Congressional Affairs Programming At A Glance 2016 - 2020 Congressional Delegations Congress-Bundestag Forum 2020 February 15-20, 2020 Elmau and Munich, Germany The German Marshall Fund of the United States (GMF) and the Robert Bosch Stiftung Foundation (Bosch) hosted the 17th Annual Congress-Bundestag Forum. A bipartisan delegation of members of the U.S. House of Representatives met with members of the German Bundestag for a series of discussions on areas of mutual concern, such as: Asia in the transatlantic space, challenges to the West, European reunification after the end of communism, social cohesion, energy issues, and workforce development. Participants of the Congress-Bundestag Forum 2020 included Representatives Rob Bishop (R-UT), Bill Flores (R-TX), Mark Green (R-TN), Robin Kelly (D-IL), Brenda Lawrence (D-MI), Barbara Lee (D-CA), Debra Lesko (R-AZ), C. A. Dutch Ruppersberger (D-MD), Eric Swalwell (D- CA), Mike Turner (R-OH), as well as fifteen members of the German Bundestag. Transatlantic Technology Congressional Delegation 2019 November 3-8, 2019 Berlin, Germany and Brussels, Belgium GMF held, with Software.org, The Transatlantic Technology Congressional Delegation (TTCD), held in Brussels, Belgium and Berlin, Germany, enabled members of Congress to engage directly with stakeholders on topics relating to the transatlantic digital space. TTCD 2019 covered issues such as data protection, data ownership, cybersecurity, workforce development, digital trade, and digital entrepreneurship, among other issues. Brooks Pierce Election Update, March 4, 2020 03.04.2020 North Carolina Voters Cast Primary Ballots Over 2.1 million North Carolina voters cast primary election ballots on March 3 and during the early voting period. Most races have been decided, but a few may require runoffs. In races where no candidate receives 30% of the vote, the second place finisher may call for a runoff. Given that many political observers see North Carolina as a “purple” state, the November elections are expected to be hotly contested. While the official results have not yet been certified and the possibility for recounts or runoffs in some races remains… Here’s what we know: President President Donald Trump (R) won the Republican contest with 94% and Democrat Joe Biden won his party’s primary with 43 % to 24 % for Bernie Sanders, 13% for Michael Bloomberg and 10% for Elizabeth Warren. Governor Democratic Gov. Roy Cooper and Republican Lt. Gov. Dan Forest both won their party’s primary by large margins and will face off in November. Lt. Governor Republican Mark Robinson appears to have won with 33% and there may be a runoff on the Democratic side between Wake County Rep. Yvonne Holley (27%) and Buncombe County Sen. Terry Van Duyn (20%). Attorney General Democratic Attorney General Josh Stein will face Republican winner Jim O’Neill, the Forsyth County District Attorney, who received 47%. Agriculture Republican Commissioner Steve Troxler will face Democratic winner Jenna Wadsworth, a Wake County Soil and Water Supervisor, who received 54%. The State Legislature The General Assembly is the oldest governmental body in North Carolina. According to tradition, a “legislative assembly of free holders” met for the first time around 1666. No documentary proof, however, exists proving that this assembly actually met. Provisions for a representative assembly in Proprietary North Carolina can be traced to the Concessions and Agreements, adopted in 1665, which called for an unicameral body composed of the governor, his council and twelve delegates selected annually to sit as a legislature. This system of representation prevailed until 1670, when Albemarle County was divided into three precincts. Berkeley Precinct, Carteret Precinct and Shaftsbury Precinct were apparently each allowed five representatives. Around 1682, four new precincts were created from the original three as the colony’s population grew and the frontier moved westward. The new precincts were usually allotted two representatives, although some were granted more. Beginning with the Assembly of 1723, several of the larger, more important towns were allowed to elect their own representatives. Edenton was the first town granted this privilege, followed by Bath, New Bern, Wilmington, Brunswick, Halifax, Campbellton (Fayetteville), Salisbury, Hillsborough and Tarborough. Around 1735 Albemarle and Bath Counties were dissolved and the precincts became counties. The unicameral legislature continued until around 1697, when a bicameral form was adopted. The governor or chief executive at the time, and his council constituted the upper house. The lower house, the House of Burgesses, was composed of representatives elected from the colony’s various precincts. The lower house could adopt its own rules of procedure and elect its own speaker and other officers. -

By bringing North Carolina into the U.S. Climate Alliance and issuing Executive Order No. 80 (EO80), your administration has established science-based carbon pollution reduction and clean energy goals which are critical to ensuring that we in North Carolina do our part to help avert the worst impacts of climate change. We endorse the goals of the North Carolina Clean Energy Plan (CEP) to achieve a 70% reduction in carbon dioxide emissions from 2005 levels by 2030 and achieve carbon neutrality by 2050. Recommendation A-1 of the CEP resulted in a stakeholder process that identified options to achieve these carbon reduction goals. Of the options examined, joining the Regional Greenhouse Gas Initiative (RGGI) was identified as one of the most cost-effective pathways for North Carolina to swiftly and meaningfully reduce power sector carbon pollution. We write to urge your administration to continue the common-sense approach to reducing greenhouse gas pollution that you launched with Executive Order 80 by establishing enforceable limits on power sector carbon pollution and joining the Regional Greenhouse Gas Initiative (RGGI). Achieving the Clean Energy Plan’s 2030 target requires swift action. -

Kilpatrick Stockton's Cal Cunningham Receives Gen. Douglas MacArthur Leadership Award at Pentagon Ceremony WINSTON-SALEM (June 10) -- Kilpatrick Stockton announced today that litigation attorney Cal Cunningham was recently presented with the Army’s top leadership award, the Gen. Douglas MacArthur Leadership Award, at a ceremony held at the Pentagon. Army Chief of Staff Gen. George W. Casey presented the MacArthur Award, a 15- pound bronze bust of the general, to 28 company-grade officers of all three Army components. Each officer was awarded for exhibiting outstanding military performance, leadership and achievement, and for reflecting the ideals for which Gen. MacArthur stood - duty, honor, and country. Mr. Cunningham was one of seven Army Reserve officers to receive this year’s award. In the 25 years that the award has been given, only two other attorneys have been selected. “These award winners demonstrate the tremendous quality that we are privileged to have throughout our Army,” said Gen. George Casey at the awards ceremony. “These are top performers that have led in the most difficult and dangerous missions and brought out the best in the men and women they led.” Earlier this year, Mr. Cunningham received the Bronze Star while serving in Iraq as part of Operation Iraqi Freedom. A captain and paratrooper in the U.S. Army Reserves, Mr. Cunningham received the medal for “exceptionally meritorious service to the United States” as the senior trial counsel in the Office of the Staff Judge Advocate, Multi-National Corps-Iraq, at Camp Victory in Iraq from December 15, 2007 to November 19, 2008. -
