EDITORIAL We Congratulate the People of India and All Our Readers on the Occasion of the 69Th Independence Day EDITORIAL We congratulate the people of India and all our readers on the occasion of the 69th Independence Day. The August 2015 issue of the Congress Sandesh marks the completion of 18 years of its publication. Over the years the Congress Sandesh has become better, more presentable and more informative. This is the longest tenure in Congress history when an official publication has continued to be published. The credit must go to the Congress President without whose backing and continued interest this could not have been possible. She not only took interest in its publication but also guided on the content. This clearly displayed the level of her participation. We at the Sandesh are grateful for her support and wish her all the best in her life and in service to the party. We are equally thankful to our Vice President, Shri Rahul Gandhi whose timely suggestions and inputs were extremely useful for making it a more effective medium. In these columns we have often written that Parliament is a forum of debate and cooperation and it is possible with floor management of the ruling party with the opposition to resolve all issues. But today there is a Government whose arrogance, stemming out of its numbers is not willing to cede any space to the collective will of the opposition. It is due to this reason that important time of the Monsoon session has been lost. It pains the Congress as much as anyone on the streets that this has happened. But the arrogance of a Party led by a Prime Minister who choses to be a moot spectator and does not extent a hand of reconciliation has been seen but for the first time since the parliament was formed. The BJP has to blame itself for the fact that no business could happen. One wonders if there is a design of the ruling party in not letting the house function? When the BJP led NDA came to power with an absolute majority, a feat achieved after several decades it presented a face of humility by addressing the need of a functional opposition in a democracy. In a way ridiculing the Congress, it talked about the fact that Congress was not being able to fulfill its responsibility since its numbers fell below the minimum ten per cent to appoint a leader of opposition. Of course this was the choice of the Government to appoint, as it is a constitutional requirement. Not withstanding all that, today the BJP is calling Congress obstructionist since it is asking the government to work within political propriety. To live by the standards set by themselves. Having become heady due to the brute force of numbers in the Lok Sabha it is not willing to look into the kinks in its armor and ask some important functionaries spread over the country to step down for having carried out acts of misdemeanor. They say we are willing to debate so long as you agree that our leaders have done no wrong and raise your hands in our favor when asked. Of course they have established that they have two sets of standards one for themselves and the other for those opposed to them. The GST Bill being touted as the greatest game changer was not allowed to go through five years back due to the BJP. Just imagine how much ground could have been covered for the people in this time. Their leaders stand up to say that 44 people are standing in the way of the will of 350 people. But that is democracy! The opposition will make itself heard and try to bring the issues of the public in front of the government. And use whatever means are available to achieve their objective. The Prime Minister addressed the nation from the ramparts of the Red Fort for the 68th Independence Day celebration. This forum is normally used by the Prime Ministers to give an account of the year gone by and the road map of the Government for the year to come. The PM in his inimitable style used this occasion as if he was addressing a public rally. Accept for being self-congratulatory for achievements not actually achieved, leading a Government in which issues of corrupt practices are arising in every nook and corner, to name his government corruption free is as hollow a claim as his promise during elections of depositing 15 lacs of black money in every account. By introducing his bill aimed at crippling the rights of agriculturists he brought down the slogan Jai Kisan. Now with the manner in which the people from forces are being humiliated and even attacked for the much promised by him ‘One Rank, One Pension’ he has also put to rest the slogan Jai Jawan. The Government of course does not realize the implications of disgruntled armed forces from which one expects the protection of the country from enemies even at the cost of their lives. The Prime Minister makes much of the large number of accounts opened in Banks with his Jan Dhan yojna. But people are asking how is 0it making their life better. The banks are burdened with additional work that is costing them money and lowering their profitability and people are still waiting for the deposit of 15 lacs in their account. We remember our great youthful leader Rajiv Gandhi on his 71st Birthday on 20th August. Rajiv ji set the tone for the needs of the twenty first century of a young India full of youth and knowledge. It is he who had set the reforms agenda later implemented by the then Finance Minister after his brutal and sad assassination. The biggest contribution of Rajiv Ji was in communication that was liberalized during his tenure and brought in science and technology. The nation and more so the Congress party, misses his contribution and remembers him with reverence. The Congress Sandesh offers its heartfelt condolences on the passing away of the Smt Shuvra Mukherjee, the wife of Hon’ble President of India, Shri Pranab Mukherjee and prays for the peace of her soul. v CONGRESS SANDESH | 3 | AUGUST 2015 Published in Hindi & English Does the NDA Government led by PM Modi have a foreign policy especially vis a vis Pakistan or it is being implemented whimsically with constant flip flops on its stated position. It also sounds paradoxical to hear that the development whatever is happening in India is preceded by large scale corruption where the politicians and the bureaucrats in tandem and in perfect collusion are siphoning off billions of rupees meant for the rural development. But, none of these projects could escape the brunt of corruption in India. The paper deals with a few such stories of corruption as case studies that came to limelight and are placed in ‘convergent’ me- dia either in the blogs of television channels or print media or on line web-portals such as face-book/twitter or on You Tube. The paper hypothesizes that the current level of exposure of corruption in 24x7 ‘convergent’ media is not adequate and would like to explore the ways and means of utilizing it (convergent media) more ‘socially effectively’ to totally curb/eliminate the corruption from the top to the lower level in the governance in India. This study therefore follows multiple methods of in- quiry, besides the case studies, including surfing the existing web-portals/blogs for the mobilized public views on exposure of corruption through the ‘convergent’ media and conducting interviews with the convenience sample of media experts in the field as also analyzing the secondary documents (for case studies).

This was the outburst of Mahatma Gandhi against rampant corruption in Congress ministries formed under 1935 Act in six states in the year 1937.1 The disciples of Gandhi however, ignored his concern over corruption in post-Independence India, when they came to power. Over fifty years of democratic rule has made the people so immune to corruption that they have learnt how to live with the system even though the cancerous growth of this malady may finally kill it. Politicians are fully aware of the corruption and nepotism as the main reasons behind the fall of Roman empire,2 the French Revolution,3 October Revolution in Russia,"4 fall of Chiang Kai-Sheik Government on the mainland of China5 and even the defeat of the mighty Congress party in India.6 But they are not ready to take any lesson from the pages of history. JEEP PURCHASE (1948) The history of corruption in post-Independence India starts with the Jeep scandal in 1948, when a transaction concerning purchase of jeeps for the army needed for Kashmir operation was entered into by V.K.Krishna Menon, the then High Commissioner for India in London with a foreign firm without observing normal procedure.7 Contrary to the demand of the opposition for judicial inquiry as suggested by the Inquiry Committee led by Ananthsayanam Ayyangar, the then Government announced on September 30, 1955 that the Jeep scandal case was closed.

The importance of extraditing fugitives and bringing them before Indian courts cannot be stressed enough. Apart from providing timely justice and grievance redressal, it also serves as a deterrent against potential fugitives. However, India’s success rate in extraditing fugitives is abysmally low; only one in every three fugitives are being successfully extradited to India. This brief examines the extradition treaties that India has with various countries, and gives an overview of India’s successes and failures in securing the return of offenders.
