I. Issues relating to the ICAPP Standing Committee (SC)

New Members of the SC

As was informed by ICAPP Update 16-24 of June 7, 2016, SC Members from the Republic of Korea have been replaced as follows as of June 1, 2016: - Hon. Dr. Lee Hye-hoon, Member of the National Assembly and Former Member of the Supreme Council of the Saenuri (New Frontier) Party, has replaced Hon. Hwang Jin-ha, and - Hon. Park Young-sun, Member of the National Assembly and Former Chairperson and Floor Leader of The Minjoo (Democracy) Party, has replaced Hon. Dr. Kim Sung-gon.

As was informed by ICAPP Update 16-25 of June 9, 2016, Hon. Dr. Mehmet Mehdi Eker, Vice Chairman in charge of Foreign Affairs of the Justice and Development Party (AK Parti) and Former Minister of Food, Agriculture and Livestock, has replaced Hon. Dr. Fatma Betül Sayan Kaya as new representative of the AK Parti of Turkey in the ICAPP Standing Committee. Dr. Kaya was recently appointed as Minister for Family and Social Policies in the Turkish government.

As was informed by ICAPP Update 16-26 of June 16, 2016, Hon. Mukhtar Kul-Mukhammed, newly appointed First Deputy Chairman of the Nur Otan Party, has replaced Hon. Askar Myrzakhmetov as new representative of the Nur Otan Party of Kazakhstan in the ICAPP Standing Committee.

As was informed by ICAPP Update 16-36 of August 4, 2016, Hon. Zheng Xiaosong, newly appointed Vice Minister of International Department of the Communist Party of China (CPC), has replaced Hon. Chen Fengxiang as new representative of the CPC in the ICAPP Standing Committee.

As was informed by ICAPP Update 16-38 of August 5, 2016, the opposition Free Patriotic Movement Party of Lebanon which was invited to join the ICAPP Standing Committee at the 18th SC Meeting and the 7th GA in Baku in November 2012, has recently nominated Hon. Youssef Awad, Coordinator for Asia and Overseas, as its representative in the ICAPP Standing Committee.

The updated list of SC Members is attached as Appendix I.

Formation of the new SC

In accordance with Article 9 of the ICAPP Charter, SC Members may consider preparing a new list of SC Members who will serve until the end of the 10th General Assembly (GA) to be held during the second half of 2018, and submit it to the 9th GA for its approval. - Paragraph 1, Article 9: “A Standing Committee, composed of the representatives of political parties of not exceeding twenty-three (23) countries in the region, shall be established.” - Paragraph 2, Article 9: “The Members of the Standing Committee, who will serve for two years from the end of a General Assembly until the end of the following General Assembly, shall be nominated at the Standing Committee held on the margins of the General Assembly and approved by the General Assembly.” - Paragraph 3, Article 9: “Members of the Standing Committee shall actively participate in all ICAPP activities and programs. If a member, or his or her designated representative from the same political party, fails to attend the Standing Committee meetings for more than two (2) consecutive times, without providing reasonable cause of absence, the membership of the party in the Standing Committee may be revoked by the decision of the Standing Committee.” - Paragraph 4, Article 9: “The membership in the Standing Committee may be shared by up to two (2) principal political parties from each country, which is invited to the Standing Committee, with equal status and responsibility.”

At present, out of 23 countries which have been invited to the Standing Committee, 13 countries, i.e. Bangladesh, Cambodia, India, Indonesia, Japan, Republic of Korea, Lebanon, Mongolia, Myanmar, Nepal, Pakistan, Sri Lanka and Thailand are represented by two principal political parties of their countries. Other SC Members are encouraged to invite another principal political party in their respective countries to the Standing Committee.

In this regard, SC Members may also recall that, at the 23rd SC Meeting held in Colombo in September 2014, they agreed to invite representatives of the formerly Pheu Thai Party and Democrat Party of Thailand to continue to participate in the ICAPP activities, including SC Meetings, as special participants, since the National Council for Peace and Order which had been established after the military coup in Thailand suspended the activities of all political parties in Thailand in May 2014 until further notice.

SC Members may also decide to change countries which are represented in the SC, or to amend the Paragraph 1, Article 9 to increase the number of countries which can be represented in the SC. In order to amend the Charter, SC should submit a recommendation to the 9th General Assembly to be held during September 2-3, 2016 for its approval.

Election of the new Bureau of the SC

SC Members may also consider electing new Chairman and Vice Chairman of the SC who will serve for two years until the 10th GA according to Article 11 of the ICAPP Charter. - Paragraph 1, Article 11: “One (1) Chairperson and one (1) Vice Chairperson of the Standing Committee shall be elected by consensus of the members of the Standing Committee during the General Assembly. The Chairperson shall serve for two (2) years or until the next General Assembly is held.” - Agreement reached at the 23rd SC Meeting held in Colombo in September 2014: “SC Members elected Hon. Sok An, Deputy Prime Minister, Minister in charge of the Office of the Council of Ministers and Member of the Supreme Council of the Cambodian People’s Party, as Vice Chairman of the Standing Committee in accordance with Paragraph 1, Article 11 of the ICAPP Charter.”

In addition, SC Members may consider designating Secretary General of the ICAPP as ex officio Co-Chairman of the SC, and nominating Special Rapporteur of the SC who will also serve until the 10th GA in consideration of the following agreements reached at the previous SC meetings. - Agreement reached at the 7th SC Meeting held in Seoul in February 2007 “SC Members agreed to nominate Hon. Chung Eui-yong, Chairman of the Foreign Relations Committee of the United Democratic Party of the Republic of Korea as Co- Chairman of the Standing Committee.” - Agreement reached at the 10th SC Meeting held in Astana in March 2009: “SC Members agreed to nominate Hon. Chung Eui-yong, Co-Chairman of the Standing Committee as Secretary General of the ICAPP” - Agreement reached at the 14th SC Meeting held in Phnom Penh in December 2010 “SC Members agreed to nominate Hon. Mushahid Hussain Sayed, Secretary General of the Pakistan Muslim League-Q as Special Rapporteur.”

Future Meetings of the SC

At the 26th SC Meeting in Jakarta in April 2016, Hon. Hassan Ghafouri Fard, Former Vice , Chairman of the Central Committee of the Iran House of Political Parties, and Member of the Central Committee of the Islamic Motalefeh Party of Iran, confirmed the offer, which he made at the 25th SC Meeting in Beijing in October 2015, to host the 28th SC Meeting in Teheran, Iran during the first half of 2017. In this regard, he also confirmed the offer to host the ICAPP Special Conference on the Silk Road back-to-back with the 28th SC Meeting to follow up the results of the ICAPP Special Conference on the Silk Road held in Beijing in October 2015.

At the 26th SC Meeting, Hon. Davaasuren Damdinsuren, Head of the Political Affairs and Party Organization Department of the Mongolian People’s Party (MPP), also confirmed the offer, which was made by Hon. Baigal Luvsanchultem, Chairman of General Control Committee of the Democratic Party of Mongolia (DPM), to co-host the 29th SC Meeting with the DPM in Ulaanbaatar, Mongolia during the second half of 2017. He also confirmed the offer that the MPP and the DPM will co-host the 5th Meeting of the ICAPP Youth Wing back- to-back with the 29th SC Meeting.

In this regard, the MPP proposed recently to hold the 28th SC Meeting in Ulaanbaatar in May 2017 instead of in the second half of the year considering the weather conditions in the latter part of the year in Mongolia, and the Islamic Motalefeh Party agreed to this suggestion and to host the 29th during the second half of next year.

II. Preparations for the 9th General Assembly (GA)

Report by the Organizing Committee of the 9th GA

Hon. Dato Seri Shahidan Bin Kassim, Minister in the Office of Prime Minister and Member of Supreme Council of the United Malays National Organization (UMNO), will make a report on the state of preparations for the 9th GA in his capacity of Chairman of the Organizing Committee of the 9th GA, which will be held in Kuala Lumpur during September 1-4, 2016.

As of August 30, representatives of 87 political parties from 36 countries have confirmed their participation in the 9th GA.

The program, list of participants, and conference procedures of the 9th GA are attached as II-1, II-2 and II-3.

Election of the Bureau of the 9th GA

According to Article 7 of the ICAPP Charter, the Standing Committee (SC) will prepare the list of candidates for one Chairperson and five Chairpersons for the 9th GA and recommend it to the Plenary Session for its approval. In this regard, it has been the tradition of the ICAPP to elect the Chairperson and Vice Chairpersons in a regionally balanced manner.

The draft list of candidates for the Bureau of the 9th GA, prepared by the Secretariat through prior consultation with the Organizing Committee, is attached as Appendix II-4.

