It persisted on 2 nd .It became less marked on 3 rd . The trough in easterlies runs from north Interior Tamilnadu to northeast Madhya Pradesh across Interior Karnataka, Marathawada & East Vidarbha at 0.9 km above mean seal level and persisted on 3 rd . The cyclonic circulation lies over Maldives & neighborhood and extends up to 0.9 km above mean sea level and persisted on 3 rd . It laid over Lakshadweep area & neighborhood extending up to 0.9 km above mean sea level and persisted on 4 th .It laid over East central Arabian Sea off Karnataka coast between 1.5 & 2.1 km above mean sea level on and persisted on 5 th . It became less marked on 6 th . The cyclonic circulation lies over South Madhya Maharashtra & neighborhood at 0.9 km above mean sea level and persisted on 4 th . It became less marked on 5 th . Generally Northeasterly winds prevailed in lower levels over the region on 02 nd January 2020. Generally Southeasterly winds prevailed in lower levels over the region on 05 th , 6th and 7 th January 2020. Generally Northwesterly winds prevailed over in lower levels over the region on 8 th January 2020. 8 Deg. C. recorded at Nagpur on 06 TH and at Chandrapur on 3 rd January 2020 was the lowest Minimum Temperature during the week in the state . A committee comprising most of the local persons having the feel of the hostile terrain and the terror-filled atmosphere visited the ground zero and engaged the locals including the families of the terrorists killed, and the Naxal-harassed populace. BACKGROUND Gadchiroli with its thick forests touching the borders of Andhra Pradesh, Chattisgarh and Madhya Pradesh has become notorious for the concentration of the Left Wing Extremists for almost five decades. No.12-13 of 2011 in Special Leave Petition (C) No.19628-19629 of 2009, in the matter of Deepak Kumar etc. Vs. State of Haryana and Others etc., prior environmental clearance has made mandatory for mining of minor minerals irrespective of the area of mining lease. Accordingly, Ministry of Environment, Forest & Climate Change (MoEF & CC) had issued Office Memorandum No. LllOll/47/2011-IA.II(M) dated 18th May 2013. As per this O.M. all mining projects of minor minerals would henceforth require prior Environmental Clearance irrespective of the lease area. The stone quarry and sand quarrying projects need environmental clearance as per the MoEF guidelines and such pg. 47 projects are treated as Category ‘B' even if the lease area is less than 5 Ha. Subsequently, various amendments were made as regards to obtain environmental clearance of the minor minerals. The Hon'ble National Green Tribunal, vide its order dated the 13th January, 2015 in the matter regarding sand mining has directed for making a policy on environmental clearance for mining leases in cluster for minor minerals.
