Lucrarea a fost întocmită de SC ECO SMART MANAGEMENT SRL, societate acreditată de Ministerul Mediului şi Dezvoltării Durabile pentru elaborarea de studii de impact asupra mediului. Raportul de mediu a fost întocmit în conformitate cu cerinţele de conţinut ale Anexei nr. 2 a Hotărârii de Guvern nr. 1076/2004 “privind stabilirea procedurii de realizare a evaluării de mediu pentru planuri şi programe“. Planul Integrat de Dezvoltare al Polului Naţional de Creştere Constanţa este promovat de către Asociatia de Dezvoltare Intercomunitara “Zona Metropolitană Constanţa” în calitate de titular al planului şi contribuie la implementarea dezvoltării, a distorsiunilor şi nevoilor variate atât în mediul urban, cât şi în zonele adiacente, î n scopul structurării unui pol de dezvoltare intr-o reţea coerentă la scară teritorială. Asociaţia de Dezvoltare Intercomunitară “Zona Metropolitană Constanţa “ este constituită din 14 unităţi administrativ-teritoriale (Năvodari, Eforie, Ovidiu, Murfatlar, Techirghiol, Mihail Kogălniceanu, Cumpăna, Valul lui Traian, Lumina, Tuzla, Agigea, Corbu, Poarta Albă şi municipiul Constanţa) şi funcţionează ca o organizaţie non guvernamentală, dar de utilitate publică. Scopul evaluării strategice de mediu (SEA) este acela de a contribui la integrarea consideraţiilor cu privire la mediu în pregătirea şi adoptarea Planului Integrat de Dezvoltare al Polului Naţional de Creştere Constanţa. Parcurgerea procedurii SEA este o garanţie a promovării dezvoltării durabile în cadrul acestui plan. Evaluarea strategică de mediu se realizează în baza cerinţelor Directivei SEA (Directiva Consiliului European nr. 2001/42/CE privind evaluarea efectelor anumitor planuri şi programe asupra mediului) şi a Hotărârii de Guvern nr.1076/8.07.2004 de stabilire a procedurii de realizare a evaluării de mediu pentru planuri sau programe (MO nr.707/5.08.2004), care transpune prevederile Directivei menţionate în legislaţia naţională. Elaborarea Raportului de mediu a presupus parcurgerea următoarelor etape: Analiza stării mediului în Zona Metropolitană Constanţa, luând în considerare datele şi informaţiile existente; Analiza stării mediului în condiţiile neimplementării planului; Identificarea aspectelor de mediu şi problemelor de mediu ce sunt relevante pentru spaţiul analizat şi care pot fi abordate direct prin intermediul PIDZM Constanţa; Pentru aspectele de mediu şi problemele de mediu identificate au fost formulate obiective relevante de mediu cărora planul trebuie să se adreseze; Au fost evaluate potenţialele efectele asupra mediului generate de implementarea Planului Integrat de Dezvoltare al Polului Naţional de Creştere Constanţa; Pe baza evaluării la nivel de obiective a fost elaborată evaluare cumulativă care să poată oferi o imagine de ansamblu asupra posibilelor evoluţii viitoare ale stării mediului în condiţiile implementării Planului Integrat de Dezvoltare al Polului Naţional de Creştere Constanţa; S-a realizat o listă de măsuri pentru a preveni, reduce şi compensa cât de complet 3 ECO SMART MANAGEMENT – RAPORT DE MEDIU PLAN INTEGRAT DE DEZVOLTARE AL POLULUI NAŢIONAL DE CREŞTERE CONSTANŢA posibil orice efect advers aspra mediului al implementării Planului Integrat de Dezvoltare al Polului Naţional de Creştere Constanţa; După parcurgerea acestor etape a fost elaborată varianta finală a Raportului de mediu. 4 ECO SMART MANAGEMENT – RAPORT DE MEDIU PLAN INTEGRAT DE DEZVOLTARE AL POLULUI NAŢIONAL DE CREŞTERE CONSTANŢA CAPITOLUL I SCURTĂ PREZENTARE A PLANULUI INTEGRAT DE DEZVOLTARE AL POLULUI NAŢIONAL DE CREŞTERE CONSTANŢA 1.1.CONTEXTUL ACTUAL Născută din nevoia de evoluţie la nivelul aşezărilor europene similare, Zona Metropolitană Constanţa este înfiinţată în urma unui parteneriat încheiat între 14 localităţi: Constanţa, Corbu, Năvodari, Mihail Kogălniceanu, Lumina, Ovidiu, Poarta Albă, Murfatlar, Valu lui Traian, Cumpăna, Agigea, Eforie, Techirghiol şi Tuzla. Aşezată în sud-estul României, în Dobrogea, pe fâşia de litoral românesc a Mării Negre, Zona Metropolitană Constanţa are o populaţie de cca 500 000 locuitori, fiind a doua mare aglomerare urbană a ţării, după capitala Bucureşti şi al doilea contribuabil la Bugetul Naţional. Localităţile afiliate Zonei Metropolitane Constanţa sunt concentrate în jurul nucleului care determină procesele de interdependenţă, respectiv municipiul Constanţa, cel mai important oraş turistic al ţării. Based on this approach, economic operators calculate different economic indicators, according to the requirements of the national legislation and European directives, whereby they express the volume and in some cases the structure of their economic activity. This study analyzes the size and dynamics of the activity carried out by the economic agents that operated in the main towns of Constanta County, in 2016 and 2017. This study is particularly important because, by processing a database containing values of several microeconomic indicators, we obtained a dynamic analysis on the evolution of the main economic performances of the companies that operate in the towns of Constanta county, during 2016 – 2017. Located in the littoral region of the Black Sea, Techirghiol Lake is the most hypersaline lake of Romania—well-known for the therapeutic properties of the saline water and sapropelic mud. Long-term time series of salinity and water level were investigated in relation to the lake water inputs (precipitation, overland flow and groundwater), to chemical parameters (pH, DO and BOD5) and also to the hydraulic works designed and built in the region. The obtained results reveal a degradation of this ecosystem in the period of 1970–1998, when the extensive irrigation practice in the proximity of the lake had a negative effect on the water budget of Techirghiol Lake (an increased freshwater input through runoff and seepage), followed by a major decrease of the lake’s salinity.