Kuala Lumpur Declaration

In accordance with the tradition of the ICAPP, “Kuala Lumpur Declaration” will be adopted at the closing session of the 9th GA. In this regard, the Secretariat prepared and circulated the draft declaration which is attached as Appendix II-5. The SC Members are requested to review the draft and make their comments before the first official draft is circulated among all participants in the 9th GA after the first plenary session on September 2.

In this regard, it is proposed to nominate the Special Rapporteur of the Standing Committee as Chairman of the Drafting Committee of the Kuala Lumpur Declaration as in the tradition of the ICAPP. The list of other candidates for the Drafting Committee is attached as Appendix II-6.

III. Report on the ICAPP Activities to the 9th GA

The report on the ICAPP activities since the end of the 8th GA, held in Colombo, Sri Lanka in September 2014, will be submitted to the 9th GA by the Secretariat. The report is attached as Appendix III (ICAPP/9GA/003).

Report of the ICAPP Mission to the United Nations

As informed by ICAPP Update 16-27 of June 23, 2016, Hon. Chung Eui-yong, Co-Chairman of the Standing Committee and Secretary General, visited the U.N. Headquarters during June 15-18, 2016. During the visit, Mr. Chung had meetings with representatives of 17 Member States and discussed the ICAPP's initiative to obtain observer status in the U.N. General Assembly (UNGA), which is to be deliberated at the Sixth Committee of the 71st session of the UNGA on October 10, 2016 according to the provisional agenda.

The report and program of Mr. Chung’s visit are attached as Appendix IV-1 and 2.

Report of the ICAPP Mission to Iran

As informed by ICAPP Update 16-31 of July 18, 2016, an ICAPP mission visited Iran during July 11-13, 2016 at the invitation of the Iran House of Political Parties and the Islamic Motalefeh Party of the Islamic Republic of Iran.

The ICAPP Mission was composed of Hon. Chung Eui-yong, Co-Chairman of the Standing Committee and Secretary General, Hon. Mushahid Hussain Sayed, Special Rapporteur of the Standing Committee and Chairman of the Senate Defense Committee of Pakistan, and Hon. Tekreth Samrach, Vice Chairman of the ICAPP Media Forum, Secretary of State of the Office of the Council of Ministers and Member of the Central Committee of the Cambodian People’s Party, who participated in the mission on behalf of Hon. Sok An, Deputy Prime Minister of Cambodia.

The ICAPP Mission had paid courtesy calls on the following political leaders of the Islamic Republic of Iran and had discussions on how to further promote cooperation between political parties in Iran and the ICAPP. - H.E. Ayatollah , Chairman of the Expediency Council and Former President, - H.E. Ali Larijani, Speaker of the Parliament, - Her Excellency , Vice President and Minister for Women and Family Affairs, - Hon. Hassan Ghafoori Fard, Chairman of the Iran House of Political Parties, - Hon. Mohammad Nabi Habibi, Leader of the Islamic Motalefeh Party, and - Hon. Ayatollah Araki, Secretary General of the World Forum for Proximity of Islamic Schools of Thought

The ICAPP Mission also had a meeting with Hon. Dr. Morteza Samadi, Vice Minister of Foreign Affairs, and requested for the support of the Iranian Government for the ICAPP’s initiative in the U.N. General Assembly. Vice Minister Samadi expressed his appreciation to the ICAPP’s role in promoting regional peace and cooperation, and said that there would be no difficulty for the Iranian Government in supporting the ICAPP’s initiative in the U.N.

The report and program of the ICAPP mission to Iran are attached as Appendixes V-1 and 2.

V. Review of Other ICAPP Work Programs for 2016

ICAPP Special Conference on Migration and Refugees

At the 26th SC Meeting in Jakarta in April 2016, Hon. Burhan Kayaturk, Member of Parliament, who attended on behalf of Hon. Dr. Fatma Betul Sayan Kaya, Member of Parliament and Vice Chairperson in charge of Foreign Affairs of the Justice and Development Party (AK Parti) of Turkey, confirmed that the AK Parti will host the “ICAPP Special Conference on Migration and Refugees” in Turkey in October 2016.

The tentative program and conference procedures of the conference, which have been proposed to the AK Parti by the Secretariat, are attached as Appendixes VI-1 and 2.

In this regard, Hon. Dr. Mehmet Mehdi Eker, new Vice Chairman in charge of Foreign Affairs, and Former Minister of Food, Agriculture and Livestock Justice and Development Party (AK Parti) of Turkey, will make a presentation on the plan, including the exact time and venue, to hold the Special Conference on Migration and Refugees.

1st Meeting of Asia-Europe Political Forum

At the 25th SC Meeting in Beijing in October 2015 and the 26th SC Meeting in Jakarta in April 2016, SC Members endorsed the agreement to establish the Asia-Europe Political Forum (AEPF) between the Members of the ICAPP Standing Committee and the representatives of the four principal groups of political parties in the European Parliament, i.e. the European People's Party (EPP), the Progressive Alliance of Socialists and Democrats (S&D), the European Conservatives and Reformists Group (ECR) and the Alliance of Liberals and Democrats for Europe (ALDE). They also expressed their hope that the first meeting of the AEPF will be held within this year.

Hon. Helga Stevens, Member of the European Parliament and Vice Chairperson of the ECR, who attended the 26th SC Meeting as an observer, said that the ECR welcomed the proposal but it would need more time for all groups of political parties in the European Parliament to reach an agreement on the proposal. She said that they would also need more time to have clear understanding on the objectives of such an initiative and also activities of the ICAPP.

In this regard, some SC Members suggested that the ICAPP Secretariat should contact main groups of political parties in Europe, the Secretariat of the European Parliament, and the Council of Europe as well to pursue the goal of establishing the AEPF.

VI. Other Issues

ICAPP’s Bid for Observer Status in the U.N. General Assembly

The item on the ICAPP's bid for observer status in the U.N. General Assembly (UNGA) is to be deliberated at the Sixth Committee of the 71st session of the UNGA on October 10, 2016 according to the provisional agenda.

As was reported at the 25th SC Meeting in Jakarta in April 2016, the draft resolution to invite the ICAPP as U.N. observer had been co-sponsored by the governments of 10 Member States, i.e. Australia, Azerbaijan, Cambodia, Indonesia, Japan, Republic of Korea, Nepal, Netherlands, Philippines and Sri Lanka, at the 70th session of the UNGA in 2015. And several more Member States are expected to join the draft resolution as co-sponsors at the 71st session of the UNGA. In this regard, more governments of the countries in the region, in particular those countries which are represented in the SC, are requested to join the draft resolution as co-sponsors.

In addition, as was reported by ICAPP Update 16-27 of June 23, 2016, when Mr. Chung Eui- yong, Co-Chairman of the SC and Secretary General, visited the U.N. Headquarters last June, representatives of some Member States in the U.N. had expressed concerns about the possibility of “abuse or misuse” of the privileges to be given to the ICAPP with the observer status. In this regard, it was recommended to adopt “Guidelines for ICAPP's Participation in U.N. Activities and Programs” at the SC Meeting and circulate them to concerned Member States in the U.N., prior to the deliberations at the Sixth Committee on October 10, to ensure that there would be no such “abuse or misuse” of the privileges.

Attached is the draft “Guidelines for ICAPP's Participation in U.N. Activities and Programs” prepared by the Secretariat for consideration by SC Members. (See Appendix VII-1)

Also attached is the memo prepared by the Secretariat on ICAPP’s Request for U.N. Observer Status for ready reference for SC Members. (See Appendix VII-2)

The Secretariat plans to send an ICAPP mission to the U.N. General Assembly on the occasion of deliberations at the Sixth Committee on the item of granting observer status to the ICAPP on October 10, 2016. The more detailed plan will be provided in due course to SC Members who may want to join the mission.

Signing of the Inter-governmental MOU to Support ICAPP Activities

The inter-governmental MOU to provide support for the activities of the ICAPP, which was first signed on July 26, 2013, has so far been signed by the governments of 10 countries in the region, i.e. Azerbaijan, Bangladesh, Cambodia, China, Iran, Kazakhstan, Nepal, Republic of Korea, Sri Lanka and Vietnam.

In this regard, more governments of the countries in the region, in particular those countries which are represented in the SC, are requested to sign the MOU in the near future.

Establishment of ICAPP Economic Development Forum

At the 26th SC Meeting in Jakarta in April 2016, Hon. Fadi Fawaz, Advisor for Development Affairs to Chairman of Future Movement Party of Lebanon, proposed to set up a group of 100 leading businesses and 50 banks in Asia within the ICAPP which can provide financial assistance for ICAPP activities, and agreed to prepare and submit a more concrete proposal for further consultation at SC meetings.

