† A glance at the Project’s Phase I One of the present obstacles to the integrated and comprehensive management is the weak participation of the public in the development projects. In other words, the development plans are being prepared and implemented without the continuous participation of the stakeholders. Development experts believe that the stakeholders’ participation guarantees the success of any plan or program and in fact the primary objective of development is the attainment of participatory management. Although various endeavors are taken place to institutionalize public participation in watershed management, a specific practical mechanism is yet to be developed in . The phase I of the Sustainable Management of Land and Water Resources (SMLWR) Project commenced in 1997 based on a joint initiative of the Islamic Republic and Iran and the United Nations Development Programme (UNDP) at Hablehroud Watershed Basin with an area of 1.2 million hectares as its pilot region. Four plans (with 4 separate plan documents) were designed. One of the plans, entrusted to the Management and Planning Organization, was drawn up as the umbrella entity to coordinate the overall activities and conduct the strategic planning for the other three thematic plans on watershed management, combating desertification and sustainable agriculture. These plans launched their activities at specific pilot sites and the managers of all four plans were selected from Iranian experts.

† The international group’s project assessment The international experts assessed the Sustainable Management of Land and Water Resources of Hablehroud Project in 2001 whose results are indicated below: ▂ Many problems involved in sustainable management of land and water resources are taken into consideration in Hablehroud Watershed Basin and could be extended to the other regions of the country ▂ The cooperation of three executive institutions under the framework of a single watershed basin is the first endeavor of its kind in Iran with valuable hands on experiences ▂ The experience with Participatory Rural Approach (PRA) has been very limited in Iran and Hablehroud Project is an important pioneer in this field ▂ Despite the cultural limitations on women participation, their cooperation in the participatory planning has enhanced women’s role in group decision-making ▂ The Project enjoys trained and motivated personnel with practical experience in participatory processes.

† Phase II of Hablehroud Project After the conclusion of Phase I, in a joint meeting of representatives from the Ministry of Jihad Agriculture, Planning and Management Organization, Ministry of Foreign Affairs and UNDP, it was decided to commence the Phase II of Hablehroud Project as a high priority national project. Thus, an international consultant was contracted to develop the project document for Phase II. The integrated management strategy of Hablehroud Watershed Basin became the main agenda of the Phase II. The preparation of such strategy coupled with the well documented past experiences paves the way for the development of a model applicable in the other regions of the country. The envisioned model could enable the project to implement the detailed concepts and schemes to

utilize the participatory approach in sustainable management of land and water resources inside the watershed basin as well as the other development projects. Therefore, the Sustainable Management of Land and Water Resources (SMLWR) project was extended for another 5 years until the end of 2016 by the seventh meeting of the Project Board comprised of the Deputy Minister and Head of the Forests, Rangeland and Watershed Organization (FRWO), the United Nations Resident Representative in Iran, Representative of the Ministry of Foreign Affairs and other members of the Project Board. They emphasized on the sustainable economy as an appropriate tool for the integrated management of natural resources along with the inter-sectoral cooperation, control of land degradation and improvement of living standards for the local residents. The Phase II of Sustainable Management of Land and Water Resources of Hablehroud Project intend to attain a suitable model for the integrated management of watershed basins in the arid and semi-arid regions of Iran. Also, it envisions enhancing inter-sectoral cooperation and materializing the participatory approach at the local level. The main outcomes of the project in line with the above-mentioned goals are the development of the National Action Plan to be used in other watershed basin managements in the country and to control the land degradation through the improvement of the living standards for the local residents.

† The Phase II outcomes and objectives The Phase II of Hablehroud Project envisions attaining the following 2 major outcomes and 4 outputs: Outcome #1 Development of a model for the integrated planning and management of the land and water resources in the watershed basin in line with the sustainable development of the basin Output 1.1: Design a framework for sustainable economy and establishing a linkage with the national accounts in order to attain sustainable development throughout the watershed basin Output 1.2: Design the strategies for participatory management and an integrated management model for the watershed basin concentrating on sustainable management of land and water resources in the arid and semi-arid regions and subsequently submit them to the national authorities for their mainstreaming into the governmental policy- making framework and planning Outcome #2 Enhance the management status of land and water resources and control land degradation through the participatory approach at the watershed basin Output 2.1: Document, monitor and assess the best practices and innovations related to the management of land and water resources Output 2.2: Sustainably improve the living standards and capacities of the basin residents and ameliorate the management of natural resources

† Establishment of Water & Agriculture Working Group Unsustainable use of water resources is one of the key causes of degradation of natural resources and watersheds. Hence, environmental planners, for arid and semi-arid areas, set sustainable use of water resources as the cornerstone of action against environmental degradation. In light of such determination, SMLWR project (sustainable management of land and water resources) in Hablehroud watershed formed a joint water and agriculture working group, which included key stakeholders such as the Tehran Province Water Management Organization, Ministry of Agricultural Jihad and the Directorate General of Natural Resources of Tehran Province to effectively plan and implement programs towards controlled and sustainable use of water from production and distribution to consumption. This working group held two meetings in the final months of 2014. The objective of these sessions was to define an operational Terms of Reference for the intended working group considering the necessity to preserve and protect water resources at watershed level. Mr. Garshasbi, Deputy of Watersheds at FRWO and Deputy to the National Manager of international Hablehroud and MENARID projects, managers of Directorate General of Natural Resources and Watersheds (Tehran and Semnan Provinces), officers of Water Affairs Organizations and managers of the Agricultural Jihad Organization of the two provinces ((headquarters as well as provincial experts) participated in these meetings. In these sessions, it was agreed to form the Water Users (Ab-baran) Network by the Water Organization of the two provinces in collaboration with the Ministry of Agricultural Jihad Organization, improve operational ToR and its notification to all members by the National Office of the project, select an consultant to support the Working Group (and integrate and draw conclusions from discussions). It was also agreed that the Working Group would be involved in two main working groups for planning at provincial and county1 levels with support from the Secretary of the Water and Agriculture Working Group and that monthly meetings will be held coordinated by the Secretary of the Working Group.

† Permanent Membership of the Hablehroud Project in the Water Protection Council of Firuzkouh County The meeting of the Water Protection Council was held on July 14, 2015 in the premises of Firuzkouh County Governor’s Office, attended by Mr. Garshasbi (Deputy of Watersheds at FRWO), Mr Mehri (Governor of Firuzkouh County), Mr Davudi (Manager of Regional Water Organization for Eastern Tehran Province), Mr Jazi (National Executive Manager of MENARID and Hablehroud Projects) and Mr Khan Mohammadi (Head of Directorate of Natural Resources and Watersheds of Firuzkouh) and managers of member organizations from the Planning and Management Committee of Firuzkouh County. In this session, based on the decisions made during the previous meeting, the full membership of the SMWLR project in the Water Protection Council of Firuzkouh County was approved. Furthermore in this meeting, the objectives of the National Hablehroud Project were reminded and the need for integrated management and consequently management of water resources based on key national documents such as the National Water Document was emphasized. In addition, the need for establishment of a Water Fund for the whole watershed was suggested, in which case, if a farmer produces water, the cost will be through the fund. It was also suggested to set up pilot villages for best practices in water management, and to use ponds for storing rain water and to reduce reliance on water consuming crops, while moving towards lower water consuming crops. It was also stated that through control of sewage, it would bepossible to produce rich and nutrient water resources for farming, which might be a solution towards saving water in agriculture. At the end of the meeting, participants visited the implementation procedure of the project for cultivation of Rosa Damascena in Toroud village. During this visit, it was noted that part of the area under cultivation was dried out due to insufficient technical supervision from the Barij Essence Company (as contractor). As a result, the Deputy to the National Project Manager made a telephone contact with the General Director of Barij Essence Company to convey observations and request better collaboration and supervision from the company.

