Answered On:31.07.2000 Recognisation of Medical and Dental Colleges Dukha Bhagat;Md Anwarul Haque GOVERNMENT OF INDIA HEALTH AND FAMILY WELFARE LOK SABHA UNSTARRED QUESTION NO:1155 ANSWERED ON:31.07.2000 RECOGNISATION OF MEDICAL AND DENTAL COLLEGES DUKHA BHAGAT;MD ANWARUL HAQUE Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state: (a) the details of recognized medical and dental colleges functioning in the country; State-wise; (b) whether the number of medical and dental colleges is comparatively less in Bihar in comparison to other States as the population of this State is 10 per cent of the total population of the country; (c) whether the Government propose to set up a medical/dental college in Bihar; (d) if so, the details thereof and if not, the reasons therefore, and (e) the measures being contemplated by the Government to open more medical and dental colleges i n the country, particularly in Bihar? Answer THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND FAMILY WELFARE (PROF. RITA VERMA) (a) The Medical Council of India has informed that there are 147 recognised medical colleges functioning in the country. The State- wise list of medical colleges is at Annexure I. The Dental Council of India has informed that there are 124 recognised/approved dental colleges in the country. The State-wise list of dental colleges is at Annexure II. (b) A s per information available with the Medical Council of India, there are 11 medical colleges in Bihar out of which 9 are recognised. As per information available with the Dental Council of India, there are 7 recognised/approved dental college in Bihar. No medical/dental college has been established i n any State taking population criteria into account. A s per the provisions of Indian Medical Council (Amendment) Act, 1993 and The Dentists (Amendment) Act, 1993 nom edical/dental college can be established without the prior approval of the Central Government. (c) & (d) Health `being a State subject, Central Government has no scheme to open a medical/dental college in a State. (e) Opening of medical and dental colleges are permitted under the provisions of Indian Medical Council (Amendment) Act, 1993 and Dentists (Amendment) Act, 1993 and regulations made thereunder. Any eligible person fulfilling the eligibility criteria and qualifying criteria prescribed in the Regulations of Medical Council of India and Dental Council of India can apply to Central Government for permission to open a new medical/dental college. No--------.- In exercise of the powers conferred by section 10A read with section 20 of the Dentists Act, 1948 (16 of 1948), the Dental Council of India with the previous approval of the Central Government, in supersession of the Establishment of new Dental Colleges, opening of higher courses of study and increase of admission capacity in dental colleges Regulations 1993, except as respects things done or omitted to be done before such supersession, hereby makes the following regulations relating to establishment of new dental colleges, opening of new or higher course of study or training and increase of admission capacity in dental colleges, namely:- 1. Short title and commencement:- (1) These regulations may be called the Dental Council of India (Establishment of New Dental Colleges, Opening of New or Higher Course of Study or Training and Increase of Admission Capacity in Dental Colleges) Regulations, 2006. (2) They shall come into force on the date of their publication in the Official Gazette. 2. STATUS OF MEDICAL EDUCATION IN INDIA Introduction Developing an effective health care delivery system and ensuring universal access to affordable health care immensely depend on the status of the medical education system and the quality of medical practitioners it produces. Building an effective need-based medical education system is a challenging task and government support in terms of policy framing, funding and appropriate regulatory mechanisms is crucial for facing this challenge. The Centre has set up regulatory bodies for monitoring the standards of medical and dental education, promoting training and research activities. This is being done with a view to sustain the production of medical and para-medical manpower to meet the requirements of healthcare delivery system for the primary, secondary and tertiary levels in the country. Medical Colleges and Intake Medical colleges: At present, there are 472 medical colleges in the country, out of which 212 in government sector and 260 in private sector with an annual admission capacity of 65183 MBBS and 26450 Post-Graduate students.

    Revised Dentists (Code of Ethics) Regulations – 2014 DENTAL COUNCIL OF INDIA NOTIFICATION New Delhi, the 27th June, 2014 No. DE-97-2014.—In exercise of the powers conferred by Section 20 read with Section 17A of the Dentists Act, 1948 (16 of 1948), the Dental Council of India with the previous sanction of the Central Government, in supersession of the Dentists (Code of Ethics) Regulations 1976, except as respects things done or omitted to be done before such supersession, hereby makes the following Dental Council of India (Code of Ethics) Regulations :— 1. Short title and Commencement : 1.1 These regulations may be called the Revised Dentists (Code of Ethics) Regulations, 2014. 1.2 They shall come into force on the date of their publication in the Official Gazette of India. 2. Definitions : In these regulations, unless the context otherwise requires; 2.1 ‘Act’ means the Dentists Act, 1948 (16 of 1948); 2.2 ‘Council’ means the Dental Council of India; 2.3 Dentist means any person with a register able dental degree (in Part A or Part B of the State Dental Register) either by virtue of a prior registration with the Council or one who has been conferred a Bachelor of Dental Surgery (BDS) from any university recognized by the Council and shall be referred to as a Dentist or Dental Surgeon; 2.4 Post graduate dental degree refers to any postgraduate qualification such as M.D.S. in any discipline of dentistry received by convocation from a University recognized by the Dental Council of India or any other post graduate qualification equivalent to MDS that is recognized by the Council; 2.5 All expressions used and not defined in these regulations shall have the meanings assigned to them in the Act and the regulations made there under from time to time.

It seems that it has evolved due to deficient knowledge for understanding the relation between oral diseases and general wellbeing & systemic illnesses. It is an apparent truth that the dentistry is a part of Medical-Education/Profession and by its separation we have started an unnecessary race, competition & gap between Dental and Medical to a large extent. The independent entity of dentistry from the rest of Medical-Education is a discrepancy and mysterious; and violating the ethics, equity & justice of Medical-Education. Without careful exploring the ill effects and harms of dealing dental education separately from the Medical-Education by blindly following the other countries’ model, is not justifiable; it is gratuitous and unnecessary in Indian reality & socio-economic perspective. The integrity of Medical-Education/Profession with its various streams, including dentistry should be reconsidered and realized; and a prompt decision & collective execution should be in use by the Government of India, Bioethicists, Medical-Educationists and Medical Council of India to merge BDS course into MBBS course, Dental colleges into Medical Colleges and Dental Council of India into Medical Council of India for maintaining the dignity and integrity of Medical-Education towards an excellent healthcare provision to Indian and people worldwide in a reasonable and affordable economic budget.
