2020–21 EUROLEAGUE SPECIAL REGULATIONS DUE TO COVID-19

Article 1. Object

The present 2020–21 Special Regulations due to COVID-19 (hereinafter “Special Regulations”) are envisaged from the principle of Euroleague Basketball clubs being responsible for the hygiene and safety of all their Individuals, with the objective of maintaining the smooth running of the Euroleague Basketball competitions.

The 2020–21 EuroLeague and EuroCup Bylaws approved on 10 July 2020 remain in force in addition to these Special Regulations. Should there be any discrepancy between the Special Regulations and the 2020–21 EuroLeague or EuroCup Bylaws, the Special Regulations below will prevail.

Article 2. General Principles

a) Best efforts will be made so that all games are played on the date and in the arena established by the Euroleague Basketball CEO.

b) Decisions by the Euroleague Basketball CEO on the game arena and date are final.

c) A game may be rescheduled to a later date by the Euroleague Basketball CEO due to restrictions as a consequence of Articles 3 or 6 below up to a maximum of three occasions as long as there are available dates.

d) A game may undergo a relocation within the 21 days prior to its original date as long as it is played on the dates of the same competition round, without accruing to the maximum number of rescheduled games.

e) Best efforts will be made for any game to be rescheduled to the first available date.

f) No games will be rescheduled to be played after the following deadlines as long as there are available dates:

• EuroCup Regular 5 January 2021 • EuroCup Top 16 16 March 2021

• EuroLeague Regular Season 13 April 2021 • EuroLeague 5 May 2021

In exceptional circumstances, the deadlines may be extended by the Euroleague Basketball CEO.

In the event that no dates are available to reschedule a game or the maximum number of reschedules is exhausted, the team whose circumstances originated the initial rescheduling of the game will forfeit the game by the result of zero to twenty (0-20) and, when applicable, the playoff series.

g) In the event that a game is relocated/rescheduled on a first occasion due to restrictions imposed by the national or local authorities of both clubs’ countries as per Article 3, all consequences will be applied as if only restrictions from the home club’s national or local authorities would be in place.

h) In the event that a game is rescheduled on a first occasion due to both teams having less than the minimum number of players as per Article 6 below, the clubs will equally share the consequences.

i) In the event that a game is relocated/rescheduled on a first occasion due to one club having restrictions imposed by any national or local authorities as per Article 3, and the team of the other club having less than the minimum number of players as per Article 6, all consequences will be applied as if only one team has less than the minimum number of players due to COVID-19 positive tests.

Article 3. Relocation/Rescheduling due to National or Local Authorities’ Restrictions

a) If 21 days (or less) prior to a game, restrictions imposed by the national or local authorities of either club prevent the game from taking place as originally scheduled, the home club and the Company will cooperate in finding a suitable alternative arena among the different availabilities that has been previously approved by the Euroleague Basketball CEO for the 2020–21 season and that may be in another country that would allow the game to take place without any restrictions for both clubs. If following 48 hours after initiating this process there is no agreement on the relocation, the Euroleague Basketball CEO will make a final decision on the game arena.

The home club will remain responsible for the organisation of the game and all related costs, unless restrictions by the national or local authorities of the visiting club cause the first relocation or first suspension of the game, in which case all related costs will be divided equally between both clubs.

b) Should new restrictions following the relocation of the game prevent it from taking place, or in the event that restrictions arise with no material time to play the game on the originally scheduled date, the Euroleague Basketball CEO will make the decision to suspend the game and reschedule it on a later date and in another arena.

c) After having exhausted the maximum number of times that the game can be rescheduled, should new restrictions from any national or local authorities prevent the game from taking place, the Disciplinary Judge will declare the forfeit of the game by the result of zero to twenty (0-20), for the team whose national or local authorities caused the relocation/rescheduling of the game in the first instance. Should this article be applied, no accessory economic sanctions will be imposed on the clubs.

Article 4. Inaccurate or Insufficient Information

If 21 (or less) days prior to a game, in the opinion of the Euroleague Basketball CEO, the information provided by the clubs on restrictions imposed by their national or local authorities is inaccurate or insufficient, or the restrictions are insufficient to require the reorganisation of the game in a neutral country, the Euroleague Basketball CEO will make a final decision on the game arena. The home club will remain responsible for the organisation of the game and all related costs.