† Memorandum of Understanding on Integrated Management of the Hablehroud Watershed between the Deputy Minister and the Governors of Semnan and Tehran Provinces This memorandum of understanding was signed during the visit of Mr. Jalali, Deputy Minister and General Director of FRWO, from the Hablehroud Project in Garmsar County on January 27, 2015.. The parties to this memorandum of understanding were the Deputy Minister and General Director of Forests, Ranges and Watershed Organization and Deputies to the Governors’ of Tehran and Semnan Provinces who signed a tripartite agreement due to the importance of the integrated management of the Hablehroud Watershed. In this memorandum of understanding, it was recognized that Hablehroud is an invaluable ecosystem at national level and considering the water and land resources of this watershed for the people and its rich biodiversity which are of national and international significance, therefore land-use plans should be considered as key documents for the Hablehroud Watershed. Based on Article 2 of this MoU (designed and drafted in 5 articles and 4 amendments), a land- use plan for the Hablehroud Watershed determines its potential ecological, economic and social values and makes recommendations regarding proper land-use potentials (environmental, economic and social). Also a Monitoring and Evaluation plan for the Hablehroud Watershed and an Integrated Management Plan for the watershed should be included in the land-use plan. This land-use plan is currently at the final stages of being drafted, and will become immediately operational as a key component of the memorandum of understanding.

† Introduction of Local Community Representatives of the Northern Hablehroud watershed to the Village and City Councils in Firuzkouh County The introduction ceremony of local community representatives of the Northern Hablehroud watershed was held with the aim of taking advantage of the capacities of these representatives to advocate integrated management of natural resources in all the villages in Firuzkouh County. The ceremony was held with presence of the Firuzkouh County Governor, Arjmand District Governor, Village Governors and village councils of the western districts, as well as the Do-blook village of Arjmand District, in addition to Hablehroud project experts. The ceremony started with an introduction by Mr. Bahoo introducing the achievements of the County in public participation and a number of pilots that were implemented in the first phase of the project in the Firuzkouh County. He emphasized that all relevant government agencies shall undertake and perform their duties and responsibilities adherent to this project, and shall perceive it as a priority. The Firuzkouh Governor, in regards to integrated land and water management, requested that development of integrated agriculture, land reclamation, mechanized irrigation and “advanced” agriculture practices be promoted, which would also enhance tourism in the region. He stated that Firuzkouh could be a model and sustainable pilot at national and international levels, indicating that international organizations are closely watching this area. He added that, one of the causes for unsustainability is the distance between knowledge and action, referring also to the experiences of Mr. Zakariya Shoja, local community representative. He asked Mr Shoja to visit all the villages in the Arjmand District in coordination and collaboration with the project office and emphasized that any delay in implementation would be mainly due to the lack of consensus. It is worth mentioning that, in the Arjmand District, Ms. Esfandyari (Women’s representative) and Mr. Zakarya Shoja, were pioneers of the Hablehroud Project in the first phase and were later elected as local community representatives.

† 3URYLVLRQRIIXQGVIRU+DEOHKURXG3URMHFWWKURXJK*RYHUQRU¶V2I¿FH in Tehran Province Provincial Planning & Monitoring Committee of the Hablehroud Project held a session on November 29, 2014 in the premises of Tehran Province Governor’s Office with participation of the Deputy to the Governor in Planning & Employment, General Director of Water Organization of Tehran, Governor of Damavand, Deputy of Watersheds at FRWO, Director of Agricultural Jihad Organization of Tehran Province, General Director of Natural Resources and Watershed of Tehran Province, Deputy of Research and Agricultural Study Center and a group of managers and experts of Hablehroud project. In this session, the ultimate objective of the Hablehroud Project in its second phase was determined as the provision of a model for integrated management of watershed and improved state of natural resources, usage of the prepared land-use plan as the basis of any future development measures. Also the importance of land-use planning by using a strategic plan by the Governor of the Firuzkouh Country was stressed by the participants, as well as set-up of a permanent Secretariat for watershed management at the Governor’s Office, and set- up of water, land and range management working groups, and an agriculture working group. At the end, defining the best models for cultivation, preparing agricultural Cadastre map in Delichai watershed and implementation of IPCM were also stated as key objectives to follow up. Mr. Torki (Deputy to the Governor in Planning and Employment) expressed his gratitude for the presence and efforts of all the participants and stated that in regards to the funding, it will be as specified by the Directorate General of Natural Resources and Watershed of Tehran Province, and Governor’s Office shall support these efforts without any shortfalls. For other agencies, the necessary funds will be made available based on working groups and related ToRs. At the end, it was decided that the Ministry of Agricultural Jihad Organization would provide funds for design of the IPCM and Cadastre Map. It was also agreed that provincial Planning and Monitoring Committee shall be held on a quarterly basis and the permanent Secretariat of Watershed Management Committee shall be in the premises of the Damavand and Firuzkouh County Governors’ Offices.

† Exchange of Experience of the Hablehroud Project with Directorate General of Natural Resources and Watershed Management Organization of Golestan Province In order to disseminate the experiences of the Hablehroud Project, a group of experts and managers of the Directorate General of Natural Resources and Watershed of Golestan province visited Lazour Village of Firuzkouh County on November 8, 2014. Mr. Zakarya Shoja, General Manager of Riz Barg Alborz Company provided a full description of all the activities under the Hablehroud Project that were conducted in the Lazour Village, which was based on public participation in decision making, planning and implementation. He also explained about the formation of the cooperative, its mission, follow-up activities and lobbying efforts for securing funds. Then, Ms. Shokat Esfandyar (Representative of Rural Women) and logistics and financial officer of the Riz Barg Alborz Company, explained how women got involved in participatory work and related subjects as it pertained to them. Finally, Mr. Bahoo explained the startup phase of the Hablehroud Project and formation of active rural women groups, who got involved in cultivation of medical herbs. He stated that based on current progress, he expects a bright future for women’s involvement in future activities. During the visits to the boilers and the essence extracting machinery, relevant information was provided to the visitors from the Golestan Province.

† Visit of the Governor and Deputy Governors of the Hablehroud Watershed from MENARID Project’s Pilot Site (Behabad, Yazd Province) With the aim of sensitizing and establishing efficient interaction between governmental authorities of the Hablehroud Watershed (Tehran and Semnan provinces) and to promote inter- sectoral coordination and adoption of integrated approaches among international projects which aimed for integrated management of natural resources, a visit was arranged by the MENARID project to its pilot site in Bahabad of Yazd Province.

In coordination with various organizations including the UNDP, MFA, Governors’ Offices of Tehran and Semnan and Governorate of the Hablehroud Watershed County, this visit took place on October 19th, 2014. On the first day of the visit, a meeting was arranged with the Hablehroud Watershed Management Committee and an introduction was given on MENARID Project experiences on building organizational capacity and coherence. In this meeting, Mr. Jazi (Executive Manager of MENARID and Hablehroud projects) explained the objectives of the two projects. Then, a powerpoint presentation was given on land-use plan in Bonekuh by Ms. Karimipour (Technical Expert of Hablehroud project). She emphasized on two important aspects: the need for a regional approach in addressing water issues and the need to set-up a Secretariat for coordination and communication of various organizations involved in a project at watershed level. In this meeting, Mr. Babai (Deputy to the Governor of Yazd Province) stressed that practical measures in a project shall increase the added value of it, reduce the costs and promote efficiency. On the second day of the visit, the delegation visited Asfij and Kamkouyeh villages, 35 kilometers from Behabad town. During this visit, the Governor of Behabad emphasized that unemployment, improper use of natural resources and lack of efficient measures are key shortcomings in Behabad County and its villages, which require special attention and exchange of experiences at national level. Various micro-level livelihood projects, including a bakery and a local grocery shop had been launched, as well as bee-keeping (apiculture) project with approximately 50 hives, which had reduced the number of livestock and pressure from overgrazing. During the visit to Vahdat Abad village, the delegation also visited a small anthropology museum which exhibited tools that were used in the past for agriculture and livestock breeding, a set of collected items by the village community. In fact, the village community and participants in MENARID project requested for more financial and moral support, as well as technical and vocational training for more efficient agriculture and livestock breeding activities. People of villages which were visited, despite serious land, water and economic limitations, were keen on making efforts towards sustainable development and had full trust in the MENARID project and its objectives. It seemed that there was a good interaction between the local community and the authorities.

