Exports have been vital to Egypt’s economy with the total value of non-oil exports increasing from USD7.25 billion in 2004 to USD21.4 billion in 2013 (GOEIC Report). Moreover, North African countries have witnessed growth in FDI flows and much of the growth was due to rise in Investment in Egypt, according to the 2013 World Investment Report by the United Nations Conference on Trade and Development (UNCTAD). Furthermore, the General Authority for Investment (GAFI) implements investor-friendly policies and procedures to facilitate doing business in Egypt. GAFI’s one stop-shop aims to facilitate new investments within 72 hours by bringing several major ministries under one roof. New projects specialized in the field of industrialization and financed with foreign capital are exempted from taxation from five to ten years. Likewise, payments of interest on foreign loans are also exempted from taxes and certain custom duties. The Investment Incentives and Guarantees Law of 1997 established Free Trade Zones (FTZs) offers exemption from import duties, sales taxes, and taxes and fees on capital goods to firms located in FTZs. Further, the Council acts as a one stop shop for its members by linking them with governmental agencies and export service providers. This vital industry made up 1.3% of total engineering exports during 2010-2013.