In this regard, Mr. Fawaz submitted the written proposal to establish the “ICAPP Economic Development Forum” and invite leading corporations in Asia to participate in the forum. He also proposed to set up a separate committee to discuss steps to set up the forum and convene a special session by early 2017. The proposal and draft list of leading corporations are attached as Appendixes VIII-1 and 2.

Climate Change

Since the 26th SC Meeting in Jakarta in April 2016, some SC Members have expressed their hope to have more in-depth discussions at the SC meetings on the issues relating to climate change which was identified as one of the two main challenges faced by all three continents at the 1st Trilateral Meeting among the ICAPP, COPPPAL and CAPP held in Jakarta in April 2016. They, in particular, pointed out that all political parties were called upon to urge their respective governments and parliaments to ratify immediately the Paris Agreement on Climate Change of 2016.

In this regard, Hon. Andrey Klimov, Deputy Chairman of the Committee on International Affairs of the Council of Federation (Senate) and Advisor to the Chairman of the Supreme Council of the United Russia Party, proposed to make a brief presentation on the issue at the 27th SC meeting, especially on the role of political parties in fighting against climate change.

Other Issues

SC Members may raise any issues they wish under this item.

And Mr. Afif Demirkiran, Vice Chairperson of Foreign Relations Department, who will be attending on behalf of Hon. Dr. Mehmet Mehdi Eker, Vice Chairman in charge of Foreign Affairs of the Justice and Development Party (AK Parti) and Former Minister of Food, Agriculture and Livestock of Turkey, wishes to make a brief presentation on the recent political situation in his country under this item.

In this regard, SC Members are reminded that, in the spirit of the following agreement and the tradition of the ICAPP, they are requested to refrain from raising internal political disputes or differences among different political parties and forces in their countries. - Agreement reached at the 13th SC Meeting held in Kunming in July 2010: “All representatives of the political parties should refrain from raising any issues directly related to bilateral conflicts or disputes among the countries in the region at ICAPP meetings.”

Conference Procedures for the 9th General Assembly of the ICAPP (Kuala Lumpur, September 1-4, 2016)

1. The official language of the 9th General Assembly (GA) shall be English. However, if any delegation or observer provides its own interpreter, who can simultaneously interpret its native language into English, the hosts will provide facilities for simultaneous interpretation.

2. A Chairman and five Vice Chairmen of the GA will be elected at the Opening Ceremony. The list of candidates for the Bureau of the GA will be prepared and submitted by the ICAPP Standing Committee for its adoption at the GA. The Leader of the UMNO will be nominated as Chairman of the 9th GA in accordance with the ICAPP tradition.

Five Deputy Chairmen will be nominated by the ICAPP Standing Committee in consideration of geographic balance of the region, of whom the First Deputy Chairman will be nominated by the UMNO. The Chairman of the Organizing Committee of the GA will be nominated as the First Deputy Chairman of the GA in accordance with the ICAPP tradition.

The Chairman, and Deputy Chairmen upon the request from the Chairman, will preside over the plenary sessions of the GA, including the opening and closing sessions.

3. Heads of Delegations, and Heads of Observer Delegations, will be invited to deliver their keynote speeches at the plenary sessions of the GA on its main theme to be decided by the UMNO in consultation with the ICAPP Standing Committee. Their speeches should not exceed five to seven minutes each for the smooth conduct of the conference. The list of speakers will be prepared and circulated by the ICAPP Secretariat at the beginning of each plenary session.

In this regard, all delegates are requested to take note that, at the 13th Meeting of the ICAPP Standing Committee held in Kunming in July 2010, an understanding was reached that all representatives of the political parties at ICAPP meetings should refrain from raising any issues directly related to bilateral conflicts or disputes among the countries in the region.

The copies of speeches, in English, should be submitted electronically (by email) to the ICAPP Secretariat at [email protected] for publication of the report of the GA. Otherwise, the copies of the speeches will not be included in the final report.

4. Heads of Delegations with positions higher than Speaker of their respective national parliaments or Prime Minister of their respective national governments will be invited to the designated seats on the podium during the Opening Session of the GA.

5. The annual meetings of the ICAPP Women’s Wing and the ICAPP Media Forum will be held respectively on the sidelines of the GA. The ICAPP Secretariat will organize the programs of these meetings in cooperation with the host of the GA.

6. The Kuala Lumpur Declaration will be adopted and read at the Closing Session. The first draft of the declaration will be prepared by the ICAPP Secretariat in cooperation with the ICAPP Standing Committee and the Organizing Committee of the GA, and circulated among all the delegations at the beginning of the GA. In this regard, the Drafting Committee of the Kuala Lumpur Declaration will also be elected at the Opening Session of the GA. The list of candidates for the Drafting Committee will be prepared and submitted by the ICAPP Secretariat in consultation with the Members of the ICAPP Standing Committee.

Kuala Lumpur Declaration

1. We, the leaders and representatives of 87 political parties from Afghanistan, Armenia, Azerbaijan, Bangladesh, Bhutan, Cambodia, China, Cyprus, East Timor, Georgia, India, Indonesia, Iran, Iraq, Japan, Kazakhstan, Republic of Korea, Kyrgyzstan, Laos, Lebanon, Malaysia, Maldives, Mongolia, Myanmar, Nepal, Pakistan, Palestinian National Authority, Philippines, Russia, Samoa, Singapore, Sri Lanka, Thailand, Turkey, and Vietnam, gathered here in Kuala Lumpur, the capital city of Malaysia, for the Ninth General Assembly of the International Conference of Asian Political Parties (ICAPP). The Assembly was hosted by the United Malays National Organization (UMNO), the governing coalition of Malaysia, from September 1 to September 4, 2016 under the main theme of “One Asia.”

2. First of all, we reaffirmed our commitment to the principles and the spirit of the ICAPP Charter and of the Declarations we had adopted at our biennial General Assemblies in Manila in 2000, Bangkok in 2002, Beijing in 2004, Seoul in 2006, Astana in 2009, Phnom Penh in 2010, Baku in 2012 and Colombo in 2014. We also reaffirmed that sovereignty, territorial integrity and equality of all nations, peaceful settlement of international conflicts, non-interference in internal affairs, and consensus orientation, among others, would remain as the main pillars of the ICAPP principles.

3. We noted with great satisfaction that the ICAPP has become a major and unique political force open to all political parties across the ideological spectrum to bring out the best of Asia’s unity in diversity by leading the way forward in what is now generally accepted as the “Asian Century,” and by building a bridge of peace, friendship and cooperation among all countries in the region. In doing so, we affirmed that political parties should enhance democratic values and institutions in our societies by adhering to principles of good governance and the rule of law which are characterized as participatory, accountable, transparent, equitable and inclusive.

4. We noted, however, with grave concern that the 9th General Assembly of the ICAPP was held in the midst of increasing uncertainties in the geopolitics and global economy.

In particular, growing fears of terrorism against innocent people throughout the world is clouding our region in the wake of successive assaults in many places. In this regard, first and foremost, we strongly condemned all forms of terrorism as they only work to destabilize our region and the world, and counter the goals of the ICAPP. In this context, we strongly condemned coup attempts against democracy and duly elected governments. We agreed that, at the current stage at least, we should prioritize combating terrorism than other challenges, and called on all political parties in the region to unite their efforts, together with their governments and parliaments, to prevent terrorist activities, irrespective of their motives.

We also stressed the need to eliminate root causes of terrorism through alleviation of poverty, elimination of discrimination, improvement of education, prevention of armed conflicts, and protection and promotion of human rights, and not to associate any specific religion or civilization with terrorism. In this regard, we called upon all international parties to help refugees and to create the necessary atmosphere to remove the causes of migration and create conducive conditions for the return of the displaced persons to their homelands.

5. We expressed our deep concern at the lingering conflicts in our region, including the current territorial issues, and stressed that all the potentially dangerous flashpoints should be resolved in a peaceful and harmonious way through dialogue and cooperation among concerned parties, in accordance with the principles of the United Nations Charter and international law.

We also stressed that proliferation of weapons of mass destruction constituted a serious threat to not only regional but global peace and security, and endorsed the comprehensive prohibition and thorough elimination of nuclear, chemical and biological weapons and their means of delivery. In this regard, we supported the efforts in the international community to accomplish the goal of a world without nuclear weapons, as proposed by U.N. Secretary General Ban Ki-moon.