† Enhanced South-South Collaboration by the Transfer of New Technologies between Iran and China The idea of collaboration among developing countries was born in the Afro-Asian Conference in 1995 in Bandung. “South-South” collaboration is a key component of international collaborations for development, which has proven to be successful for developing countries in their individual or collective quest for continued economic growth and sustainable development. South- South collaboration shall be perceived as a kind of collaboration between countries which is based on common interests. South-South collaboration might be in various forms including an exchange of knowledge and experience, training, transfer of technology and economic collaboration with different forms of participation and involvement. The approach adopted for this kind of collaboration includes various partners namely governments, non-governmental organizations, private sector, civil society organizations, and universities. Within this framework, a delegation of five experts from China (invited through the international MENARID project) travelled to Iran, with the aim of introducing new technologies in the field of solar greenhouses and use of solar energy towards electricity production. The delegation visited Lazour Village on August 17th, 2014. In this visit, the Governor of Firuzkouh County and Deputy of Watershed of the Directorate General of Natural Resources and Watersheds of Tehran Province and a number of Firuzkouh authorities accompanied the delegation. During the visit and in presence of local communities, the necessity of using solar energy to provide electricity for drip irrigation of farmlands, and setting up of greenhouses through enhanced cooperation between the two countries and transfer of technologies were discussed. Finally, the best location that would be potentially suitable for the setting up of a Chinese traditional greenhouse was identified by examining soil characteristics, wind direction, temperature and proximity to transit routes.

† Implementation of Integrated Watershed Management in Damavand County with Support from the County Governor One of the key objectives of the sustainable land and water resource management project (Hablehroud) is the implementation of integrated management at watershed level, which shall be realized within the budgeting and planning framework of all subsidiary counties. As a result, a meeting was organized on November 17th, 2014 in Damavand County in the premises of the Governor’s Office, to assess feasibility for implementation of integrated management. The Governor of Damavand County, Deputy of Watershed of Tehran Province and Executive Manager of Hablehroud project attended the meeting, in which allocation of a credit line (budget) to the Hablehroud project within the planning system of Damavand County was strongly emphasized. In the beginning of the meeting, Mr. Tabakhi (Deputy of Watersheds of Tehran Province) thanked Mr. Mahmoudi Fard (Governor of the County) for his support to the project and then provided a progress report of the project for the current year, and provided operational recommendations for next year. Then, Mr. Jazi (National Executive Manager) referred to the visit that was made to Yazd Province and its positive aspects. He stated that a key operational measure (based on the land-use plan of the northern Hablehroud) is to focus on conservation and tourism, while the main function of the watershed is water production. He also highlighted the importance of a strategic plan (supervised by the Governor), which shall specify inter-sectoral communication strategy, and action and investment methods. He requested Mr. Mahmoudi Fard to consider a credit line (budget) for the Hablehroud project for 2015-16 based on prior agreement. Mr. Mahmoudi Fard in return, expressed his gratitude for the measures taken by the Hablehroud project in Damavand County and appointed his Planning Deputy as the focal point of the Hablehroud Project in his office and Mr. Yousefi as the coordinator of Hablehroud project in the same office, while emphasizing on the agreement for 2015-16 of Damavand County, and importance of integrated management of the Hablereud watershed.

† Provision of a Monitoring & Evaluation Plan The sustainable land & water resources’ project (Hablehroud) intends to design an effective model for integrated management of watersheds for the country in arid and semi-arid areas and endeavors to realize this through reinforced inter-sectoral cooperation between various organizations involved and implementation of participatory processes at a local level. Key output of this project in realizing this objective is the design of an action plan for practice and implementation of relevant activities for watershed management and control of land degradation to promote living conditions of the inhabitants. In light of this, provision of a monitoring and evaluation plan for the Hablehroud Watershed towards reinforcement, stability and securing efficiency of management activities and also in assessing the compatibility of development plans with land-use documents was considered in the agenda of the project. A Monitoring & Evaluation plan for the Hablehroud Watershed was the result of the efforts and planning measures during the project and collaboration of all stakeholders from the two provinces of Tehran and Semnan. In this regard, defining a framework for monitoring & evaluation was discussed in the technical committees and expert working groups after necessary preliminary coordinations. The processes began by the technical working groups (socio-economic, water and land working groups) in August 2013 and ended on May 2014. Operational measures towards provision of a monitoring and evaluation plan for Hablehroud were as follows: ▂ Defining effective and measurable indicators in each working group ▂ Provision of a draft monitoring protocol for each indicator by relevant experts ▂ Revision of monitoring protocols in meetings between the project advisor and experts ▂ Finalizing monitoring protocols in working group meetings ▂ Systematic analysis of each indicator in working group meetings In total, eight indicators were defined to assess water resources; seven indicators were considered for land resources and seven indicators to assess the socio-economic features of the Hablehroud Watershed. In the next phase, the guidelines to measure each indicator and related management plan were prepared. Eventually each indicator was systematically analyzed. The results of these measures are made accessible in the Monitoring & Evaluation Booklet of the Hablehroud Watershed project.

† Provision of a List of Operational Projects in the First & Second Phases of the Hablehroud project One of the measures undertaken by the Hablehroud Project in 2014 was the provision of an exhaustive list of all operational projects with detailed specifications. This list included details such as name of Province, County, District, implementation location, scope, number of beneficiaries, start and end dates, spent budget and public participation status in both Tehran and Semnan Provinces. In addition, the map showing the location of these operational projects was prepared. Based on this information, there were 157 operational projects in Semnan Province (villages of Behvard, Qiasabad, Korus, Chandab, Deh Soltan, Saruzen, Emamzadeh Abdollah, Lasjerd, Abdol Abad, Rameh, Jowin, Ij and Ashni, Farvan and Mohammad Abad) and in Abbas Abad, Ozdareh, Sinkchal and Eyvanaki, and another 54 operation projects were recorded in Tehran province (villages of Aro, Dehnar, Havir, Mashhad, Jaban, Lazour, Hesarbon, Toroud and Anzah). † Impressive Results of the Hablehroud Project from the Perspective of the International Evaluation of the MENARID Project The international MENARID Project was launched in 2010 with the collaboration of UNDP (United Nations Development Program) and GEF (Global Environment Facility) and the Forests, Ranges and Watershed Organization as the representative of the Government of Iran. According to the regulations of GEF, partner projects shall undertake a mid-term evaluation by an expert evaluation team. In light of this, evaluation team of MENARID Project (including Ms. Stephanie Hatch Michele as International Evaluator, Mr. Shahriyar Rahmani and Hamid Amir Bahrami as National Evaluators) were engaged to undertake this task. According to the mid-term evaluation plan, this team visited the operation sites of MENARID project in Yazd, Kermanshah and Semnan provinces in April 2014 and conducted multi-stakeholder meetings as well as face-to-face interviews. During the evaluation, relevance of project activities with initial objectives and project design was measured with respect to the quality, efficiency and effectiveness of implemented projects considering time, sustainability and replication opportunities of project measures. During the mission, Ms. Stephanie Hatch along with Mr. Rahmani visited operation sites of the Hablehroud project in Semnan (April 26, 2014). In this visit, implemented projects including the pomegranate gardens of Behvard Village, the sales center of rural and nomadic products of the Hablehroud Watershed in Garmsar County, combat with desertification project and windbreaks in south of Garmsar and capacity building project of Farvan Village were visited by the evaluation team. In the final mid-term evaluation report, Hablehroud was introduced as one of the most successful projects of UNDP at international level. It also referred to the long term impacts of the project on preservation and conservation of natural resources; and finally recommended

