A continuous applicant pool allows you to apply for jobs within an occupation where vacancies are regularly available. This means that agencies can 'dip' into the pool for suitable applicants as soon as they have a vacancy. You can submit or refresh your application at any time. If you are refreshing your application, make sure that you indicate this either on your email or, if sending by post, in a covering letter. In search results, continuous applicant pools can be identified by 'Ongoing' in the 'Closes' column of a search result.

Note: If a continuous applicant pool is closing, applicants will be notified two weeks prior to this date. Applications may be used for up to six months after the pool closes. Multi-agency pools

Some Queensland Government agencies are on the lookout for people to fill similar jobs or occupations at the same time. Some of these jobs have a fixed closing date and others are ongoing (continuous applicant pools). With multi-agency pools, you only have to apply once to access job opportunities across participating agencies. Your application will then be able to be viewed and assessed by all the agencies in that pool - or, if you prefer, you can specify that you want to be considered only for particular agencies. Make sure you check the specific vacancy to find out how each pool works. How to apply

When you have found the job you would like to apply for.

1. You can phone for a copy of the information kit or you can download the documents from the Smart Jobs and Careers website at www.jobs.qld.gov.au. The information kit will include: • the position or job description detailing: background of the department or work area; roles and responsibilities, and selection criteria • a job information package, outlining the procedure for preparing and sending in your application, and • an application cover sheet. 2. Do your homework - research the agency to understand the background to the job. 3. Prepare your application. This should include your: • completed cover sheet (available on jobs online or in the kit mailed to you) • covering letter • resumé / curriculum vitae • names and contact details of (2) referees, and • responses to the selection criteria if required. 4. Mail or email your application (Details of where and how are available in either the job description or the job information package.

Check with the job vacancy contact person if you are unsure about how or where to submit your application or how many copies to send. Make sure you send your application by the closing date. If you don’t, it may not be accepted. Once your application is received, you will usually be sent a written acknowledgement.

SENIOR EXECUTIVE SERVICE VACANCIES TERMS AND CONDITIONS OF EMPLOYMENT

Appointees to the Senior Executive Service are offered an attractive remuneration package with salary sacrifice in return for optional benefits including. • Private use component of a fully maintained government owned motor vehicle; • Membership options of the Government Superannuation Schemes, including generous employer superannuation contributions • Professional organisation membership fees.

The total remuneration value amount listed against positions includes the private use component of a motor vehicle, employer superannuation contributions and the 17.5% annual leave loading. In addition to the salary and optional benefits, executives will be entitled to: • Queensland Public Service leave conditions, including four (4) weeks annual leave, cumulative sick leave and long service leave.

Upon appointment, the executive will also be eligible to receive significant removal allowances and rental assistance if necessary. Appointees will be required to enter a contract of employment. Existing tenured SES officers who are appointed at the current SES level or by redeployment may, but are not required to, enter into a contract of employment.

NOTE 1 : Positions within the Parliamentary Service come within the ambit of the Parliamentary Service Act 1988 and are not subject to the provisions of the Public Service Act 2008.

NOTE 2 : As prescribed under sections 55, 194, 195 and 196 of the Public Service Act 2008 and Part 1 of the Appeals Directive  (No.: 6/08): an appeal can not be made to the Commission Chief Executive against a decision to appoint or second an officer or other person to Senior Officer levels (SO1 and SO2), and; otherwise, an officer entitled to appeal must satisfy the following requirements.

1. the officer must have applied for a vacancy to which one of the following persons was promoted. • an officer of a Department • a general employee of a Department with tenure • an officer of a Public Service Office • a general employee of a Public Service Office with tenure; or • a tenured public sector employee of a public sector unit which applies promotional appeal rights under Schedule 1 of the Public Service Regulation 2008; 2. the officer’s application for the vacancy must have been received before the deadline for the receipt of applications; 3. the officer’s notice of appeal must be actually received by the Commission Chief Executive before the deadline for it’s receipt; 4. the officer must continue to be entitled to appeal. (a) Appointees may be required to serve in any part of the State. Where a centre is included under “Locality”, the headquarters of the appointee will be at such centre unless otherwise determined.

(b) An appointment has been declared by the Commission Chief Executive, by gazette notice, to be a non-appealable appointment, pursuant to section 195 of the Public Service Act 2008.

QUEENSLAND COMPETITION AUTHORITY ACT 1997 Section 10 (e) MINISTERS’ DIRECTION NOTICE

Direction

As the Premier and the Treasurer of Queensland, pursuant to section 10(e) of the Queensland Competition Authority Act 1997 (the QCA Act), we direct the Queensland Competition Authority (the Authority) to investigate and report on a recommended price monitoring framework to apply to the SEQ water and waste water distribution and retail activities (the Activities) from July 2010 to no later than 30 June 2013. The Authority is directed to: 1. develop and propose a form of interim price monitoring arrangement, consistent with Part 3 of the QCA Act, including the information requirements, nature and frequency of reporting; 2. recommend the process and criteria it proposes to apply to assess capital expenditure for inclusion in the regulated asset base from 1 July 2010; 3. recommend a commencement date for the final regulatory arrangements for each Activity, being no earlier than 1 July 2012 and no later than 1 July 2013; and 4. provide a report on the above matters.

