are hampering the campaign against ISIS. For more than 18 months the Coalition has been striving to uproot ISIS from the 98- kilometer chunk of the Syrian-Turkish border that is generically referred to the “Manbij Pocket” or the Marea-Jarabulus line. -
