Formgen and abetted by restrictive End User License Agreements, greatly underserves the mod community and undermines the principal tenet of copyright law: the funda- mental right to reap the benefits of what one has created. This Note examines and critiques the current doctrine and its ethical pitfalls. It also explores the pros and cons of current methods of mod mon- etization, including remakes, developer partnerships, and donation systems. Finally, it advocates for a more equitable and ethically sound paradigm of mod rights through a proposed open licensing standard modeled after the tabletop gaming industry.

The opening cinema is a stark black-and-white video that depicts the prelude to and aftermath of nuclear holocaust. The nations, bickering as always over resources, eventually fight World War III in 2077. The war is over in a mere two hours, and most of the world is devastated by nuclear weapons. The player character, however, is spared from destruction because his or her family had entered a large underground Vault designed to protect humans from the war. As the game opens, a hundred years have passed since the first bombs dropped, and when the player character leaves the Vault, he or she is plunged into a world where everyday life is highly dangerous. Small Life in Fallout often ends grimly, as seen from this screenshot. towns have sprung up and struggle to protect themselves from roaming bandits, huge mutated creatures, occasional armies, and other hazards of the wasteland. In contrast to Final Fantasy VII, the most popular console role-playing game produced that year (1997,) Fallout is a much darker game, aimed at an older audience than the Final Fantasy series. However, underlying the mature setting lies a much more openly structured game than could be found on the consoles. Fallout hearkens back to the style of classic PC role-playing games, in which the character could act in any way the player wished. This style of role-playing games (RPGs) was itself inherited from pencil & paper games and reached its height in the late 1980’s and early 1990’s.

You'll need an explosives skill of 25 to mess with the bomb. Once you're at 25, disarming it is a guaranteed success. It's also well worth it. Tell sheriff Simms afterwards and he'll reward you with a deed to a house in Megaton and you'll pick up 300 xp. The house is located above and behind the Brass Lantern cafe, which is right in front of the bomb. Inside you'll find a bobblehead stand in case you find any. You'll also be able to sleep there to regain health. The robotic butler will supply you with purified water also. * Update * Alternatively, you could go with the negative karma route and talk to Mr. Burke at Moriarty's saloon. He proposes a wild plan to detonate the atomic bomb in the center of town. He'll give you a couple hundred caps if you agree; 500 if you have a high speech score. You'll still need an explosives skill of 25 to arm the bomb. Then attach the device Mr. Burke gave you. Next travel to the deep south of the map to Tenpenny Tower and report to Mr. Burke. You'll receive a suite in the tower to replace the house you would've had in Megaton. A third option would be to accept Mr. Burke's proposal and then turn him in to sheriff Simms. The sheriff will run straight to Moriarty's.

In the year 2077 the world would be forever changed, as atomic hellfire rained from the skies all over the world; a short-sighted attack that would send humanity to the brink of destruction. But this would not be the end of humanities’ struggles, as life would adapt, mutate, reemerge, and reinvent itself. You will start out on October 23rd, 2286; one year before the awakening of Vault 111’s Sole Survivor. From there, you will lead your own life, making your way in the Commonwealth. You have +1000 Choice Points to spend- good luck, wanderer. Location: Pay 50 CP to Choose. While all of these locations are, more or less, friendly- depending on who you are- some might come into a spot of trouble in the near future. 1: Sanctuary Hills- The pre-War home of the Sole Survivor, this once idyllic neighborhood is all but abandoned, home now only to a crazy old robot and a few Radroaches. The homes are mostly intact, though a few have collapsed, and there might still be something valuable in them- though the robot insists that you stay outside of its master’s house. 2: Diamond City- Diamond City is one of the safest settlements in the Commonwealth, its massive, green wall giving it the nickname “The Great Green Jewel”. Arguably the wealthiest city in the Commonwealth, Diamond City is home to many shops and services, including a detective agency owned by a Synth named Nick Valentine. The mayor is notoriously xenophobic, and with very few exceptions non-humans are barred from entering the city.
