II MESSAGE

The Philippine Statistics Authority (PSA) in its 6th year after it was created by virtue of the Philippine Statistics Act of 2013 or the Republic Act (RA) 10625 continues serving the public with this year’s theme, “Working SMARTER through Innovation.” The National Statistician ,Lisa Grace S. Bersales, in her message, said that we need Innovation for us to fulfil our Vision on being Solid, Responsive, and World Class; to Level up with our Quality Policy; to be Healthy PSA and Happy PSA; and to focus on High Impact Flagship activities. She added that to do this, we must consider People’s mind set; look at the Processes and the Services aligned to the Ease of Doing Business and Efficient Government Ser- vice Delivery (EODBEGSD); embrace Technologies; and build Leaders. As we do innovation, we must do things as Specific, Measurable, Agreed on, Realistic, Time Bound, and Recorded. It is in this per- spective that the 2019 accomplishments of the PSA Catanduanes Provincial Statistics Office were smoothly implemented despite limited workforce.

In 2019, for our Statistical and Information Services, we successfully implemented the Household- based, Industry-based, and Admin-based surveys. Major surveys include the Family Income and Ex- penditure Survey and the 2019 Functional Literacy, Education, and Mass Media Survey. The 2018 Cen- sus of Philippine Business and Industry (CPBI) being conducted every 6 years was implemented within the given time-frame. We did finish convening the 2020 Census of Population and Housing (CPH) Pro- vincial and Municipal Census Coordination Board as preparatory activity for the 2020 CPH. This office continues to disseminate the data generated thru prints; radio program; social media; and through a gathering in a form of forum and lecture to students, elected officials, vulnerable groups, respondents, and other Data users.

On Civil Registration and Vital Statistics services, we adapt the project PSA Community Assistance on Registration and Education Services (PSA CARES). This is basically bringing the services closer to the people through the conduct of mobile registration and acceptance of request application for PSA issued documents. Included also in this project is encouraging Local Civil Registry Offices (LCROs) to digitize their records using the fast scan app. As we embrace technologies in data presentation, more in- fographics on Vital Statistics were produced as ready reference to data users, extracted from the De- centralized Vital Statistics System (DVSS).

To enhance partnership on statistics, as well as promote appreciation on the importance of having data and using it in planning and program implementation, we had the conduct of the 30th National Statistics Month celebration by having the 1st Data Cartooning contest offered to Grade 11 students, the Data User’s Forum and Launching of the 2020 CPH. The creation of the Provincial Statistics Committee be- came effective through an Executive Order by the Provincial Gov- ernor signed this year. These activities form part of our mandate on Statistical Planning and Coordination.

Another accomplishment is the massive information dissemina- tion on the Philippine Identification Systems Act (RA 11055). Au- dio Video presentation on PhilID is being played at the frontline service area and in PSA organized and partnered lecture-forum activities.

All these were successfully done with the concerted efforts of the Men and Women of PSA Catanduanes, with the full support and cooperation of our partners namely: the Data Providers, Local Government Units, Media, National Government Agencies, Non- Government Organizations, Service Providers, Data Users, our Family, and the Management. Above all, these would not be pos- sible, without the Divine Intervention of our God the Almighty. Let us work smarter through innovation as we deliver our man- date with sincerity, dedication, and utmost responsibility in the coming years

III ABOUT PHILIPPINE STATISTICS AUTHORITY

With the enactment of the Republic Act 10625 known as An act reorganizing the Philippine Statistical System Repealing for the purpose executive order number one hundred twenty-one entitled ―Reorganizing and strengthening the Philippine Statistical System and for other purposes‖ which was formally signed by His Ex- cellency President Benigno S. Aquino III on 12 Septem- ber 2014, the PSA has been formally recognized to consolidate the various national agencies of the govern- ment namely the National Statistics Office (NSO), the Bureau of Agricultural Statistics (BAS), and the Bureau of Labor and Employment Statistics (BLES).

These consolidated agencies of the government aims to strengthen the statistical system and other such functions such as civil registration, statistical coordination, and data generation by placing it under one organizational structure.

The Provincial Statistical Office (PSO) of Catanduanes being the legal agency of the govern- ment envisions itself to provide solid and responsive world-class authority on quality statistics and civil registration. The vision is enamored on the office’s thrust incorporated on the provi- sions of the law which state as follows ―…the PSA shall be the official and controlling statis- tics of the government and the PSA will be characterized by integrity, independence, and professionalism. It shall serve as the central statistical authority of the Philippine government on primary data collection and administer civil registration functions in the country as pro- vided for in Act No. 3753, otherwise known as the Civil Registry Law.

The Philippine Statistics Authority Catanduanes Provincial Statistical Office celebrated its 6th Anniversary with the daycare pupils and senior citizens of Barangay Cabihian, PSA 6TH Virac, Catanduanes on 12 September 2019. A feeding activity was conducted for the ANNIVERSARY daycare pupils while a gift giving activity was conducted for the senior citizens of the said barangay. Furthernore, thanksgiving mass was held in the PSA-PSO followed by a training on CRVS 101 on the same day.

The 2020 Census of Population and Housing (CPH), Provincial Census Coordinating Board (PCCB) Meeting was administered on 12 November 2019 at Governor’s Office Conference Room, Capitol Building, Virac, Catanduanes.