6. We agreed that the ICAPP, as a leading political platform, should play a bigger role in making our region a better and safer place by safeguarding unity and cooperation among all political parties, by exchanging diverse and different views in a frank and fraternal atmosphere, by forging consensus through consultations, and by exploring practical ways to promote security cooperation in the region with the new concept of ensuring common, comprehensive, cooperative and sustainable security. We also agreed to further expand ICAPP activities to strengthen communication and coordination among political parties in various sectors and fields, and constantly promote mutual understanding.

In particular, we emphasized the importance of potential, strategic role to be played by the ICAPP in linking up all the sub-regional cooperation efforts, such as Association of Southeast Asian Nations (ASEAN), South Asian Association for Regional Cooperation (SAARC), Gulf Cooperation Council (GCC), Shanghai Cooperation Organization (SCO), Asia Pacific Economic Cooperation (APEC), Conference on Interaction and Confidence-Building in Asia (CICA), Greater Mekong Sub-region (GMS), South Asia Sub-regional Economic Cooperation (SASEC), Economic Cooperation Organization (ECO), and Central Asia Regional Economic Cooperation (CAREC), into a larger pan-Asian architecture.

7. In this regard, we renewed our commitment to building an “Asian community” or “One Asia,” as our ultimate goal. We believe that building a community of common interest, common destiny and common responsibilities with freer movement of people and goods will lead to greater peace and prosperity by enriching the mind and spirit of all our peoples, easing political and historical tensions, and raising the standard of living for the peoples.

We also reconfirmed our commitment to uphold open regionalism as our guiding principle to achieve our goal of integration in the region. We stressed the need to actively seek cooperation in various fields, such as trade, finance, and science and technology, with other regions in the world for mutual benefits with an outward-looking and inclusive attitude, and agreed to enhance cooperation with our intra-regional political partners, such as the Permanent Conference of Political Parties in Latin America and the Caribbean (COPPPAL) and the Council of African Political Parties (CAPP).

8. We noted that the rapid pace of globalization in recent years has greatly contributed to tremendous growth in exchange of goods and manpower across national borders, and made the world even more inter-connected. In this regard, we agreed that no nation should or could build a wall around globalization which was mostly driven by technological innovation and fast development of transportation, since globalization is effective in deterring xenophobia, racism and fear of “the other.”

We also agreed, however, that globalization has not necessarily succeeded in providing answers to all the threats we face in the region. In this regard, we emphasized that globalization should be achieved in a way to protect and promote harmony among nations and plurality which are inherent in our societies, and not to weaken the abilities of our societies to handle our own challenges.

9. We pointed out poverty and environmental degradation as two most serious challenges we still face in the region. Many people in our region are still suffering from abject poverty which in most cases is passed down from generation to generation, and humanitarian catastrophe and large-scale devastation which are caused by adverse consequences of climate change, such as super typhoons, great floods and landslides, severe drought, desertification, rising sea level, and enormous destruction in eco-system. Spreading out of the infectious, contagious diseases and malignancies such as HIV/AIDS and Zika virus is becoming grave threat to people in our region, especially among the poor.

In this regard, we expressed our concern about the symptoms of slow growth, low employment and rising income and social inequality which many countries in our region are recently experiencing, and called for all governments to have more sincere dialogue on, and coordination of, policy priorities for inclusive growth that works for all, defeating inequality in economy.

10. We also agreed that sustainable growth is equally important, and called on all political parties in the region to urge their respective governments and parliaments to render full support for the successful and effective implementation of the 2030 Agenda of the U.N., and ratify immediately the Paris Agreement on Climate Change of 2016.

We noted that issues of one nation now easily spill over to other countries, and, therefore, we need closer cross-border cooperation to meet our common challenges. We also emphasized that good governance at the international level is equally important to achieve our common goal to free the entire human race from poverty and environmental degradation.

11. In this regard, we welcomed the initiatives taken at the first Trilateral Meeting among the representatives of the ICAPP, COPPPAL, and CAPP, held in Jakarta in April 2016, to launch trilateral efforts not only to bring more concrete and positive outcome to our common challenges of eradicating poverty and fighting climate change, but to further strengthen trilateral cooperation in the areas of common interest in a more inclusive way.

We also endorsed the agreement reached at the 1st Trilateral Meeting that all political parties in the three continents of Asia, Latin America and Africa will work together for gradual institutionalization of the trilateral cooperation with a view to launching a global forum of political parties in the future.

12. We stressed the need to further promote understanding and friendship among the countries in the region through people-to-people cooperation in such areas as culture, education, science and technology, and sports. In particular, we agreed to encourage more frequent and coordinated exchanges among various sectors of our society, including inter- faith and inter-cultural dialogues, to further foster harmonious atmosphere and counter extremism in all its aspects by easing rising politico-religious tensions. We also agreed that increased interaction, particularly among young people, is needed to advance human progress in such areas of common endeavor as sharing and appreciating different cultural heritage, values and traditions.

We also recognized that empowering women to participate fully in all sectors of society is essential to build stronger and more sustainable society, and to improve the quality of life not only for women but men, families and communities.

13. We reaffirmed our endorsement, made at the 6th General Assembly held in Phnom Penh in December 2010, of the ICAPP’s initiative to obtain observer status in the U.N. General Assembly, so as to more closely coordinate our activities with relevant U.N. programs, and called on all political parties in the region to recommend their respective governments to support the ICAPP’s initiative.

In this regard, we also reconfirmed that the ICAPP Charter, adopted in 2006, declared unequivocal commitment to the principles and objectives of the U.N. The ICAPP has also been a staunch supporter of the U.N. and its activities and promoted cooperation among the governments and the peoples in the region for the successful implementation of the U.N. programs and projects.

We believe that, once granted observer status in the U.N., the ICAPP can play a major role in forging cooperation between the U.N. and the political parties in Asia, and in other continents of the world, by aggregating and channelling to the U.N. system the views of the peoples in all their diversity, as expressed in political debates and discussions at all dimensions, local, national and continental, promoting people’s awareness, approval and support of international agreements reached at the U.N., and building international consensus on U.N. actions to meet key global challenges. The ICAPP can also provide support for political parties in the region and increase their capacity to carry out at local and national levels their law-making and oversight functions on matters subject to international cooperation at the U.N.

14. We welcomed with appreciation the decision by the Government of the Republic of Korea to provide annual financial assistance from the budget of Prime Minister’s Office beginning in 2016 for the management and activities of the ICAPP Secretariat which is located in Seoul.

In this regard, we also endorsed the recommendation made by the Standing Committee to establish the ICAPP Fund to finance future projects and activities of the ICAPP.

15. Finally, we expressed our profound gratitude to the people and the government of Malaysia, for their warm hospitality. We also thanked our gracious host, the United Malays National Organization, for their excellent arrangements to make the 9th General Assembly of the ICAPP a resounding success.

Our special thanks went to H.E. Dato Seri Haji Mohammad Najib bin Tun Haji Abdul Razak, Prime Minister of Malaysia, and Chairman of the National Front and President of the UMNO, for his initiative and support for this historic gathering.

We also expressed our gratitude to the representatives of political parties and institutions from various countries outside Asia, including the Permanent Conference of Political Parties in Latin America and the Caribbean (COPPPAL) and the Council of African Political Parties (CAPP), who participated in the 9th General Assembly as observers, for their cooperation and solidarity.

Kuala Lumpur Statement on Cooperation to Promote One Asia

We, the journalists from Cambodia, Republic of Korea, Malaysia, Nepal, Pakistan, Philippines, Thailand, and Turkey, countries which are represented in the Standing Committee of the International Conference of Asian Political Parties (ICAPP), gathered in Kuala Lumpur, Malaysia on September 2, 2016, together with representatives of political parties from Azerbaijan, Cambodia, India, Iran, Indonesia, Republic of Korea, Laos, Malaysia, Mongolia, Nepal, Pakistan, Philippines, Sri Lanka, Thailand, and Turkey, and held the 2nd Meeting of the ICAPP Media Forum on the sidelines of the 9th General Assembly of the ICAPP.

The meeting was conducted under the theme of “Cooperation to Promote One Asia,” with special focus on the role of political parties and the media in building an Asian community, enhancing democratic values and dealing with such challenges as terrorism, poverty and environmental degradation, and how to promote communication, interaction and cooperation between political parties and the media in the region.

First of all, we confirmed our commitment to support ICAPP activities to enhance mutual trust and promote understanding and friendship among Asian countries and create an environment for peace, stability and prosperity in the region. In this regard, we shared the view that the ICAPP activities should be more focused on urgent issues of direct relevance to the daily lives of the peoples in the region.

