Since 1997, San Mateo PAL has provided recreational, educational, San Mateo and leisure activities at little or no cost to thousands of San Mateo youth. Supported by a volunteer Police Activities League Board of Directors and staff consisting of Police Officers, Parks and Recreation Staff, and City Employees, the San Mateo Police Activities League is building a stronger and safer community 2017-2018 1

The San Mateo Police Activities League (SMPAL) was established in 1997 as a collaboration between the San Mateo Police Department and the San Mateo Parks & Recreation Department to reduce juvenile delinquency and develop our youth. The mission of San Mateo PAL is to build a bond between cops and kids, focusing our efforts on our at-risk youth and families. In collaboration with our community supporters and partners, we strive to create a safe society while promoting the physical, social, and mental development of our youth. To achieve this mission, San Mateo PAL provides high quality developmental, recreational, and educational activities to the youth of San Mateo and surrounding communities at little or no cost for our youth who otherwise might not have these opportunities. Membership itself is free! San Mateo PAL utilizes police officers and recreational leaders as coaches, teachers, and mentors to thousands of youth, families, and the community. San Mateo PAL believes that by fostering positive interactions and developing lasting relationships between police officers and youth, we are developing better citizens for the future. PAL is a non-profit organization supported by a dedicated Board of Directors comprised of many corporate and community leaders whose fundraising efforts and other support ensure that our youth will be provided a strong foundation for their future.

Dear PAL Supporters and Community Citizens,

San Mateo PAL has had another exceptional year offering hundreds of opportunities to youth in San Mateo and the surrounding areas, creating happy life long memories and positive bonding experiences between cops & kids. During our 2017 – 2018 fiscal year, we focused our efforts to help level the playing field for our members by offering high-quality activities such as: competitive soccer, ice hockey, music and STEM classes at a very low cost or, in some cases, no cost to the member.

These services were provided to over 1,000 boys and girls in our community, many of whom would not otherwise have the opportunity to participate on a competitive soccer team or to take ice hockey lessons, attend a week-long STEM camp, learn Darren Kelley to play the ukulele, go camping & deep-sea fishing with police officers, and/or visit local corporations for career development. 3 PAL EXECUTIVE DIRECTOR’S REPORT If you haven’t had a chance to meet Officer Tracey Unga yet, PAL’s new Executive Director, here’s your intro- duction. Tracey has been an officer with SMPD for 10 years now, spending 5 as a School Resource Officer at San Mateo High School. She has always been committed to PAL throughout her career, even being recognized as PAL’s Officer of the Year in 2012. She was also recognized for her service to San Mateo’s Polynesian youth in 2016. Married to a Sheriff’s Deputy, they have four children, who attend schools within the San Mateo School District. Tracey is excited about her role in PAL and looks forward to getting out into the community and spreading PAL’s mission of “Building the Bonds Between Cops & Kids!”

Dear PAL Family & Supporters,

What an amazing year it has been here at PAL! We are thrilled to be able to share with you all of the amazing work we’re doing in the community thanks to all of you! In the past year, the unique collaboration between San Mateo Police and San Mateo Parks and Recrea- tion Departments has once again made a significant im- pact. PAL works hard everyday to make sure we level the play- ing field for all youth by keeping our programs low to no cost and making them accessible to all, therefore, keeping kids on track, in school and out of jail.

PAL ensures that we promote the physical and social development of our youth, creating a safer community one program at a time. By participating in PAL activities, our youth have access to new experiences that pro- vide lasting developmental benefits. PAL’s after school programs and activities have proven to reduce crime, victimization and aid in youth development. Throughout the year, PAL enhances the overall learning experi- ence for kids, providing positive role modeling, coaching, mentoring and accessibility. We create productive, engaged youth, who succeed in school and in their lives.