Despite the lack of prevailing Romanian icons (breathtaking mountains, ancient churches, the undead), the Danube River (Râul Dunărea) and the Black Sea coast (Marea Neagră) contain offerings rang- ing from all nature to au natural. The 194km coastline (litoral) attracts waves of wildlife and party animals alike. Equally, those seeking waterfront seclusion, archaeological stimulation and overwhelming numbers of exotic birds won’t be disappointed. Though widely considered to be the least ‘Romanian’ part of the country, ironically, this is where the strongest evidence of Romania’s conspicuously proud connection to ancient NORTHERN DOBROGEA Rome is found in the form of statues, busts, sarcophagi and other archaeological finds. The cultural distance from the rest of Romania can be partially explained by the unusually broad ethnic diversity in the area. Sizeable Turkish, Tatar, Bulgarian, Ukrainian and Lippovani/Old Believer settlements add to the mix, giving the area a refreshing burst of multiculturalism. History and culture notwithstanding, marine life still rules supreme here, despite tenacious attempts by humans to usurp the crown. On one hand we have the 65km stretch south of Mamaia where humans converge in beach resort towns to soothe their bodies with sunshine and curative mud. These restorative pursuits are then promptly annulled hours later by glut- tonous feasts and some of the wildest clubbing in the country. Alternately, the calming and notably less opulent Danube Delta draws bird-lovers and seekers of solitude. A fantastic, tangled network of ever-eroding canals, riverbeds and wetlands in Europe’s second-largest delta boasts remote fishing villages and stretches of deserted coast, where the pelicans are abundant and the fish are nervous.

This new concept of sustainable urban development policies cover both the urban center, which has an accelerated process of development, and its entire area of influence, an area which often exceeded the territorial administrative limit of the urban center. In the context of globalization, the concept of metropolitan area was becoming more important and applied in urban development strategies and plans of most large cities in the world. In the current international context, it seems that cities can not be seen without their surrounding area, the globalization and the regionalization going hand in hand. Thus, the cities themselves, without the support of the area to which are functionally, economically and spatially related, and into are spreading their influence, are no longer able to compete. The current goal for cities is to be recognized as key locations of top economic activities, as logistics hubs for international transport networks and as bench markets at regional level, to be attractive to people as a place of residence and also able to develop their tourism potential.The regions now competing are developed around metropolitan areas and the objective is to achieve and maintain a competitive advantage over other urban areas.

Bălcescu Avenue, code10041, Bucharest, Romania Abstract: Seasonality is a specific problem of Romanian tourism, especially on the Black Sea seaside. Through a comprehensive approach, based on statistical data, we show the huge differences between the summer and the off-season offer, providing a starting point for future studies, both from official and field sources. The Krugman's Core-Periphery model clearly emphasizes that the development of a core neglects the periphery, and seasonality only accentuates its affectation until its complete abandonment, stagnation of development or regression. The impact of seasonality on the Romanian Black Sea seaside determines, to a certain extent, the development of egocentric poles, around which satellite-resorts are extremely dependent, their improvement requiring a research of all economic indicators involved. The development of the Northern Zone to the detriment of the Southern one has led to the emergence of extremely comprehensive results on the current situation, and the intense study of this area could reduce the socio-economic gap between them, being profitable for both private and public. Introduction The history of tourism in Romania and of the seaside in particular has not been the subject of systematic studies that would have brought to light this aspect of our national industry.
