    Lieutenant The Honourable PAUL DE JERSEY AC, QC Lieutenant De Jersey was appointed Patron of the Club in 2008 His Excellency was born in Brisbane in 1948, the third son of schoolteacher parents Ronald and Moya (both now deceased). As a child he lived variously at Patrick Estate (outside Lowood in the Lockyer Valley), Coolabunia (outside Kingaroy), Maryborough and Longreach. He attended the Albert State School in Maryborough, the Longreach State School, then the Ipswich Central Boys School as the family transitioned to Brisbane in 1959. In 1960 and 1961 (his Scholarship examination year) he attended Ithaca Creek State School, then the Church of England Grammar School (Churchie) from 1962 to 1965 – when he was awarded a Commonwealth Scholarship to The University of Queensland, where he graduated in Arts (1969) and Laws (with Honours) (1971). During his secondary school years, he qualified with a Licentiate in Speech and Drama Australia (LSDA) through the Australian Music Examinations Board. We thank the History Interest Group and other volunteers who have researched and prepared these Notes. The series will be progressively expanded and developed. This article examines Walter Campbell’s broad‐ranging contribution to public administration, his long standing interest and involvement in the education sector and his career at the bar and on the bench. Wrote Walter Campbell to friend Daniel Hart in 1998, “in 1946 we all ... had ideas about reshaping the world”. In 1999, in his taped recollections, he recalled a desire to change things. “My aim at the university was to do philosophy, and I ended up doing an MA in philosophy … I thought that philosophy would solve all the problems of the world.” Although Walter Campbell started out in the philosophy classroom, his career came to reflect the many facets of the man himself, spanning philosophy, law, academia and politics.

Premier Campbell Newman said his Honour comes to the office of Governor following a distinguished career, most notably serving the people of Queensland as Chief Justice for the past 16 years. “It is a great pleasure and honour to announce that Chief Justice de Jersey will continue to serve Queensland in his new role,” Mr Newman said. “His Honour was born in Brisbane and raised in country Queensland as the third son of school teacher parents and is a proud Queenslander who has made a huge contribution to the legal profession. “His extensive experience and service to the people of Queensland makes him not just qualified, but the perfect fit for this important role. “The Chief Justice practised as a barrister for 14 years, the last three years as Queen’s Counsel before being appointed as a Judge of the Supreme Court of Queensland for 13 years. “From there, he has served the people of Queensland impeccably as the head of the Queensland court system. “Despite his busy schedule, Chief Justice de Jersey has managed to find time to give back to the community, especially to charities advancing cancer research and as the Chancellor of the Brisbane Diocese of the Anglican Church. “I welcome his Honour, his wife Kaye and their three children, Carolyn, Alison and David and grandchildren, Alexander, Sophie and Lily to this appointment.     CairnsPlan – March 2009 3.12 Inner Suburbs District 3.12.1 Description and Intent The Inner Suburbs District encompasses the longer established suburbs of the City which contain a range of residential, commercial, community, recreational and light industrial land uses. The District is almost fully developed with the opportunities for new residential development being limited to a few larger sites in the north-western sector of the District. Sites of local cultural heritage and character precincts are protected. The natural features of the District are the remnant areas of the Cairns Central Swamp and the hillslopes of the Whitfield Range in the north and west of the District. The District is intended to provide a range of opportunities for residential living. These opportunities extend from rural residential style living in several small pockets of existing development on the hillsides to conventional residential living at the outer edges of the District and medium density residential living in the inner part of the District, particularly in locations in proximity to the District and Sub-Regional Centres, community facilities and public transport routes. It is intended that the existing Local, District and Sub-Regional Centres should be consolidated. It is not envisaged that there should be any significant expansion of these centres or development of new centres, apart from a Local Centre to service a developing residential area at Kanimbla. There are opportunities for commercial development in a number of locations, particularly along sections of the arterial roads. It is intended that the existing commercial and service industrial area to the south- east of Mulgrave Road should continue to be used for these purposes.
