John Hirsch Place – Winnipeg’S First Woonerf
John Hirsch Place – Winnipeg’s First Woonerf As part of the City of Winnipeg’s Northeast Exchange District Renewals project, WSP Canada Group Limited was contracted to redesign John Hirsch Place as a unique shared space roadway in Winnipeg. The project involved the reconstruction of John Hirsch Place in Winnipeg’s historic exchange district and redesigning the right of way to a curbless shared street based on the Dutch ‘Woonerf’ (living street) model, which involves traffic yielding to pedestrian activity and significant landscaping to enhance the pedestrian environment. The curbless design was used to avoid defining areas and boundaries that restrict pedestrian movement but rather allow pedestrians to move freely within the site. Limited parking within the roadway is available, and vehicles are slowed by traffic calming measures such as bollards, narrow path of travel, and limited sight distance to discourage a large volume of vehicle traffic and enhance pedestrian safety and environment. The project is notable for its links to the district’s cultural context, technical innovations, and quality of design. To accommodate the significant landscaping along John Hirsch Place, a soil retention system was installed to provide uncompacted soil volume necessary for tree growth and provide opportunity to greatly increase plantings and trees in the public right of way, while not restricting the roadway for all road users. Strata Cells, capable of withstanding vehicular traffic and pavement loads, were placed beneath the roadway due to the proximity of existing trees to the roadway that required additional soil volume. Stormwater enters the systems along the roadway through a series of catch basins to reduce loading on a combined sewer while providing water for the tree roots. -

Investigative findings: Following the June 11, 2007, release of Audit No. 07-009 by the city of Miami’s Office of Independent Auditor General, COE reviewed the report for potential violations of the Miami-Dade ethics ordinance. This review prompted the opening of two ethics cases – one leading to a complaint against Mr. Sergio Rok for an apparent voting conflict – and the second ethics case captioned above involving Allapattah Construction Inc., a for-profit subsidiary of the Allapattah Business Development Authority. At issue is whether executives at ABDA including now Miami City Commissioner Angel Gonzalez improperly awarded a contract to Allapattah Construction in connection with federal affordable housing grants awarded through the city’s housing arm, the Department of Community Development. ABDA is a not-for-profit social services agency, and appeared to pay itself as much as $196,000 in profit and overhead in connection with the Ralph Plaza I and II projects, according to documents obtained from the auditor general. The city first awarded federal Home Investment Partnership Program (HOME) funds to ABDA on April 15, 1998, in the amount of $500,000 in connection with Ralph Plaza phase II. On Dec. 17, 2002, the city again awarded federal grant monies to ABDA in the amount of $730,000 in HOME funds for Ralph Plaza phase II. -

Introduction Black Miamians Are Experiencing Racial Inequities Including Climate Gentrification, Income Inequality, and Disproportionate Impacts of COVID-19
Introduction Black Miamians are experiencing racial inequities including climate gentrification, income inequality, and disproportionate impacts of COVID-19. Significant gaps in wealth also define the state of racial equity in Miami. Black Miamians have a median wealth of just $3,700 per household compared to $107,000 for white 2 households. These inequities reflect the consistent, patterned effects of structural racism and growing income and wealth inequalities in urban areas. Beyond pointing out the history and impacts of structural racism in Miami, this city profile highlights the efforts of community activists, grassroots organizations and city government to disrupt the legacy of unjust policies and decision-making. In this brief we also offer working principles for Black-centered urban racial equity. Though not intended to be a comprehensive source of information, this brief highlights key facts, figures and opportunities to advance racial equity in Miami. Last Updated 08/19/2020 1 CURE developed this brief as part of a series of city profiles on structural inequities in major cities. They were originally created as part of an internal process intended to ground ourselves in local history and current efforts to achieve racial justice in cities where our client partners are located. With heightened interest in these issues, CURE is releasing these briefs as resources for organizers, nonprofit organizations, city government officials and others who are coordinating efforts to reckon with the history of racism and anti-Blackness that continues to shape city planning, economic development, housing and policing strategies. Residents most impacted by these systems are already leading the change and leading the process of reimagining Miami as a place where Black Lives Matter. -
