Documents Submission FITA CONGRESS 2011 Following the awarding of the organisation of the 2011 World Documents Submission Archery Championships and World Archery Para FISU Championships to Turin, Italy, the next FITA Congress will Steering Committee follow the tradition of taking place in the same place and right WORLD ARCHERY ACTIVITIES before the championships start. FISU

Steering Committee On 16 October the FISU Steering Committee held its second day in session. After having its first day of meetings in the IOC Headquarters, the FISU delegates were welcomed in the FITA office, located on the 4th floor of the B-building of the Asian Games 12-27 November 2010 Maison du Sport International in Lausanne, Switzerland.

FISU has strong ties with FITA as the FITA Secretary General Tom DIELEN was the former FISU Technical Chair for archery, while the current CT is former Olympic gold medallist Juan Carlos HOLGADO who is the FITA Events Director. Currently, FISU rents an office on the FITA floor as well, where FISU Executive Assistant Paulo FERREIRA represents FISU in the Swiss Sports Capital. 12-19 December 2010

FITA Para-Archery envisions a developed and sustainable archery sport system from national development to international competition, providing opportunities for all persons with a physical disability (including visual impairment) to participate in the sport of archery.

One of the priorities set by the Para-Archery Committee is to establish standards and framework for education, training, accreditation and certification of classifiers by FITA in compliance with the International Paralympic Committee (IPC) Classification Code. The structure to be developed for classification should achieve long term sustainability and credibility within the FITA organisation.

Rounds Change The Para-Archery Committee would like to clarify that the Para-Archery compound rounds will only change to the 50m round after the London 2012 Paralympic Games. Therefore, they will use the 70m Round in London and the FITA Round in the World Archery Para Championships in 2011.

Target Archery

Committee Meeting The FITA Target Archery Committee held a meeting on 26 October 2010 at the World Archery Head Office to prepare proposals to be decided during the Council meeting in November in Istanbul.

Chairman Vicente MARTINEZ ORGA, together with members Simon WEE and Andreas LORENZ, were joined by Council Member Mark MILLER and Ex Officio Member Juan Carlos HOLGADO. They discussed several matters regarding rule changes approved at the Congress of Ulsan in September 2009 that have yet to be ratified by Council. Tom DIELEN, World Archery Secretary General, attended the meeting as well.

Further topics of discussion were some questions raised during the year and feedback from archers and coaches worldwide. Some of them have been proposed as Bylaws for Council.

Clean Sport

WADA 2011 Prohibited List Following its approval by the World Anti-Doping Agency's (WADA) Executive Committee on 18 September 2010, the 2011 List of Prohibited Substances and Methods is now available. This List will take effect on 1 January 2011.

The 2011 List offers a number of changes compared to the 2010 List. These changes reflect the latest scientific advances and broad consensus in the anti-doping community. They are founded on expanding anti-doping knowledge, evidence from the field, and constantly growing understanding of doping practices and trends.

Declaration of Use A noteworthy amendment is the removal of the obligation for athletes to file a Declaration of Use for specific substances that are not prohibited.

Declarations of Use, which must be distinguished from Therapeutic Use Exemptions (allowing the use of a prohibited substance), are required in 2010 for salbutamol and salmeterol by inhalation; glucocorticosteroids administered by intra-articular, periarticular, peritendinous, epidural, intradermal and inhalation routes; as well as platelet-derived preparations that are not administered by intramuscular route.

Failure by an athlete to file a Declaration of Use does not result in 2010 in an allegation of an anti- doping rule violation. This administrative requirement was therefore removed for 2011.

Non-Approved Substances A new section – "Non-Approved Substances" – has been added. This "open" section addresses the issue of the abuse of pharmacological substances for the purpose of performance enhancement that are not included in other sections of the List and that are not approved by any governmental regulatory health authority for human therapeutic use (i.e. drugs under pre-clinical or clinical development or discontinued). These substances will be prohibited at all times (in- and out-of- competition) in 2011.

Platelet-Derived Preparations Platelet-derived preparations (commonly referred as PRP or blood spinning), prohibited in 2010 when used by intra-muscular route, have been removed from the List for 2011 after consideration of the lack of current evidence concerning the use of these methods for purposes of performance enhancement. Current studies on platelet-derived preparations do not demonstrate potential for performance enhancement beyond a potential therapeutic effect. WADA will however continue to closely monitor research results and developments of these preparations.

