Attached is the second part, the inventory of the entire prison and comparison of the actual spaces with those calculated from the Space Standards for New Prison Construction. In this final version we have responded in detail to your comments on the draft version. An automated copy of the database, on which this report is based, accompanies the report in the form of a 5 1/4" diskette formatted for dBase III. Final billing has also been included. As with the first part, the Building 22 report, we are sending all materials to OPDM for distribution to CDC. "......................................................................................... 17 • Space Utilization Study of San Quentin Prison - Inventory • SUMMARY This report presents an inventory of all of the buildings at San Quentin State Prison. it also represents the completion of the second phase of a two-part contract between the Institute for Law & Policy Planning (ILPP) and the California Department of General Service's Office of Project Development and Management (OPDM) to perform work for the California Department of Corrections (CDC). The first task, a study of space utilization in San Quentin's Building 22 and recommendations for its replacement, has been submitted separately. For both reports, San Quentin's buildings are classified by the functions which they house in accordance with the scheme given in the handbook Space Standards for New Prison Construction (California Department of Corrections, April 1986). The total approximate space (net square feet) allocated by the Standards to each functional component and the actual space use at San Quentin are shown. For completeness, Inmate Housing and Food Services are added though they were not otherwise studied. Table 1. PIA & related (9) (NA) 24,195 (NA) • SH/SAN QUENTINt2:INV .RPT/6/92 page 3 ----------------------------------- Space Utilization Study of San Quentin Prison - Inventory NOTES: (1) The Bachelor Officers' Quarters, a non-standard staff service, occupy 11,623 sf, which makes up most of the excess space in this component. • (2) Family visiting is excluded from the "actual" since it is housed in temporary structures. However the present temporary family visiting units comprise an additional 10,400 sf, which is slightly over the standard allowance for this sub-category. (3) Both the standard and the actual amounts exclude indoor rec.reation since this would indicate the need for a very large amount of space which would be appropriate only in a prison consisting of six separate housing modules. Modular configuration is not consistent with San Quentin's monolithic design. (4) The hospital is 57,700 sf larger than called for in the Standards. (5) A major SUb-component of the Physical and Warehousing standard - the PIA warehouse - cannot be calculated without further assumptions, but one reasonable estimate leads to a figure of over 200,000 sf. Since the uncertainty resulting from this large gap in the coverage of the standards might reverse the apparent excess, no figure is shown in the last column. (6) Inmate housing is included for reference only; the standard was not calculated. (7) Standards for vocational education are incompletely specified. In academic education there is a deficiency

    “San Quentin, I hate every inch of you.” Johnny Cash On February 24, 1969, Johnny Cash performed at San Quentin for the fourth time. He wrote a song for the occasion entitled, “San Quentin.” Before performing, he tells the men that he tried to capture what he thought were some of their feelings about San Quentin. The response to the song was subdued until he sang the line quoted above. The men broke out in wild cheers. The performance was recorded and “Johnny Cash Live at San Quentin,” went on to become the second largest selling live album of all time- topped only by, “Johnny Cash Live at Folsom Prison.” Johnny Cash, the Man in Black, was giving voice to them. The cheers were not so much about the lyrics, but that he devoted attention to their circumstances and their situation. Those inside the walls are forgotten people. When they are seen and heard, it is something to cheer about. Last weekend, a group of us from across the country met at San Quentin to discuss prison ministry. We were able to attend Mass inside the unit Sunday morning and visit with inmates beforehand. I spoke with Brandon, a 21-year-old, who is four years into a 15-year sentence. He has a wife and a two-year-old son. We talked about his training and his plans for the future, but mostly we talked about his wife and son. I asked their names and promised to pray for them, which made him very happy. Then, I asked Brandon for a favor.

A random sample of sixty prisoners was obtained at three federal prisons in British Columbia. The interview results were codified, analyzed by an SPSS computer program, and then reviewed extensively by the writer and the thesis supervisor before making a final de• termination of the degree of prisoner politicization.
