ACTIVITY SUMMARY

Activities in the quarter focused on strengthening ViMPlus’ operations base through recruiting staff, addressing logistical and administrative issues and, most importantly, revising the Refinement Year work plan, the detailed implementation plan and preparing a contingency plan in response to the current security environment in the zone of intervention (ZOI). The overall security situation remained volatile in the ZOI despite the military operation launched in the Centre Nord. The terrorist attacks and inter-community violence have impacted many villages in the communes covered by the project, leading to a rampant population movement towards larger cities. During this quarter alone, over 50,000 internally displaced persons (IDPs) have been registered, increasing thereby the overall vulnerability to food insecurity in host communities. In response to this crisis, governmental (CONASUR) and humanitarian agencies have mobilized resources (food, shelter and non-food items [NFI]) to address the needs of affected populations, including IDPs and hosting families. The situation remains unpredictable and has not allowed ViMPlus teams to freely and safely access the field to move forward with the Refinement year planned activities in the communities. ViMPlus team worked to develop a contingency plan that has recently been approved by FFP. This Contingency plan is one of the major deliverables of this quarter. The contingency planning exercise helped the team revisit the overall program delivery strategy, considering the security context. While remaining fully informed and sensitive to the emergency context, ViMPlus’ strategy does not lose sight of the developmental nature of the project and the need to be agile and adapt quickly to the situation to pursue the initial development agenda when and where possible. Efforts in the last month of this quarter were focused on the adjustment of Refinement year activities, adapting approaches and strategies to the security context, completing the household census data cleaning and first results analysis, properly preparing the launch of the formative research studies, pursuing the local implementing partners’ recruitment process as well as preparing the resource transfers for the extremely poor and chronically vulnerable, including households hosting IDPs. During this quarter, ViMPlus also started the development of its monitoring and evaluation (M&E) plan, Initial Environmental Examination (IEE) and Environmental Management and Mitigation Plan (EMMP), following the recommendations provided during the M&E workshop organized by USAID in Niger in May. ACTIVITY OUTPUTS

During this quarter, various activities have been carried out towards a delivery of project outputs in line with the Refinement year work plan: 1. Governance/DRM: The Governance and Disaster Risk Management (DRM) team has been fully recruited including the Governance Lead, the DRM Lead, the DRM Specialist and the Social Inclusion Specialist. As per the Refinement year work plan, the team focused on designing Conseil Villageois de Développement (CVD) assessment tools. ViMPlus staff worked with a consultant to adapt !DI/VO!’s DRM tool, Communities Empowered for Disaster and Adaptive Resilience (CEDAR) to the Centre Nord context. The consultant trained staff in DRM and the CEDAR tool. The team will pilot the approach in three communities and review literature on DRM by communes and communities next quarter. A contingency plan to address the challenging security situation has been prepared and approved by FFP. ACDI/VOC!’s ommodity and Resource Transfer Specialist travelled

