Before I start telling you about Sumgayit events, which I firmly believe are of vital importance for Azerbaijan, and in the trial of which I represented the government, about peripeteia of this trial and other happenings which became echoes and continuation of the tragedy in Sumgayit, and finally about inferences I made about all the abovementioned as early as in 1989, I would like to give you some brief background about myself, in order to demonstrate you that I was not involved in the process occasionally and that my conclusions and position regarding the case are well grounded. Thus, after graduating from the Law Faculty of of the Kuban State University of Russia with honours, I was appointed to the Neftekumsk district court of the Stavropol region as an interne. After the lapse of some time I became the assistant for Mr Krasnoperov, the chairman of the court, who used to be the chairman of the Altay region court and was known as a good professional. The existing legislation at that time allowed two people’s assessors to participate in the court trials in the capacity of judges alongside with the actual judge.

The Thematic Section shows their tree species composition in two different ways. The legend is placed at the beginning of each set of maps. If you are looking for an area near a town or village Go to the Index on page 153 and find the alphabetical list of settlements by English name. The Cyrillic name is also given along with the map page number and coordinates (latitude and longitude) where it can be found. Capitals of regions and districts (raiony) are listed along with many other settlements, but only in the vicinity of intact forest landscapes. The reader should not expect to see a city like Moscow listed. Villages that are insufficiently known or very small are not listed and appear on the map only as nameless dots. On the eve of anniversary a SP reporter talked with Sergey Dubrovin, Head of Stavropol Territory Investigations Directorate of the Russia’s Investigative Committee about results of the performance © 2021 The investigative committee of the Russian Federation 1 / 8 in 2012, problems and prospects of investigating. - Mr. Dubrovin, where were the main efforts of you structure directed? - As in previous years in the first place we sought to ensure efficient protection of rights of the victims. The closest attention was paid to fighting corruption, extremism and terrorism, crimes against children and other socially vulnerable groups of citizens. - Does the Investigative Committee adopt new methods and equipment in its work? - Each year the crimes become more sophisticated and criminals more resourceful in hiding traces. Due to these facts we with the direct help from the Central Office of the Investigative Committee introduce new methods of investigation, latest forensic and special equipment. Last year we bought a cyanoacrylate camera to get fingerprints on “complicated” surfaces: wood, paper. We actively use a georadar – a device which allows detecting objects, and namely bodies in solid mediums: in soil, concrete. Our forensic department is equipped with devices allowing detection of complex technical devices – video cameras, cellphones. Our staff are being constantly trained so that they could efficiently use all technical innovations.

In addition to documenting increased rural- to urban-migration, the authors explore impacts on the kray of nearby conflicts in ethnic republics of the North Caucasus and in Transcaucasia, particularly the shift in ethnic composition of rural rayons in eastern Stavropol’ (from Russian to non-Russian populations) and migration of Armenians and Russians to cities in western Stavropol’. Responses to a December 2005 survey (con- ducted by the authors) on past and possible future moves are presented together with an assessment of factors underlying the decision to move (mostly economic), as mediated by age, economic status, and gender. Also included is a detailed account of shifts in a typical rayon (Krasnogvardeyskiy—the birthplace of Mikhail Gorbachev) revealing trends that bode ill for service provision and a turnaround in negative population trends.
