    FRANCE 2016 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary The constitution and the law protect the right of individuals to choose, change, and practice their religion. The government investigated and prosecuted numerous crimes and other actions against religious groups, including anti-Semitic and anti- Muslim violence, hate speech, and vandalism. The government continued to enforce laws prohibiting face coverings in public spaces and government buildings and the wearing of “conspicuous” religious symbols at public schools, which included a ban on headscarves and Sikh turbans. The highest administrative court rejected the city of Villeneuve-Loubet’s ban on “clothes demonstrating an obvious religious affiliation worn by swimmers on public beaches.” The ban was directed at full-body swimming suits worn by some Muslim women. ISIS claimed responsibility for a terrorist attack in Nice during the July 14 French independence day celebration that killed 84 people without regard for their religious belief. President Francois Hollande condemned the attack as an act of radical Islamic terrorism. Prime Minister (PM) Manuel Valls cautioned against scapegoating Muslims or Islam for the attack by a radical extremist group. The government extended a state of emergency until July 2017. The government condemned anti- Semitic, anti-Muslim, and anti-Catholic acts and continued efforts to promote interfaith understanding through public awareness campaigns and by encouraging dialogues in schools, among local officials, police, and citizen groups. Jehovah’s Witnesses reported 19 instances in which authorities interfered with public proselytizing by their community. There were continued reports of attacks against Christians, Jews, and Muslims. The government, as well as Muslim and Jewish groups, reported the number of anti-Semitic and anti-Muslim incidents decreased by 59 percent and 58 percent respectively from the previous year to 335 anti-Semitic acts and 189 anti-Muslim acts.

The Pope was lying in the semidarkness. The soft light of the lamp lit up the wall, but he was clearly visible. When a few moments later the time came when the whole world would know, Archbishop Dziwisz suddenly stood up. He turned on the light in the room, thereby interrupting the silence of John Paul II‟s death. In emotional but surprisingly steady tones, he began to sing, in his typical mountain lilt, prolonging one of the syllables, “We praise you, O God: / we proclaim you as Lord”. The sound seemed to come from Heaven. We all look wonderingly at Fr Stanisław. However with the light on, in singing the following words, each one of us found reassurance: “Everlasting Father, / All the world bows down before you”. Here, we thought, we are in a totally different reality, John Paul II has died: this means that he lives forever. Even though we were shaken by heartfelt sobs and choked by tears, we went on singing. With every word our voices grew stronger and louder. The hymn proclaimed: “You overcame the power of death / Opening the Father‟s Kingdom to all who believe in you”. Thus, in singing the Te Deum, we glorified God, clearly visible and recognizable in the Pope‟s person.

Angell, the eighth Bishop of the Roman Catholic Diocese of Burlington, age 86, died on October 4, 2016. He served as Bishop of Burlington from 1992 to 2005, a good-humored man of faith with a heart directed towards the dignity of all humanity. Bishop Angell was a man who pledged cooperation and support within the ecumenical and inter-faith communities of Vermont as he sought to work with them to transform society to reflect the values they shared and proclaimed. He also exhibited a shepherd’s heart in his care for all the people of Vermont regardless of their faith and lived out his episcopal motto to “serve the Lord with gladness.” After the events of September 11, 2001, in which his brother and sister-in-law lost their lives, Bishop Angell exhibited exceptional leadership in calling for forgiveness and mercy, as well as peace and reconciliation among all people. During his tenure as Bishop, he established a diocesan Bishop’s Commission on Women to ascertain the needs and concerns of Vermont Catholics on issues related to women in the Church; the Office of Safe Environments to implement the Charter for the Protection of Children and to oversee programs to ensure safety for those involved with Church ministries; a House of Discernment for vocations to the priesthood; and Ministry Training program for those who were discerning a call to leadership ministries.

I am pleased to welcome you for the 25th anniversary of the foundation of the “Association of Sts Peter and Paul”, an association desired by my venerable Predecessor Paul VI. I extend my greeting to each one of you with the words of the Apostle Peter: “To those who have obtained a faith of equal standing with ours in the righteousness of our God and Saviour Jesus Christ: grace and peace” (2 Pt 1:1-2). I thank Mr Gianluigi Marrone who has expressed the sentiments of all, your chaplain Mons. Carmelo Nicolosi, and his assistant, Mons. Franco Follo.