Objectives and Matters to be Accepted

The interim arrangement is intended to apply from 1 July 2010 and the final regulatory arrangement is intended to apply from no later than1 July 2013.

The interim arrangement price monitoring investigations must:

(a) provide timely and transparent information to customers about the costs and other factors underlying the annual increase in water prices, including distinguishing the bulk and distribution/retail components;

(b) recognise the Government’s policy that the prices charged by the SEQ Water Grid Manager for bulk water storage, treatment and delivery are to be passed through to customers in full;

(c) consider the availability of information from the Activities and the emerging capability of the Activities to provide information;

(d) monitor each Activity’s water and waste water revenues having regard to the maximum allowable revenue over the interim period, based on the total costs of carrying on the Activity including each of the following:

(i) the operational costs incurred in carrying on the activity;

(ii) depreciation; and

(e) provide a process and criteria for recommending the roll-forward of the regulated asset base using the following principles:

(i) Council distribution/retail asset valuations, establishing the initial regulated asset base as at 1 July 2008 are to be as advised by the Minister for Natural Resources, Mines and Energy and Minister for Trade;

(ii) the opening regulated asset base for each subsequent year must be rolled forward annually in accordance with the following formula:

RABt = (RABt-1 + Capital Expendituret – Regulatory Depreciationt – Disposalt + Indexationt) where t = the year under consideration;

(iii) to assess Capital Expenditure in (ii) above, the Authority must assess actual and prudent capital expenditure (including for information technology systems). The Authority must accept as prudent:

x actual capital expenditure, excluding establishment costs, for water and waste water as included in Council financial accounts for the period 1 July 2008 to 30 June 2010; and

x contributed, donated and gifted assets; and

x allowable establishment costs for inclusion in the regulated asset base as advised by the Minister for Natural Resources, Mines and Energy and Minister for Trade.

(iv) to assess Regulatory Depreciation in (ii) above, the Authority must take into account for the period 1 July 2008 to 30 June 2010 the apportionment of Council distribution/retail valuations in (i) above to individual assets and evidence that regulatory depreciation on the physical assets has been calculated using existing useful lives attaching to the individual assets; and

(v) to assess the Indexation in (ii) above, the Authority must take into account the latest available Australian Bureau of Statistics Consumer Price Index (all groups, Brisbane), however, for the period 1 July 2009 to 30 June 2010, the 2009-10 Queensland State Budget inflation forecast may be used.

Consultation

The Authority must undertake an open consultation process with all parties considered relevant to the review and consider submissions within the timetable for the review and reports. Timing

The Authority must provide the following to the Ministers and the Minister for Natural Resources, Mines and Energy and Minister for Trade:

a) a Final Report identifying the information requirements for the Activities for 2010-11 by 31 December 2009;

b) a Draft Report by 31 January 2010; and

c) a Final Report by 30 April 2010.

Other issues

We may, by written notice, given to the Authority, withdraw or amend this Direction at any time prior to receiving the Final Report.

The Authority may use Division 2, Part 6 of the QCA Act to conduct the review.

Whereas:

- on 20 June 2008, the Honourable Paul Lucas MP, Deputy Premier and former Minister for Infrastructure and Planning gazetted a Declaration of Iconic Values, Protected Planning Provisions and Local Laws that Protect the Iconic Values for the Iconic Queensland Place of Noosa under section 5(2) of the Iconic Queensland Places Act 2008 (the Declaration);

- on 8 May 2009 Sunshine Coast Regional Council gazetted a notice under schedule 1 to the Integrated Planning Act 1997 that it had on 2 April 2009 adopted an amended version of the planning scheme for the former Noosa Shire with effect on and from 11 May 2009 (the Amendment);

- in accordance with section 73 of the Iconic Queensland Places Act 2008 the Amendment was not subject to part 3 of that Act because the Amendment had been proposed by the former Noosa Shire Council on 11 October 2007, prior to the local government changeover day;

- the Protected Planning Provisions referred to in the Declaration have been varied by the Amendment;

- it is considered that the effect of section 14H of the Acts Interpretation Act 1954 and section 14 of the Statutory Instruments Act 1992 (SIA) is that the references in the Declaration to the Protected Planning Provisions operate, as from 11 May 2009, with respect to those provisions as varied by the Amendment;

- it is considered that it is desirable to amend the Declaration so that the references to the Protected Planning Provisions in the Declaration correspond to the planning scheme provisions in effect for the former Noosa Shire following the Amendment.

The Honourable Stirling Hinchliffe MP, Minister for Infrastructure and Planning, being satisfied that the Protected Planning Provisions in the Declaration, as varied by the Amendment, protect the Iconic Values of the former Noosa Shire, hereby gives notice that the Declaration is amended under section 5(2) of the Iconic Queensland Places Act 2008, in accordance with section 24AA of the Acts Interpretation Act 1954, as follows:
