Report production: July 2009 Consultation: August 2009 SUMMARY Ponds are an important freshwater habitat that has been shown to play a key role in maintaining biodiversity at landscape level. However, ponds are also vulnerable to environmental degradation and there is evidence that, at a national level, pond quality is declining. In 2007, the biodiversity importance of ponds was recognised when high quality ponds (Priority Ponds) were added to the list of UK Biodiversity Action Plan (BAP) Priority Habitats. -

Conclusion 18 2 mha 1.0 Background 1.01 mha were appointed on 18th January 2018 to conduct research within the Northern region of Mid Ulster District Council to identify lands available for potential future development of council facilities for the travelling community. It was requested that all unused council owned land, lands owned or registered by the Northern Ireland Housing Executive and other statutory bodies, and lands available to purchase on the open market be considered for this exercise. 1.02 The Irish Traveller Community has been long established in Northern Ireland, dating back to 1970’s. Traveller history and traditions stretch back many years within the Mid Ulster Council Area. 1.03 Mid Ulster District Council have realised that travellers have distinctive housing needs. The Northern Ireland Housing Executive are responsible for the provision and management of accommodation for the Traveller Community and to this end are responsible for establishing the accommodation needs for the Traveller Community across Northern Ireland. 3 mha 1.1 NIHE Involvement: 1.1.1 Comprehensive Traveller Accommodation Needs Assessments: To establish the accommodation needs (for social housing, Traveller specific Group Housing, serviced sites and transit sites) of the Traveller Community across Northern Ireland, NIHE commissioned Comprehensive Traveller Accommodation Needs Assessments in 2002, 2008 and 2015. -

Dr Ciaran Connolly Queen’s University Management School Dr Eoin Reeves Department of Economics, University of Limerick and Anthony Wall Department of Accounting, University of Ulster ABSTRACT While Public–Private Partnerships (PPPs) are a popular public policy tool, there is evidence to suggest that they often fail to deliver value for money, a key objective. Focusing on the use of PPPs in education in Ireland, this paper draws on perspectives from institutional and isomorphic theories to illuminate the use of PPPs as a modernisation tool of government. It finds that, while the adoption of PPPs has been characterised by difficulties, policy makers persist with their use. This is attributed to coercive isomorphic pressures in the case of Northern Ireland and mimetic isomorphic pressures in the Republic of Ireland. INTRODUCTION Over the last 25 years governments around the world have implemented a host of market-based reforms in an attempt to improve the efficiency and effectiveness of public service delivery. These reforms have often been promoted under the ban- ner of ‘modernisation’ (Giddens, 1998) and have been adopted in response to rising public expectations (Arnaboldi and Lapsley, 2003). However, while por- traying a commitment to public services, they are also a declaration that core public services are not performing as well as they should (Benington, 2000). Collectively, these reforms have been referred to as New Public Management (NPM) and they seek to improve planning, performance and accountability in the public sector. -