to Burkina Faso to speak with stakeholders and identify the resource transfer modality, target groups and logistics for launching an early transfer process. In preparation for resource transfer, ViMPlus has been active during the quarter in the food security cluster headed by World Food Program for the coordination of humanitarian assistance to IDPs and host families. 2. MCHN & WASH: The main activities conducted under the MCHN & WASH in FY19 Q3 are presented below: • Completed an exercise to map out actors, approaches, strategic documentation published, tools developed in the project’s zone of implementation. The project team consulted partners such as the Ministry of Health, Regional Direction of Health and Regional Direction of Water and Sanitation, etc. All the information gathered through this exercise is being currently analyzed and will be used to refine tools, modules and approaches. • Designed tools to gather information on current feeding, hygiene and sanitation practices and identify gaps with recommended practices. The data collection will start in July and be rolled out first in three communes and then progressively in other ViMPlus communes depending on the security situation. • Designed a form to identify the capacity needs of health providers, in collaboration with the Health Ministry. • Conducted a literature review in preparation of the launch of the formative studies on SBC, WASH markets and the cost of the diet. • Recruited 21 staff: health and nutrition coordinator, SBC coordinator, WASH coordinator, Youth Coordinator, MEAL officer, Logistics officer, health and nutrition supervisors. • Planned the roll out of formative studies (SBC study, WASH markets and Cost of the Diet). For the Cost of the Diet the program team is considering the possibility of conducting a joint training with the Niger WADATA program. The training will allow the team to become familiar with the methodology, share lessons learned from previous program and build connections before the program starts implementing. 3. Diversified Livelihoods: During Q3 of FY 2019, the main activities implemented by ViMPlus under the Livelihoods purpose, are among others: The launch of the Nutrition-Sensitive Market Systems (NSMS) study. This process includes a training for ViMPlus staff in the Market Systems Approach to be completed next , and a participatory selection of agriculture and livestock value chains. A selection workshop was held on 25 and 26 June 2019 in Kaya and brought together about 30 participants composed of representatives of the central and decentralized directorates of the Ministry of Agriculture and Hydro-Agricultural Development, Ministry of Animal and Fisheries Resources, Ministry of health, REGIS-ER and REGIS-AG and the ViMPlus staff. This workshop proposed 13 value chains to be further prioritized and considered by ViMPlus in the Nutrition-Sensitive Market systems Study, namely cowpea, sesame, peanut, rice, white sorghum, red sorghum, onion, tomato and green bean for agricultural value chains and traditional poultry, small ruminants, pigs and milk for animal value chains. The preparation for an inventory of Village Voluntary Extensionists (VVV). As for the VVV, a platform has been created and allows to register 24 VVV (five women), including 22 VVV active in the two communes (Bourzanga and Rollo) of the province of Bam; 81 VVV (26 women), all active in the four communes (Tougouri, Bouroum, Nagbingou and ) of Namentenga province, and 112 VVV (one woman), in the five communes (Pissila, Barsalogho, Pensa, Dablo and Namissiguima) from . The assessment of the functionality of lowland market gardening sites developed under the now closed ViM and FASO Activities. perimeters market gardeners (three for ViM and six for FASO) which are still functional and exploited by their beneficiaries in the current ViMPlus intervention area. The evaluation of the microenterprises funded by ViM reached 75 percent of the beneficiaries. The assessment showed that all micro- enterprises visited are still active with a real impact on the lives of the promoters and their families. In addition, according to the promoters interviewed their average turnover, increased in average by 17 percent since the closure of ViM and they are in permanent relationship with micro-finance institutions. In addition, women microenterprise promoters are supported by their families in running their businesses. It could be concluded that support for private initiatives can be a real lever in strengthening household resilience and improving dialogue in families. In addition, an inventory of Savings and Internal Lending Communities (SILC) and other forms of micro- finance activities has been initiated in collaboration with OCADES. A full report will be compiled after a thorough analysis of the data collected. This report will help the Activity staff plan for relevant interventions to support women economic empowerment. Moreover, ViMPlus started the discussion with the Ministry of National Solidarity and family to advocate for the creation of the formal platform for analyzing and addressing gender and youth issues and assess the needs for capacity building, particularly in gender mainstreaming, women and youth entrepreneurship and the promotion of diversified income generating activities. 4. Gender, Youth and Social inclusion: During the third quarter, ViMPlus finalized the recruitment of consultants to undertake the Gender Analysis Study. Planning and literature reviews to launch the Youth Needs Assessment study were completed. Both studies will be completed in Q4. 5. Monitoring and Evaluation: During the third quarter, the ViMPlus team has carried out the following activities: • Continuation of the household census: As highlighted in the Q2 report, the communes of Bouroum, Yalgo, Tougouri and Rollo were due to be fully covered by the census. Theses area have been completed, resulting in the identification of 30,605 people in 4,203 additional households. Despite the security challenges, ViMPlus has endeavored to start the census in the three communes (Barsalogho, Pensa and Dablo) initially left out due to insecurity. As of the end of this reporting period, the census in the eight communes (Bourzanga, Rollo, Bouroum, Nagbingou, Tougouri, Yalgo, Namissiguima and Pissila) including 280 villages, 64,090 households and 546,729 people were fully covered, representing a completion rate of 78.1% of the total number of the Project ZOI villages. In addition to data collection, the M&E team worked during Quarter 3 to clean the data collected in the 8 communes to edit some main census results tables. These results, although partial, was used for the development of the Indicator Performance Tracking Table (IPTT), the selection of value chains and the preparation of the project contingency plan. • Participation in the M&E workshop: As part of building the capacity of RISE II project staff, USAID/FFP organized a M&E workshop in Niger during the first week of May 2019 for RISE II Project technical teams. This workshop was attended by five participants from the ViMPlus project, including two from ACDI/VOCA headquarters and one from the Save the Children home office. During the workshop, participants were trained on the FFP M&E approach and on the development of M&E plan strategy. • Development of the M&E plan: The development of ViMPlus M&E plan was done in a participatory way with the staff of the project through three phases. The first phase involved the development of the narrative part of the M&E plan carried out by the project's M&E team. The second phase extended to all ViMPlus staff focused on reviewing the M&E plan narrative, the 3 Burkina Faso Victory against Malnutrition Plus 72DFFP18CA00008 Quarterly Program Progress Report: April-June 2019

