Cypriot Population Turkish Is the The demography of north Cyprus is one of the most contested issues related to the island’s division. In particular, the number of indigenous Turkish Cypriots and Turkish immigrants living in the north has long been a source of dispute, not only among the island’s diplomats and politicians but also among researchers and activists. Until recently, the political use of demog- raphy has hindered comprehensive study of the ethno-demographic make-up of the north, while at the same time making a thorough demographic study all the more imperative. The present report addresses this situation by providing an analysis of the results of the 2006 census of north Cyprus, comparing these fi gures with the results of the previous census. The report focuses mainly on identifying the percentage of the population of north Cyprus who are of Turkish-mainland origin and also possess Turkish Cypriot citizenship – an important factor given claims that such citizens play an signifi cant role in elections in the north. In addi- tion, the report examines the arrival dates of Turkish nationals in order to analyze patterns of migration. This, in turn, is indicative of the numbers of naturalized Turkish Cypriot citizens who have arrived in Cyprus as part of an offi cial policy. The report also presents estimates for Turkish Cypriot emigration to third countries, based on immigration and census fi gures from the two main host countries: the United Kingdom and Australia. Following analysis of these latter fi gures and the results of the 2006 census, it is argued that claims of massive emigration by Turkish Cypriots to third countries are largely misleading. -

The Northern Cypriot Dream – Turkish Immigration 1974–1980 HELGE JENSEHAUGEN1 Abstract After the division of Cyprus in 1974 into a Greek Cypriot south and a Turkish Cypriot north, approximately 30,000 immigrants from Turkey moved to north Cyprus. The period between 1974 and 1980 is the time during which these immigrants arrived in northern Cyprus, and may be referred to as the first wave of immigration. This article seeks primarily to answer the question: Why did they immigrate to northern Cyprus? There are a lot of misperceptions about the movement of so many people from Turkey to north Cyprus; therefore it is important that this study creates an accurate and much-needed debate. In short, the first wave of immigration should be viewed as a result of the employment of state mechanisms as well as traditional pull factors: work opportunities, and a need for labour in north Cyprus. Once in northern Cyprus, these immigrants received housing, land, and aid plus help with other necessities such as food and supplies. Keywords: immigration, Turkey, north Cyprus, settlers, Turkish Cypriots, refugees Introduction When Cyprus was divided in 1974, the leaders of the Turkish Cypriot community, with the help of Turkish authorities, initiated a policy of encouraging people from Turkey to move to northern Cyprus.2 In addition to the relatively high number of casualties and missing persons, a population vacuum was created through the vast numbers of internally displaced persons. UNHCR estimated that there were circa 240,000 internally displaced as a result of the division of the island, of which approximately 180,000 were Greek Cypriots who moved south, and 60,000 were Turkish Cypriots who went north.3 This obviously resulted in a vast amount of abandoned moveable and 1 This article is based on my master’s thesis: H. -

9 Cyprus: A Divided Civil Society in Stalemate Esra Cuhadar and Andreas Kotelis The conflict on the island of Cyprus is long-standing, intractable, and currently at a stalemate. In this chapter we explore the functions of civil society in the Cypriot conflict, tracing its historical background, providing an overview of the status of civil society on Cyprus, and presenting findings about peacebuilding-oriented civil society. Then, following the theoretical frame- work developed by Thania Paffenholz and Christoph Spurk (see Chapter 4), we elaborate on the peacebuilding functions that are performed by Cypriot civil society. Context Located in the eastern Mediterranean, Cyprus is the third largest island in that sea; it lies south of Turkey and is strategically positioned near the Middle East. Its population is currently slightly more than 1 million, mainly Greek (748,217 concentrated in the South) and Turkish (265,100 concentrated in the North),1 with minorities of Armenians, Maronites, and Latins. The Greek Cypriot and Turkish Cypriot communities are the main adversaries in the conflict, although the conflict cannot be separated from the broader conflict between the coun- tries of Greece and Turkey. It is difficult to summarize the conflict in a few paragraphs, especially when considering the historical narratives adopted by the parties (Dodd 1998; Hannay 2005; Mijftiiler Bag 1999; O’Malley and Craig 1999; Boliikbasl 2001; Anm 2002; Chrysostomides 2000; Papadakis 1998; and Volkan 1979). Below we describe the conflict in the context of peacebuilding and civil society. Even though intercommunal violence became rampant in the 19603, for some scholars the conflict dates to British colonialism, when the seeds of eth- nocentric nationalism were sown (Anastasiou 2006; Hasgijler 2000). -