Municipal Census Coordinating Board (MCCB) Meeting was conducted in the eleven (11) munici- palities of Catanduanes. MCCB Meeting was conducted on the following place and date :

1. Municipality of , Viga and Panganiban, Catanduanes on 5 November 2019.

2. Municipality of San Miguel, San Andres, Catanduanes on 6 November 2019.

3. Municipality of Bato, Catanduanes on 8 November 2019.

4. Municipality of Baras, , and Pandan, Catanduanes on 11 November 2019.

5. Municipality of Virac, Catanduanes on 26 November 2019.

This meeting was conducted to promote awareness and to gather support from different stake- holders, including media and to ask for assistance in the wide information campaign regarding the importance of census data.

2019 ANNUAL REPORT 5 PHILIPPINE STATISTICS AUTHORITY - CATANDUANES LABOR FORCE SURVEY

The Labor Force Survey (LFS) is a nationwide survey of households undertaken quarterly which pro- vides up-to-date information on the country’s labor force and its characteristics such as the statistics on level and trends of employment, unemployment, underemployment and other general statistics necessary in the formulation of plans, policies, concerning the labor market.

In the province, the LFS for the year 2019 has on average three hundred eighty five (385) samples con- ducted quarterly. This number of samples however for the month of January has significantly increased by an additional one thousand one hundred fifty seven (1,157) non-priority samples due in part to the ride-on survey on 2018 Family Income and Expenditure Survey (FIES).

JANUARY 2019 LFS

The January 2019 LFS was exceptionally higher in samples compared to the previous round due to the ride on survey of FIES 2018 Visit 2. FIES commands a larger number of samples because estimation of poverty incidence and poverty threshold are now released on a provincial level.

Manual and machine processing was finished within seven (7) days. A response rate of 97.11% was recorded in this survey round.

The total number of household with completed interviews for the whole province is three hundred forty seven (347) out of the four hundred thirty four (434) total sample households.

The enumeration formally started on 08 July 2019 and was finished by 29 July 2019.

OCTOBER 2019 LFS

The October 2019 LFS was successfully con- ducted in the province of Catanduanes cover- ing twenty nine (29) enumeration areas (EAs) with three hundred eighty seven (387) sample households. Six (6) statistical researchers (SRs) were hired for this survey round.

The enumeration started on 10 October 2019 and was finished by 28 October 2019.

The total number of households with com- pleted interviews in the whole province was three hundred fifty one (351) out of the three hundred eighty seven total sample house- holds. The total number of replacement households utilized for this survey round was forty six (46) households while there is no reported refusal.

Manual and machine processing were com- pleted in seven (7) days from 30 October 2019 to 05 November 2019.

The province of Catanduanes 2018 FIES Visit 2 covers one hundred eighteen (118) enumeration areas (EAs) and one thousand four hundred thirty nine (1,439) sample households in all eleven municipalities of Catanduanes. Because of the sheer num- ber of samples, forty nine (49) hired statisti- cal researchers (SRs) and one (1) one team supervisor were utilized for this sur- vey round.

POVERTY INCIDENCE

Poverty Incidence is the proportion of families of individuals with per capita income less than the per capita Poverty Threshold to the total number of families or individuals.

The poverty incidence among Catandunganon in 2018 was estimated at 14.4%. This is defined as a proportion of families whose income is below the poverty line to the total number of fami- lies. This was estimated at 33.6% in the same period in 2015.

2019 ANNUAL REPORT 9 PHILIPPINE STATISTICS AUTHORITY - CATANDUANES SURVEY ON OVERSEAS FILIPINOS (SOF)

Survey on Overseas Filipinos (SOF) is a usual ride on survey with the October LFS. It seeks to gather the information on Filipino citizens who left for abroad during the last five years. This survey specifically aims to generate statistics on number of Filipinos who are working over- seas, their socio - economic characteristics, and the amount of cash and in kind remittance made which are all necessary in the formulation of policies and programs for the OFWs and in the generation of statistics of their contribution to the Philippine Economy.

This survey automatically covers the LFS samples with OFW as a member. Data generated with this survey is manually processed in the provincial office together with the LFS. The same statistical researcher (SRs) and supervisor were utilized in the conduct of this survey as with LFS.

CONSUMER EXPECTATION SURVEY (CES)

Consumer Expectation Survey (CES) is a household based survey on the consumer's as- sessment of their financial situation, the economic condition of the country and the overall performance of the government. This survey is a complementary survey to BSP's Business Expectations Survey (BES). This is administered on a sample basis at the household level drawn through a stratified multi - stage random sampling. This survey is a Bangko Sentral ng Pilipinas (BSP) sponsored survey which tasked PSA to undertake data collection and encod- ing while the BSP is tasked for the generation and analyzation of tables.

Consumer Expectation Survey CES is a quarterly survey conducted in the province in the past years. However, nothing follows after the conduct of CES in the first quarter of 2019. The January 2019 CES covers sixteen (16) samples and three (3) replacement samples from one (1) barangay was conducted successfully. The survey was conducted within the allowable time-frame with a 100% complete response rate. The sample barangay during this survey round was Progreso, San Miguel, Catanduanes. One (1) statistical researcher that has an experience in LFS and FIES was utilized during the conduct. The enumeration formally started on 04 February 2019 and was finished on 07 February 2019.