The project was implemented in the past by the Directorate General of Natural Resources and considering its effective and crucial role, it was well received by the local farmer community. Key farming activities in the area is based on horticulture and agriculture, hence, underground waters are vital for farmers. The main objective of this project was to improve the artificial feeding system of Jaban Village so as to better feed a surplus of the Jaban river water during low consumption days of the year to be extracted during high consumption periods of the year. The cost of restoration and improvement of these ponds was estimated to be a total of IRR 2 billion. † Watershed Studies in Aro (Toroud) Watershed Considering range management projects and watershed studies in the Aro Watershed, efforts were made to transfer national funds towards implementation of a joint project for range management with supervision of local community representatives. Therefore, in line with objectives of integrated management in the Hablehroud Project, operational budget for the watershed management from national funds were directed towards the range management. Accordingly, recommendations made by the local communities who participated in technical committees were integrated with those of experts, and finally the project was implemented under the supervision of the local community in Toroud. This project included implementation of various mechanical operations (stone-mortar dikes, Gabion, dry dikes, beaver dams) and biological operations (seeding, mass cultivation, seedling plantation and reeds in banks) and management operations (Ghorogh of rangelands). It is worth mentioning that the Hablehroud Project team accompanied projects’ research advisor in many field visits and meetings held to conduct a comprehensive and exhaustive study on the Aro Watershed and to build the necessary linkages between the two projects and to make sure local community views were included (derived from previous workshops).

† Publication of Indigenous Knowledge Report Local and indigenous knowledge empowers local communities in provision of their needs from natural resources and prevention of degradation. Hence, indigenous and local knowledge at a global level may be considered as an invaluable treasure tested through times, which shall be vital for sustainable development. It is also an innovative approach of international organizations and governmental institutions to apply such local knowledge and enhance local community participation in preservation and sustainable use of natural resources. Therefore, the Hablehroud project took the necessary measures to collect and compile such knowledge in the Hablehroud Watershed as pertained to the natural resources and to the environment. In this book, after a general introduction to the Hablehroud Watershed and some definitions and concepts, local knowledge was documented in seven separate chapters, including topics such as range and livestock management, land and watershed protection, agriculture, horticulture, pest and disease control, water management and traditional irrigation systems and alternate industries.

† Design & Publication of ID Record System for Farmlands The Integrated Participatory Crop Management (IPCM) Project was launched in 2013 with the collaboration and support of UNDP, FRWO and Deputy for Extension at the Ministry of Agricultural Jihad within the framework of the international MENARID and Hablehroud projects and was implemented in five pilots in Kermanshah, Yazd, Sistan & Baluchistan, Tehran and Semnan provinces. In light of this effort and in order to collect and compile data related to farms, an ID Record System was designed and distributed among farmers for internal monitoring of their farmlands. Eventually this data would be collected at the end of farming season, analyzed and used. This system could also be used to compare statistics and data for two different farming seasons.

† Workshops on Transfer of SGP Best Practices The Small Grants Program (SGP) is one of the facilities provided by the Global Environment Facility (GEF) and is implemented by UNDP in Iran. Environmental protection with the local community participation and income generation based on environmental capacity of the sites is one of the key principles of this program. Preliminary requirement for such operational measures are fostered by set up of institutions, access to natural resources and access to information and knowledge to improve the social and economic development and long term and sustainable management of natural resources. This program supports and provides financial assistance only to local communities and non-governmental organizations and assists them to identify and recommend effective local solutions which shall promote environmental protection at local, national and eventually at a global level. To exchange information and share achievements, a 2-day workshop (23-24 June) was organized in the premises of the Directorate General of Natural Resources and Watershed of Semnan and Tehran Provinces to learn about the best practices of the SGP with regards to implementation of small projects pertaining to sustainable management of water and land resources. This workshop was attended by Ms. Daraie (National Coordinator of SGP in Iran), and technical committees and experts of Hablehroud project. In this workshop, project experiences gained with regards to capacity building and environmental education for children, evolutionary plant breeding and preservation of genetic reserves in the Hablehroud watershed, community-based ecotourism in Berke Kholf Village and protection of globally endangered Hawksbill turtles in Shibderaz Village (Qeshm Island), implementation of IPM projects, as well as project experiences on livestock breeding cycle that is based on migration and drought management cycle, were presented by SGP. With no doubt, such workshops are a good opportunity for exchange of information and sharing best practices to enhance project outcomes. Experiences of SGP proofed to be very effective means for project implementation due to their compatibility with local community needs and priorities, and use of simpler communication and documentation mechanisms.

† Collaboration in holding the Second National Conference on Rainwater Catchments The Second National Conference on Rainwater Catchments for managing water shortage and rainwater harvesting was held by the Iranian Rainwater Catchment System Association in collaboration with MENARID and Hablehroud international projects, the Ferdowsi University of Mashhad and the Khorassan Razavi Water Management Organization on February 19-20, 2014 in Mashhad. Over 500 participated in this conference from university professors and students to managers and experts in government organizations (namely Water Management Organization and Watershed sector) from various provinces, as well as experts from research institutions and 25 experts from headquarters, provincial and county experts involved in the international MENARID and Hablehroud Projects. Main topics of the conference included: ▂ Challenges of using rainwater in urban and non-urban areas (socio-economic, technical and legal), ▂ Local and indigenous knowledge on rainwater collection ▂ New technologies for rainwater collection ▂ Effects of climate change on rainwater collection ▂ Importance of rainwater collection in integrated management of water resources, ▂ Importance of rainwater collection to revive and restore rangelands, ▂ Complementary irrigation, provision of potable water for livestock and wildlife. In considering topics of the conference and the need to address water shortage in the MENARID and Hablehroud Project sites, an international side event and training workshop was held on rainwater collection by Mr. Brad Lancaster; in addition, the report on the National Macro Plan of Integrated Management of Watersheds was delivered by Dr. Saad Eldin. In addition, a report on measures and initiatives of Hablehroud and MENARID Projects with regards to water production, distribution and consumption management was delivered during panel of experts of these two projects.

† Collaboration of Hablehroud project with the First National Project on New Approaches to Land-Use Planning in Iran The first national conference on “New Approaches in Land-use Planning in Iran” was held on September 16-17 by the Governor’s Office of Semnan Province, in collaboration with Hablehroud project, and hosted by the University of Semnan. This conference was held in consideration of the importance and role of land-use planning in national planning scheme and with the aim of emphasizing on the importance of the sixth development plan with land-use planning approach and to create regional will and coherence between authorities, researchers and experts to define and stabilize the status of land-use planning within the national management system; also one of the objectives was to find ways to achieve the objectives of the National Vision Document and to define the role and plan for mid-term programs for development with due consideration of land-use planning. On the first day of the conference, Mr. Jazi, National Executive Manager of the international Hablehroud and MENARID Projects introduced a comprehensive approach towards management of watersheds through provision and implementation of participatory land-use planning projects in the Hablehroud Watershed and in the process of provision and implementation of the land- use planning. In light of this, he defined the following steps: First phase: : Provision of land-use planning program Second phase: Approval of land-use planning program Third phase: Implementation of land-use planning program On the second day of the conference, the technical land-use planning meeting for the Hablehroud Project was held and attended by Mr Jazi, Mr Noche and Mr Qayour and the following articles were presented: “Implementation of management measures based on land-use planning program in sustainable water and land resources management in Hablehroud: Case study in the sub- district of Rameh” by Mr. Rastin, “Modelling to achieve integrated management of watersheds” by Ms. Karimipour, and “Water and land Resources Monitoring and Evaluation Program of Hablehroud Watershed” by Mr. Hashemi . It is worth mentioning that the first article was selected as the best article. As a side event of this conference, an exhibition was held on rural products by Women’s Associations of Rameh and Farvan, and an exhibition on SMLWR project publications and documentations, which were visited by the Governor of Semnan. In this visit, Mr. Jazi (National Executive Manager) explained measures undertaken with regards to land-use planning in the Hablehroud project, which was well received by the Governor of Semnan Province who welcomed the idea of further collaboration.

