ANIMAL SERVICES MANAGER City of Hutchinson Hutchinson, KS The Community The City of Hutchinson, located in the heart of south central Kansas on the Arkansas River, is the county seat of Reno County. Called “Hutch” by locals, the city has a population of over 41,000 and covers 61 square miles. Situated just 45 minutes northwest of Wichita, Hutchinson has an excellent quality of life, short commute times, strong public and private schools, a thriving healthcare system, and many of the amenities of large communities while preserving the spirit of small town living. Popular tourist attractions in Hutchinson include Kansas Cosmosphere and Space Center, Strataca Underground Salt Museum, and the Hutchinson Zoo. Each year, the city hosts the Kansas State Fair, the National Junior College Athletic Association Basketball Tournament, and state and national baseball, softball, and golf events. Other popular annual events include HutchFest and the Mennonite Relief Sale. Recreation & Culture Hutchinson offers abundant recreational and cultural amenities. Hutchinson is also home to four golf courses, including the Prairie Dunes Country Club, a course frequently ranked among the best golf courses in the U.S. Accessibility Hutchinson/Reno County serves as a primary trade center for central and western Kansas. Hutchinson’s central location and convenient access make it an attractive destination for residents from throughout the region for retail/wholesale goods, services, and dining. The highway system is superb and provides easy access to Interstate and Wichita via four-lane expressways built to interstate standards. Hutchinson is 51 miles from Wichita Dwight D. Eisenhower National Airport, which provides nationwide commercial air service. Hutchinson is served locally by the Hutchinson Municipal Airport, located just three miles from downtown. The Hutchinson Airport is a Class IV FAA facility with three runways capable of handling corporate aircraft. Charter service is also available. National rail service is provided by Burlington Northern/Santa Fe Railroad and the Union Pacific Railroad. Regional access is provided by the Kansas & Oklahoma Shortline Railroad. Daily passenger service is provided by Amtrak. Healthcare The Hutchinson area serves as a regional medical center for Central and Southwest Kansas, providing medical treatment for a population of approximately 120,000. Major healthcare facilities include Hutchinson Clinic, with a team of over 65 physicians; The Summit, a multi-specialty healthcare facility; PrairieStar Health Center, a non-profit Federal Qualified Health Center; and Hutchinson Regional Medical System, which includes a 200-licensed bed hospital and centers for cancer treatment, mental health treatment, and residential care for the elderly. Education In Hutchinson/Reno County, students can attend six public school districts and five private schools which graduate over 700 students annually. Reno County’s diverse school districts offer choices to families in class size, educational opportunities, and extracurricular activities. The City of Hutchinson is home to a premier institution, Hutchinson Community College and Area Vocational School (HCC). In addition to offering 150 two-year degrees and majors, HCC serves the South Central Kansas region for a wide range of vocational training. Numerous four-year colleges and universities are located within a short commute from Hutchinson, including Sterling College, Central Christian College, McPherson College, Bethel College, Bethany College, Friends University, Newman University, Tabor College, Kansas Wesleyan University, and Wichita State University. Governance & Organization The City of Hutchinson provides a full range of municipal services to more than 42,000 citizens. It currently employs 403 full-time employees and has an annual operating budget of $42.2 million. The City has a council-manager form of government, with a five-member City Council. Four Council positions are elected by district and one position is elected at-large. The City Manager is appointed by the City Council and is charged with the management of the City’s ten departments: Police, Fire, Finance, Law, Planning, Engineering, Public Works, Parks & Facilities, Human Resources, and Information Technology. About the Hutchinson Animal Shelter The City of Hutchinson’s Animal Services division was created in 2006 with the opening of its new municipal animal shelter. Through the help of private funding, the Hutchinson Animal Shelter was further improved and expanded in 2009 and has the current capacity of housing/sheltering 40 dogs, 36 cats, 12 holding cages for stray cats or other species, 6 isolation cat cages, 4 dog isolation cages, and 17 intake kennels. About the Position This high-profile management position is responsible for directing and managing the operations of Animal Services which encompasses both the animal shelter and animal control enforcement activities along with the supervision of four shelter technicians and three Animal Control Officers and numerous volunteers. This position is also responsible for ensuring the consistent enforcement of animal control codes by the staff; coordinating veterinary care, and euthanasia as needed; administration of the animal licensing program; developing an effective public education/prevention programs; and building close relationships with other animal rescues and volunteer organizations. This position will also prepare special administrative reports; analyze and evaluate the overall animal regulation program and initiate program changes; prepare and monitor the Animal Services operating budget; research, apply and manage grants to aid in the shelter and animal control operations; respond to questions and complaints from the general public; and present information at City Council meetings, various Boards and Commissions, etc. as needed. The Ideal Candidate The successful candidate should have some college experience with relevant course work in business/public administration and animal science; 3+ years progressively responsible experience in animal control/sheltering agency operation; thorough knowledge of the laws, ordinances, and regulations pertaining to animal control, handling and euthanasia of common domestic animals and livestock; and demonstrated skill with public relations, program development, budget administration, resource management, and supervision. Other requirements include possession of a valid Kansas driver’s license upon employment, and Euthanasia Certification within one year of employment. Applicant must be able to testify in court and have no integrity issues and no domestic violence, animal cruelty or felony criminal history or convictions.