2019 ANNUAL REPORT 10 PHILIPPINE STATISTICS AUTHORITY - CATANDUANES FUNCTIONAL LITERACY, EDUCATION AND MASS MEDIA SURVEY (FLEMMS)

Functional Literacy, Education and Mass Media Sur- vey (FLEMMS) is nationwide household based survey conducted every five (5) years. The FLEMMS presents comprehensive statistics on the latest status of literacy, education, and mass media exposure of Filipinos. It brings together a wide range of information that serves as a guide for government policy makers, program planners and decision makers in providing a much broader scope of action and more focused program intervention on the target beneficiaries of development plans. It is also useful in private businesses and industries as well as in aca- demic researchers and development projects.

In the province of Catanduanes, there were thirty five (35) barangays form part of the Enumera- tion Areas (EAs) with three hundred eighty-eight (388) sample households. Eight (8) Statistical Researchers (SRs) were hired and two (2) Team Supervisors. Manual processing took ten (10) days to complete. The response rate for this round of FLEMMS has a total percentage of 94.59%.

FARM PRICE SURVEY (FPS)

Farm Price Survey (FPS) is a nationwide survey conducted every month that gathers vital infor- mation on trading transactions (e.g Farmgate Price, Marketing Costs, etc.) involved in livestock, poultry, poultry eggs, vegetable and other major crop sales / disposal.

This survey is necessary to the farmers, traders and government specifically in the formulation of plans, policies and activities concerning the farming of such.

The province of Catanduanes has had more than four hundred (400) samples on average for the year 2019. The number of statistical researcher hired is six (6) in average and one regular em- ployee serves as the focal person. Data gathered are machine processed and submitted to the Central Office for compilation and interpretation. The survey used responsive sampling to iden- tify the key informants.

Palay and Corn Stock Survey (PCSS1) is used to generate estimate of the current stock of rice and corn in both farming and non-farming households in the country. The general purpose of this survey is to provide inputs to policy makers and whether to export or import rice or corn and by how much in the future.

PCSS1 is conducted monthly. For the province, the number of samples for farming households is sixty-six (66) per month while for non-farming is twenty-five (25). Enumeration is conducted every first week of the month with reference period as of 6:00 am of the first day of the month. Statistical Researchers are hired for this survey to cover all the samples within the given time frame. Palay and Corn Production Survey (PCPS) is one of the major agricultural surveys conducted quarterly for cereal-based system monitoring. This survey generates estimates on palay and corn production, area, yield and other production related data necessary in the policy making programs and management by the Philippine Government.

PCPS consists of two (2) national surveys which are the Palay Production Survey (PPS) and Corn Production Survey (CPS).

For the province of Catanduanes the total number of samples for PPS is ninety-five (95) house- holds while for CPS is sixty (60). These samples are selected using stratified sampling.

The Montly Palay and Corn Situation Reporting System (MPCSR) is a system monitoring of standing Palay and Corn Situation in the country and the actual plantings made during the survey period. The monitoring system is conducted monthly (except for the months of January, April, July and October when the Palay and Corn Production Survey (PCPS) is conducted) to generate an esti- mate amount of standing staple produce in the country.

MPCSR complements the nationwide survey of palay and corn crops and is essential in government planning towards rice and staple food sufficiency.

CROPS PRODUCTION SURVEY (CrPS)

The Crops Production Survey (CrPS) aims to generate basic production statistics for crops other than palay and corn at the national, regional and provincial levels. It covers more than 200 crops of which 19 are considered major crops. The CrPS is a quarterly survey of quantity produced and actual harvest of a particular crop in a given locality. The data that are normally gathered in this survey are the volume of production of crops, the extent of area harvested or planted, and the number of bear- ing trees, vines or hills. This survey seeks to gather critical information on production of crops other than Palay and Corn which accounts for roughly 60% of the total crop production in the country.

The Backyard Livestock and Poultry Survey (BLPS) is one of the livestock and poultry survey conducted quarterly to take into account information or data on: livestock and poultry supply disposi- tion including the current egg production for chicken and ducks. Backyard survey is conducted simul- taneously with the Commercial Livestock and Poultry Survey.

To distinguish the former from the latter. BLPS refers to the raising livestock and poultry not for com- mercial purposes but mostly for family own consumption, with minimal quantity of animals raised, and are normally grown within backyard of households. The BLPS aims to provide updated levels on the number of disposals per type of animal, the current inventory of animals, and other pertinent informa- tion necessary in the planning and monitoring of livestock and poultry produce.

COMMERCIAL LIVESTOCK AND POULTRY SURVEY

The Commercial Livestock and Poultry Survey (CLPS) is a complementary survey to the BLPS. This survey is also conducted quarterly and covers livestock and poultry survey on a major scale. More specifically to be considered as a commercial farm the following conditions must be met: for livestock – at least twenty one (21) heads of adult and zero (0) head of young, or at least forty one (41) heads of young animals, or at least ten (10) heads of adult and twenty two (22) heads of young while for poultry – five hundred (500) layers or one thousand (1,000) broilers, or one hundred layers (100) layers and one hundred (100) broilers if raised in combination and or one hundred (100) head of ducks.

COMMERCIAL LIVESTOCK AND POULTRY SURVEY

The Agricultural Wage Rate Survey (AWRS) is a household – based survey that generates esti- mates of the daily wage rate of workers in agriculture, particularly in palay, corn, coconut, sugarcane farms. This survey is used to establish a basis for computing average wage rate in agriculture and subsequently wage rate index. In Catanduanes, there were fifteen (15) sample households which are enumerated twice a year or on a semestral basis.

