GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 2830 TO BE ANSWERED ON MARCH 13, 2018 HOUSING FOR POOR No. 2830. SHRI BHARAT SINGH: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the steps being taken by the Government to meet the housing needs of the poor in the urban areas of the country; (b) whether the Government proposes to provide housing loan to the poor at subsidised rate through banks and if so, the details thereof; and (c) the number of houses constructed/ under construction under Pradhan Mantri Awas Yojana during the last three years, location and State-wise? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI HARDEEP SINGH PURI) (a): ‘Land’ and ‘Colonization’ are State subjects, therefore, it is the responsibility of States/Union Territories (UTs) to ensure housing for all its citizens. In order to supplement the efforts of States/ Union Territories (UTs), the Ministry of Housing & Urban Affairs has launched the Pradhan Mantri Awas Yojana (Urban) {PMAY(U)} mission on 25.06.2015 with the aim of providing pucca house to all eligible beneficiaries by 2022. The Mission comprises four components viz In-Situ Slum Redevelopment (ISSR); Affordable Housing through Credit-Linked Subsidy; Affordable Housing in Partnership (AHP); and subsidy for Beneficiary-Led individual house construction (BLC). Contd..2.. -2- (b): Under the Credit Linked Subsidy Scheme (CLSS for EWS/LIG) component of the Pradhan Mantri Awas Yojana (Urban) {PMAY[U]}, beneficiaries of Economically Weaker Section (EWS) and Low Income Group (LIG) not owning a pucca house anywhere in India and seeking housing loans from Banks, Housing Finance Companies and other such identified institutions are eligible for an interest subsidy at the rate of 6.5% for maximum tenure of 20 years. Government of India has also launched the Credit Linked Subsidy Scheme to provide interest subsidy for housing loans to eligible beneficiaries belonging to Middle Income Group (CLSS for MIG). The Scheme approved, initially, for one year in 2017, has been extended upto 31.03.2019. The Scheme covers two income segments in the MIG viz. annual household income between Rs.6,00,001 to Rs.12,00,000 (MIG-I) and annual household income between Rs. 12,00,001 to Rs.18,00,000 (MIG-II). The interest subsidy under the scheme will be available to beneficiaries of MIG-I and MIG-II category for loan amount upto Rs.9,00,000/- and Rs.12,00,000/-, respectively. The interest subsidy will be at the rate of 4% and 3% on the principal amount of the loan for for the MIG I and MIG II beneficiary, respectively and would be credited upfront to the housing loans account of the beneficiary. The Ministry of Housing & Urban Affairs has approved and released funds for implementing urban infrastructure projects in Tamil Nadu under its various schemes, viz., Atal Mission for Rejuvenation and Urban Transformation (AMRUT), Smart Cities Mission (SCM), Page 1 of 2 Heritage City Development and Augmentation Yojana (HRIDAY), Swacchh Bharat Mission – Urban [SBM (U)], Urban Infrastructure Development in Satellite Towns around Seven Mega Cities (UIDSST), Urban Transport (UT), Pradhan Mantri Awas Yojana-Urban [PMAY (U)] and Jawaharlal Nehru National Urban Renewal Mission (JnNURM). Under AMRUT, the Ministry of Housing & Urban Affairs does not approve projects for individual cities but accords approval to the State Annual Action Plans (SAAPs) only. Selection, approval and implementation of individual projects is done by State Government. Further, the Ministry of Housing & Urban Affairs does not release central share of funds city-wise, but funds are released State-wise.

The Ministry of Housing and Urban Affairs facilitates and assists States/Union Territories (UTs), including Madhya Pradesh, in this endeavour through its various Missions- Swachh Bharat Mission (SBM), Atal Mission for Rejuvenation and Urban Transformation (AMRUT), Smart Cities Mission (SCM), Pradhan Mantri Awas Yogana(Urban)(PMAY-U) and through Metro Rail Projects to improve urban infrastructure to improve the quality of life in cities and towns covered under these Mission.
