Certificate sharing From the statutory and regulatory points of view, the client doesn’t reserve statement the right to permit other companies to join the certificate. It’s the prefectural governor--in this case, Hokkaido Governor--that grants the right to fishery cooperative associations, which control companies/vessels conducting fishery in their own fishing grounds defined. Hokkaido Governor permits each cooperative association to exercise the fishing right they’ve received from the prefectural governor. Only the companies/vessels who have successfully passed audits conducted by each association and then registered on a list of the association are permitted to enjoy the fishing right held by the cooperative association. The companies/vessels can’t decide which fisheries cooperative association they join because it’s automatically decided geographically by the area they belong to.

Name of proposed Jo Akroyd (P3) Jo is a fisheries management and marine ecosystem consultant Team Leader with extensive international and Pacific experience. She has worked at senior levels in both the public and private sector as a fisheries manager and marine policy expert. Jo was with the Ministry of Agriculture and Fisheries in New Zealand for 20 years. Starting as a fisheries scientist, she was promoted to senior chief fisheries scientist, then Fisheries Management Officer, and the Assistant Director, Marine Research. She was awarded a Commemoration Medal in 1990 in recognition of her pioneering work in establishing New Zealand’s fisheries quota management system. Among her current contracted activities, she is involved internationally in fishery certification of offshore, inshore and shellfish fisheries as Fisheries Management Specialist and Lead Assessor for the Intertek Fisheries Certification audit team. She has carried out the Marine Stewardship Council’s (MSC) certification assessment for sustainable fisheries. Examples include New Zealand (hoki, southern blue whiting, , scallops), Fiji (longline albacore) (pole and line tuna, flatfish, snowcrab, scallops), China (scallops), and Antarctica (Ross Sea tooth fishery).

Name(s) of Rob Blyth-Skyrme (P2) Rob has broad fisheries and environmental science, proposed management and policy knowledge, having gained over nearly 20 years of assessors postgraduate work in the marine field. Rob previously led the marine fisheries and aquaculture work of Natural , the UK Government’s statutory advisor on nature conservation in England. Rob has also worked as Deputy Chief Fishery Officer for the Eastern Sea Fisheries Joint Committee, co- managing the activities of a staff of 16 Fishery Enforcement, Research and Environment Officers. He has been involved in assessing numerous MSC fisheries.