FISHERIES SURVEY

The Fisheries Survey covers four (4) four major areas of fishing sectors and these are: commercial fisheries, marine municipal fisheries, inland municipal fisheries, and aquaculture fisheries. To distin- guish one from the other, the commercial fisheries survey covers fishing operations that uses boat of more than three (3) gross tons, while the marine municipal fisheries survey covers fishing operations carried out without the use of boat or the use of boat with gross tonnage not exceeding three (3) tons; the inland municipal fishery survey on the other hand covers catching of fish, crustaceans, mol- lusks and all other aquatic animals and plants in inland waters like rivers, lakes, dams, marshes, etc.; lastly the aquaculture fisheries survey covers operations involving all forms of raising and culturing fish and other fishery species in marine, brackish, and freshwater under controlled conditions.

QUARTERLY MUNICIPAL FISHERY SURVEY

Municipal Fishing is a fishing within municipal waters using fishing vessels of three (3) gross tons or less, or fishing not requiring the use of fishing vessels. This survey is conducted quarterly to generate data on volume and value of fish unloaded at municipal fish landing centers by species. Data on unloading from PFDA, LGU and privately managed landing centers are gathered by POC Staff using a collection form prepared at the Central Office.

QUARTERLY COMMERCIAL FISHERIES SURVEY

Quarterly Commercial Fisheries Survey (QCFS) generates accurate and timely information on quarterly volume and value of fish unloaded at commercial fish landing centers. Data are gathered per species on a three month period.

For the province, only one landing center is considered a commercial landing center and this is Pananaogan Fish Landing Area considered under traditional landing centers.

The commonly unloaded species of fish are Anchovies, Big-eyed Scad, Bigeye Tuna, Cavalla, Frigate Tuna, Grouper, Indian Mackerel, Roundscad, Spanish Mackerel, Yellow Fin Tuna and Skipjack.

2019 ANNUAL REPORT 16 PHILIPPINE STATISTICS AUTHORITY - CATANDUANES QUARTERLY INLAND FISHERIES SURVEY Inland Fishery Survey gathers data on catch from rivers, lakes, swamps, creeks, dams, reservoirs and other bodies of water that are normally caught by households or members of households engaged in inland fishing. This survey is conducted quarterly covering four (4) major landing centers in the prov- ince with each at least ten (10) key informants per landing center.

For the province of Catanduanes fishes that are nor- mally caught in inland water are: Tilapia, Mudcrab, Catfish, Eel and Goby Fish.

QUARTERLY AQUACULTURE FISHERIES SURVEY

Quarterly Aquaculture Survey (QAqS) covers fishing operations involving all forms of raising and culturing fish and other fishery species in fresh, brackish, and marine water areas. This sur- vey is similarly conducted quarterly. Data being gathered includes volume of production per spe- cies and the value of harvest.

Census of Philippine and Business Industry (CPBI) aims to collect and generate information on employment, revenue, expense, capital expenditures and total assets of the establishments by indus- try and by region; generate indicators such as value added, labor productivity, profitability and other indicators such which are necessary for the evaluation of the performance of industries at the na- tional and regional levels; generate information on MSMEs (micro, small, and medium establish- ments / enterprises); generate gender disaggregated statistics on employment; generate statistics on research and development (R&D) expenditures of establishments; and update basic information of establishments and enterprise for the improvement of the Statistical Business Register (SBR).

Philippine Statistics Authority (PSA) conducted the 2018 CPBI from 03 April to 31 July 2019 covering 65,000 establishments nationwide. The CPBI is undertaken every six (6) years to collect and gener- ate information on the levels, structure, performance and trends of economic activities of the formal sector of the economy.

The results of the CPBI serves as a benchmark information in the measurement of national and re- gional economic growth. Data to be collected from the CPBI will constitute bases upon which the government and the private sector can formulate policies and programs geared towards economic development.

2019 ANNUAL REPORT 19 PHILIPPINE STATISTICS AUTHORITY - CATANDUANES QUARTERLY SURVEY OF PHILIPPINE BUSINESS AND INDUSTRY

The Quarterly Survey of Philippine Business and Industry (QSPBI) is an establishment based survey which seeks to gather quarterly information on critical business data such as number of employees, amount of compensation, sales revenue, the value of production, inventories, capacity utilization, and other economic data of the business necessary in the computation of the Quarterly National Accounts (QNA) and Quarterly Economic Indicators (QEI). Moreover, the Bangko Sen- tral ng Pilipinas also uses the data from QSPBI for monetary policy review.

There are seven (7) establishment being covered for QSPBI in the province for the year 2019. These establishments are from different sectors. Since online accomplishment and submission of survey is allowed, some of the respondents opted to submit data online.

One personnel is tasked during the distribution, collection, and transmittal of questionnaires with the guidance of the focal person and head of office. Most respondents for QSPBI are amendable to the length of time being accorded to them by the office especially in the filing-out of important data. For the year, the office recorded 100% response rate for all the quarters that the survey has been admin- istered. PRICES SURVEY

CONSUMER PRICE INDEX SURVEY

The Consumer Price Index Survey (CPI) is an indicator of the change in the average retail prices of a fixed basket of goods and services commonly purchased by households relative to a base year. The CPI is most widely used in the calculation of he inflation rate and purchasing power of peso. It is a major statistical series used for economic analysis and as a monitoring indicator of government economic pol- icy.

The CPI is also used to adjust other economic series for price changes. For example, CPI components are used as deflators for most Personal Consumption Expenditures (PCE) in the calculation of the Gross National Product (GNP). Another major importance of the CPI is its use as basis to adjust wages in labor management contracts as well as pensions and retirement benefits. Increases in wages through collec- tive bargaining agreements use the CPI as one of their bases.