Here at PAL, we believe that regardless of where you live or how much money you have, all kids are at risk. Our focus is to provide the opportunity and ability for our youth to access a variety of programs in order to create well-rounded individuals. As PAL’s Executive Director, I am humbled by the opportunity to serve the youth in our community. Being able to witness firsthand the way PAL enhances and changes these young people lives is truly amazing and life changing. The enormous amount of community and donor support is overwhelming and speaks to what a wonderful community we have right here in San Mateo. I am blessed to be able to do this work every day and I look forward to all that PAL continues to offer.

4 PAL Ice Hockey • Youth Served: 64 kids, aged 5 - 18 • FREE (valued at $250, skates & gear provided) • Taught by volunteer Police Officers • Promotes athletic prowess, confidence, pride, focus, comradery & responsibility • Increases physical activity, health, nutrition and wellness

PAL STEAM • Youth Served: 80 students (20 students/session & 40 summer campers, aged 8-13) • FREE (valued between $400-$600) • Hands-on, screen and project-based learning, focused on Coding (Computer Science), Making (Design) & Robotics (Engineering) • Helps students access opportunities they wouldn’t normally have while giving them a safe space to be them- selves, to learn, to feel, to be seen & to be heard. PAL Competitive Soccer • Youth Served: 245 players (80 girls/165 boys) • Grants & Scholarships funded: 35% of boys and 100% of girls teams • FREE tutoring at Martin Luther King Center Research shows, youth participation in organized sports and • Emphasis on academics with goal of increasing enrichment activities during out-of-school hours is invaluable, school attendance, success and achievement by providing clear physical, educational and mental health maintaining good academic standing benefits, and help kids succeed in school and in life. The challenge many researchers highlight is the need for access, expansion and addition of these opportunities, so all children may benefit. Over the last year, San Mateo PAL has focused its efforts on closing this gap, especially for those children who have the least access to these critically important opportunities and experiences. By offering an array of high-quality and normally expensive activities, such as STEAM, ice hockey and competitive soccer at a below market rate or for free to our members, San Mateo PAL is helping level the playing field for many youth and families in our community.

5 JUVENILE DIVERSION PROGRAM The SMPD Youth Services Unit (YSU) and PAL aim to keep youth aged 11-17 out of the formal juvenile justice system for committing first-time, low-level criminal offenses by offering our Juvenile Diversion Program.

Program Aims to: • Hold youth accountable using restorative justice principles • Reduce youth incarceration and recidivism • Reduce truancy and improve school performance • Address mental health needs • Improve family dynamic • Re-engage youth into their community

Diversion is a Multidisciplinary Team that includes partnerships between the San Mateo Police Department, San Mateo County Probation Department, YMCA Youth Services Bureau, PAL, and many other community based organizations.

Diversion Youth Receive: • Clinical and Behavior Case Management • Individual and family counseling • Life Skills Curriculum • Access to PAL Activities

Diversion allows the youth to reengage with their family, school and community, creating healthier and more productive citizens.

ONE LIFE WELLNESS CENTER & PAL This year, PAL was fortunate to receive a grant from the Peninsula Health Care District, enabling us to partner with a wonderful organization, One Life Wellness Center. One Life believes that access to mental health services should be easily accessible, readily available and comfortable.

Our partnership with One Life Wellness allows PAL to provide free mental health counseling and education services to youth and families in need. These services will continue to be offered in the coming year. Be on the lookout for our wonderful PAL/One Life Counselor, Roy Gonzalez, AMFT #103715

Thanks to a grant made possible by Mainfreight through Books in Homes, we were able to provide books to many of our PAL youth at several large events through- out the year. Both, our Competitive Soccer teams and Junior Giants teams were able to “shop” for FREE books during our annual festivals. We have been able to hand select books for the various types of readers we have in our membership. All books are age appropriate, come in different languages, and promote a love of reading.

7 A Message from San Mateo Police Chief, Susan E. Manheimer

This has been another important and exciting year for PAL as we continue to make a difference and provide that critical safety net for our youth and families. No one has a “front row seat” like our officers and especially our School Resource Officers. Each day they see first-hand the challenges and choices that confront our youth. The landscape for our kids has become very complex and PAL serves an important role in the Prevention, Development, Intervention, and Rehabilitation of our youth.