3rd Asian Grand Prix The 3rd Asian Archery Grand Prix in Chinese Taipei took place from 29 June to 3 July 2010. Twelve countries participated in this event: India, Japan, Thailand, Philippines, Vietnam, Mongolia, Singapore, Korea, Hong Kong, Chinese Taipei, Malaysia and USA, with a total participation number of 135 athletes and 34 officials.

Following the WADA and FITA Anti-Doping policy, the Secretary General of the Chinese Taipei Archery Association, Dr CHIU Ping-Kun (Peter), acted as coordinator to ensure the spirit of "Shoot Clean" was well represented in this event. Six samples (urine and breath testing) were collected during the competition according to the FITA Constitution & Rules.

Dr TANG Wen-Tzu, member of the AAF Sports Science & Medical Committee, was appointed as the representative to supervise the whole process. Through cooperation with the doping control department of the Chinese Taipei Olympic Committee, the process of sample collection went very well. On 16 July 2010, certificates of analysis were received and soon delivered to the FITA Anti- Doping Administrator at the FITA Office.

FITA would like to thank the CTAA for their cooperation in the fight for a Clean Sport, and show the CTAA as an example for future World Ranking Tournaments organisers.

Communication of Sanction The athlete Mr Stephane SAUVIGNON (FRA) has been sanctioned by the French Archery Federation (FFTA), as follows: five months of ineligibility, as of 2 August 2010. This decision has led to the disqualification of the results of the athlete in the competition where he was tested, that took place in Dijon (FRA) on 18 April 2010.

Judges and Coaches Committees

Information on Team Event In 2009 there were many competitions where archers were either confused about rules or regulations currently in place. The FITA Judges and Coaches Committees have started a series of small inputs that could be helpful to coaches and enhance their knowledge on rules and procedures to avoid extraordinary stress on their archers. The number 7 information concerns Team Event.

The team event is an area where some coaches do not seem to know exactly what is going on, and sometimes cause their team to lose a match or a medal, as has happened in the past. We are of course talking about when a yellow card is given and the team loses time, or worse case, getting a red card and the team losing the value of the highest scoring arrow.

The current rules show the coaches are placed behind the teams, while the judge is somewhere between the competing teams (and thereby in front of the coaches). It should therefore be easy for the coach to realise that a yellow card is given, as well as notice that the judge will call the name of the offending team.

The yellow card is given on two occasions: A – The archer who is going forward to shoot passes the one-metre line too soon. This could be either before the shooting signal is given, i.e. the timer has started, or before the previous archer has come back behind the one-metre line. B - The archer removes the arrow from the quiver before being on the shooting line. The judge will look to see if the point of the arrow becomes visible and the body position when this happens.

When either of the above happens the primary task for the coach is to call the archer back behind the one-metre line before he/she moves forward again (the arrow must be back in the quiver at this time). Or, the coach can select one of the other team members, who still have an arrow to shoot, to go forward to shoot instead. The coach does not need to know why the card is given (A or B above) as long as they instruct the offending archer to act according to the rules.

It is often noticed that teams get time problems when several yellow cards are given in a row because the archer is not putting the arrow back in the quiver before they move forward again to the shooting line. The coach must notice this and advise the archer accordingly. On rare occasions the archer shoots in spite of receiving a yellow card, but in that case the judge will show a red card and team will lose the highest scoring arrow of that end.

The judges sometimes get asked the question "if an archer who is given a yellow card or deciding not to shoot their arrow need to put the arrow back in the quiver before they leave the shooting line." The archer does not; only archers moving forward to the shooting line must have the arrows in the quiver.

Furthermore, a team may receive any numbers of yellow cards during a match without further action, but the team will of course lose a lot of time having archers moving back and forth.

A late shot in the team event causes the same penalty as in the individual event; the team will lose the highest scoring arrow of the end and a red card will be shown to indicate to everybody that such an action will be taken.