† Capacity building and Training Workshops in Semnan One of the main objectives of the Hablehroud Project in its second phase is to establish coordination mechanisms between various organizations within the framework of programs, policies and planning processes. In light of this, Hablehroud project aims to create multi-sectoral management; and in order to achieve this goal, plans and programs in various agencies shall be coordinated to achieve integrated and managed sustainably. For this purpose, monitoring and evaluation committees at provincial level and watershed management committees at provincial and county levels were set up. † Conducting Capacity building Workshops in Damavand County Capacity building workshops were held in August and November in some project areaswithin the Hablehroud watershed (namely Jaban, Sarbandan, Mashhad, Rudafshan and Seyyedabad villages) by project facilitators. Workshops in Jaban Village were held in the main prayer hall through cooperation of the Jaban Women Community. In these workshops forming local cooperatives and production of rural products were discussed. In Sarbandan Village, workshops were very well received and rather successful. Main activities were to establish a cooperative (which could invest in production of handicrafts, packaging, food/dried nut products and medicinal plants). However, considering the financial status of the community of Sarbandan, high financial needs and also a high population, it seemed that more participatory activities and training especially for women could be very successful. In Mashhad Village, similar workshops were held in 3 sessions in May, to set up women associations, local funds, etc. In Jaban, upon termination of capacity building workshop, communication continued with the local community and some coordination workshops were held to set up an exhibition on women’s role in sustainable development with emphasis on “Resistance Economy”.

† Capacity building Workshops in Firuzkouh County In the context of the Range Management Project of the Hablehroud Watershed, capacity building workshops were held in 2013 in Toroud Village. After an assessment of the needs and priorities which were based on existing issues and projects of the village, the idea of forming a community- based organization emerged since 2014, upon which local community representatives were elected. In collaboration with these representatives, projects were reviewed and most suitable locations were identified after consultation with local communities while including their

In addition, a local development fund was set up and a capacity building/training workshop was held for representatives of the Range Management project. In these workshops, the representatives of all Range Management systems agreed to receive a premium of share from members, and to collect these shares. Three representatives were also elected as the board of directors and signatories; one was selected as a liaison person between the board of directors, other members and the Hablehroud project office. Capacity building workshops and selection of representatives – (January 2014 – Toroud Village)

† Coordination Workshops for Local Committees of the Hablehroud Watershed For further coordination between local committees of the Hablehroud Watershed and to exercise integrated and comprehensive management of the watershed, following a series of training workshops on February 25th, 2014, a meeting was held with participation of all local committee members in Toroud Village. In this meeting, considering a build-up of capacities in the committee, the local committee was requested to keep communication without any further involvement of the technical team of experts and the government. Mr. Shoja with the majority vote of the session and due to his invaluable experience was elected as committee head for Hablehroud and Mr. Soleiman Khodadadi, as the secretary, and Mr. Noruzi as the vice chairman.

† Visit to Barij Essence Company by the Hablehroud watershed local communities Following an agreement signed and executed in 2013 between the National Hablehroud Project and the Barij Essence Company, and following a visit conducted by the management of the company from Firuzkouh County, and a meeting held on December 8th, 2013 in the management office of the Ministry of Agricultural Jihad in Firuzkouh County, a group of local community members interested in cultivation of Rosa Damascena in Firuzkouh area, visited the Barij Essence Company in Kashan, on February 8-9, 2014. In this visit, the management of the Ministry of Agricultural Jihad in Kashan County held a meeting on the opportunities and threats of cultivating Rosa Damascena. In this visit it was also decided that Hablehroud and MENARID projects shall be the liaisons between the beneficiaries and the Barij Essence Company. Following this visit and agreements during the visit from Barij Essence Company, a proposal to purchase and cultivate Rosa Damascena was drafted and three candidates from Firuzkouh County (Mehr Ahanz Company, Run Company and Karafarinan Toroud Company) were selected to act as parties to this agreement. Of the interested companies and individuals, eventually, Mr. Haj Qadir Bahoo (former general director of Karafarinan Toroud Company) agreed to voluntarily cultivate Rosa Damascena in 3 hectares of his personal farmland and signed an agreement with Barij Essence Company, and took the necessary measures to cultivate Rosa Damascena.

In this visit, Ms. Qolamrezaie, Extension Officer (Min. of the Agricultural Jihad in Damavand County) and Ms. Sharifi as the facilitator, explained the process of establishment of women’s activities in Jaban Village in Hablehroud Project (through a powerpoint presentation). Also, upon visiting the shops where local food products were sold, the visitors also attended the food production factory of women in Jaban Village and got acquainted with domestic production processes.

Visit of JICA representatives from Lazour Village (May 2014 – Lazour)

† 5HSRUWHUV -RXUQDOLVWV¶9LVLWWR+DEOHKURXG3URMHFW2SHUDWLRQVLQ Semnan Province Hablehroud Project in collaboration with the office of Public Relations and International Affairs of FRWO, invited reporters and journalists (of highly circulated newspapers) to visit the Hablerud project activities in Semnan Province. The visit started on June 23rd from the Behvard Village in Garmsar County. First Mr. Noche, Deputy of Watershed and Executive Manager of Hablehroud in Semnan Province, reminded that the media has a crucial and effective role in promoting public awareness especially for scholars and interested individuals in natural resources and the environment. Then, Mr. Jazi, Executive manager of the National Hablehroud and MENARID Projects, explained how the Hablehroud Project was formed and its objectives, and reminded that improper water extraction in the Hablehroud watershed and change in land use, were the main causes of problems which resulted in reduced underground water resources and frequent floods in the area, exposing Hablehroud area to a crisis where penetration of salt water from the downstream became a threat to the upstream. These problems eventually forced people to evacuate their villages. Now, these villages are revived and migrants are back, agriculture and traditional local livelihoods are promoted, and local communities (especially women) are active in cooperatives. He emphasized that such measures have provided the opportunity to preserve natural resources in collaboration with local communities and these are some of the achievements of the Hablehroud Project. Then, Mr Jazi answered some questions from the reporters and journalists. Consequently, the reporters visited project activities in Behvard Village and met and interviewed with local community members. Garmsar, and people who had migrated to neighboring counties due to frequent droughts, are now back and involved in agriculture and livestock breeding again. He mentioned that development of orchards and an increase in water production of in the downstream of Behvard Dike, has restored rangelands and livelihood opportunities, and helped return village community members, while promoting the spirit of collective work and awareness among local communities, reminding them of the importance and role of natural resources in their life. Finally, a visit was made to the center for sales of rural products of Hablehroud watershed and Garmsar. Ms. Rameh, (representative of Women’s Association of Rameh) introduced the association and its activities and methods of communication with other associations all over the country, and stated that, women’s empowerment is one of the results of cooperation with the Hablehroud Project, and hoped that the project could be replicated in other areas of the country. In the end, the mentioned group visited Farvan Village to observe the activities of women in that village.

