The last of the fourteen points called for setting up a League of Nations to ensure world peace. B. Wilson’s Unusual Decisions 1. Wilson broke with tradition by traveling out of the United States while president to lead the U.S. delegation to the peace conference in Paris. 2. Wilson weakened his position when he asked Americans to support Democrats in the 1918 midterm elections, but then the Republicans won a majority in Congress. 3. Wilson made matters worse by choosing all Democrats and only one Republican to serve as the other delegates to the peace conference. II. Ideals Versus Self-Interest at Versailles A. Peace Without Victory Gives Way to War Guilt and Reparations 1. Wilson’s vision for a peaceful world was different from the vision of other Big Four leaders. 2. France’s Georges Clemenceau was most concerned about French security. 3. David Lloyd George wanted Germany to accept full responsibility for the war through a warguilt clause and reparations. 4. Wilson tried to restrain from punishing Germany but ultimately agreed to gain support for the League of Nations. B. Self-Determination Survives, but Only in Europe 1. -

This became a major feature of European diplomacy until the end of World War I. 3. Triple Alliance, 1881: Italy joined Germany and Austria Italy sought support for its imperialistic ambitions in the Mediterranean and Africa. 4. Russian-German Reinsurance Treaty, 1887 a. It promised the neutrality of both Germany and Russia if either country went to war with another country. b. Kaiser Wilhelm II refused to renew the reinsurance treaty after removing Bismarck in 1890. This can be seen as a huge diplomatic blunder; Russia wanted to renew it but now had no assurances it was safe from a German invasion. France courted Russia; the two became allies. Germany, now out of necessity, developed closer ties to Austria. -

James Hazlett May, 1987 PREFACE This dissertation is a business history of the Kansas City Live Stock Exchange, and a study of regulation in the American West. Historians generally understand the economic growth of the late nineteenth and early twentieth centuries, and the business institutions created during that era, within the perspective of "progressive" history. According to that view, Americans shifted from a public policy of laissez faire economics to one of state regulation around the turn of the century. More recently, historians have questioned the nature of regulation in American society, and this study extends that discussion into the livestock industry of the American West. 1 This dissertation relied heavily upon the minutes of the Kansas City Live Stock Exchange. Other sources were also important, especially the minutes of the Chicago Live Stock Exchange, which made possible a comparison of the two exchanges. Whittaker Specialist in Labor Economics Domestic Social Policy Division Congressional Research Service ˜ The Library of Congress Labor Practices in the Meat Packing and Poultry Processing Industry: An Overview Summary During the early 1960s, segments of the meat packing industry began to move from large urban centers to small communities scattered throughout the Midwest. By century’s end, this migration had effected major changes within the industry. The old packing firms that had established their dominance during the late 1800s had largely disappeared or been restructured as part of a new breed of packers. Joining with the poultry processors who had emerged in the wake of World War II, they quickly became a major force in American and, later, global industry. The urban-to-rural migration, some suggest, had at least two major motivations. One was to locate packing facilities in areas where animals were raised rather than transporting the stock to urban packinghouses as had been the tradition: a more economical arrangement. The other was a quest for lower labor costs: to leave behind the urban unions and their collective bargaining agreements and to operate, as nearly as possible, in a union-free environment. This initiative involved a low- wage strategy, allowing for employment of lower skilled and low-wage workers. The aftermath of this migration was complex. The urban unionized workforce, by and large, did not follow the migrating plants. -

Investigation of Beef Packers’ Use of Alternative Marketing Arrangements United States Department of Agriculture Grain Inspection, Packers and Stockyards Administration Packers and Stockyards Program Western Regional Office 3950 Lewiston St., Suite 200 Aurora, CO 80011-1556 July 2014 Investigation of Beef Packers’ Use of Alternative Marketing Arrangements Executive Summary The USDA’s Grain Inspection, Packers and Stockyards Administration (GIPSA) conducted an investigation in response to complaints by participants in the cattle industry that the top four beef packers used committed supplies1 in ways that were anticompetitive. Their concern was that by using committed supplies and formula pricing, (referred to in this report as “alternative marketing arrangements” or AMAs) the cash market was less competitive resulting in lower fed cattle prices. Investigators from GIPSA’s Western Regional Office Business Practices Unit of the Packers and Stockyards Program (P&SP) conducted the investigation. This report details the methods and findings of the investigation, the purpose of which was to determine if the use of AMAs violates the Packers and Stockyards Act of 1921 (Act). P&SP investigators conducted numerous interviews and collected written statements from cattle producers, sellers, feeders, industry organizations, and the packers. The investigation examined confidential transaction data from USDA’s Agricultural Marketing Service (AMS), and confidential transaction data from the four largest beef packers and various cattle sellers. The report documents the structure of fed cattle markets and confirms that, in general, the markets are highly concentrated, especially at the regional level and with regard to negotiated cash sales. Negotiated cash market purchases made up about 39 percent of total fed cattle purchases in the United States in 2009. -

SOUTH 24TH STREET WALKING TOUR 14. 4736 S. 24th St. U.S. Post Office Impressed by the rapid growth of South Omaha, the U.S. Government made plans for a new post office building in 1897. Constructed in 1899 of buff brick with terra cotta wall trim, the Classical Revival front features giant columns with Roman Corinthian capitals. The interior repeats the columns in wood and also features high lead glass windows. The building housed U.S. Dept. of Agriculture inspectors in the early days; later it served as an armed forces recruiting center. 15. 4701 S. 25th St. El Museo Latino El Museo Latino opened its doors in the historic Livestock Exchange Building in 1993 and moved to its current location in 1997. Patrons can view world-class permanent and traveling exhibitions featuring local, national and international Latino art and culture. Bilingual educational programs are offered year round. The building was constructed in 1887 as South Central Other nearby buildings, Restoration Exchange Omaha Public School.