The Inflation Rate is a major economic indicator computed from the data of CPI. Inflation rate refers to the measure or rate of change in the CPI or prices of goods and services over a specific year.

For the province the recorded average inflation rate for the whole year of 2019 is 1.5%. This means that, if you pay P50.00 per a liter of gasoline in 2018 and if on the average prices went up by 1.5% after a year’s time, you'll be needing an amount of P50.75 to purchase.

The lowest recorded inflation rate is for the month of September with –0.7% whilst the highest is on the month of January with 4.4%.

PURCHASING POWER OF PESO

Purchasing Power of Peso refers to the change in value or worth of Philippine peso currency relative to its value in a base period. It is an economic indicator that derives from the CPI.

In the year 2019, the PPP for Catanduanes is 0.84 on the average. The 0.84 PPP means that the value of peso for the base year 2012 will only be worth 0.84 if spent in year 2019.

The Retail Price Survey (RPS) intends to collect retail prices and other relevant marketing informa- tion at various frequencies at pre-selected major trading centers throughout the country.

In Catanduanes, there were five (5) outlets being surveyed every week for the whole year of 2019.

The prices of commodities such as Tilapia, Tulingan, Bisugo, Dilis, Dalagang-Bukid, Shrimps Suaje (Endeavor Prawn), Bangus, Beef Lean Meat, Beef Meat with Bones, Pork Lean Meet, Pork Meat with Bones, Chicken Egg (Foreign Breed), Chicken Broiler (Fully Dressed), Special Rice, Premium Rice, Well-Milled Rice, Regular-Milled Rice, NFA, Ampalaya (Bitter Gourd), String Beans, Eggplant, Sayote, Cabbage, White Potato, Sweet Potato (Camote), Tomato Ripe, Onion Red, Garlic Im- ported, Calamansi, Peanut (Dry without shell), Coconut Matured, Squash, Banana (Latundan Ripe), and Banana (Saba Ripe) are being monitored in this survey.

WEEKLY CEREALS PRICE MONITORING

In Catanduanes, there were eight (8) establishments being visited constantly every week for the year 2019.

The retail price of commodities such as Special Rice, Premium Rice, Well-Milled Rice and Regular- Milled Rice are being monitored in this survey.

WEEKLY SURVEYS OF SELECTED PETROLEUM PRODUCTS

Weekly Survey of Petroleum Products is a survey that is used to monitor the prices of the differ- ent petroleum products. In the province of Catanduanes, this survey is done in a weekly basis dur- ing the first week, there are six (6) outlets while in the second to fourth, two (2)n outlets were vis- ited.

The prices of petroleum products such as LPG for Cooking, Gasul 11 KG; LPG for Cooking, Solane 11 KG; Kerosene, 350 ML Bottle; Kerosene, 1 Liter, Diesel Fuel, 1 Liter; Gasoline Premium, 1 Liter; and Gasoline Unleaded, 1 Liter are being monitored in this survey.

2019 ANNUAL REPORT 22 PHILIPPINE STATISTICS AUTHORITY - CATANDUANES 2019 ANNUAL REPORT 23 PHILIPPINE STATISTICS AUTHORITY - CATANDUANES DOMESTIC TRADE STATISTICS (DOMSTAT) Domestic Trade Statistics (DOMSTAT) refers to air, rail and coastwise trade statistics generated monthly from airway bills, daily report of outgoing shipments (DRQS), coasting and passenger mani- fests collected from Philippine Airlines (PAL) operated domestic airports; Philippine National Railway (PNR) stations, major ports and active seaports listed by Philippine Ports Authority (PPA) all over the country. The data are tabulated on a monthly, quarterly, and annual basis by commodity and by geo- graphic area. The data on the inflow and outflow of commodities are used to construct interregional and inter-industry relation tables. These serve as bases in the formulation and implementation of the various regional development programs like countryside development and port planning. DOMSTAT 2019

CONSTRUCTION STATISTICS FROM APPROVED BUILDING PERMITS Private construction statistics from approved building permits relate to data on new constructions and additions, alterations and repairs of existing residential and non-residential buildings and other struc- tures undertaken in all cities/municipalities of the country in a specific period.

Construction Statistics are compiled from copies of original application forms of approved building per- mits, as well as from demolition permits, collected every month by field personnel from the Offices of Local Building Officials (LBOs) nationwide. Data on private building construction refers to those pro- posed to be constructed during the reference period and not to construction work completed during that period. The generation of construction statistics from building permit in the country started in 1997.

There were a total of 243 recorded building construction in the province for the year 2019. 188 or 77.37% are for residential buildings while the remaining 55 or 22.63% are for non-residential buildings. The total floor area both for residential and non-residential building is 74,453 square meters with an equivalent value of 689,466 (in thousand) pesos. BUILDING PERMIT 2019

The National Statistics Month (NSM) was first observed in 1990 pursuant to the Presidential Procla- mation No. 647 signed by then President Corazon C. Aquino on 20 September 1990, Declaring the Month of October of every year as the National Statistics Month.

The NSM celebration aims to promote, enhance and instill awareness and appreciation of the impor- tance and value of statistics to the different sectors of society and to elicit the cooperation and sup- port of the general public in upgrading the quality and standards of statistics in the country.

The 30th National Statistics Month was spearheaded by the Philippine Statistics Authority (PSA). PSA Catanduanes successfully conducted several activities from 1-31 October 2019.

