(The Minister of Transport and Works, the Honourable Lester Henry, entered and took his seat). 6 NOTICES OF MOTIONS GIVEN ORALLY The Reverend Ronald Thwaites gave notice that at the next meeting of the House he would move the following motions: 1. WHEREAS the Chairman of the National Housing Trust recently told a Parliamentary Committee that his estimate of the nation’s housing deficit is in the region of 250,000 units: BE IT RESOLVED that this Honourable House debate the policies, institutions, finances and methodology required to eliminate this shortfall. 2. BE IT RESOLVED that universal literacy ought to be defined by this Honourable House as the priority goal of the Jamaican education system and that the measures and resources required to achieve this ought to be a permanent item on the agenda of the Committee on Human Resources with quarterly progress reports provided to the House of Representatives. Mr. Fitz Jackson gave notice that at the next meeting of the House he would move the following motion: WHEREAS Jamaica imports hundreds of thousands of new and used motor vehicles annually to satisfy the transportation needs of the country; AND WHEREAS there have been reports of millions of motor vehicles recalled because of manufacturer’s defects in components and assemblies; AND WHEREAS many of the reported defective models of motor vehicles may be supplied into Jamaica; AND WHEREAS there have been reports of some motor vehicles in Jamaica

    OFFICE OF THE CONTRACTOR GENERAL | ANNUAL REPORT 2010 CONTRACTOR GENERAL’S INTRODUCTORY REMARKS OPENING COMMENTS In accordance with the requirements that are outlined in Section 28 (2) of the Contractor-General Act, I am deeply honoured to, hereby, submit, to the Honourable Houses of Parliament, the 24 th Annual Report of the Commission of the Contractor General of Jamaica for the period commencing on January 1 and ending on December 31, 2010. As an Independent Anti-Corruption Commission of the Parliament of Jamaica, the Contractor General, by virtue of Section 4 (1) of the Contractor-General Act, is exclusively mandated to monitor the award and implementation of Government of Jamaica contracts to ensure, inter alia, that they are awarded impartially and on merit and in circumstances that do not involve impropriety and irregularity. A Contractor General is also obliged by law to monitor the issuance of prescribed Government licenses and permits to ensure that the “ circumstances of such grant, issue, suspension or revocation do not involve impropriety or irregularity, and where appropriate, to examine whether such license is used in accordance with the terms and conditions thereof. ” Additionally, a Contractor General is enclothed by Sections 15 (1) and 16 of the Contractor General Act with a discretionary power to formally investigate the award of Government contracts, the issuance of Government licences and permits, tender procedures and the registration of Government contractors, and other matters that are associated therewith. The Office of the Contractor General (OCG) is also mandated to provide the National Contracts Commission (NCC) with the requisite technical and administrative support resources which it requires to enable it to execute its contractor registration and Government contract endorsement functions.

    Needs assessment for implementation of the WHO Framework Convention on Tobacco Control in Jamaica Convention Secretariat January 2015 1 Executive summary The World Health Organization Framework Convention on Tobacco Control (WHO FCTC) is the first international health treaty negotiated under the auspices of WHO and was adopted in 2003. It has since become one of the most widely and rapidly embraced treaties in the history of the United Nations, with 180 Parties to date1. Jamaica ratified the WHO FCTC on 7 July 2005, the 73rd country in the world and the ninth country in the Region of the Americas to become a Party to the Convention. The Convention entered into force for Jamaica on 5 October 2005. Jamaica has made significant advances in meeting its obligations under the Convention, most notably in the areas of protection from exposure to tobacco smoke (Article 8) and in implementation of graphic warnings and other requirements for tobacco package labelling (Article 11), through the adoption of the Public Health (Tobacco Control) Regulations, promulgated in 2013 and amended in 2014. Implementation of the Convention has also been incorporated into Jamaica’s NCD action plan and the Ministry of Health’s business plan.