We also confirmed that enhancement of democratic values and institutions in our societies is not only the main function of political parties and the media but also a way forward to achieve an Asian community or “One Asia,” and stressed the need for cooperation between political parties and the media to consolidate democracy in the region by promoting justice and good governance, expanding cross-border exchanges, overcoming prejudice against each other and raising public awareness on common challenges faced by the region.

We shared the view that terrorism and growing gap of wealth among countries are most serious challenges that destabilize our region and counter our goal of building an Asian community, and agreed to concentrate our joint efforts in fighting these challenges. In particular, we agreed that we should prioritize combating terrorism than other challenges and unite our efforts to prevent terrorist activities and eliminate root causes of terrorism.

We also identified abject poverty passed down from generation to generation and environmental degradation caused by climate change as main threats to sustainable development in the region which should be continuously and urgently addressed by political parties and the media.

In this regard, we fully supported the draft “Kuala Lumpur Declaration,” which is to be adopted by the 9th General Assembly of the ICAPP on September 3, 2016, and expressed our hope that visions and commitments laid out in the declaration will be duly and successfully brought into reality with cooperation of all political parties in the region.

Finally, we confirmed that the role of the ICAPP Media Forum is to help promote communication, interaction and cooperation between political parties and the media in the region, and agreed to encourage more active monitoring and coverage of ICAPP activities by the media.

In this regard, we agreed that more representatives of the media should be invited to monitor future activities of the ICAPP. We also agreed to hold the 3rd Meeting of the ICAPP Media Forum in 2017, and continue our efforts to further engage ourselves to find ways to promote communication and strengthen cooperation to achieve our goal of building an Asian community with common interest, common destiny and common responsibilities.

Kuala Lumpur Statement on Advancement of Women’s Status in Asia

We, the representatives of political parties from Azerbaijan, Cambodia, China, East Timor, India, Indonesia, Iran, Iraq, Republic of Korea, Kyrgyzstan, Laos, Malaysia, Maldives, Nepal, Pakistan, Russia, Singapore, Sri Lanka, Thailand, Turkey, Vietnam and the Palestinian National Authority, attended the 4th annual Meeting of the Women’s Wing of the International Conference of Asian Political Parties (ICAPP) which was held in Kuala Lumpur under the auspices of the United Malays National Organization, the governing coalition of Malaysia, on September 2, 2016 on the sidelines of the 9th General Assembly of the ICAPP.

The meeting was conducted under the main theme of “Advancement of Women’s Status in Asia,” with special focus on such issues as; women’s roles in implementing the 2030 Agenda for Sustainable Development Goals; poverty, health and education; political, economic and social participation of women; and human trafficking.

First of all, we reaffirmed our commitment to the Beijing Declaration and Platform for Action (BPfA), adopted at the 4th World Conference on Women in September 1995, and the outcome documents, adopted at the 23rd Special Session of the U.N. General Assembly in June 2000, as the major global strategy, approach and means to achieve our goal of gender equality and women’s empowerment.

We also reaffirmed that the Convention on the Elimination of All Forms of Discrimination against Women and the Convention on the Rights of the Child, and the Optional Protocols thereto, as well as other relevant conventions and treaties, provide an international legal framework and a comprehensive set of measures for realizing our goal. In this regard, we welcomed the strong commitment to gender equality and women’s empowerment contained in the United Nations’ 2030 Agenda for Sustainable Development, and recognized that women play a vital role as agents of sustainable development.

We also welcomed the Agreed Conclusions on women’s empowerment and the link to sustainable development adopted at the 60th Session of the U.N. Commission on the Status of Women held in March 2016, and agreed that the BPfA and the outcomes of relevant major U.N. conferences and summits, have laid a solid foundation for sustainable development and that the full, effective and accelerated implementation of the BPfA will make a crucial contribution to the implementation of the 2030 Agenda that will leave no one behind. In this regard, we particularly stressed that, if gender equality and women’s empowerment is not fully realized, the achievement of full human potential and of sustainable development is not possible.

We expressed concern that the feminization of poverty persists, and emphasized that the eradication of poverty in all its forms and dimensions, including extreme poverty, is an indispensable requirement for sustainable development, and stressed the need to ensure an adequate standard of living for women through social protection systems. In this regard, we emphasized that the realization of gender equality and women’s empowerment should be mainstreamed into all policies and programs aimed at the eradication of poverty.

We also stressed the need to ensure that every person is entitled to participate in, contribute to and enjoy economic, social, cultural and political development, and that equal opportunity and consideration should be given to the promotion, protection and full realization of civil, political, economic, social and cultural rights of women. We the women being hearts of the family believe in this notion that strong women make strong families and strong societies.

We reaffirmed that education is key to achieve our goal, and stressed that all women should be given equal access to quality education at all levels, including early childhood, primary, secondary and tertiary education and technical and vocational training.

We emphasized that insufficient access to the highest attainable standard of physical and mental health aggravates the impact of the diseases especially among women, increasing their vulnerability and endangering the survival of present and future generations, and stressed the need for efforts to achieve universal health coverage that ensures equitable access to affordable and quality health service to women.

We reaffirmed our commitment to fight human trafficking, which we condemned as the most heinous crime against humanity, and endorsed the Kathmandu Statement of January 2014, Phnom Penh Statement of April 2015 and Islamabad Statement of April 2016 which have been adopted at the three ICAPP Workshops on Human Trafficking. In this regard, we agreed to continue our efforts to raise public awareness on the seriousness and urgency of the human trafficking, form trans-border networks of cooperation and establish a fast-track punishment system in order to prevent human trafficking and protect and assist its victims.

Report of the ICAPP Mission to the U.N. (June 15-18, 2016)

Hon. Chung Eui-yong, Co-Chairman of the Standing Committee and Secretary General of the ICAPP, visited the U.N. headquarters in New York during June 15-18, 2016 and had meetings with representatives of 17 Member States, i.e. Argentina, Azerbaijan, Cambodia, Indonesia, Iran, Japan, Republic of Korea, Nepal, Netherlands, Philippines, Russian Federation, Sri Lanka, Sudan, Turkey, United States, Venezuela, and Vietnam.

At the meetings, Mr. Chung discussed the ICAPP's initiative to obtain observer status in the U.N. General Assembly (UNGA), which is to be deliberated at the Sixth Committee of the 71st session of the UNGA on October 10, 2016 according to the provisional agenda.

In particular, Mr. Chung stressed the following points to the representatives of the various Member States:

a) The ICAPP has been a staunch supporter of the United Nations and its activities. The ICAPP Charter declares unequivocal commitment to the principles and objectives of the U.N. Furthermore, the U.N. Secretary General has shown strong support for the ICAPP activities by sending congratulatory messages to all major meetings of the ICAPP, including the General Assemblies and Special Conferences. b) Against a backdrop of such developments, the ICAPP applied for observer status in the UNGA in 2011, in order to more closely coordinate its activities with the U.N. and create synergy in promoting objectives of both organizations. The draft resolution (A/70/194) to invite the ICAPP to the work of the UNGA in the capacity of observer was once again co-sponsored for the 70th session of the UNGA in 2015 by ten Member States, i.e. Australia, Azerbaijan, Cambodia, Indonesia, Japan, Nepal, the Netherlands, the Philippines, Republic of Korea and Sri Lanka. c) The consensus was not reached on the resolution, however, due to reservations expressed by the representatives of two Member States from Latin America. The representatives of these Member States pointed out that the ICAPP did not meet the first of the two following requirements for UNGA’s observers, as laid out in the UNGA’s Decision 49/426 of December 9, 1994 which says “Granting observer status will be confined to States and the Inter-governmental Organizations.” d) The co-sponsors stressed that there have been four exceptions to the criteria since the resolution was adopted in 1999, and, in consideration of the unique nature of the organization which is open to all political parties across political spectrum, the ICAPP deserves special consideration by Member States. e) In the absence of consensus, the Sixth Committee made the recommendation on November 11, 2015 to the General Assembly to defer a decision on the request for observer status for the ICAPP to the 71st session of the UNGA. f) Since then, the ICAPP has been consulting with political leaders in various parts of the world to get the support of their respective governments for the ICAPP’s observer status in the UNGA. They all agreed to recommend to their respective governments to make positive decisions in time for consensus at the next deliberations on the request in the UNGA. g) In view of such developments, the ICAPP Standing Committee decided at its 26th Meeting held in April 2016 to continue to seek its observer status in the UNGA, and reaffirmed its commitment to play a key role not only in Asia’s movement to build an Asian community, but also in the global quest for a more peaceful and prosperous world. h) In this regard, the ICAPP successfully hosted the 1st Trilateral Conference among representatives of political parties in Asia, Africa and Latin America in Jakarta in April 2016, which was also attended by observers from a major group of political parties in the European Parliament. At the meeting, the political parties of the three continents agreed to initiate a process to further strengthen the trilateral cooperation in the areas of common interest among political parties in the three continents in a more inclusive way. In particular, they identified poverty and environmental degradation as two most serious common challenges they face. They also agreed to gradually work together toward the goal of developing a global forum of political parties, encompassing all political parties in the world regardless of differences in ideological orientations. i) Once granted observer status in the works of the UNGA, the ICAPP will forge closer cooperation between the U.N. and the political parties in Asia and in other continents as well by aggregating and channeling to the U.N. system the views of our peoples, promoting people’s awareness and support for U.N. activities, and building international consensus on U.N. actions to meet global challenges. j) In particular, the ICAPP could be an effective tool in delivering the 2030 Agenda for Sustainable Development adopted by the U.N. General Assembly in 2015, by strengthening the means of implementation and revitalizing the global partnership for sustainable development.