This year, the 30th NSM has a theme ―Data Innovation: Key to a Better Nation‖ that aims to empha- size the importance of data innovation in coming up with quality statistics that will serve as sound bases for reliable decisions and effective policies geared towards leading Filipinos to have sustain- able and comfortable life.

The Local Government Unit of Bato initiated the conduct of motorcade in connection with the celebra- tion of the 30th NSM. The activity was participated by the employees of LGU Bato and PSA Catan- duanes. An opening program was done after the motorcade.

PSA Catanduanes conducted the 25th Philippine Statis- tics Quiz (PSQ) Provincial Elimination held at SP Ses- sion Hall, Capitol Compound, Francia, Virac, Catan- duanes on 10 October 2019.

Declared winners were John Bryan F. Capistrano from Catanduanes State University (CSU) Main Campus who ranked first, Suzaine Rose T. Tlimola, CSU Main Camopus (second), and Nikko Jay T. Tugano, CSU Pan- ganiban Campus (third).

Data Cartooning Contest was conducted as a part of the activity for the 30th NSM Celebration. PSA Catanduanes conducted Data Cartooning Contest on 29 October 2019 at SP Session Hall, Capitol Compound, Virac, Catanduanes.

Edison Isidoro, a student from Magnesia National High School got the average points of 83.67% that led him to rank first (1st). Mary Franz D. Bien, a student from Catanduanes National High School ranked second (2nd) who garnered an average of 79% while Diana Elizabeth Sebastian of Catanduanes Colleges ranked third (3rd) having an average of 78.67%.

Civil Registration and Vital Statistics is the critical act of recording important events in people’s lives such as births, marriages, adoptions, deaths and causes of deaths.

It requires individuals and families to know the value of declaring vital events to relevant authorities in order to improve the coverage of civil registration.

Public engagement, participation and demand generation involves enhancing public awareness of the importance of declaring vital events and the value of vital statistics, and efforts to remove barriers to registration at all levels.

VITAL STATISTICS

One of the mandates of the PSA is the preservation and safe keeping of vital records of birth, mar- riage and death certificates of all Filipino citizen. These certificates are the basis for establishing the legal status of each and every Filipino. Civil Registration Services under the PSA carries out and ad- ministers the provisions under Republic Act 3753 and other laws and issuances relevant to civil regis- tration.

Decentralized Vital Statistics System (DVSS) is a system developed to facilitate the encoding of data of civil registry documents to the national system which is made accessible and printable in all CRS outlets. The decentralization process refers to encoding of data at the provincial level, which provides for processing and encoding efficiency of information in the system.

Batch Request System (BReqS) is a system that offers a systematic process of requesting through mail for all authenticated copies of vital events.

In the whole , there are six (6) provinces with only two (2) CRS outlets in operation. One (1) outlet is in Legazpi City while the other one (1) is in Naga City. PSA Catanduanes wants to bridge that gap and in order to provide basic services closer to home, the provincial office offers BReqS.

For the year 2019, a total of 20,613 transactions were recorded via BReqS. 84% or a total of 17, 389 are request transactions for Birth Certificate; 1% or for Death Certificate; 5% or 1,110 are for Marriage Certificate while the remaining 10% or 1,975 are transactions requesting a Certificate of No Marriage (CENOMAR).

2019 ANNUAL REPORT 30 PHILIPPINE STATISTICS AUTHORITY - CATANDUANES CIVIL REGISTRATION MONTH

Pursuant to the Proclamation No. 682 series of 1991, the whole month of February is celebrated as the Civil Registration Month. This celebration is designed to further promote the importance of civil registration as a vital recording of events necessary in developing programs and policies that are inclusive for all.

The theme of this year’s celebration is ―Inclusive and Responsive CRVS: Working Smarter Through Innovation‖.

In line with the Civil Registration Month Celebration Activities, the PSA Catanduanes and the Local Civil Registry Offices (LCRO) displayed a tarpaulin during the whole month of February 2019; con- duct of mobile registration in selected barangays; information dissemination to selected senior high schools in the province and to the barangay secretaries of Virac; radio guesting; preparation of fact sheets, special releases and infographics on 2018 Preliminary Vital Statistics; civil registration quiz to LCRO Staff; Motorcade and Zumba.

MOTORCADE

The provincial office was invited by the Local Civil Registry Office of Bato to participate in the motor- cade on 01 February 2019 as their kick-off activity. The motorcade started at the LGU-Bato travers- ing the barangays of Sipi, Guinobatan, San Andres, Cabugao, Binanuahan, and Marinawa and going back to the town proper and ended at the LGU-Bato covered court.

The kick-off activity was participated by the employees of LGU-Bato, Police Mobile Patrol, RHU-Bato Employees, Barangay Secretaries, MCR Virac, MCR Pandan, MCR Caramoran and PSA- Catanduanes Employees.

FORUM ON CIVIL REGISTRATION

Forum is one of the important activities for PSA as it gives a chance to participate and promote the CRVS Decade and discuss the importance of civil registration to the Catanduan- ganons.

The provincial office conducted an Information Dissemination Forum on Civil Registration on the following areas and dates:

1. Magnesia National High School, Magnesia del Sur, Vi- rac, Catanduanes on 04 February 2019 attended by seventy-one (71) junior high school students and teach- ers.

The topics discussed during the forums were 2018 Catan- duanes Preliminary Statistics, Basic Registration Proce- dures, Updates on Local Registration Fees, Revised RA 9255, RA 9048 and RA 10172.