† International Projects Visit Hablehroud Project Following a workshop on Sustainable Livelihoods held by the Conservation of Iranian Wetlands Project in the Department of Environment, and coordinated by the Secretariat of International Projects on Natural Resources Management in Iran, it was decided to visit the Sustainable Water and Land Resources’ Management project (Hablehroud) as a very active pilot in the field of sustainable livelihoods. Accordingly, on September 29th, 2014, managers and representatives of the Iranian Wetlands Project, Conservation of Biodiversity in the Central Zagros Landscape, Conservation of Asiatic Cheetah Project, MENARID, Carbon Sequestration, Alborz Land and Water Management Project and Green Banking Project visited livelihood activities of Hablehroud project in the provinces of Tehran and Semnan. The visit started from Farvan Village with an introduction by Ms Karimipour (Technical Expert of the Hablehroud Project), who explained the goals and approaches used by the Hablehroud project and its outcomes to date. Then a meeting was held in presence of the Township Governor and District Manager of Aradan, heads of Natural Resources Offices and Water sectors of Semnan Province, Head of Hablehroud and MENARID projects, and some other experts and managers at provincial and sub-provincial levels. During this meeting, Mr Afshar Naderi (Farmandar of Aradan) referred to the overharvesting of water upstream through illegal wells and agricultural development. Then Ms Rameh (Head of the Women’s Association of Rameh) assessed the impacts of Hablehroud project on various aspects of the villagers life (social, economic,…). She mentioned that the workshops that were held by the project and related trainings have raised awareness of people in the area of water and land management, and also helped in their mobilization in alleviating the impacts of land degradation, andempowered them in sustaining livelihoods through farm and range products such as bee keeping, medicinal plants, etc. She reminded that Hablehroud project has been a learning experience and training for rural communities. In addition, Mr Shahhosseini (Head of Barijekaran Co.) explained that with support from Hablehroud project and through training workshops, local community awareness about farm and range alternative projects has increased and the pressure from livestock has decreased, which helps protect rangelands and reduce the negative impacts of floods. Furthermore, a visit was paid to the Farvan Village where representatives of international projects observed women activities for the establishment of a noodle cutting factory, handicraft production, and domestic products’ sales center. Then the delegation visited the anti-desertification project (Abdol-abad Village) through dispersion of flood water using indigenous knowledge. Interestingly, within this project besides combating desertification, during the first and second year, barley and melon were cultivated as a method to reduce soil salinity. The delegation next traveled to Firuzkouh County to visit the Lazour Village, where they were joined by Mr Garshasbi (Deputy of Watershed of FRWO and Deputy NPM for Hablehroud and MENARID projects) as well as Mr Mehri (Governor of Firuzkouh County) as well as other sub-provincial authorities. They visited the medicinal herb and essence production factory of Riz Barg Alborz Company and Kashkerz seedling production farm. Mr Mehri welcomed such initiatives and mentioned that they not only create employment but also help local communities build their capacities. He emphasized that it is necessary to pay special attention to the quality of products and to monitor any possible threats. In fact Mr Mehri also mentioned that the government is ready to support such initiatives. † Design & Publication of a Pictorial Book for Students The ultimate goal of Hablehroud project is the development of a comprehensive management for management of renewable natural resources. The realization of this objective shall not be possible without extensive and full participation of all beneficiaries. One of the best strategies to promote full participation of the local community is to invest on children who are the future generation of beneficiaries. In light of this, the operational framework for training and education of students in Garmsar County was planned for the first semester of the school year 2013-14 by the Hablehroud project. In order to familiarize students to the concepts and transfer lessons learned in a participatory way, various competitions were designed, where students submitted their ideas in the form of paintings and artwork to the secretariat of the project. As a result, a bilingual booklet (Farsi and English) was published, which was entitled “Hablehroud, the ever standing river” which included a pictorial narrative artwork of primary school students of this region.

† Visit of the Deputy Minister from the Hablehroud Project in Semnan Province Mr. Jalali, Deputy Minister and General Director of FRWO, along with Mr. Murali, Deputy Resident Representative of UNDP and Mr. Garshasbi, Deputy of Watershed, Ranges and Deserts’ Affair, and the accompanying delegation, visited the implementation process of the Hablehroud project in Semnan Province on January 29th, 2014. In this visit, Mr. Taheri, Governor of Garmsar County, Mr Afshar Naderi, Governor of Aradan County, Mr Janfeshan, Deputy Governor for Development in Semnan Province, Mr Mousavi, Head of Ministry of Agricultural Jihad of Semnan Province, Mr Abdinejad, General Director of Natural Resources and Watershed of Tehran Province, Mr Miremad, General Director of Natural Resources and Watershed of Semnan Province, Mr Zohrabi, Head of DoE of Semnan Province and a group of managers from other counties in the Hablehroud region participated. First, in the central office of the project in Garmsar Province, Mr. Miremad provided a brief report on the second phase of the project in Semnan Province. Then, the local market for providing local products of Garmsar County was inaugurated. Next, the visiting delegation participated in the closing ceremony for promoting awareness and participation of the local community in the Hablehroud project by students, which was held in the cultural hall of Khorshid Taban in Garmsar County; in his speech, Mr. Jalali stated that, the Hablehroud Project brought water and land resource management to peoples’ houses. Mr. Qaemi (Head of Ministry of Education of Garmsar) reported on project activities on promoting awareness and local community participation in sustainable management of water and land resources in the Hablehroud Watershed by engaging second grade primary students, where specific training products for trainers, training programs for students and other measures in schools were undertaken. Finally, a chorus was performed by the students of the Setaregan Sama Primary School and a poem was read for the Hablehroud River by the students of the Shams Primary School, and in the end, gifts of appreciation were provided to the best art works by students and top teachers. The IPCM site in Mohammad Abad Village was also visited by the above delegation and Mr. Sharifi Moqaddam, technical advisor of the project, explained methods for site selection, number of farmers and beneficiaries and agricultural products of the region, and their water share (rights) from the Hablehroud River. He also explained the operational process in selected farms (including plowing with the cultivator or disk plow, instead of traditional plowing and the use of bio-fertilizers during cultivation). Then, Mr. Murali met with the farmers and discussed the implementation process of sustainable agriculture and the level of satisfaction of the farmers. Finally, the inauguration of the women’s market in Farvan Village took place; and a visit was paid to the noodle cutting factory and the traditional bakery. In addition, in a meeting with women’s associations, their activities were praised by the visiting delegation, and at the end Mr. Murali suggested that women of Farvan should document their story and publish it as a book, also including an account of the association’s establishment.

† Implementation of Range Management in Semnan One of the main objectives and programs of the Hablehroud Project, with regards to sustainable land management is the implementation of participatory range management in pilot sites. The first phase of the implementation included identification of appropriate sites based on land- use plans, user demand and existing threats. Then, upon identifying the implementation area, all stakeholders were identified and invited to participate. Next, the user groups selected as representative were introduced to the County Office and local project office, as well as to the Directorate General of Natural Resources and Watersheds at provincial level. Then a joint contract was signed for participatory implementation. Eventually, by selecting and introducing a representative, all range owners of the sub-watersheds expressed their interest to collaborate with the range management program. † &RPEDWLQJ'HVHUWL¿FDWLRQLQ6HPQDQ3URYLQFH In the process of wind erosion, agricultural lands are key areas for sand harvest due to the fact that these lands, during dry seasons (summer) lack vegetation coverage and in fact some lands are left fallow. This very fact (lack of vegetation) and flatness of these areas and also the disturbance and loosening of soil particles, due to previous farming activities, has made soil severely vulnerable to wind erosion and consequently, layers of soil are lost annually. In harvested lands, since ground particles which are rich with organic matters and minerals required by the crop, are removed, productivity is compromised. The first step in implementation of this project was to identify affected areas by wind erosion. After identifying the location, farmers in the area were identified and an awareness raising and trust building workshop was held. Then, briefing was conducted on the implementation of the project and the role of farmers. Upon agreement, a bipartite agreement of project partnership was signed. Throughout the process, County level experts of the Deserts Department of the Directorate General of Natural Resources and local experts of the Hablehroud project were present for supervision. In this agreement, some duties and responsibilities were also defined for farmers: 1. Planting seedlings based on the technical guidelines 2. Preservation and conservation of the farm 3. Irrigation shall be based on the technical guideline. Windbreak Construction Site in Farm Periphery –Winter 2014– Dehnamak