Meetings with Representatives of Member States which are represented in the ICAPP Standing Committee

Mr. Chung had separate meetings with the following representatives of the Member States which are also represented in the ICAPP Standing Committee: - H.E. Ambassador Ry Tuy, Permanent Representative of Cambodia - H.E. Ambassador Oh Joon, Permanent Representative, and H.E. Ambassador Hahn Choong-hee, Deputy Permanent Representative, of the Republic of Korea - H.E. Ambassador Nguyen Phuong Nga, Permanent Representative of Vietnam - H.E. Ambassador Gholam Hossein Dehghani, Deputy Permanent Representative of Iran - H.E. Ambassador Evgeny T. In addition, Mr. Chung also had meetings with other representatives of Azerbaijan, Cambodia, Indonesia, Japan, Republic of Korea, Mongolia, Nepal, the Philippines and Sri Lanka.

The representatives of all the Member States, which are represented in the ICAPP Standing Committee, expressed their appreciation on the ICAPP mission’s visit to the U.N. prior to the deliberations on the ICAPP’s request for observer status in the Sixth Committee. They said that they would provide all possible support to get the consensus on the item which would be taken up at the Sixth Committee on October 10 this year. They also said that they would need clear instructions from their respective governments to more actively support the ICAPP’s request.

Representatives of some Member States which haven’t co-sponsored the draft resolution mentioned that they would recommend to their governments to join as co-sponsors at the 71st session. They also agreed to closely coordinate with the ICAPP Secretariat on the issue.

In this regard, the Permanent Representative of one Member State informed Mr. Chung that several Member States had expressed their concerns about the possibility of abuse or misuse of the privileges to be given to the ICAPP with the observer status in the UNGA, such as by making statements at U.N. meetings which might not be consistent with the principles or objectives of the U.N., or taking actions, or forming delegations, which might betray the expectations of Member States on the ICAPP’s participation in the U.N. activities.

To this, Mr. Chung suggested that the ICAPP Secretariat would prepare draft “Guidelines for ICAPP’s Participation in the U.N. Activities and Programs”, submit them to the 27th Standing Committee meeting to be held in early September for adoption, and circulate them to concerned Member States in the U.N. prior to their deliberations at the Sixth Committee to ensure that there would be no such abuse or misuse of the privileges to be given to the ICAPP by granting observer status.

Mr. Chung also stressed the need for all twenty-three Member States, which are represented in the ICAPP Standing Committee, to demonstrate solidarity on this initiative by co- sponsoring the draft resolution, persuading other Member States which might express reservations in the course of deliberations at the Sixth Committee and taking floor during the deliberations at the Sixth Committee.

Meetings with Representatives of Latin American Missions to the UN

Mr. Chung also had meetings with the following representatives from two Member States from Latin America, which had expressed their reservations to the draft resolution to invite the ICAPP to the UNGA as an observer in the previous sessions. - H.E. Ambassador Martin Garcia Moritan, Permanent Representative of Argentina - H.E. Ambassador Rafael D. Ramirez C., Permanent Representative, and H.E. Ambassador Henry Suarez, Deputy Permanent Representative of Venezuela

Mr. Chung informed them of the results of the visits by the ICAPP Mission to their countries in 2014, and of the results of the 1st Trilateral Conference among political parties in Asia, Africa and Latin America, and the ICAPP’s willingness and readiness to coordinate its participation in the U.N. activities and programs with political parties in Latin America and Africa.

While appreciating the ICAPP’s efforts to coordinate its activities with the U.N. programs, they explained that the reservations of their governments on granting observer status to the ICAPP were purely on legal ground, and once again pointed out that, according to the U.N. General Assembly Decision of 1994, observer status in the UNGA should be granted to inter- governmental organizations.

They said, however, in consideration of the four exceptions which had been approved by the Sixth Committee since 1999, and in case they receive formal requests from the governments of co-sponsors, they would be willing to seek new instructions from their respective governments on the ICAPP’s request for observer status.

Meetings with Representatives of other key Members States to the UN

Mr. Chung also had meetings with the following representatives of the United States, the Netherlands which holds the Presidency of the European Union (EU), and Sudan which represents Africa in the Bureau of the Sixth Committee. - Mr. John R. The representatives of the United States and the Netherlands confirmed their support for the ICAPP’s request. They, however, expressed concerns that the positions of a few Member States in Latin America might continue to be negative on the request. The Dutch representative said, although the Netherlands would remain as one of the co-sponsors, the ICAPP should continue to contact other European Member States as well, and, in particular, need to coordinate with the representative of the European Union to the U.N.

The representative of Sudan confirmed its strong support for the ICAPP’s request and said it would join as a co-sponsor of the draft resolution, and could also contact other Member States from Africa to support and co-sponsor, if possible. He also stressed the importance of demonstrating strong solidarity among Member States from Asia.

Tekreth Samrach, Secretary of State of the Office of the Council of Ministers and Member of the Central Committee of the Cambodian People’s Party, visited Iran during July 11-13, 2016 at the invitation of the Iran House of Political Parties and the Islamic Motalefeh Party of the Islamic Republic of Iran.

At the meetings, the ICAPP mission expressed their appreciation of the contributions the Iranian political parties have made to the advancement of ICAPP objectives and principles. They particularly thanked for the strong and continuous support of the political leaders of Iran for ICAPP activities. In this regard, they recalled that the 8th Meeting of the ICAPP Standing Committee, which was held in Tehran in November 2007, had greatly contributed to further institutionalization of the ICAPP by taking important decisions, including setting criteria for the eligibility of political parties in the region to participate in ICAPP activities.

The ICAPP Mission welcomed the offer made by the Iran House of Political Parties and the Islamic Motalefeh Party to host the 28th Meeting of the ICAPP Standing Committee and the ICAPP Special Conference on the Silk Road during the first half of 2017. They expressed the hope that these meetings will be most successful and productive. They also suggested that the political parties in Iran consider co-hosting the 10th General Assembly in Tehran during the second half of 2018.

In addition, the ICAPP Mission explained about the ICAPP’s efforts to obtain observer status in the U.N. General Assembly, and requested that the Iranian Government, as one of the signatories to the “Inter-governmental MOU to Provide Assistance for the ICAPP Activities,” co-sponsor the draft resolution to invite the ICAPP as an observer at the 71st session of the U.N. General Assembly. They stressed that granting observer status to the ICAPP in the U.N. will be in the benefit of both organizations by creating synergy through coordination of their activities.

The political leaders of Iran warmly welcomed the ICAPP Mission and extended their congratulations on the ICAPP’s achievements in bringing together all political parties in the region and promoting friendship and understanding among all countries. They also welcomed the ICAPP’s decision to hold its 28th Standing Committee Meeting and the Special Conference on the Silk Road in Tehran early next year and confirmed that they would render all possible assistance to make these events most successful. They also responded positively to the suggestion to consider hosting the 10th General Assembly of the ICAPP in Tehran in 2018 and the request to co-sponsor the draft resolution to invite the ICAPP as an observer in the U.N. General Assembly.

H.E. Ayatollah Akbar Hashemi Rafsanjani, Chairman of the Expediency Council and Former President, briefly introduced the recent political history of Iran after the Islamic Revolution and emphasized the importance of political parties’ role in raising people’s awareness of the need for democracy. In particular, he highly valued the ICAPP’s principle of inclusiveness overcoming different political ideologies, and expressed the hope that the ICAPP will play a more decisive role in world politics, especially in fighting terrorism by raising such people’s awareness.