Mobile Registration is an activity of PSA where registration are done offsite in a barangay normally in partnership with Catanduanes Association of Municipal Registrars, Inc., (CAMCR) to disseminate critical information and conduct offsite civil registration. This activity is being pursued to bring services closer to the people and for 100% inclusion initiative by the government.

Mobile Registration were conducted on the following areas and dates for the year 2019:

1. Barangay Hall of Macutal, Baras, Catanduanes on 15 February 2019. Served thirty-seven (37) clients.

2. Barangay Day Care Center of Batolinao, Baras, Ca- tanduanes on 22 February 2019. Served twenty-three (23) clients.

3. Barangay Palnab del Sur Covered Court, Virac, Catanduanes on 26 February 2019. Served thirty -four (34) clients.

Among this activity are: securing Birth Certificate applications (both Negative Certificate and with re- cord) thru BReqS; applying for Legitimation; presentation of Negative Certification of Birth for out-of town registration and presentation of Birth Certificates for correction of clerical error.

Bikol Local Dialect Brochure were distributed during Forums and Mobile Registrations for their refer- ence and other information regarding the civil registration matters.

1. Sixty-nine (69) civil registration brochures were distributed to the junior high school students and teacher of Magnesia National High School on 04 February 2019.

2. Seventy-six (76) civil registration brochures were distributed to the senior high school stu- dents and teachers of Mayngaway National High School on 11 February 2019.

3. Sixty-five (65) civil registration brochures were distributed to the senior high school students of Buyo Integrated School on 12 February 2019.

4. Thirty-seven (37) civil registration brochures were distributed to the residents of Barangay Macutal and Rizal, Baras, Catanduanes on 15 February 2019.

5. Fourty (40) civil registration brochures were distributed to the barangay secretaries of Virac, Catanduanes during Training on Civil registra- tion for Better Inclusion on 19 February 2019.

6. Sixty-five (65) civil registration brochures were distributed to senior high school students of Mabato National High School on 20 February 2019.

7. Twenty-one (21) civil registration brochures were distributed to the residents of Barangay Batolinao and Salvacion, Baras, Catanduanes on 22 February 2019.

8. Thirty-two (32) civil registration brochures were distributed to the residents of Barangay Palnab del Sur, Virac, Catanduanes on 26 February 2019.

In connection with the celebration of the Civil Registration Month, PSA Catanduanes conducted a Provincial Elimination on 2019 Civil Registration Quiz for LCRO Staff of the province on 11 February 2019 at PSA Training Room.

Admin. Assistant II Salve V. Villarino of LCRO Bagamanoc was declared as the provincial cham- pion. Registration Officer II Fe R. Borromeo of LCRO Pandan got the 1st place while Admin Aide VI Ruth T. Tapel got the 2nd place. Gift certificates were awarded to the winners.

PSA Catanduanes in partnership with Catanduanes Association of Municipal Civil Registrar (CAMCR) Inc., conducted conference meeting to discuss the issues, concerns and updates on civil registra- tion.

From this meeting, group learning discus- sion ensued amongst PSA employees and MCRs.

TRAININGS Training on Civil Registration for Better Inclusion was conducted in connection with the cele- bration of Civil Registration Month on 19 February 2019 held at PSA Catanduanes Training Room attended by Barangay Secretaries of Virac. The topics that were discussed during the training are Basic Registration Procedures, 2018 Preliminary Statistics, Listing Form of Unregistered Birth, Marriage and Death. The updates on the LCRO is likewise discussed.

Seminar on Court Processes: Its Implication to Civil Registration Services was conducted on 14 June 2019. It was attended by the 2018 CPBI Respondents and PSA Staff held at Function Hall, Twin Rock Beach Resort, Igang, Virac, Catanduanes

Seminar on New Laws and Directives, Issuances on Civil Registration was conducted on 26 July 2019. It was attended by the Local Civil Registry Office Staff and PSA Catanduanes Staff held at PSA Training Room.

Training on CRVS 101 was conducted on 12 September 2019 at PSA Training Room. It was at- tended by regular employees, JOWS and Field Office Personnel (FOP) of UNISYS.

Training Workshop on Cases Affecting Court Decree, Legal Instruments (CDLIs), RA 9048, RA 10172, and Supplemental Report was conducted on 17-19 September 2019 at PSA Training Room attended by Municipal Civil Registrars and their staff and PSA regular employees.

Barangay Civil Registration System (BCRS) Training was conducted on 6 December 2019 held at PSA Training Room attended by twenty-five (25) Barangay Secretaries of Bato, three (3) work immersion students from Christian Polytechnic Institute of Catanduanes (CPIC), and LCRO-Bato Personnel.

Training on Decentralized Copy Annotation Project (DeCAP) was held at Legazpi City on 12- 13 December 2019. It was participated by the LCRO Personnels and Registration Officer of PSA.

In year 2019, Civil Registration Forum was conducted in to discuss the importance of Civil Regis- tration. Discussion of other matters are likewise discussed in the forum.

Forums were conducted on the following areas and dates:

1. Barangay Tokio Pandan, Catanduanes on 4 and 8 January 2019, attended by residents and barangay officials of Barangay Tokio and Lourdes, Pandan.

2. Juan M. Alberto Memorial Elementary School (JMAMES) at Lanao, Virac, Catanduanes on 12 March 2019, attended by the parents / guardians and teachers of Learners with Special Education Needs (LSENs).

