ABSTRACT BRAIN DRAIN OR GAIN: MIGRATION OF KNOWLEDGE WORKERS FROM INDIA TO THE UNITED STATES Anjali Sahay Old Dominion University, 2006 Director: Dr. Xiushi Yang This dissertation looks at the topic of brain drain from a new lens. It departs from the traditional literature to include discussion on brain gain and brain circulation using Indian migration to the United States as case study. While it cannot be denied that host countries have policies that encourage or provide the necessary conditions for brain drain to take place, it must be taken into account that many source countries now benefit from out-migration of their workers and students. These are usually measured as remittances, investments and savings associated with return, and network approaches that, with a connectionist approach, link expatriates with their country of origin. In addition, Diaspora members, through successes and visibility in host societies, further influence economic and political benefits for their home countries. This type of brain gain can be considered as element of soft power for the source country in the long term. Three hypotheses are tested in this dissertation to argue the points above. Using India as source country, the first hypothesis positively tested that benefits outweigh the cost of out­ migration, with India as the highest remittance receiving country in the world with multifaceted connections in the Silicon Valley. The second hypothesis accessed the leverage of the Indo-American community as strong in terms of wealth and education. However, the possibility of this changing the asymmetrical interdependent relationship between India and the U.S. in favor of India remains at best a possibility in the long term. The third hypothesis also positively tested that a more active role played by the state in the sending country determines the level of return and non-return benefits. The dissertation also notes that while these hypotheses may be true for a country like India, where many other factors play a role, it may not necessarily affect other less developing countries in a similar vein. Additionally, third generation Indo-Americans may not necessarily retain the same ties as were seen by the first and second generations. Thus direct benefits in the long term may differ in result.     Anglo-Indian Identity, Knowledge, and Power Western Ballroom Music in Lucknow Bradley Shope Beginning in the first half of the 20th century, Western ballroom and dance music began to make its way into Lucknow in Uttar Pradesh, as well as other cities in North India. It was imported via gramophone disks, radio broadcasts, and sheet music coming from Europe and America. In the 1930s, an increasing number of dance halls, railway social institutes, auditoriums, and cafe´s were built to cater to a growing number of British and Americans in India, satisfying their nostalgia for the live performance of the foxtrot, the tango, the waltz, the rumba, big-band music, and Dixieland. Influenced by sound and broadcast technology, sheet music, instrument availability, the railway system, and con- vent schools teaching music, an appreciation for these styles of music was found in other communities. Especially involved were Portuguese Goans and Anglo-Indians, defined here as those of European and Indian descent who were born and raised in India.1 For these two groups, it served to assert their identities as distinct from other South Asians and highlighted that their taste for music reached beyond the geographical boundaries of India. Numerous types of media, institutions, and venues contributed to this vibrant Western music performance culture in Lucknow in the early 20th century. James Perry, an elderly Goan musician, and Mr. John Sebastian and Mr. Jonathan Taylor,2 two elderly Anglo-Indian ex-railway workers, were involved in its perfor- mance and appreciation.3 By drawing from multiple field interviews in North India conducted with these individuals between 1999 and 2001, and by de- scribing the character of the performance culture, I will highlight the role of music in creating socioeconomic mobility and a distinct identity among Anglo-Indians in Lucknow, and address issues of power relations and coloni- alism with reference to the consumption of the music.

