KRISHNAN Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state: (a) the particulars of the Members of Medical Council of India and Dental Council of India; (b) the number of Medical Colleges and Dental Colleges opened during the last three years in the country alongwith the date of approval of affiliation of each college, State-wise; (c) the number of seats in each Dental and Medical College; (d) the hospitals beds available in each medical college; (e) whether the Government propose to appoint a review committee to look into the functioning of controversial medical and dental colleges in the country; and (f) if so, the details thereof? Answer THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND FAMILY WELFARE (SHRI A. RAJA) (a) Particulars of the members of the Medical Council of India and Dental Council of India are given at Annexure-A & B respectively. (b) to (d) 24 New Medical Colleges and 36 new Dental Collegesh ave been established during the years 1999-2001. The affiliation of the medical/Dental Colleges with the Universities is granted by the University concerned. A list of all the new medical colleges opened during the years 1999 to 2001 alongwith the date of permission granted by the Central Government, number of MBBS seats allowed and the number of hospital beds available in each of these colleges is given at Annexure - C. A list of all the new dental colleges opened during the years 1999-2001 alongwith the date of permission granted by the Central Government and the number of BDS seats allowed in these colleges is given at Annexure-D. (e) to (f) There is no such proposal with the Central Government. In any case, the Medical Council of India and the Dental Council of India a re empowered t o take necessary action t o maintain the standards o f medical/dental education i n t he country. The medical/dental colleges are advised by them to remove the deficiencies with regard to infrastructural facilities etc., if any, pointed out by the Council`s Inspectors during their periodical inspections with a view to ensure that the Regulations of the Councils are adhered to. No--------.- In exercise of the powers conferred by section 10A read with section 20 of the Dentists Act, 1948 (16 of 1948), the Dental Council of India with the previous approval of the Central Government, in supersession of the Establishment of new Dental Colleges, opening of higher courses of study and increase of admission capacity in dental colleges Regulations 1993, except as respects things done or omitted to be done before such supersession, hereby makes the following regulations relating to establishment of new dental colleges, opening of new or higher course of study or training and increase of admission capacity in dental colleges, namely:- 1. Short title and commencement:- (1) These regulations may be called the Dental Council of India (Establishment of New Dental Colleges, Opening of New or Higher Course of Study or Training and Increase of Admission Capacity in Dental Colleges) Regulations, 2006. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Applicability.- These regulations shall be applicable to the proposals relating to the following from the academic year 2006-07: (a) establishment of a new dental college at the under-graduate level; (b) introduction of a new or higher course of study or training at the post-graduate level (diploma and degree both);and (c) increase of admission capacity in a dental college at the under- graduate or post-graduate level: Provided that the dental colleges established or permitted to increase the admission capacity at the under-graduate level before the commencement of these regulations will continue to be governed by the Establishment of new Dental Colleges, opening of higher courses of study and increase of admission capacity in dental colleges Regulations, 1993.

Conclusion: Although the production of health workers has expanded greatly in recent years, the problems of imbalances in their distribution persist.

STATUS OF MEDICAL EDUCATION IN INDIA Introduction Developing an effective health care delivery system and ensuring universal access to affordable health care immensely depend on the status of the medical education system and the quality of medical practitioners it produces. Building an effective need-based medical education system is a challenging task and government support in terms of policy framing, funding and appropriate regulatory mechanisms is crucial for facing this challenge. The Centre has set up regulatory bodies for monitoring the standards of medical and dental education, promoting training and research activities. This is being done with a view to sustain the production of medical and para-medical manpower to meet the requirements of healthcare delivery system for the primary, secondary and tertiary levels in the country. Medical Colleges and Intake Medical colleges: At present, there are 472 medical colleges in the country, out of which 212 in government sector and 260 in private sector with an annual admission capacity of 65183 MBBS and 26450 Post-Graduate students.

    Revised Dentists (Code of Ethics) Regulations – 2014 DENTAL COUNCIL OF INDIA NOTIFICATION New Delhi, the 27th June, 2014 No. DE-97-2014.—In exercise of the powers conferred by Section 20 read with Section 17A of the Dentists Act, 1948 (16 of 1948), the Dental Council of India with the previous sanction of the Central Government, in supersession of the Dentists (Code of Ethics) Regulations 1976, except as respects things done or omitted to be done before such supersession, hereby makes the following Dental Council of India (Code of Ethics) Regulations :— 1. Short title and Commencement : 1.1 These regulations may be called the Revised Dentists (Code of Ethics) Regulations, 2014. 1.2 They shall come into force on the date of their publication in the Official Gazette of India. 2. Definitions : In these regulations, unless the context otherwise requires; 2.1 ‘Act’ means the Dentists Act, 1948 (16 of 1948); 2.2 ‘Council’ means the Dental Council of India; 2.3 Dentist means any person with a register able dental degree (in Part A or Part B of the State Dental Register) either by virtue of a prior registration with the Council or one who has been conferred a Bachelor of Dental Surgery (BDS) from any university recognized by the Council and shall be referred to as a Dentist or Dental Surgeon; 2.4 Post graduate dental degree refers to any postgraduate qualification such as M.D.S. in any discipline of dentistry received by convocation from a University recognized by the Dental Council of India or any other post graduate qualification equivalent to MDS that is recognized by the Council; 2.5 All expressions used and not defined in these regulations shall have the meanings assigned to them in the Act and the regulations made there under from time to time.