H.E. Ali Larijani, Speaker of the Parliament, said that Asia would play an increasingly more significant role in the future with its political and economic development and rich cultural heritage, and expressed the hope that the ICAPP would help countries in Asia find their own solutions to the common challenges by broadening the horizon for cooperation and promoting unity among political parties. He also pointed out that terrorism is one of the most serious challenges in the region, and we need to correctly identify both external and internal factors to meet this challenge more effectively and avoid unnecessary conflicts among ourselves.

Her Excellency Shahindokht Molaverdi, Vice President and Minister for Women and Family Affairs, noted that the objectives of the ICAPP have been well defined in its Charter and other documents, and expressed the hope that the ICAPP would achieve its goals through more interaction among all political parties. She mentioned that we should think ourselves as one Asian family and continue to do our best to meet our common challenges. She particularly welcomed the ICAPP’s initiative to strengthen women’s empowerment and said that Iran would continue to support such efforts.

Both Hon. Hassan Ghafoori Fard, Chairman of the Iran House of Political Parties, and Hon. Mohammad Nabi Habibi, Leader of Islamic Motalefeh Party, confirmed their offer to host the 28th Meeting of the ICAPP Standing Committee and Special Conference on the Silk Road during the first half of 2017, and said that they would submit more concrete proposals on these two events at the 27th Standing Committee Meeting to be held in Kuala Lumpur in September. They also welcomed the suggestion to host the 10th General Assembly of the ICAPP in Tehran during the second half of 2018, and said they would have internal discussions on the logistics of the event and make the announcement at an appropriate occasion.

At the meeting with Hon. Dr. Morteza Sarmadi, Vice Minister of Foreign Affairs, the ICAPP Mission briefed the results of the recent visit by the ICAPP Mission to the U.N., including its meeting with Ambassador Gholam Hossein Dehghani, DPR of Iran to the U.N., and requested the Iranian Government to co-sponsor the draft resolution to invite the ICAPP as an observer to the U.N. General Assembly at the forthcoming 71st session of the U.N.

Vice Minister Sarmadi mentioned that Asia deserves a more special place in international organizations as the largest continent and the cradle of civilization, but all of its potential has not been fully represented. He was pleased to note that both the governmental organizations and political parties in the region are now working together to demonstrate the world Asia’s solidarity by combining political, economic, cultural and people-to-people initiatives. In this regard, he said that the Iranian government is fully supportive of ICAPP activities. He also said that there would be no problem, in principle, for the Iranian Government to co-sponsor the draft resolution, and would instruct the U.N. division to favorably consider the ICAPP’s request.

Appendix VII-2:

Conference Procedures for the ICAPP Special Conference on Migration and Refugees

1. The official language of the ICAPP Special Conference on Migration Refugees will be English. However, if any delegate or observer provides his/her own interpreter, who can translate his/her native language into English and vice versa, the hosts of the conference will provide equipment for simultaneous interpretation.

2. The Heads of Delegations, and Heads of Observer Delegations, will be invited to deliver their statements at the Plenary Sessions on the main theme of the special conference, migration, on the special focus on refugee issues. Each statement, however, should not exceed seven minutes for the smooth conduct of the conference. The list of speakers will be prepared and circulated by the ICAPP Secretariat at the beginning of each plenary session.

3. All participants are requested to take note that, at the 13th Meeting of the ICAPP Standing Committee held in Kunming, China in July 2010, an understanding was reached that all representatives of the political parties at ICAPP meetings should refrain from raising any issues directly related to bilateral conflicts or disputes among the countries in the region.

4. The “Istanbul Statement on Migration and Refugees” will be adopted at the closing session of the special conference. The draft statement will be prepared by the ICAPP Secretariat in consultation with the host and circulated among all the participants after the first plenary session of the conference. Participants can submit their suggestions on the draft statement to the ICAPP Secretariat.

5. All participants are requested to submit copies of their speeches electronically (by email) to the ICAPP Secretariat at [email protected] for publication of the report of the meeting. Otherwise, the copies of the speeches will not be included in the final report.

Appendix VIII-1:

Guidelines for ICAPP’s Participation in the U.N. Activities and Programs (Adopted at the 27th Meeting of the ICAPP Standing Committee, held in Kuala Lumpur on September 1, 2016)

1. Purpose of the Guidelines

The main purpose of the “guidelines for participation of the ICAPP (International Conference of Asian Political Parties) in U.N. activities and programs” is to further promote ICAPP’s contributions to the work of the U.N., and to prevent possible abuse or misuse of the privileges that may be granted to the ICAPP with the observer status in the U.N. General Assembly.

2. Principles of Participation

ICAPP’s participation in the U.N. activities and programs should be consistent with its unequivocal commitment not only to the principles and objectives of the U.N. but its own goals of building an Asian community through permanent peace and shared prosperity, as stipulated in the ICAPP Charter.

ICAPP’s participation in the U.N. activities and programs should also be fully consistent with the U.N. Charter and the rules of procedures of the General Assembly.

In due respect to ICAPP’s adherence to the principles of mutual respect for territorial integrity and sovereignty, mutual non-aggression, mutual non-interference in internal affairs, equality and mutual benefit, and peaceful co-existence among all nations, ICAPP delegates who participate in the U.N. activities and programs should refrain from raising any issues directly related to bilateral or regional conflicts or disputes in the region, as agreed upon at the 13th Meeting of the Standing Committee in July 2010.

ICAPP’s participation in the U.N. activities and programs will be, in principle, concentrated on issues of common interest to all peoples in the region, such as poverty eradication, sustainable development, environmental protection, green growth, and women’s empowerment, and on how to create synergy out of similar efforts through close coordination between the two organizations.

3. Formation of Delegations

ICAPP delegates to each U.N. session or program will be, in principle, composed of Members of the Standing Committee (SC) and the Secretary General. The Secretariat will prepare and circulate the list of SC Members who wish to join ICAPP delegations to each U.N. session or program and circulate it among SC Members for their confirmation at least four weeks in advance.

The main speaker of each delegation who will speak at U.N. sessions will be designated by the Standing Committee on a rotational basis at least three weeks in advance.

Members of the Standing Committee may designate their representatives who will be included in the ICAPP delegation as associate delegates on their behalf. However, such representatives must be endorsed by the Standing Committee and shall not be designated as the main speakers of the delegations.

Representatives of political parties from other continents, who are endorsed by the Standing Committee, may be included in the ICAPP delegations as advisors.

4. Representation at the U.N.

All presentations, both oral and written, by the ICAPP delegates at U.N. sessions or programs should be approved in advance by the Standing Committee. SC Members who are designated by the Standing Committee as the main speakers should submit their draft presentations in English to the Standing Committee in writing at least two weeks in advance of their presentation. In case they fail to do so, they may be replaced by other SC Members as the main speakers.

The main speakers should make presentations at U.N. sessions which are completely consistent with the draft presentations approved by the Standing Committee in advance. If they fail to do so, the Standing Committee may decide to circulate a note to all U.N. Member States and Observers discrediting the presentations as illegitimate presentations of the ICAPP. SC Members who make such presentations, and the political parties they represent, shall be prohibited from participating in future ICAPP delegations to the U.N., and may face other disadvantages in their future activities in the Standing Committee.

ICAPP’s Request for Observer Status in the U.N. General Assembly (September 2016)

Brief introduction of the ICAPP

Since its inception in September 2000, the International Conference of Asian Political Parties (ICAPP) has grown steadily in both membership and influence. At first, few people thought that it would be possible to bring together competing governing, opposition and independent political parties. However, it now represents more than 350 political parties in 51 countries in Northeast Asia, Southeast Asia, Central Asia, West Asia, Middle East and Oceania.

Simply by bringing together Asia’s political leaders with diverse ideological backgrounds in fraternal assemblies regularly, the ICAPP has become a positive political force for mutual understanding among Asian countries and peoples. And all the meetings of the ICAPP have been visionary, cordial, constructive and successful.

Nine General Assemblies of the ICAPP, which have been held biennially since 2000 in Manila, Bangkok, Beijing, Seoul, Astana, Phnom Penh, Baku, Colombo and Kuala Lumpur, brought together political leaders in the region and helped them strengthen unity among Asian countries and propel Asia along the road toward stability and prosperity and toward the ultimate goal of “building an Asian community.”

The ICAPP Standing Committee, which is comprised of the 37 leading political parties from 23 countries representing different sub-regions of Asia, has also been meeting regularly, more than twice a year since 2004, to organize ICAPP activities and programs in an effective and concerted way. Since 2008, the ICAPP has also been hosting special conferences and workshops every year on major challenges faced by the region, such as poverty alleviation, environmental degradation, natural disasters, green development, women’s empowerment, human trafficking, regional economic cooperation, prevention of corruption, and reviving the Silk Road, just to name a few. The ICAPP is to host another special conference on the issues relating to migration and refuges in Istanbul, Turkey during November 4-6, 2016.