Our job is not just to keep kids on track, in school, and out of jail, but to provide them social defenses and youth development skills that will help them navigate troubled times and develop into healthy young adults and our future workforce. Our programs and interventions are aimed at all of our youth as social bullying, risky choices, and peer pressures know no zip code and can seem insurmountable at times – but that’s exactly when PAL is there! Whether taking them fishing, teaching them coding, tutoring after school, or just helping them work through the consequences of bad choices, we are there for our kids!

When our community is in trouble, they call 911, but when our cops come across a youth or family in need, they call our PAL! We are there - responding to families in crisis, youth in trouble, or simply keeping our school campuses secure. We are there on the ground and in the trenches as a lifeline with resources and support when a crisis hits a family. Working with the schools and social services, we ensure our kids have what they need to be successful. Your continued support provides that vital lifeline for our kids and families and we are grateful.

This year we welcomed Staci Bush and look forward to what we will be able to do together. 8 9 10 OUR MAJOR ANNUAL EVENTS PROVIDE CRUCIAL SUPPORT 18th Annual San Mateo PAL Golf Tournament On September 25, 2017, our annual golf tournament was held for the 1st time at the exclusive, members only Peninsula Golf & Country Club. It was a beautiful day of golf, followed by a wonderful dinner, auction & raffle guest hosted by Mitch Juricich and Marty Lurie. The lure of the golf course and wonderful donations & sponsorships made for record breaking numbers. Special thanks goes out to Cotchett, Pitre, & McCarthy LLP for another year as our presenting sponsor.

20th Annual San Mateo PAL Lights & Sirens Dinner Our 20th Lights & Sirens Dinner was held on February 23, 2018. Thanks goes to our banner sponsor, Franklin Templeton Investments for continuing in this tradition. The evening was a wonderful hoe- down of a time. We honored our Officer of the Year, Bryan Thompson, and Youth of the Year, Merlyn Grajales Morales, and honored longtime PAL Board Member Tom Vocker, who passed away. Mike Callagy put his auctioneer skills to good use, and we enjoyed a wonderful performance by our PAL kids, who sang, danced, and played the ukulele to our sold out crowd.

2nd Annual Stride for Awareness, 5K for Student Mental Health & Wellness Building on the success of our inaugural run last year, we held our 2nd Run/Walk at Seal Pointe Park on May 6, 2018. Gilead Sciences, our newest PAL supporters, was the presenting sponsor. Working with A Runner’s Mind, we hosted almost 300 participants who took on the 3.1 miles that beautiful Sunday morn- ing. All participants received a goodie bag, medal, and t-shirt for supporting such a worthy cause.

11 TIS THE SEASON…

For the past several years, PAL has partnered with the Police Depart- ment to host an array of events during the holiday season. In the month of December, we start our giving with “Santa Cop” by visiting the homes of children who could use the “special” visit. Santa (Sgt. Craig Collom, Mrs. Claus (SRO Lupe Mejia) & Jingle the Elf (CSO Jeanine Luna) caravanned to approximately (8) homes within the city, spreading good cheer and providing gifts to these families. Most referred to us by police officers. PAL Staff and Board Member Russ Stanley tagged along to witness this heart warming experience.

Two days later, PAL hosts our annual “Brunch with Santa” at the King Center. With the help of the First Responders Lions Club, PAL Board Members & Staff, Santa and his crew visit with 200 people, giving so many PAL kids the opportunity to meet Santa and take pictures at this fun & festive breakfast.

This year PAL added a new gift giving event to our repertoire, Shop with a Cop. With help from Target and San Mateo Rotary, we gave kids gift cards to use as they shopped with a Cop.

There is something magical about what PAL can do for kids and their families, and adults alike. It is only possible with the support of our wonderful donors, people like you.