† Management of Ferula Fertile Sites in Semnan Province Considering the importance of Ferula plant in production of medical, health and cosmetics products, the management of Ferula fertile sites, is one of the key areas of Hablehroud project. As the first step, potentials for production of alternate crops in different areas were assessed. Then, the range owners in every “site” were identified. They were invited to participate in a workshop where their issues and concerns were discussed. One of their main concerns was about the presence of brokers. The second issue was uncontrolled and over-exploitation of natural resources which required more serious management. Through various workshops, the network of alternate crop farmers was formed, and proper ways of harvest was taught. It was decided that harvest and collection, marketing and sales would be conducted by the network, to prevent the involvement of middle men, in order to provide better income for the producers. On the other hand, when seeds were produced, the network members would collect the seeds and then sell them to others. Implementation of this project brought forth many benefits for the beneficiaries, the most significant one was higher income. With promoted income and reduced number of livestock in the rangelands, the pressure on natural resources would decline, and with the continuation of the process, sustainable management of land and water resources shall be achieved. In order to achieve this very objective, the most important issue is conservation and protection. One of the network members’ accepted to pursue this matter further. † Mechanical Watershed Management Operations in Delichaei Region In spring of 2014, a partnership project was undertaken for construction of 200 square meters of stone and Gabion structures in the lowlands of Mashhad Village. The watershed management operations in this valley were deemed necessary considering the fact that frequent flooding had caused damages to the people downstream and they had requested this through formal communication with the Directorate of Natural Resources of Damavand County. In this project, the rural community not only collected the required stones, but also paid 30 percent of work force wages, while the Hablehroud Project Office in Tehran, covered the rest of the costs. Of the benefits of this project was high cooperation of the Village Council and the local community, and a significant saving in the appliance of Gabion wires and lower costs compared to other similar contractual projects. † Establishment of a Model Water Management Site in Semnan Province As sustainable management of water resources and efficient water harvest is one of the main objectives of the Hablehroud Project, increased water efficiency in transport pipelines, its distribution and consumption was included in the agenda of the project. In light of this, one of the villages of Semnan Province was selected as pilot for showcasing ways to improve water production, distribution and consumption and to serve as a model “Water Management Village”. In considering the required criteria, the Assad Abad Village of was selected as the pilot site for implementation of this sub-project. The implementation procedure to establish a model Water Management complex in this village included meeting with the local community and the Ministry of Agricultural Jihad. It was decided that the project will be implemented in three operational phases: rehabilitation of water transfer routes, integration of lands and increased irrigation efficiency in agricultural lands, while engaging local community investments (cash and in-kind) in project implementation such as estimation of water discharge in the existing wells in the area, prioritizing water transfer canals, as well as their design and implementation. Design and rehabilitation of water transfer canals was undertaken in the first phase of the Hablehroud project in 2014 in this same pilot village, and it was decided that the integration phase should be implemented in 2015. Rehabilitation of water transfer canals in Sorkheh sub-province -Assad Abad Village- Fall 2014

† Rehabilitation of Water Transfer Canals As sustainable management of water resources and its efficient use is one of the main objectives of the Hablehroud Project, increased water efficiency in transport pipelines, distribution and consumption were included in the agenda of this sub-project. In light of this, the Lasjerd Village in Semnan Province was selected as the pilot site and it was decided to improve efficiency of water distribution and consumption in this village. The implementation procedure included meeting with the local community, meeting with the Ministry of Agricultural Jihad, and execution of a tripartite agreement with the Ministry of Agriculture, local community and Natural Resources Office, execution of three operational phases, rehabilitation of water transfer routes, integration of lands and increased irrigation efficiency in agricultural lands, engaging local community investments (cash and in-kind) in project implementation such as estimation of water discharge in the existing wells in the area, prioritizing water transfer canals, as well as design and implementation of water transfer canals. † Rehabilitation Project in Sorkheh County Since one of the main objectives of the Hablehroud project is improved usage of ground and underground water resources, Qanats are considered as very creative solutions, known globally as an Iranian innovation. Therefore, restoration and rehabilitation of abandoned Qanats in Semnan Province was included in the project agenda. This was also a recommendation by the international consultant of the MENARID project on Payment for Environmental Services (Dr. Alexander Borde) according to which rehabilitation of Qanats would be a solution with regards to PES schemes. In light of this, the Hablehroud Project took measures to identify eligible Qanats in the southern areas of the province and by considering all the features that needed to be taken into consideration, a Qanat of 3km length in the Sorkheh County was selected. The rehabilitation process was conducted through the following steps:

Qanat Rehabilitation Project -Amid Abad Village - Sorkhe County- Fall 2014

† Construction of Underground Water Canals in Ashni region, Semnan Province Limited water resources and seasonal rainfalls require that existing ground and underground water resources are well studied and identified, and their proper usage is carefully planned. Reduced water resources threatens communities, therefore planning for efficient usage of limited water resources and their conservation is an issue to be considered by the authorities, governmental stakeholder, private sector and the public. Hence, efficient interaction and relation between government, public and private sectors is of crucial importance, and is being followed up in the second phase of the Hablehroud project. Coordination in various fields including water supply, irrigation and usage of underground water resources has a critical role in water resources’ management. In some areas within the Hablehroud watershed, geological structures have formed marshes where farmlands are not appropriate for use anymore. In these areas it is possible to construct underground water canals and manage and use efficiently the drained lands.

† The Rehabilitation of Springs This sub-project started with the aim to promote sustainable water management and usage in the Hablehroud watershed in Semnan Province. The main goal of this sub-project was to promote wise use of water, considering prolonged periods of drought in future years, provision of drinking water for livestock, reducing the number of livestock in the rangelands to prevent land degradation, and eventually providing help in identifying alternative livelihood options for livestock owners to reduce the pressure on natural resources, namely rangelands. † Participation in Exhibitions to showcase Local Community Capacities One of the objectives of the Hablehroud Project is to alleviate poverty in rural communities and to promote economic growth. Hence, the general approach of the project shall be towards livelihood and income generation for rural communities. This has been realized through establishment of CBOs, rural cooperatives or individual initiatives, based on the indigenous knowledge and competence of the beneficiaries and by using new land and water management approaches with the participation of these groups in the process of planning, implementation, monitoring and evaluation. Considering achievements in this regard, the most important issue for local communities of Hablehroud is to showcase their capacities and products to the general public. This was made possible through their participation in various exhibitions and seminars, so that along with improvement of their economic status, their self-esteem and motivations are enhanced and dependence on natural resources is reduced. In light of this, various CBOs/NGOs in the Hablehroud watershed, especially women’s associations participated in the exhibitions on rural and nomadic products from the Hablehroud watershed (10-20 November 2014 in Eram Park in Tehran) and introduced their products (eg. honey, essences, Ferula, homemade cookies, dried nuts, dried vegetables, and handicrafts including kilims, carpet kilims, etc.). In this event, they witnessed a great interest and enthusiasm from the visitors and it was a good opportunity for the project to introduce local CBO/NGO capacities and potentials to the public.

† Rural & Nomadic Products’ Exhibition in Damavand County The first exhibition on the role of women in sustainable development with emphasis on ”Resistance Economy” was organized by the Ministry of Industry, Mines and Commerce (Women Affairs section) held on April 20-22 in the International Exhibition Site in Tehran (Milad and Khalij Fars Halls). In this exhibition, members of Kolbeye Rouyeshe Mehr of Jaban’s women association (from Damavand County) participated as the representative of the Hablehroud Project Office (Tehran Province), and introduced and sold their products.. These included apple vinegar, dried nuts, etc. that was produced during the Hablehroud Project. In addition to the Ministry of Industry, Mines and Commerce, other organizations such as IRIB, Ministry of Agricultural Jihad, Ministry of Labor, Ministry of Cooperatives and Welfare, TVTO and Ministry of Health were present in this exhibition. In addition, on Thursday, August 7th, a general Walk was organized in Damavand County where a large number of people and authorities from the county participated, which was broadcasted live in ‘Salam Tehran’ program. In the final gathering site of this event, over 15 stalls were exhibited to showcase the handicrafts, alternative agricultural products, robotics, activities of The Red Crescent Society in Azad University, Ministry of Agricultural Jihad, activities of rural women of Jaban Village, etc., which was well received by the public and authorities of the county. † Documentation of Operational & Training Activities in Semnan Province In considering the general objectives and expected outcomes of this sub-project, one of the main objectives of this work is to create synergy between various experiences, sharing knowledge with other stakeholders at different levels (local, national and international), and to make project experiences accessible to all. Documentation of project activities highlights the existing situation and problems in management of natural resources and livelihoods of local communities. This type of work thus paves the way for transpareny in processes and helps move towards solutions. In addition, documentation of measures undertaken, promotes dissemination of information, transparency and raises awareness of all stakeholders, scholars and those interested in natural resources with regards to new methods in the management of natural resources and helps with the decision making process in the field of environment. This type of documentation also helps set up a comprehensive data bank and collect documents with regards to integrated management of natural resources. In order to achieve such objectives, Hablehroud project engaged a Documentation Advisor from Semnan Province to collaborate with the Executive Project Manager at provincial level, and record all important project activities such as operational activities, workshops, advocacy events, trainings in the field, and offices in collaboration with the directorate generals of Natural Resources and provincial government offices. The results of these efforts has been published as multiple CD’s (including films of all events and pictures).