National Structure Development Plan in Georgia In October 2010 Mr Artem SANISHVILI, Secretary General of the Georgian Archery Federation, came to the World Archery Office in Lausanne to prepare a project of Olympic Solidarity. In order to give best chances of success to this project involving several partners, nothing better than a brainstorming with all actors. This is why the Georgian Archery Federation's Secretary General Mr Artem SANISHVILI came to Lausanne. Mr SANISHVILI could set all details for the programme preparation of this "National Sports Structure Development" funded by Olympic Solidarity. Georgia Archery will benefit of the expertise of the Korean Mr AN Hyung Seung—known as "Archie"—three times between November 2010 and end of March 2011.

Archie’s main base will be Tbilisi, but he will have to travel in the country some times to evaluate the training structures at all levels from the Georgian archery. He will conduct several lectures and practical trainings. He will lead the settlement of a national training structure for all levels.

He will involve several domestic coaches and volunteers into the operation of this training structure. These people will be given responsibilities, missions, tasks, etc. when the expert will be away. Back to Georgia, the expert will assess the work of these persons and suggest correction if any.

World Archery Americas FITA Continental Association COPARCO held its Congress on 18 October 2010. Mr Ernesto DIAZ BAZAN (ESA) was re-elected as President, while Mr Carlos HERMES (GUA) was elected as Treasurer, and Ms Maria Emma GAVIRA (COL) re-elected as Vice President for South America. Mr Sergio FONT (CUB) was re-elected as Council Member as well as Julio PARRA (CHI). COPARCO has also accepted to change name to "World Archery Americas". The next Congress will be in Madrid in June 2011.

India Lenin CHERUKURI, coach of India's archery team at the Commonwealth Games in New Delhi earlier this month, has been killed in a road accident. Two of the athletes he coaches, 15-year-old Ritul CHATTERJEE and 16-year-old Jignas CHITTIBOMMA, who both won silver medals at the , as well as Satyanarayana CHERUKURI, Lenin's father and secretary of Andhra Pradesh Archery Association, were injured in the accident, which occurred on the national highway No. 5 near Jupudi, India.

An international archer who turned coach, the 26-year-old Lenin CHERUKURI had represented India in the compound events and won a silver medal in the 2005 Asian Grand Prix Archery Championships. "He is now said to be the number three archery coach in the country," said Satyanarayana CHERUKURI. "Both his students Ritul and Jignas are being groomed as international players."

FITA MEAC Activities

Level 1 Coaching Course A level I course will take place from 21 January to 17 February 2011 at the FITA MEAC in Cairo, Egypt under the expertise of FITA Coach MUN Baek Won. The course is open to all FITA Member Associations that seek to give a good initial education to their novice coaches. No registration fee will apply.

All FITA Member Associations—and especially the Mediterranean countries that wish to benefit of the scholarships—are requested to submit the applications of their candidates that must include:

 An archery/sport resume with coaching activities and achievements so far  A letter of motivation as to why the participant is applying for this project  Letter of support from your national federation, providing details on coaching status and conditions of the candidate  A passport copy, or at least all details  Name of the departure airport (only in case that the airline ticket of the candidate must be booked by FITA according to a particular programme or agreement)  Details of the arrival and departure flight: Airline Company, flight numbers, dates, times

Special scholarships (including accommodation & airfare) will be offered to countries of the Mediterranean region in the frame of the preparation to the Mediterranean Games 2013. FITA and FIDTA will work together with the Foundation for Global Sports Development and the CESEP Program. Only archers who have never had a doping violation will be considered for such scholarship. Following the selection, scholarship holders could be included in the FITA Registered Testing Pool (RTP) and will be subject to out-of-competition testing during preparation of the world championships.

Past Events

Championships of Kosovo The Kosovo Archery Federation organised their third national championships. This outdoor event followed FITA rules and was financially supported by the Sports Department of the Ministry of Culture, Youth and Sports of the Republic of Kosovo. More than seventy archers from eight clubs participated in the recurve and compound divisions. Commonwealth Games The Commonwealth Games were held in New Delhi, India on 3-14 October 2010. The archery competition took place at the Yamuna Sports Complex from 4-10 October. More than 140 athletes from 24 delegations participated in the Commonwealth Games New Delhi 2010. Archery was making its return to these Games since its 1982 debut in Brisbane, Australia.

