    OFFICE OF THE CONTRACTOR GENERAL | ANNUAL REPORT 2010 CONTRACTOR GENERAL’S INTRODUCTORY REMARKS OPENING COMMENTS In accordance with the requirements that are outlined in Section 28 (2) of the Contractor-General Act, I am deeply honoured to, hereby, submit, to the Honourable Houses of Parliament, the 24 th Annual Report of the Commission of the Contractor General of Jamaica for the period commencing on January 1 and ending on December 31, 2010. As an Independent Anti-Corruption Commission of the Parliament of Jamaica, the Contractor General, by virtue of Section 4 (1) of the Contractor-General Act, is exclusively mandated to monitor the award and implementation of Government of Jamaica contracts to ensure, inter alia, that they are awarded impartially and on merit and in circumstances that do not involve impropriety and irregularity. A Contractor General is also obliged by law to monitor the issuance of prescribed Government licenses and permits to ensure that the “ circumstances of such grant, issue, suspension or revocation do not involve impropriety or irregularity, and where appropriate, to examine whether such license is used in accordance with the terms and conditions thereof. ” Additionally, a Contractor General is enclothed by Sections 15 (1) and 16 of the Contractor General Act with a discretionary power to formally investigate the award of Government contracts, the issuance of Government licences and permits, tender procedures and the registration of Government contractors, and other matters that are associated therewith. The Office of the Contractor General (OCG) is also mandated to provide the National Contracts Commission (NCC) with the requisite technical and administrative support resources which it requires to enable it to execute its contractor registration and Government contract endorsement functions.

    Needs assessment for implementation of the WHO Framework Convention on Tobacco Control in Jamaica Convention Secretariat January 2015 1 Executive summary The World Health Organization Framework Convention on Tobacco Control (WHO FCTC) is the first international health treaty negotiated under the auspices of WHO and was adopted in 2003. It has since become one of the most widely and rapidly embraced treaties in the history of the United Nations, with 180 Parties to date1. Jamaica ratified the WHO FCTC on 7 July 2005, the 73rd country in the world and the ninth country in the Region of the Americas to become a Party to the Convention. The Convention entered into force for Jamaica on 5 October 2005. Jamaica has made significant advances in meeting its obligations under the Convention, most notably in the areas of protection from exposure to tobacco smoke (Article 8) and in implementation of graphic warnings and other requirements for tobacco package labelling (Article 11), through the adoption of the Public Health (Tobacco Control) Regulations, promulgated in 2013 and amended in 2014. Implementation of the Convention has also been incorporated into Jamaica’s NCD action plan and the Ministry of Health’s business plan.     Revised GOVERNMENT OF JAMAICA ASSIGNMENT OF SUBJECTS AND DEPARTMENTS, AGENCIES AND OTHER PUBLIC BODIES 14 May 2012 Revised This document is intended to specify the portfolio assignment of Subjects and Departments to Cabinet Ministers in accordance with Sections 77 and 93 of the Constitution of Jamaica. 77.-(1) Subject to the provisions of this Constitution, the Governor-General, acting in accordance with the advice of the Prime Minister, may, by directions in writing, charge any Minister who is a member of the House of Representatives, or (except in so far as may be inconsistent with any Ministerial functions under section 67, 115, 116 or 118 of this Constitution) who is a member of the Senate with the responsibility for any subject or any department of government. 93.-(1) Where any Minister has been charged with the responsibility for a subject or department of government, he shall exercise general direction and control over the work relating to that subject and over that department; and, subject as aforesaid and to such direction and control, the aforesaid work and the department shall be under the supervision of a Permanent Secretary appointed in accordance with the provisions of section 126 of this Constitution. (2) A person may be a Permanent Secretary in respect of more than one department of government. (3) The office of Financial Secretary is hereby constituted and, for the purposes of this section, he shall be deemed to be a Permanent Secretary. It should be noted that for the purposes of this document, public bodies and some operational/administrative units are broadly classified as departments.

The directory is intended to be used primarily as a reference aid and includes as many governments of the world as is considered practical, some of them not officially recognized by the United States. Regimes with which the United States has no diplomatic exchanges are indicated by the initials NDE. Governments are listed in alphabetical order according to the most commonly used version of each country's name. The spelling of the personal names in this directory follows transliteration systems generally agreed upon by US Government agencies, except in the cases in which officials have stated a preference for alternate spellings of their names. NOTE: Although the head of the central bank is listed for each country, in most cases he or she is not a Cabinet member.