Article 5. Refusal to Participate

a) If either club refuses to take part in the game without an existing restriction following its relocation/rescheduling, it will be held responsible for the game not taking place and the Disciplinary Judge will declare that the refusing team loses by the result of zero to twenty (0-20) and, when applicable, the playoff series.

b) If both clubs refuse to play or both are responsible for a game not taking place when there is no existing restriction, the Disciplinary Judge will declare that both teams lose the game by the result of zero to twenty (0- 20) and, when applicable, the playoff series.

c) In addition to the automatic loss awarded under this Article 5, the Disciplinary Judge will also impose a fine from 100,001 euros up to 200,000 euros.

d) In the case that an infringement of this Article 5 is repeated (recidivism), the applicable sanction against the infringing club will be the disqualification from the Euroleague Basketball competitions for the current season, and the ancillary sanction imposed will be a fine from 200,001 euros up to 300,000 euros.

Article 6. Minimum Number of Players due to COVID-19 Positive Tests

If a team has less than eight players on the Authorisation List fit to play due to one or more players having tested positive for COVID-19, the game may be rescheduled to a later date. If the national or local authorities of one or both teams involved or of the place where the game is scheduled to be held (in case of a neutral country) prevent a team from participating in the game despite having at least eight players on the Authorisation List fit to play, the game may be rescheduled to a later date. If a team is put into quarantine by the national or local authorities, the game may be rescheduled to a later date.

The team that causes a suspension of a game due to COVID-19 positive tests will bear all extra costs derived from the rescheduled game, in addition to the additional travel, accommodation and local transport expenses incurred by the opposing team, if necessary.

Should the cause of the first rescheduling be both teams not being able to play according to the circumstances stated in the first paragraph of the present article, both teams will forfeit the game by the result of zero to twenty (0-20).

Should this article be applied, no accessory economic sanctions will be imposed on the clubs.

Article 7. Procedure

a) If a game does not take place due to an application of these Special Regulations, the clubs concerned and the Disciplinary Judge must be informed of the opening of a proceeding with an account of the facts, the corresponding circumstances, the alleged infringement(s), the articles allegedly breached and the articles to be applied.

b) The Disciplinary Judge will also accept the arguments in defence, allegations, reports and evidence provided by the clubs concerned regarding any incident or anomaly concerning or related to the referred game, provided that they are presented within 24 hours following the notification of the proceeding. After this period of time, the Disciplinary Judge will accept no further reports, complaints, arguments in defence, allegations, or evidence other than those he may expressly request.

c) The Disciplinary Judge will make the ruling without any grounds. This ruling will be issued as promptly as possible, no later than within the 24 hours following the time he considers that the exchange of communications is complete.

d) The decisions made by the Disciplinary Judge as a consequence of these Special Regulations are final and not subject to appeal.

Article 8. Miscellanea

a) The Company will keep an updated list of existing authorities’ restrictions and approved available arenas at the disposal of all clubs, based on the information that the clubs have provided.

b) The clubs undertake to notify the Company, with the shortest delay, of any change in the restrictions that may affect their scheduled games through providing documentation of the corresponding national or local authorities that have imposed the restrictions.

c) If the season is suspended and subsequently resumed, the provisional group standings at the time of the suspension may be considered final to determine which team(s) proceed to the next phase.

d) If necessary, teams will play the pending game(s) in order for all teams in the group to play the same number of games.

e) If for any reason, the Regular Season, Top 16, Quarterfinals, Semifinals, Finals, Playoffs and/or Final Four cannot be completed, the General Assembly will decide on the final standings of the season, if any.

f) Each club is responsible for its own travel, hotel and local transport to any game venue. Should the lifting of restrictions imposed by national or local authorities permit to relocate a game to its original location, the home club may choose whether to relocate the game back, and if so it will bear the additional costs of the visiting team’s travel.

g) In accordance with the general regulations of the Euroleague Basketball competitions, a club may opt to travel on the same day of the game. In this case, the inability to reach the city where the game is to be held for reasons other than authorities’ restrictions will entail the forfeit of the game by the team of this club.

ADDITIONAL PROVISIONS

FIRST ADDITIONAL PROVISION Playoffs

Following the end of the EuroLeague Regular Season or the EuroCup Top 16, the following criteria will prevail for the Playoffs over the rest of the Special Regulations.

1. In the event that a team cannot participate in a Playoffs game due to any of the circumstances of Article 6, it will forfeit this game by the result of zero to twenty (0-20).

2. In the event that a Playoffs game cannot take place as originally scheduled due to national or local authorities’ restrictions of Article 3, the game may be relocated (and if necessary rescheduled) to an alternative arena made available by the Company.

3. During the Playoffs, a game may be rescheduled to a later date by the Euroleague Basketball CEO on a maximum of one occasion, and only due to national or local authorities’ restrictions.