3. PSA Catanduanes Training Room at Cavinitan, Virac, Catanduanes on 14 March 2019, at- tended by federation officers and members of PWDs in Catanduanes.

4. Glorious Church of Jesus International Christian Ministries Inc., at Barangay Oga, Pandan, Catanduanes on 14 May 2019, attended by the members of congregation and residents from Barangay Oga and nearby barangays such as Barangay Balogñan, Cobo, Canlubi, Catamban, Panuto, Libod, San Rafael and San Andres.

5. Daycare Center of Barangay Panay, Panganiban, Catanduanes on 5 July 2019, attended by the parents / guardians of Daycare pupils and residents of Barangay Panay and Cagdarao.

The topics discussed during the forums were 2018 Catanduanes Preliminary Statistics, Basic Registration Procedures, Updates on Local Registration Fees, Revised RA 9255, RA 9048 and RA 10172.

Mobile registrations were conducted on the following areas and dates:

1. Barangay Tokio, Pandan, Catanduanes on 4 January 2019. Thirty-five (35) clients were served.

2. Barangay Tokio Pandan, Catanduanes on 8 January 2019. Fourty-six (46) clients were served.

3. Barangay J.M Alberto and Barangay Agban, Baras, Catanduanes on 29 April 2019. Thirty-four (34) clients were served.

4. Palumbanes Island, Toytoy, Caramoran, Catanduanes on 30 April 2019. Served fourty-seven (47) clients.

5. Barangay Genitligan, Baras, Cahtanduanes on 24 May 2019. Served fifty-six (56) clients.

6. Barangay Benticayan, Baras, Catanduanes on 6 June 2019. Served twenty-six (26) clients.

7. Barangay San Miguel, Baras, Catanduanes on 20 June 2019. Served fifteen (15) clients.

8. Barangay Danao, Baras, Catanduanes on 21 June 2019. Served thirty-one (31) clients.

9. Barangay Paniquihan, Baras, Catanduanes on 28 June 2019. Served twenty-six (26) clients.

Information dissemination is necessary for the improvement of knowledge base. Information dis- semination of the PSA are being done through publications, broadcasting, use of electronic media, action to researchers request, conducts of data dissemination forums and other related activities.

Library Services PSA Catanduanes maintains the library clean and tidy where walk-in clients can freely read and gather data for research and other information needs. It keeps an updated stack of publications on statistical, civil registration and other reference materi- als. The library serves walk-in clients dur- ing office hour with no noon-break. 27 RESEARCHERS

PSA Catanduanes served 27 researchers. Data requested were about the census data, mostly with regards to population data, vital statistics data and poverty level of income of household in the province of Catanduanes.

PSA Catanduanes conducted corpo- rate social responsibility to the Learn- ers with Special Educational Needs (LSENs) of Juan M. Alberto Elemen- tary School (JMAMES) on 12 March 2019.

Feeding, gift giving and some fun game activities were provided by the employees to the pupils with educa- tional needs.

WOMEN’S MONTH CELEBRATION

PSA Catanduanes joins the nationwide celebration of Women’s Month. The kick-off activity was participated by all government agencies and non-government agencies in Catanduanes. Activi- ties includes thanksgiving mass, motorcade advocacy against VAWS, Juana Walk, Juana Dance and Laro ng Lahi.

Thanksgiving mass was held at Immaculate Concepcion Cathedral followed by a motorcade, route started at Virac Plaza, San Andres, Bato and back to Capitol Grounds on 1 March 2019.

Juana Walk, Juana Dance and Laro ng Lahi was conducted at Provincial Capitol Grounds on 8 March 2019.

Joint Mid-Year Performance Review and Group Learning Session

The Philippine Statistics Authority Regional Statistical Service Office and Provincial Statistical Of- fices conducted the 2019 Mid-year Assessment, Group Learning Session and Sportsfest on 31 May to 1 June 2019 at Rizal Beach Gubat, Sorsogon.

The activity was participated by regular employees and job order workers. Regional Director Cyn- thia L. Perdiz gave her opening message and was followed by a Lecture on Values Formation with the theme Principle-based and Value-based Services by Fr. Ordine Areola. It was followed by the mid-year assessment performance report presentation by province.

Parade of team colors led by muses and PSA Catanduanes won the following awards/games: escorts by each province was commended in the afternoon. It was followed by the Champion - Cheerdance Competition muses and escorts competition, cheer- Champion - Chess dance competition and indoor and outdoor Champion - Dart games. RD Perdiz declared the opening of Champion - Beach Volleyball sportsfest and followed by lighting of the Champion - PSA Escort 2019 friendship flame by CSS Clemente S. Manaog of PSA Camarines Sur. RD Perdiz 2nd Runner up - PSA Idol 2019 also leads the Oath of Sportsmanship. Awarding and closing ceremonies was con- ducted on the morning of 1 June 2019.

Disposal of Valueless Record

In 17 July 2019, the office was able to dispose the value- less records for the first time. The valueless records has a total volume of 2,233 kilos, amounting to P10,288.61. Present during the disposal were Mr. Terrence Michael A. Tablizo of the NAP and Ms. Mary Jane Zenith of the COA Regional Office.

The records that were disposed are from 1985 to 2015.

The event was also attended by the National Statistician and Civil Registrar General Dennis S. Mapa and Regional Director Cythia L. Perdiz.

PSA Catanduanes was recog- nized as the 2018 Top Perform- ing Province in Region V for Statistical Planning and Coordi- nation and 2018 Top Perform- ing Province in Region V for Civil Registration.
