PAUL RECUSANT is literally one who refuses. In a special historical sense recusants were those Roman Catholics who refused to attend the service of Common Prayer A in the Church of England, and this was the meaning attached to the term by the Government and the Catholic authorities. Such attendance at Common Prayer was com­ pulsory under the Act of Uniformity of 1559 (1 Eliz. C.2). If a person refused he was liable under that Act to the ' censures of the Church' and also to a fine of twelvepence for every offence. In 1581 under The Act to retain the Queen's Majesty's subjects in their due obedience (23 Eliz. C.l) this fine was increased to the crippling sum of £20 a month, equivalent, perhaps, to something well over £500 today. ' Church-Papists ' were those persons, Catholic at heart, who outwardly conformed by attending the Established service as a formal measure, interpreting such attendance as an act of civil obedience owed to the Crown. Many went to Common Prayer, which was a legal requirement, but shrank from receiving Communion, which was not. (It was, however, an ecclesiastical obligation, and an offender could be excommunicated, suffering any penalties which might arise from such excommunication.) Some, through fear, received Communion.