England and India have confirmed their dominance of the sport at Commonwealth level in the compound and recurve categories respectively. England cleaned up in the compound category, winning both team events and taking gold in both the men's and women's individual events. India realised its potential in the recurve category, taking both individual gold and the women's team event and the men's team bronze.

Archery attracted considerable attention at these Games, returning to the schedule after a 28-year absence and including compound archers for the first time. A sometimes too passionate crowd, extensive media coverage and true high level competition (14 previous Olympic or world medallists, one Paralympics champion, numerous current top 10 athletes) has made archery one of the successes in Delhi’s Games. It still hopes to be featured in the Glasgow 2014 Games.

Recurve The Indian women's team of Deepika KUMARI, Dola BANERJEE and Bombayala LAISHRAM DEVI (IND) overcame a slow start to edge out England 207-206 for gold, Canada taking bronze. The Indian Men's team was stunned by a brilliant Australian team in the semifinals. Mathew MASONWELLS, Taylor WORTH and veteran Matthew GRAY (AUS) went on to outwit Malaysia 219- 212 to claim Australia's only team archery gold of the Games. India took the bronze medal ahead of a valiant England side.

India dominated the individual events, 16-year-old prodigy Deepika KUMARI (IND) winning gold against five times Olympian Alison WILLIAMSON (ENG) while her famous compatriot Dola BANERJEE (IND) took the bronze. His brother, Rahul BANERJEE (IND), made hard work of his final against Canada's Jason LYON (CAN), trailing 1-5 before winning 6-5 in a sudden-death shoot-off (his third shoot-off of the day!). Australia's Matthew GRAY came up agonisingly short of the bronze, losing to Jayanta TALUKDAR (IND).

Compound Nicky HUNT (ENG) confirmed her status as the top compound archer in the world, defeating Doris JONES (CAN) to win the gold medal. The bronze medal match featured two Australians as Cassie MCCALL (AUS) edged out compatriot Fiona HYDE (AUS) 7-3.

The men's final was an all-English affair, Duncan BUSBY showing his composure to defeat Chris WHITE for gold. Seppie CILLIERS (RSA) took home the bronze medal after beating Shaun TEASDALE (NZL). HUNT and BUSBY had previously led their respective nations to victory in the team event. HUNT, Paralympian gold medallist Danielle BROWN and Nichola SIMPSON (ENG) defeated Canada in the final with India taking bronze. The Englishmen BUSBY, WHITE and Liam GRIMWOOD swept aside Australia in the semifinal before defeating India, while South Africa beat Australia for the bronze.

Pan American Championships More than 200 athletes from 16 countries gathered in Guadalajara, Mexico from 15-21 October 2010 to take part in the Pan American Archery Championships, qualifying event for the Guadalajara 2011 Pan American Games.

After six days of competition, the Pan American Archery Championships wrapped up crowning host country Mexico as the top winner with a total of 27 medals (11 gold – 10 silver – 6 bronze). The second country in the medal standing was the United States with 12 medals (5 – 4 – 3), followed by Venezuela in third place with 7 medals (2 – 2 – 3).

The recurve men's individual competition finished with the gold and silver going to the Americans and Jacob WUKIE, and the bronze to Canada's after defeating Mexico's Juan Rene SERRANO who ended in fourth place.

Alejandra VALENCIA and Aida ROMAN (MEX) had an interesting confrontation in the recurve women's category which resulted in an additional gold medal and one silver for Mexico while Kathuna LORING from the United States took the bronze.

The compound women's competition was momentous for Mexico as Felisa DE LA CONCHA, Ana CRISANTO and Linda OCHOA stepped up to the podium to receive their gold, silver and bronze medals, respectively, thus showing Mexico's power in this category.

In compound men Mexico's Julio Ricardo FIERRO beat Dominican Paris GOICO DE LARA to take the gold, while Argentina's Gabriel MARTI ended in third place.

World Cup Indoor Challenge 2011 Registration for the first stage of Archery World Cup Indoor Challenge 2011 has begun on 15 September. The 14th Nimes European Tournament will again offer a high level of competition, with already more than 500 registered archers. Many of those archers are known on the international scene for their great achievements whether in indoor or outdoor competition.