4. After having exhausted the maximum number of times that the game can be rescheduled in the Playoffs, should new restrictions from any national or local authorities prevent the game from taking place, the Disciplinary Judge will declare the forfeit of the game by the result of zero to twenty (0-20), for the team whose national or local authorities caused the relocation/rescheduling of the game in the first instance.

5. The home/away order of games in a playoff series may not be altered due to rescheduling/relocation.

6. Should an entire series be relocated to the same alternative arena, the Playoffs calendar dates may be adjusted by the Euroleague Basketball CEO.

7. The forfeit of a game by the result of zero to twenty (0-20) due to the present provisions will not entail the loss of the playoff series, and the remaining games will take place as scheduled.

8. In the event that a game is relocated/rescheduled on a first occasion due to restrictions imposed by the national or local authorities of both clubs’ countries as per Article 3, all consequences will be applied as if only restrictions from the home club’s national or local authorities would be in place.

9. In the event that a game cannot take place due to one club having restrictions imposed by any national or local authorities as per Article 3, and the team of the other club having less than the minimum number of players as per Article 6, all consequences will be applied as if only one team has less than the minimum number of players due to COVID-19 positive tests.

10. In the event that a Playoffs game cannot take place due to both teams having less than the minimum number of players as per Article 6, both teams will forfeit the game by the result of zero to twenty (0-20). In the event that after EuroLeague Game 5 or EuroCup Game 3 no team has managed to win three or two games respectively, the team with the most victories will advance to the next phase. If both teams are tied, the highest-place team according to the standings at the end of the EuroLeague Regular Season or the EuroCup Top 16 will advance to the next phase.

11. Should the EuroCup Finals be affected by the aforementioned restrictions and/or should a team not have the minimum number of players due to COVID- 19 positive tests, the EuroCup Finals will be suspended by the Euroleague Basketball CEO and will be rescheduled and/or relocated.

12. Should this article be applied, no accessory economic sanctions will be imposed on the clubs.

SECOND ADDITIONAL PROVISION EuroLeague Final Four

Following the end of the EuroLeague Playoffs, the following criteria will prevail for the EuroLeague Final Four over the rest of the Special Regulations.

1. If a team cannot take part in the EuroLeague Final Four due to restrictions from the national or local authorities of its country and/or of the EuroLeague Final Four host city, or due to not having the minimum number of players because of

COVID-19 positive tests, the next highest-place team in the EuroLeague Regular Season standings will be designated as replacing team.

2. If the replacing team is likewise affected by any of the aforementioned restrictions or COVID-19 positive tests, the next highest-place team in the EuroLeague Regular Season standings will take its place as replacing team.

3. No team ranked below the 8th place in the EuroLeague Regular Season standings may be designated as replacing team.

4. In the event that more than two teams from those initially qualified after the EuroLeague Playoffs have to be replaced and/or in case of restrictions from national or local authorities of the EuroLeague Final Four host city that prevent the organisation of the EuroLeague Final Four, the event will be suspended by the Euroleague Basketball CEO and will be rescheduled and/or relocated.

5. Should the EuroLeague Final Four be rescheduled and/or relocated, the four teams that initially qualified from the EuroLeague Playoffs will be considered as participating teams, and the aforementioned criteria will be reapplied.

6. If a team cannot participate in its EuroLeague Semifinals game and there is no material time for it to be replaced, or no team from those qualified among the fifth to eighth places of the EuroLeague Regular Season standings can participate, the game will be forfeited by the result of zero to twenty (0-20), and the opposing team will advance to the EuroLeague Championship Game.

7. If both teams of a semifinal cannot participate in the game, they both will forfeit the game, and the winner of the other semifinal will be the EuroLeague champion.

8. No team replacements will take place between the day of the EuroLeague Semifinals and the day of the EuroLeague Championship Game.

9. If the EuroLeague Third Place Game is affected by the aforementioned restrictions or due to a team not having the minimum number of players because of COVID-19 positive tests, this team will forfeit its game. Should both teams be affected, their position in the standings at the end of the Regular Season will determine the team ranked third.

10. Should the EuroLeague Championship Game be affected by the aforementioned restrictions and/or should a team not have the minimum number of players due to COVID-19 positive tests, it will be suspended by the Euroleague Basketball CEO and will be rescheduled and/or relocated.

FINAL PROVISION

The present version of the Special Regulations has been approved on 17 November 2020 and will have retroactive effect to any decisions already applied regarding the 2020–21 season.

The First and Second Additional Provisions have been approved on 9 March 2021, entering into force as an integral part of these Special Regulations.
