Strengthening of Panchayats in India: Comparing Devolution across States Empirical Assessment - 2012-13 April 2013 Sponsored by Ministry of Panchayati Raj Government of India The Indian Institute of Public Administration New Delhi Strengthening of Panchayats in India: Comparing Devolution across States Empirical Assessment - 2012-13 V N Alok The Indian Institute of Public Administration New Delhi Foreword It is the twentieth anniversary of the 73rd Amendment of the Constitution, whereby Panchayats were given constitu- tional status.While the mandatory provisions of the Constitution regarding elections and reservations are adhered to in all States, the devolution of powers and resources to Panchayats from the States has been highly uneven across States. To motivate States to devolve powers and responsibilities to Panchayats and put in place an accountability frame- work, the Ministry of Panchayati Raj, Government of India, ranks States and provides incentives under the Panchayat Empowerment and Accountability Scheme (PEAIS) in accordance with their performance as measured on a Devo- lution Index computed by an independent institution. The Indian Institute of Public Administration (IIPA) has been conducting the study and constructing the index while continuously refining the same for the last four years. In addition to indices on the cumulative performance of States with respect to the devolution of powers and resources to Panchayats, an index on their incremental performance,i.e. initiatives taken during the year, was introduced in the year 2010-11. Since then, States have been awarded for their recent exemplary initiatives in strengthening Panchayats. The Report on"Strengthening of Panchayats in India: Comparing Devolution across States - Empirical Assessment 2012-13" further refines the Devolution Index by adding two more pillars of performance i.e. -

The Ordinance attracted a good deal of political and public opposition and was rolled back on 24 April 2020. On 15 December 2020, the President of Nepal issued Ordinance 10 (of Nepali year 2077) to amend the Constitutional Council (Functions, Duties, Powers and Procedures) Act, 2010, allowing the Council to hold its meetings without fulfillment of the quorum and to take decisions based on simple majority. -

Human Rights Monitoring Report 1 – 31 May 2018 1 June 2018 1 Odhikar has, since 1994, been monitoring the human rights situation in Bangladesh in order to promote and protect civil, political, economic, social and cultural rights of Bangladeshi citizens and to report on violations and defend the victims. Odhikar does not believe that the human rights movement merely endeavours to protect the „individual‟ from violations perpetrated by the state; rather, it believes that the movement to establish the rights and dignity of every individual is part of the struggle to constitute Bangladesh as a democratic state. Odhikar has always been consistent in creating mass awareness of human rights issues using several means, including reporting violations perpetrated by the State and advocacy and campaign to ensure internationally recognised civil and political rights of citizens. The Organisation unconditionally stands by the victims of oppression and maintains no prejudice with regard to political leanings or ideological orientation, race, religion or sex. In line with this campaign, Odhikar prepares and releases human rights status reports every month. The Organisation has prepared and disseminated this human rights monitoring report of May 2018, despite facing persecution and continuous harassment and threats to its existence since 2013. Although many incidents of human rights violations occur every month, only a few significant incidents have been highlighted in this report. In 1947, the country commenced its long march to overcome the colonial legacy of economic underdevelopment, gross poverty, near-total illiteracy, wide prevalence of diseases, and stark social inequality and injustice. Achieving independence was only the first stop, the first break—the end of colonial political control: centuries of backwardness was now to be overcome, the promises of the freedom struggle to be fulfilled, and people‘s hopes to be met. The task of nation-building was taken up by the people and leaders with a certain elan and determination and with confidence in their capacity to succeed. When Nehru assumed office as the first Prime Minister of India, there were a myriad of issues lying in front of him, vying for his attention. Nehru knew that it was highly important that he prioritized things. For him, ―First things must come first and the first thing is the security and stability of India.‖ In the words of eminent political scientist W.H Morris- Jones, the imminent task was to ―hold things together, to ensure survival, to get accustomed to the feel of being in the water, to see to it that the vessels keep afloat‖. -

Muzaffarpur "I would go to the length of giving the whole congress a decent burial, rather than put up with the corruption that is rampant." - Mahatma Gandhi. This was the outburst of Mahatma Gandhi against rampant corruption in Congress ministries formed under 1935 Act in six states in the year 1937.1 The disciples of Gandhi however, ignored his concern over corruption in post-Independence India, when they came to power. Over fifty years of democratic rule has made the people so immune to corruption that they have learnt how to live with the system even though the cancerous growth of this malady may finally kill it. Politicians are fully aware of the corruption and nepotism as the main reasons behind the fall of Roman empire,2 the French Revolution,3 October Revolution in Russia,"4 fall of Chiang Kai-Sheik Government on the mainland of China5 and even the defeat of the mighty Congress party in India.6 But they are not ready to take any lesson from the pages of history. JEEP PURCHASE (1948) The history of corruption in post-Independence India starts with the Jeep scandal in 1948, when a transaction concerning purchase of jeeps for the army needed for Kashmir operation was entered into by V.K.Krishna Menon, the then High Commissioner for India in London with a foreign firm without observing normal procedure.7 Contrary to the demand of the opposition for judicial inquiry as suggested by the Inquiry Committee led by Ananthsayanam Ayyangar, the then Government announced on September 30, 1955 that the Jeep scandal case was closed.