Negotiations and Related Issues Summary Cyprus has been divided since 1974. Greek Cypriots, 76% of the population, live in the southern two-thirds of the island. Turkish Cypriots, 19% of the populace, live in the “Turkish Republic of Northern Cyprus” (TRNC), recognized only by Turkey, with about 36,000 Turkish troops providing security. United Nations peacekeeping forces (UNFICYP) maintain a buffer zone between the two. Since the late 1970s, the U.N., with U.S. support, has promoted negotiations aimed at reuniting the island as a federal, bicommunal, bizonal republic. The U.N. Secretary General’s April 5, 1992, “Set of Ideas” was a major, but unsuccessful, framework for negotiations for an overall settlement. Next, both sides accepted U.N. confidence-building measures only in principle and they were not recorded or implemented. The prospect of Cyprus’s European Union (EU) accession and its eventual membership intensified and complicated settlement efforts. After five rounds of U.N.-mediated proximity (indirect) talks, Secretary General Kofi Annan presented “observations” on substance and procedure on November 8, 2000, leading Turkish Cypriot leader Rauf Denktash to withdraw from the talks for a year. Denktash and (Greek) Cypriot President Glafcos Clerides later agreed to begin direct talks on January 16, 2002. On November 11, Annan submitted a comprehensive settlement Plan based on Swiss and Belgian government models, but the two sides did not agree on it. -

Following the Problem in an Era collapse of the latest talks in 2017, there is real concern that the island is now drifting towards a permanent and irrevocable division as the communities become of Uncertainty: ever more estranged. To this end, urgent steps are needed to try to forge greater Establishing a Culture contacts between Greek and Turkish Cypriots. However, many initiatives are being held back over fears of recognition. This report argues that such concerns, while of Engagement understandable, are threatening to make reunification impossible. Building on a growing understanding in academic and policy circles that the concept of ‘engagement without recognition’ is a valuable tool of conflict management in James Ker-Lindsay secessionist disputes, the report outlines a number of tangible steps that can be taken to promote a ‘culture of engagement’ between the island’s communities. These range from making the political case for greater communal interaction and offering official funding such activities through to implementing already agreed initiatives and addressing the legacy of the past. While such steps should be locally driven, the international community has a crucial part to play. In future, the leaders of the two communities should not merely be judged on their willingness to engage in settlement negotiations. They should also be judged on their willingness to create the wider conditions for reunification and future cohabitation. -

Silverburg, Ph.D Professor Emeritus Department of History and Politics Catawba College Salisbury, NC [email protected] ABSTRACT: The history of Cyprus is replete with foreign invasions and occupation. Modern history has Great Britain in control over the island, betwixt a long-term period of antagonism and hostility over the island’s control between Greece and Turkey. Greek Cypriots have for many years sought enosis, or union with Greece, while the minority Turkish community’s ethnic community goal has been taksim (partition) between the two ethnic groups. A crucial temporal dividing point came in 1974 when following a coup d’etat against the Greek Cypriot leadership leading to some instability which was then followed by a Turkish military invasion in order to protect the island’s Turkish population. Once order was restored and with Ankara’s backing, the Turkish Cypriots created the Turkish Republic of Northern Cyprus. Because of the manner in which the political action occurred, only Turkey provided diplomatic recognition, thus bringing up the legal issue of non-recognition and a discussion of the use of force to achieve a political objective. The period covered by the research commenced with the creation of the bi-regional structure on the island in 1974 and ceased with the declaration of Turkish Cypriot Independence in 1983. As this period constitutes an important threshold in the history of Cyprus, it might be argued that observing the political developments it covers is likely to be beneficial for the literature. The research focused on the two communities’ positions in negotiations as well as their elections and political actors. It utilized Turkish, Greek Cypriot and Turkish Cypriot newspapers (and official press releases), political leaders’ memoirs, national archives of USA (NARA) as well as official online documents. Its findings indicate that the two sides could not reach to a settlement mainly due to their disagreements on the authorities of central and regional governments. While the Turkish Cypriot side promoted broader authorities for the regional governments, the Greek Cypriot side favoured broader authorities for the central government. On the other hand, while Turkish Cypriot leader Denktaş had managed to unite the majority of Turkish Cypriot right-wing voters, the Greek Cypriot right-wing was divided among supporters of Makarios and Clerides. -
'A Global Call for a Sustainable World Society – Before It's Too Late'
Socialist International ‘A global call for a sustainable world society – before it’s too late’ Despite the efforts of the United Nations and many governments, international organizations and civil society movements against climate change, recent data prove that if we don’t intensify our action it will be too late. The UN Intergovernmental Panel on Climate Change (IPCC), at its most recent meeting, stated that there is only a dozen years for global warming to be kept to a maximum of 1.5C, beyond which even half a degree will significantly worsen the risks of drought, floods, extreme heat and poverty for hundreds of millions of people. Urgent and unprecedented changes are needed to reach the target, which is affordable and feasible. On the eve of the forthcoming COP24, which opens at the beginning of December, we, leaders of the largest global progressive political family, the Socialist International, are launching an appeal to increase multilateral cooperation on this crucial challenge for humankind, and to deploy more intensive action at all levels. The Socialist International has for years been active in identifying the multi-faceted dimension of the fight against climate change. Through the work of its 'Commission for a Sustainable World Society' the SI has also outlined needed policies, such as a global tax on CO2 (and other greenhouse gases). We are committed and active in bringing about a revolution in thinking, policies and lifestyles, to address these new challenges. Creating a new paradigm in how we act, how we produce, and how we consume. This mind-shift requires the Sustainable Development Goals (SDGs) to become part of our basic education curriculum, professional training and R&D, as well as our policy decisions. -
