EXPRESSION of INTEREST Department of Governance Reforms EXPRESSION OF INTEREST Department of Governance Reforms - Punjab EoI reference number: PSeGS/PAWAN/2018/01 EoI for high speed last mile connectivity solution FOR VERTICAL/ HORIZONTAL EXPANSION OF PAWAN NETWORK to connect government offices, service delivery centers and other important sites in the State. D - 241, PHASE 8B, INDUS TRIAL AREA,SECTOR 74 , MOHALI, PUNJAB INTRODUCTION The Government of Punjab has established Punjab State Wide Area Network (PAWAN) which has 193 Points of Presence (PoPs). PAWAN is integrated with NICNET using 1Gbps high speed wired connectivity up to all the 22-district headquarters. From district headquarters to Sub Divisional Offices, connectivity of 2/4 Mbps wired connectivity is available. However, the State is planning to migrate this to the proposed solution. The State is interested in going for a cost effective high speed, secured and dedicated connectivity solution for all kinds of its data / audio / video / collaborative applications. The solution would use existing connectivity of 1Gbps which is available at district headquarters and take it to around 2500 identified urban / semi-urban / rural locations of various departments across the state in the first phase. Since the State would be using its own connectivity, there will be no requirement of the paid bandwidth. As part of the solution, the solution provider would guarantee a minimum bandwidth of 50 Mbps through its proposed solution (media) at all of these locations. Punjab State e Governance Society (PSeGS), Department of Governance Reforms (DGR) invites Expression of Interest (EoI) from IT/ Telecom Solution Providers for enabling the last mile connectivity to identified urban / semi-urban / rural locations as per the detailed features as contained in this document. The Expression of Interest further seeks response regarding the solutions, technologies, topologies, specifications and details of past similar experience for execution of such a project. 2 DISCLAIMER The issue of this document does not in any way commit or otherwise obliges PSeGS/ DGR to proceed ahead with all or any part of a pre-qualification empanelment process. DGR may, at its absolute discretion, shortlist, accept, disqualify, elect to abandon, reject any part or whole of the process without giving prior notice to the proponents or potential proponents. DGR / PSeGS reserves the right to cancel the EoI in totality without assigning any reason at any point of time. This document is only for preparation and selection of right technology and methodology for procurement. PSeGS/ DGR is in no way bound to limit its business enquiry / circulars to empaneled supplier(s) only. The applicants here to agree that the Arbitrator designated by the State Government shall have the exclusive jurisdiction to settle any or all disputes which may arise out of or in connection with this EoI. SCOPE OF WORK There are approximately 2500 (out of approximately 10000 sites) identified urban / semi-urban / rural locations of various departments across the state in the first phase to be connected with existing PAWAN Network. District-wide list of sites along with the coordinates may be seen at Annexure-1. The objective of this EoI is to solicit responses from interested parties regarding the solutions, technologies and specifications available in the market for execution of such a project which may include but not limited to: 3 1. Existing Network The existing PAWAN network is available in District Headquarters (DNC) i.e. DC Office premises. All the 22 Districts are already connected with State Network Operations Center (SNC). Each DNC will function as a PoP (Point of Presence) for the envisaged Horizontal Connectivity. The PAWAN IP Schema will be used for envisaged Horizontal Connectivity. 2. Requirement of each location 1. Minimum 50 Mbps (50 Mbps uplink and 50 Mbps downlink) speed required from each DNC to identified location covered under that DNC. 2. Low latency <10ms. 3. Traffic segregation using VLAN / MPLS / Routing. 4. Quality of Service (QoS) for prioritization of Voice & Video Network. 5. Bandwidth Management for each location (CIR/MIR). Proposed Applications Video Conferencing IP Telephony Surveillance Cloud/Virtualization/VM Based Applications Response to the EoI The responses are invited from interested agencies with similar experience in the last 5 years using the proposed solution. The response to the EoI should specify the following: 4 1. Information about the organization (company profile, relevant experience and case studies, any additional information) Experience of work for similar kind of project with details of technology used and case study. The identified location can be connected with adjacent District PoP also, instead of home District PoP, in case it has better feasibility with adjacent district. e.g. Phagwara has better feasibility from Jalandhar instead of Kapurthala. PAWAN IP Schema will be used to ensure a single network for the State. 2. Power supply & space for installation / commissioning of media will be provided by respective department. 3. Understanding of the envisaged network in terms of technology / methodology. 4. Write-up on the approach and methodology for implementation, operations, and maintenance of the project for next 5 years. Resources (proposed technology certified) will be required to be deployed in the State i.e. one resource in each District for day to day Network Operations, Management and Monitoring of all the links. 5. 99% Uptime is required. 6. High Level and Low Level Designs with details of equipment for the proposed solution as per the Scope of Work. 7. Detailed Bill of Quantity (i.e. list of components used in the proposed solution) 8. Schedule for execution of the project (i.e. project deployment plan for delivery and implementation) 9. The old infrastructure with PAWAN project will be reused wherever possible. 10. Service and support escalation flowchart for the mentioned uptime. 11. Tentative cost of solution including maintenance for 5 years 12. The interested parties may also submit the details of all pre-requisites (if any) required from dept. / user end (i.e. prerequisites in terms of 5 corresponding IT infrastructure at site, necessary approvals for excavation of roads and associated activities etc.) 13. Flowchart information about the organization (company profile, relevant experience and case studies, any additional information).     [UPDATED AS ON] February 24, 2014 About the District Hoshiarpur district is located in the north-eastern part of the state. It falls in the Jalandhar Revenue Division and is surrounded by Kangra and Una districts of Himachal Pardesh in the north east, Jalandhar and Kapurthala districts (interspersed) in south-west and Gurdaspur district in the north-west. Recent excavations have revealed that Hoshiarpur district was a part of Indus Valley civilization. Legends also say that several places in the district were associated with “Pandavas” in the epic Mahabharata. Today, Hoshiarpur has a prominent position on the agricultural map of the country. The district has several small and medium scale industries which have provided employment opportunities to the local mass. Hoshiarpur is famous for its fruit gardens and wooden toys as well as inlay work of hathi dant (ivory). Archaeology Museum, Sadhu Ashram and Dholbaha are places worth seeing in a radius of 25 Kms. Thisis wwill ensure that aquifer mapping does not remain an academic exercise and that it will seaseamlessly flow into a participatory groundundwater management programme. The aquifer mappapping approach can help integrate groundd wwater availability with ground water accessibility and quality aspects. 1.2 Scope of the study: Systematic mappingg of an aquifer encompasses a host of activitiesies suchs as collection and compilation of available informformation on aquifer systems, demarcation of ththeir extents and their characterization, analysis of ddata gaps, generation of additional data for filling the identified data gaps and finally, preparatiaration of aquifer maps at the desired scale.

Earthquake, flood are the major Natural Hazard and mdustr1al, chemical, fire, rail/road accidents etc. are the main man- made disaster of the district. The District Disaster Management plan includes facts and figures those have been collected from various departments. District Disaster management Plan is first attempt of the district administration and is a comprehensive document which contains various chapters and each chapter has its own importance. The plan consist Hazard & Risk Assessment, Institutional Mechanism, Response Mechanism, Standard Operating Procedure, Inventory of Resources etc. It is expected that the District level officials of different department will carefully go through the plan and if have any suggestions & comments be free to convey the same so that we can include them in the next edition.