revision of the project Logical Framework and the development of the IPTT and the Performance Indicator Reference Sheet (PIRS). The draft of M&E plan including the IPTT and the PIRS has been shared with ACDI/VOCA and Save home offices for review. The required documents will be submitted to FFP in Q4. • Categorization of households - project targeting: Household classification responds to a need to target extremely poor and chronically vulnerable households as priority targets for the project's intervention. This household categorization was carried out through a method of factor analysis followed by a household classification using the census data that cover eight communes. This analysis categorized households into five homogeneous categories by level of vulnerability (Chronically Vulnerable, Vulnerable, Intermediate Class, Resilient and Very Resilient) and standard of living (Very Poor, Poor, Intermediate Class, wealthy household, Very well-off). Each category represents an average of 20% of the total number of households registered in the eight communes of the project's intervention zone during the census. The main criteria used are socio-economic variables of the household such as: possessed goods and equipment, number of animals possessed, expenses and income, housing status, source of drinking water, mode of lighting, the main means of locomotion used, the socio-economic group of the household etc. 6. Grants Management During this reporting period, ViMPlus team worked on the process of selecting local implementing partners. Out of seven organizations, six were asked to submit full proposals to be reviewed and graded to come out with the five best organizations to become local implementing partners for ViMPlus. The final process will be completed in early Q4. 7. Operations The ViMPlus office in Kaya is now fully functional with more reliable internet connection. Procurement of motorcycles and vehicles is ongoing with a likely delivery in Q4. PROGRAMMING PERFORMANCE CHALLENGES

The main challenges during the quarter remains the persisting insecurity in the project interventions areas. This situation has disrupted the overall project plans, particularly for activities requiring direct interactions with communities and households along with significant movements in the different locations. Safe access to the target groups remains a challenge considering the volatility and unpredictability of the situation in most areas. The need to ensure that ViMPlus and partner staff always remain safe has led to a review and adaptation of all intervention strategies. Security protocols have also been updated. PLANNED INTERVENTIONS

With the submission and approval of the Refine Year work plan, the DIP and the contingency plan, the activities in the coming quarter (Q4) will focus on the implementation which will include: 1. Governance/DRM: The project team will focus on the development of a CVD assessment tool as well as the identification of their training needs, the analysis of the interactions between CVDs and Municipal Councils, the capitalization of governance experiences in the ZOI, staff training on the CEDAR + process and development of a DRM / CMDRR facilitation guide, inventory of

common shared natural resources and types of threats, as well as developing resource transfer interventions based on the contingency plan. 2. MCHN & WASH: In FY19 Q4 ViMPlus will focus on the following activities: • Complete the recruitment of field level staff (promoters and supervisors); • Hire consultants, finalize research protocols and complete the formative research planned; • Finalize the capacity assessment for local agents such as health agents, community leaders, etc.; • Complete a diagnosis of feeding, hygiene and sanitation practices in implementation villages; • Evaluate the main contamination factors for diarrheic diseases linked to food and water consumption and hygiene in the households. 3. Diversified Livelihoods: • Complete the process of value chain selection through validation by the CVD (producers); • Analysis and selection of the most appropriate agriculture and livestock extension system to be promoted in the ZOI; • Completion of the NSMS formative study; • Completion and dissemination of the report on the SILCs; • Finalize the assessment of ViM and FASO projects, namely six lowlands for ViM and 34 for FASO and nine vegetable gardening perimeters (three for ViM and six for FASO). 4. Gender, Youth and Social Inclusion: • Launch and completion of the SBC, Gender Analysis and Youth Needs Assessment studies; 5. Monitoring and Evaluation: • Completion and submission of the M&E plan with IPTT and PIRS as well as revision of logframe and Theory of Change; • Completion of the census data collection, analysis, report writing; 6. Grant Management: • Completion of local implementing partners selection; • Submission of selected partners to FFP for approval and preparation of agreements.
