From Swainston our route is very much "off the beaten track" as we head over the Downs to Hulverstone (lunch stop) and then we are rewarded by a superb coastal walk to Freshwater Bay before returning to Yarmouth. The policy requires that areas of open land between the SDA and neighbouring settlements will be identified and maintained in order to prevent coalescence between the SDA and existing settlements and, additionally, to protect the separate identities of individual settlements. As part of the LDF work for Winchester District, it is expected that specific boundaries indicating these areas of ‘open land’ would be defined in DPDs (Development Plan Documents) and will include land which has a predominantly open and/or rural appearance. This landscape appraisal forms part of the wider evidence base that will be used to assess constraints and opportunities and influence the location of these boundaries. The SDA study area is broadly defined as the land between Botley, Hedge End, Horton Heath, Durley and Curdridge. The SDA crosses the district boundary between Eastleigh Borough Council and Winchester City Council. Since this landscape appraisal was started the South East Plan has been revoked by Government. The future of the SDA proposal is therefore uncertain, but the landscape appraisal has been concluded and published in order to be able to inform any future decisions about the location of an SDA or other major development in the area. Methodology The appraisal is a combination of field work/professional judgement resulting from a visual site assessment carried out in 2009/2010 and a desk top study based on GIS constraint maps and recognised documents, some with recommendations as listed below.

    Winchester District Local Plan Part 2 – Development Management and Site Allocations Publication (Pre-Submission) Plan 2015 47 Winchester District Local Plan Part 2 – Development Management and Site Allocations Publication (Pre-Submission) Plan 2015 4.1 INTRODUCTION 4.1.1 The Local Plan Part 1 – Joint Core Strategy identifies three ‘spatial areas’ within Winchester District. The Market Towns and Rural Area’ is the largest of these, covering that part of the District outside Winchester Town and the South Hampshire Urban Areas, including all the rural settlements and undeveloped countryside. 4.1.2 The vision for the Market Towns and Rural Area set out in LPP1 is to support development that serves local needs in the most accessible and sustainable locations, promotes the vitality and viability of all communities, and maintains their rural character and individual settlement identity. Policy MTRA1 sets out the development strategy for the ‘MTRA’ area which is aimed at identifying and meeting local needs, providing a range of housing (policy CP1 sets a target of 2,500 dwellings for the MTRA area), retaining and expanding employment opportunities and local facilities, maintaining local character, and ensuring new development is appropriate. 4.1.3 The vision and development strategy are amplified in policies MTRA2 – MTRA5. Policy MTRA2 sets a series of housing and other targets for the larger and more sustainable rural settlements, as follows: 500 dwellings in each of the settlements of Bishops Waltham and New Alresford 250 dwellings in each of the settlements of Colden Common, Denmead, Kings Worthy, Swanmore, Waltham Chase and Wickham The policy also supports economic growth and improvements to facilities and services.

It is a compact, vibrant, distinctive City in a 4 remarkable setting. It has played an important role over the centuries as a seat of political and religious power, and it is still a major centre of civil government, the law and the military. The Cathedral, the College and the Universities are all great Winchester institutions, but the City’s character stems not only from its heritage and built environment but also from its thriving cultural life. Exhibitions, concerts, the Cathedral and the summer street theatre festival called the Hat Fair bring thousands of people to the Town. Winchester also enjoys a direct link to beautiful countryside, with tranquil water meadows and the nearby hills of the South Downs.