Among those archers, Simon TERRY (GBR), Franck FISSEUX (FRA), Michele FRANGILLI (ITA) in recurve men, Pia Carmen LIONETTI (ITA) in recurve women, Sergio PAGNI (ITA), Pierre-Julien DELOCHE (FRA), Chris WHITE (GBR), Liam GRIMWOOD (GBR) in compound men, and Gladys WILLEMS (BEL), Andrea GALES (GBR), Sandrine VANDIONANT (FRA) in compound women have already confirmed their participation.

World Championships 2011 On 26 October 2010, the Organising Committee (OC) of the World Archery Championships 2011 Torino held a press conference at Stupinigi Hunting Palace in Turin (ITA). During the press conference Mrs Tiziana NASI (OC President), Mrs Cristiana MACCAGNO (Fondazione Ordine Mauriziano) and Mr Roberto SAINI (Responsible for the Stupinigi Natural Parc) signed the agreement for the setting of the championships. The Olympic medallist Marco GALIAZZO (individual gold medal at 2004 Athens Olympics, and team silver medal at 2008 Olympics), the 2-time World Cup Final winner Sergio PAGNI, the recurve champion Natalia VALEEVA, and the Italian Paralympic archer Elisabetta MIJNO were also present.

Pan American Games 2011 Following the Pan American Archery Championships held in Guadalajara, Mexico from 15-21 October 2010, the first places for the Pan American Games 2011 have been awarded. The second qualifier will be held in Santo Domingo in March. The current quota places list is available on www.worldarchery.org , in the section Other Events > 2011 > Guadalajara – Pan Am Games.

London 2012 The London Organising Committee of the Olympic Games and Paralympic Games (LOCOG) has revealed its ticket pricing structure across the 26 sports of the Olympic Games. Tickets for the Olympic Games go on sale in March 2011 and there will be a range of prices and initiatives to make tickets as accessible as possible.

Ticket prices will be per session, the length of which will vary from sport to sport. There will be 649 separate ticketed sessions across the 26 sports during the Olympic Games. The full list of prices per sport is available on the London 2012 ticketing website. All tickets for events in and around London include a travel card and LOCOG has absorbed the impact of the recent VAT increase to ensure tickets represent the best possible value for spectators.

London 2012 has also revealed details of an exciting new scheme, 'London 2012 Ticketshare', which will see many thousands of school children receiving tickets to the Games. Further details of this scheme and how schools can apply will be announced in 2011. Meanwhile schools are urged to join the London 2012 'Get Set' education programme to be in the best position to take advantage of the scheme.

London 2012 will have more tickets on sale for disabled people than any previous Olympic Games in history. Using the highly accessible ticketing website, there will be seating options available for visually impaired and hearing impaired people, as well as those who cannot manage steps and wheelchair users. The cost of a ticket for a wheelchair space will also include the cost for one companion seat adjacent to it.

The London 2012 'Sign Up' programme was launched earlier this year. So far over 1.7 million people have signed up and are receiving news and discount ticket offers for sporting events. Those who have signed up will be among the first to find out when tickets go on sale and will save time when applying for tickets when they go on sale in 2011.

World Championships 2015 Copenhagen (DEN) and Rzeszow (POL) have submitted their candidatures for the 2015 edition of the World Archery Championships. The event will be allocated during the Council Meeting which will take place on 13-14 November 2010 in Istanbul (TUR).

High Value Awards The awards for cadets can now be claimed by both masters and cadets and have therefore changed names to:  1350 and 1400 Silver Star awards (for Masters and Cadets)  Gold and Purple Silver Target awards (for Masters and Cadets)

World Records Two world records were set at 30 metres on the occasion of the 91st National Sports Festival held from 6 to 12 October 2010 in Milyang, Korea.

In recurve men OH Jin Hyek (KOR) scored a perfect 30m round with 360 points and 23 X10s. He beat the previous record held by fellow countryman KYE Dong-Hyun (KOR) since September 2002 (360/17).

In the women's event, PARK So Hee (KOR) also set a new world record with a perfect score of 360/21, six X10s better than YUN Mi-Jin (KOR) six years ago (360/15 in October 2004). PARK So Hee thus put the women's world record above the men's by four X10s before the latter was beaten again later on the same day.