† Publication of Performance Report for 2012/2013 in Farsi & English One of the activities of the project with respect to documentation and project management was to produce Performance Report of 2012/2013. In light of this, two books were published which included a comprehensive report on all project activities during 2012 and 2013. The report was designed to underline topics such as: Project management structures, inter-sectoral collaboration, planning, training and capacity building, awareness raising, sustainable land management, sustainable water management, improved living conditions for the people of Hablehroud, project management, financial performance, opportunities and threats, recommendations and future steps. These publications were distributed among project stakeholders at local, provincial and national levels.

Promotional Items When a project name and logo is printed on promotional items, it is destined to be remembered, especially, if promotional items are either consumable or practical to be used on a daily basis. However, it is critical to know that in use of promotional items different objectives and aspects shall be assessed. Therefore, while choosing promotional items, the following shall be taken into consideration: ▂ Objectives: the objective in advertising is to introduce the name and logo to the target group so that they will remember the project. If a gift can be selected which is valuable and practical for the target group, then it is the right choice; however many experts believe that the best choice shall act above advertising and have more benefits for the recipients. ▂ Characteristics of the target group: Target groups might be authorities and decision makers, local communities, children, experts, etc.; hence, knowing the target group enables the project to choose more relevant gifts for the intended activity. Provisions of new and unexpected gifts which are hard to access by the customers also make effort far more effective. It is to conclude that promotional items, if chosen thoughtfully, can be an effective factor to attract people’s attention to the project activities and outcomes. In considering all the above, it might be concluded that, the cost of promotional items is compensated by the benefits and efficiency of it, hence it is worth the efforts, time and energy and resources allocated to this matter. Documentation of Project Activities Considering that documentation is the key to knowledge management, the process of identification, compilation and public access to project records and documents, including communications, computer files, images and films, etc. are important. Documentation is the process for preservation of information sources which are to be assessed based on project objectives, and aims to prevent dispersion, parallel efforts and repetition of studies and research in similar activities, while reflecting shortfalls, statistical and data requirements. Documentation records reflect problems and limitations in planning based on the organizational requirements, and reveals applicable strategies to resolve organizational issues, and provides the opportunity to record, advocate and teach the organizational culture to future employees and managers. It also provides the opportunity for scientific assessment of strengths and weaknesses and eventually, is a benchmark of best practices. Hence, as per previous years, Hablehroud project took the necessary measures to prepare films and photos of the main project activities for documentation purposes. Preparation of a Multimedia Film on Hablehroud Project Activities in 2013 The Hablehroud Project endeavors to provide various audio-visual training materials (books, photos, video films, etc.) to disseminate best practices resulting from approaches used in the Hablehroud Project. Without a doubt, the general public is becoming more and more sensitive about the conservation of the environment and the natural resources in Iran. This is quite evident in the media that reflects the social concerns. However as the efforts for the preservation of the nature has gained strength, the degradation of the natural resources is also on the rise. Thus, the process of conserving the environment in Iran is facing a dilemma. In fact, the issues raised in the public media in regard to the degradation of the environment usually, are minor problems like the clear cutting of trees or the wildlife animals getting hurt in car accidents. These events are surely burdensome, but rarely the major threats to the natural resources of Iran are being analyzed for the public. In other words, the unpleasant daily reports in the news are not the root causes; rather they are caused by more horrible indiscernible events. In short, the most important predicament in the management of natural resources in Iran is the lack of a comprehensive vision by the pertinent authorities that never transcend the sectoral planning. Many of the incorrect policies taken in development planning are rooted in short term economic benefits. This is the first and foremost damage to the natural resources of the county. Since environment and natural resources are interdisciplinary sciences, their preservation requires inter-sctoral planning and decision making. Thus, their preservation is only possible through the national and regional planning in form of land use plans, vision and strategic documents, and comprehensive and detailed plans. The Sustainable Management of Land and Water resources of Hablrhroud Project is entrusted a difficult and intricate task of conservation and preservation of land and water resources in this basin. Thus, in line with the present laws and regulations and the development requirements, it intends to improve the living conditions of the local residents and has to face various challenges and weaknesses and utilize the potential strengths and opportunities. The following is issues are the major challenges confronting the achievement of Hablehroud Project objectives: ▂ Excessive bureaucracy in the UN and Iranian regulations in the administrative and financial issues; It delays the payments and creates discontent amongst the stakeholders. ▂ Lack of timely and adequate payment of the governmental funds; delays in the completion of the ongoing plans ▂ Lack of trust by the local residents towards the government as a whole and the plans prepared by it due to the lack commitment by the previous administration ▂ Inadequate work force at the Project Management Unit and its provincial offices in light of the multi-faceted objectives and plans that hampers the progress of the project in all fields of interest ▂ Lack of a mutual financial fund supported by the Forest, Rangeland and Watershed Organization (FRWO) and United Nations Development Programme (UNDP) for easy payment of the expenses without the bureaucratic complications of the project agreements The strengths and opportunities of the project are as follows: ▂ Strong motivation, interest and sense of cooperation exists between the experts and authorities of the various institutions to collaborate with the project; this is a concrete foundation for the synergy of forces and improvement of inter-sectoral cooperation ▂ Strong motivation, interest and sense of cooperation amongst the local communities for involvement in the sustainable development plans ▂ High awareness amongst the local communities, especially those on the downstream of the basin in regard to the obstacles facing the conservation of land and water resources and the dangers of land degradation

Hablehroud Project intends to integrate the socio-economic issues of development with the environmental concerns and thus, during the first two-years of its 2nd phase has chosen a comprehensive approach towards the sustainability of water and land in one hand and the flourishing of socio-economic development on the other. The report on the activities undertaken during the past two years is indicative of the relative success in implementation of such doctrine. However, this project requires greater support from the authorities in various levels. The followings are some of the issues that call for greater attention: ▂ Allocate larger share of national funds for Hablehroud project ▂ Conduct regular and periodic meetings by the National Project Director and the provincial General Directors ▂ Coordinate the activities conducted at the project site by the other sectors of FRWO with the project management ▂ Extend and share the outcomes of the plans, especially those conducted through public participation in order to attain the cooperation of other institutions in the implementation of FRWO plans ▂ Use the institutional and legal capacities of FRWO in order to institutionalize the participatory approach and organizational solidarity in at the plan sites ▂ Modify the national and provincial agreements to facilitate the payments of funds in the participatory plans ▂ Assist the small grant funds and employment generating plans The path of this project towards the achievement of its objectives in 2015 crosses the completion of management, monitoring and assessment plans as well as implementing the pilot plans. The outlines of these plans are indicated below: ▂ Develop a management plan for Hablehroud Watershed Basin ▂ Prepare a strategic plan for the basin counties (Firouzkouh, Damavand, Garmsar, Aradan and Sorkheh) ▂ Implement the Participatory Water Management Plan in the basin ▂ Consult with the pertinent authorities for the integration of regional water companies in the provinces of Tehran and Semnan ▂ Make efforts to prepare a native cultivation model for Garmsar Plain ▂ Expand the Sustainable Agriculture Plan to the other regions of the basin ▂ Expand the Rangeland Management Plan to the other regions of the basin ▂ Expand the employment generation plans to the other regions of the basin ▂ Expand the Tourism Plan to the other operational arenas of the project ▂ Preparing optimized cultivation pattern in Garmmsar region
