Background:

In January 2014, due to suspected military operation, people of NWA were starting to move from their homelands to other safe areas. About 40000 families migrated from North Waziristan Agency to Bannu and its neighboring districts. These IDP’s were including the residence of Mirali, Miranshah, Data khel and Razmak regions. Migrants were in serious problem as they were facing cold winter day and nights when traveling towards their unknown destinations. At that time, according to Geneva-based Internal Displacement Monitoring Centre, around 980,000 displaced persons in Pakistan, and of these, at least 80,000 are from North Waziristan. But now the situation turns into more complex. When formal military operation announced in June in North Waziristan, then residents of the danger zone started moving in large numbers. More than half million IDP’s migrated from NWA to district Bannu and its contiguous regions and many more is in flow. Now the condition is altered as they are facing collection of problems with hot sizzling weather. Families again leave their homes and settled under open sky, lack of food items, medicines, shelter and safe drinking water.

Summary of Need assessment:

Till Jan, 19, 2014 due to tense situations in NWA many people have become homeless. Now more than half million people are in the state of IDP’s. These are those people who have never migrated from their homes. They have nothing with them and are wandering under the open sky. Many IDP’s were robbed during migration. Weather conditions are very hot and so many women, children and old people have lost their lives during migration from NWA to . Due to curfew they have to wait for long time. They have also faced many problems during registration process.

Seeing these situations CARE & UDO worked out plan for assessment in a very much short time. First of all CARE trained 80 volunteers in this regard. CARE in different UC’s collected data through its volunteers. For this purpose following methodology was adopted.

A questioner format was designed for rapid assessment. Random interviews were taken from IDP’s at different locations. CARE Staff also meet with LINE Department for Secondary source. During this process CARE and UDO established a network of local support organization (LSO’s) which are working in different regions voluntarily different kinds of relief works. 3

Till that we have collected data of 9422 families. These families also include 500 Christian individuals as well.

During the rapid assessment CARE concluded the following problems faced by IDP’s.

Problems:

 Shelter: CARE found in its survey that 41% IDP’s having not yet accommodated and are forced to live under the open sky.20 % living with host families in congested houses.

 Safe drinking water.

There is also lack of 50% soft drinking water for IDP’s and due to this many diseases will take place. As most of the IDP’s are settled in Government schools and host community where there are no suitable arrangements of soft drinking water.

 Health.

Due to hard struggle for escape many people have lost their lives specially children, women and elder persons and many IDP’s are suffering from different kinds of diseases. Similarly pregnant women are a big question mark and also there is alarming situation for the health of young babies. So there 63% lack of health facilities.

 Clothes

IDP’s (47%) left behind everything of daily use in their homes and now they are in urgent need of clothes.

 Food. More than 85% IDP’s are suffering from starvation and want of food due to lack of cash money & also they left behind stored food.

 None Food Items.

There is also lack of none food items like tea sets, baskets, kitchenware and mates etc.

The most populous area of IDP’s are “1- Sara Darga” , 2- Bannu township and Khandar Khan khel and 3- Kakki , Bharat & Naar jafar. 5

Minorities:

500 Christian individuals have also migrated from NWA and were accommodated in Panel High School and Sent Jones School.

Eidak Tribe problem:

People of Eidak tribe have not yet migrated from NWA and due to Curfew they facing problems and their lives are in a big risk. There are more than 20000 individuals in Eidak Tribe.

Miserable situations: (A test case)

During the need assessment CARE volunteers found some miserable situation regarding their accommodation and WASH problems.  CARE volunteer named Zait Ullah stated that during the assessment I went to Govt Primary school Pir Sakhi Zaman Nurar Bannu where 150 individuals were living in a single room because the school has only one room. When he enquired about water and sanitation, they told me that there is a nonfunctional latrine available but source of water and water tank were not present. They were bringing water from agricultural Tube Well from inside the village.  There are 90 IDP’s in GHS Sir Mast Mira Khel told by Wali Ullah Khan S.E.T GHSS Shahbaz Azmat Khel.  Similarly in Govt Middle School Sher Gul Khujari 15 families are li ving in the school.  The same situations are in the host community. In the House of Dar Ali of Nurar 80 IDP’s are living in his House beside the host family also contain 50 individuals.
