General Assembly fails to override Gov. ’s veto of bill that would have allowed all citizens to worship safely

When Gov. Roy Cooper (D-NC) vetoed HB 652, the Second Amendment Protection Act, he stated, “This bill allows guns on school property, which threatens the safety of students and teachers.” Members of the North Carolina Rifle & Pistol Association (NCRPA) worked hard in support of this bill and are deeply disappointed that he ignored a bipartisan effort that would have made North Carolina citizens safer while attending religious services.

NCRPA president, Fred Edgecomb, was incredulous, “Did the governor actually read the bill, and is he unwilling to acknowledge that mass shootings at places of worship in recent years were stopped by armed parishioners?”

North Carolina law allows firearms in religious institutions unless the church prohibits them. HB 652 would only have applied to churches that operate nonpublic schools on the same property, or in the same building, and explicitly stated that guns may not be present during school hours, or when curricular, extracurricular, or school sponsored activities are occurring. “This bill will allow a person with a concealed handgun permit to possess and carry a handgun on church property that also has a nonpublic school on the same property. Members of the faith community want to be able to protect themselves and their families. Why can’t we have equal protection under the law? I guess Governor Cooper is playing politics during an election year,” stated Edgecomb at the time of Cooper’s veto.

Dennis Allen, NCRPA’s chief lobbyist, also stated, “This shows the difference in perceptions that Governor Cooper seems to hold with those of the faith community and with those of us who believe in constitutional governance and private property rights. If a property owner can prohibit firearms on their property based on the right to control their property, should not other property owners enjoy the right to allow them? It appears that the Governor is more concerned with retaining government control over as many aspects of citizen’s lives as possible than he is with the safety of those same citizens. It is clear that this veto, if not overridden, ensures that churches will remain undefended targets of violence.”

HB 652 originally passed with bipartisan support, however the vote to override failed because six legislators changed their vote. Undoubtedly President Trump ruffles feathers, but I voted for him in 2016 for that reason. He is a results-kind- of-guy, delivering on his promises in extraordinary ways and in particular, by championing the constitutional rights of law-abiding gun owners across our country.

Early in his administration President Trump repealed an Obama-era scheme that forced Social Security recipi- ents to choose between their benefits and their Second Amendment right to possess a firearm. He promised to transform the federal judiciary by reversing a disturbing trend of appointing activist judges. President Trump appointed a record-setting number of judges who respect and value the Second Amendment, including Su- preme Court Justices Neil Gorsuch and Brett Kavanaugh. I expect that his focus on the judiciary will continue to be a high priority during a second term.

By “unsigning” the anti-gun United Nations Arms Trade Treaty, President Trump demonstrated his commitment to American freedom and sovereignty. This critical act effectively withdrew the United States from a global march toward international gun prohibition. During the flood of COVID-19 orders, the Trump administration declared that firearms and ammunition retailers are “critical infrastructure,” prompting states to reopen gun stores that had been forcibly closed. I’m grateful that President Trump opposes the notion that self-defense is “non-essential.”

He acted to abolish one of America’s biggest gun-free zones by ending the ban of possession of firearms on 12 million acres of federal land administered by the Army Corps of Engineers.