The ICAPP has also tried to reach out to political parties in other regions in the world, including Latin America, Africa and Europe. It hosted the first Trilateral Conference among political parties in Asia, Africa and Latin America in Jakarta in April 2016. The trilateral conference was also attended by observers from a major group of political parties in the European Parliament.

At the conference, political leaders of the three continents reaffirmed their commitment to the intent and spirit of the U.N. Charter for international peace and cooperation. They also identified poverty and environmental degradation as two most serious common challenges they face, and agreed to work toward the goal of “launching a global forum of political parties in the future,” encompassing all political parties in the world regardless of differences in ideological orientations.

The ICAPP will continue to play a key and leading role not only in Asia's inevitable movement to build an Asian community, but also in the global quest for a more peaceful and prosperous world.

ICAPP’s Application for U.N. Observer Status

The ICAPP Charter, which was adopted in 2006, declares unequivocal commitment to the principles and objectives of the United Nations. Furthermore, the ICAPP has been a staunch supporter of the U.N. and its activities. In all of its activities, the ICAPP has been trying to promote cooperation of the governments and the peoples in the region for the successful implementation of the U.N. activities and programs.

U.N. Secretary General Ban Ki-moon has also shown strong support for the ICAPP activities by sending special messages to all major meetings of the ICAPP, including the General Assemblies and Special Conferences.

Against a backdrop of such developments, the ICAPP applied for observer status in the U.N. General Assembly (UNGA) in 2011, in order to more closely coordinate its activities with the U.N. and create synergy in promoting objectives of both organizations. The draft resolution (A/70/194) to invite the ICAPP to the work of the UNGA in the capacity of observer was once again co-sponsored for the 70th session of the UNGA in 2015 by ten Member States, i.e. Australia, Azerbaijan, Cambodia, Indonesia, Japan, Nepal, the Netherlands, the Philippines, Republic of Korea and Sri Lanka. Several more Member States are expected to join as co-sponsors at the 71st session.

The consensus was not reached on the resolution during the 70th session due to reservations expressed by a few delegations at the Sixth Committee meetings held in October and November 2015. These delegations pointed out that the ICAPP did not meet the first of the two following requirements for UNGA’s observers, as laid out in the UNGA’s Decision 49/426 of December 9, 1994 and the UNGA’s Resolution 54l195 of December 17, 1999 which says “Granting observer status will be confined to States and the Inter-governmental Organizations.” There was no objection, however, to the other requirement of the resolution, which says “the work of the organizations should be in the interest of the U.N. General Assembly in nature.” when ICAPP’s relevant activities were introduced.

To this, the co-sponsors stressed that the UNGA Decision 49/426 should be interpreted and implemented in the contexts of evolution of the UNGA's decisions of granting observer status, historical backgrounds of negotiations on the decision and subsequent practices of granting observer status since the decision was taken in 1994. They also pointed out that there had been the following four exceptions to the criteria since the decision was taken in 1994, and, in consideration of the unique nature of the organization which is open to all political parties across political spectrum, and the contributions it has been making to the regional stability, the ICAPP deserved special consideration by Member States. - Inter-Parliamentary Union (2002) - Global Fund to Fight AIDS, Tuberculosis and Malaria (2009) - International Olympic Committee (2009) - Parliamentary Assembly of the Mediterranean (2009)

In the absence of consensus, however, the Sixth Committee made the recommendation on November 11, 2015 to the General Assembly to defer a decision on the request for observer status for the ICAPP to the 71st session of the UNGA which will start in September 2016.

According to the provisional program of work of the Sixth Committee for the 71st session, “Requests for observer status” will be deliberated on Monday, October 10, 2016.

In recent years, the ICAPP has been consulting with political leaders in various parts of the world to get the support of their respective governments for the ICAPP’s observer status in the UNGA. The leaders have shown positive responses to ICAPP’s bid for observer status in the UNGA, expressing their understanding that it would benefit activities of both the ICAPP and the U.N.

In view of such developments, the ICAPP Standing Committee decided at its 27th Meeting and the 9th General Assembly held in September 2016 to continue to seek its observer status in the UNGA. In addition, at the 1st Trilateral Conference among representatives of political parties in Asia, Africa and Latin America in Jakarta in April 2016, all participants agreed to fully support the ICAPP’s efforts to obtain U.N. observer status.

Requests for Special Consideration

Once granted observer status in the UNGA, the ICAPP will forge closer cooperation between the U.N. and the political parties in Asia and in other continents as well by aggregating and channeling to the U.N. system the views of our peoples, promoting people’s awareness and support for U.N. activities, and building international consensus on U.N. actions to meet global challenges.

In this regard, Member States of the U.N. are requested to take into account ICAPP’s unique characteristics and potentials to contribute to the work of the U.N. General Assembly as an observer as follows:

First, ICAPP is a network of political parties, both ruling and in opposition. The ruling parties participating in ICAPP are responsible for forming the governments in their respective countries. While these ruling parties are in power, they can virtually be identified as the governments themselves. The political parties in opposition also champion alternative policies, platforms, and agendas, sometimes together with a shadow cabinet, thus influencing and engaging substantively in the activities of the governments to a considerable degree. In this sense, political parties constitute part and parcel of governments, and ICAPP could be characterized as a quasi-intergovernmental organization, starkly different from other NGOs.

In this connection, it is noteworthy that the Member States gave special considerations in granting observer status to the Inter-Parliamentary Union in 2002 and the Parliamentary Assembly of the Mediterranean in 2009. The General Assembly is inclined to take a holistic approach, rather than a sheer formalistic approach, taking into account the purposes and activities of the organizations concerned, in reviewing the eligibility of the organizations for observer status in compliance with its Decision 49/426.

Second, ICAPP, originating in Asia, has been trying to reach out to other regions in the world, especially to Latin America and Africa. ICAPP hosted the first Trilateral Conference among political parties in Asia, Africa and Latin America in April 2016. At the conference, the participants reaffirmed their commitment to the intent and spirit of the U.N. Charter for international peace and cooperation. In particular, they agreed to “urge their respective governments and parliaments to ratify immediately the Paris Agreement on Climate Change of 2016.” As such, granting observer status to ICAPP is sure to lead to enhanced cooperation between the U.N. and the political parties of the world, especially those from the three continents of emerging democracies.

Third, efforts to strengthen ICAPP’s character closer to an intergovernmental organization have been made continuously. An intergovernmental Memorandum of Understanding (MOU) to provide support for ICAPP activities has been signed so far among the governments of eleven countries, i.e. Azerbaijan, Bangladesh, Cambodia, China, Iran, Kazakhstan, Republic of Korea, Mongolia, Nepal, Sri Lanka and Vietnam. More governments, like Indonesia, Lebanon, Malaysia, Pakistan, Philippines and Turkey, are in the process of taking domestic procedures to join the MOU. The fact that these governments are of one mind in official recognition and support of the activities of ICAPP to the point of concluding an inter- governmental MOU clearly demonstrates their endorsement of ICAPP’s positive role and of its bid to enhance its relational character much closer to an IGO level as well.

In addition, perhaps more importantly, the government of the Republic of Korea, where the ICAPP Secretariat is located, agreed to provide annual financial support for the management and activities of the ICAPP Secretariat from the budget of the Prime Minister’s Office starting from 2015.

Fourth, the ICAPP could be an effective tool in delivering the 2030 Agenda for Sustainable Development adopted by the U.N. General Assembly in 2015, by strengthening the means of implementation and revitalizing the global partnership for sustainable development. The SDG outcome document specifically acknowledges the essential role of national parliaments for the success of the 2030 agenda through their enactment of legislation and adoption of budgets. Given that parliaments are composed of representatives of political parties, enhanced awareness and increased participation of political parties representing the grassroots voices will translate into effective implementation of the 2030 Agenda.

At the 9th General Assembly which was held in early September 2016, the leaders of 87 political parties from 35 countries in the region urged their respective governments and parliaments, in their unanimously adopted Kuala Lumpur Declaration, “to render full support for the successful and effective implementation of the 2030 Agenda of the U.N.” The ICAPP, as an extensive network of political parties not only in Asia, but in Latin America and Africa, is well suited to carry out such an important task.

By granting observer status to ICAPP, the U.N. could further encourage ICAPP’s U.N.- friendly activities, take advantage of ICAPP’s diverse activities in the discussion at the General Assembly, and expand support base of U.N. activities, including those for the 2030 Agenda, among political parties, and through them, among governments and peoples.