    SUMMARY Should You Be Worried about Brain Drain? Brain circulation and linkages can enhance the social and economic development of developing countries, regardless of whether or not students decide to return home. Photo credit: ADB. Studies show that migrant high-skilled professionals can help increase trade, capital flows, and knowledge and technology transfers whether or not they return to their home countries. Published: 15 October 2019 Overview The migration of highly educated or high-skilled professionals under the conventional human capital approach is considered a zero-sum game since host countries receive an inflow of human capital from home countries, enhancing the competitiveness of host countries (“brain gain”) at the home countries’ expense (“brain drain”). However, an emerging approach indicates that brain drain in a global market economy actually creates an opportunity for brain circulation and brain linkage. First, the migration of high-skilled professionals from developing countries fosters opportunities to form transnational social capital that connects members of different countries and contributes to knowledge transfers from advanced countries (“knowledge remittances”). Second, it helps establish ties to the center of development and promotes integration into the global value chains with benefits such as increased trades, capital flows, and technology transfers. With such benefits, social and economic ties among high-skilled professionals can create a win-win, positive-sum situation for both home and host countries. After the stock market crash of 1929 which marked the emergence of the Great depression, and the end of the Second World War in 1945, the emigration of skilled workforce from poor countries increased rapidly. The loss of intellectual capital, called the Brain drain, has been one of the greatest obstacles to the development of some countries of the world. In 2000 almost 175 million people (2.9%) of the world’s population, were living outside their country of birth for more than a year. Of these, about 65 million were economically active. The purpose of this research is to understand the cause of Human Capital Flight in MINT countries (Mexico, Indonesia, Nigeria and Turkey), the socio-economic impact on income and economic growth to the sending country as well as the host country, and ways to reverse the effects of brain drain, thereby creating a brain-gain. Brain drain is a product of both internal and external factors working simultaneously to push educated and highly-skilled individuals out of their country and pull them into developed nations respectively. Although, human capital flight in a way stimulates education, generates significant remittances, and brings about unequaled contributions from both the returnees and the diaspora abroad.

    BRAIN DRAIN TO BRAIN GAIN: REVERSE MIGRATION TO ASIA WHAT IS THE INSIGHT? Improved political, economic, social, and educational circumstances in Asia are generating new opportunities for migrant talent, students, and labour. Figure 1 As a result, potential migrants from Asia are beginning to question the value of migrating outside of the region to countries like Canada. These new opportunities are also exerting a pull on members of Canada’s Asian diaspora from countries such as China, India, and South Korea, especially those who are frustrated by the difficulty of breaking the “glass ceiling,” those who feel their qualifications are under-appreciated or underutilized (so-called “brain waste”), and those who lack a sense of social belonging in Canada. The appeal is even extending to Canadians who do not have family connections to Asia (see Figure 1), but whose skill sets are well matched to take advantage of professional opportunities there. Together, these trends could spark a phenomenon of reverse migration, which includes not only a reversal of the current flow of migration from Asia, but also a reversal of the current direction of migration (outflow of Canadians to Asia) in the upcoming decades. WHY IT IS IMPORTANT? Over the past few decades, a steady stream of migrant talent and labour from Asia has given receiving countries, including Canada, a competitive edge in the knowledge-based global economy. Many of these migrants not only come with sought-after skills and training, thus contributing to the constant flow of “brain gain”, but they also help sustain a relatively young, fertile, and taxpaying population in a highly mobile and aging world.

Ajesh C Assistant Professor Reva University Bangalore (Karnataka), India. Abstract: Salman Rushdie’s novel Midnight's Children showcase the life of a child, Saleem born at the stroke of midnight as India attained her independence. The novel narrates crucial events in the history of India through the story of the protagonist. The novel unveils a tension between a pursuit for heroism, identity and individuality and even the decoy of politics. Rushdie has written this novel from the perspective of a migrant writer and thus the writer has written the novel from a Migrant Writer’s perspective of Politics, religion, and fanaticism of Post-Independence India. This paper has made an attempt to highlight these migrant perspectives in this novel. Instead of realism, fantasy and dream structure take over the novel. In employing the postmodern narrative techniques such as magical realism, self-reflexivity, etc., Salman Rushdie shares many of the stylistic qualities of many postmodern writers. The protagonist Saleem is unreliable when he narrates the historical events, because, he has distorted events for him to remain at the center. Rushdie himself has already admitted the unreliability of his narration. The self-conscious narrator acknowledges the shortcomings of his narration, but he is helpless. However, novel Midnight's Children is a great work of literature and beyond any doubt, the author is a great novelist and he will be remembered for his amazing writing skill.
